Abstract

Gorontalo is one of the youngest provinces in Indonesia. As a new province Gorontalo is facing problems of public service infrastructure, including those to manage the mental health problems. This research tries to find out how the local government of Gorontalo manages to solve all the problems despite the limitations. Method of literature review and in-depth interview has been used to find the answer for the two research questions: how the local government of Gorontalo manage the mental health problem? And what ought to be done so that mental health issue can be managed properly? Researcher found that the province health service has listed people with severe mental health problem from each municipality and give them haloperidol medicine. Unfortunately all those actions is thanks to the special program from Ministries of health (center government), not the initiative from the local government. The State should therefore propose a bill to force the local government to pay more attention to the mental health problem.

Abstract

Management of coastal and coastline is very important in Indonesia, an archipelago country with the longest coastline in the world. Moreover, conditions in some coastal areas in Indonesia have decreased the environment quality for example in the Benoa Region of Bali. This paper aims to quantify the influence of government policies and community participation on the quality of the coastal environment in Benoa Badung Bali Region in the perspective of sustainable development. The quantitative method with the questionnaire instrument was carried out in this study. The results showed that the size of the index for government policy in the Benoa Region was 67.45 (sufficient), the community participation index 78.06 (good), the water condition index 72.78 (good) and the land condition index 74.62 (good). Statistical analysis shows that there is a significant relationship between government policy and community participation in the quality of the coastal and coastal environment (r=0,541). Government policies and community participation have  positive effect on the condition of the quality of the coastal and coastal environment. Various community empowerment activities and programs and government policies in the Benoa Region, for example the Yasa Segara Pokmaswas group, the development of conservation tourism in Badung, fisheries business development have fulfilled the principles of sustainable development in terms of economic, social/community participation and the environment.AbtrakPengelolaan pesisir dan pantai sangat penting di Indonesia yang merupakan daerah kepulauan dengan garis pantai terpanjang di dunia. Terlebih kondisi di sebagian pesisir di Indonesia kualitas lingkungannya menurun seperti di Kawasan Benoa Badung Bali. Tulisan ini bertujuan untuk menghitung pengaruh kebijakan pemerintah dan peran serta masyarakat terhadap kualitas lingkungan pesisir di Kawasan Benoa Badung Bali. Metode kuantitatif dengan instrumen kuesioner dilakukan dalam penelitian ini. Hasil penelitian menunjukan bahwa besaran indeks untuk kebijakan pemerintah di Kawasan Benoa adalah 67,45 (cukup), indeks peran serta masyarakat 78,06 (baik), indeks kondisi perairan 72,78 (baik) dan indeks kondisi daratan 74,62 (baik). Analisis statistik menunjukkan bahwa terdapat hubungan yang signifikan antara kebijakan pemerintah dan peran serta masyarakat terhadap kualitas lingkungan pesisir dan pantai (r=0,541). Kebijakan pemerintah dan peran serta masyarakat berpengaruh positif terhadap kondisi kualitas lingkungan pesisir dan pantai. Berbagai kegiatan dan program pemberdayaan masyarakat dan kebijakan pemerintah di Kawasan Benoa misalnya adanya kelompok Pokmaswas Yasa Segara, pengembangan wisata konservasi di Badung, pengembangan usaha perikanan telah memenuhi prinsip-prinsip pembangunan pesisir secara terpadu dan berkelanjutan.

Abstract

Education is an important aspect in a nation development. However, the achievement of education in Indonesia currently has not yet reached the best quality of education. Various policies in an effort to improve the quality of education have been done by the government and is still an ongoing process. Implementation of education in Indonesia refers to eight standards compiled by the National Education Standards Agency (BSNP). The material of these standard has been contained in various government policies. However, in order to achieve goals of these standards are still encountered various problems such as the low quality of education. This article tries to describe in general the standardization of education, eight national standards of education, and various problems in the achievement of national education standards at the level of primary and secondary education. Education that meets the standards must be met based on various criteria that have been set forth in various laws and regulations. The results of this article established that the standard of education still faces various problems, especially on the components of graduate competency standards, inadequate standards of facilities and infrastructure, standard of educator and education personnel, and also the management of standards.Pendidikan merupakan aspek penting dalam pembangunan bangsa. Namun, pencapaian pendidikan di Indonesia saat ini belum mencapai kualitas pendidikan terbaik. Berbagai kebijakan dalam upaya meningkatkan kualitas pendidikan telah dilakukan oleh pemerintah dan masih terus berlanjut. Pelaksanaan pendidikan di Indonesia mengacu pada delapan standar yang disusun oleh Badan Standar Nasional Pendidikan (BSNP). Materi standar ini telah terkandung dalam berbagai kebijakan pemerintah. Namun, untuk mencapai tujuan standar ini masih ditemui berbagai masalah seperti rendahnya mutu pendidikan. Artikel ini mencoba untuk mendeskripsikan secara umum standardisasi pendidikan, delapan standar pendidikan nasional, dan berbagai masalah dalam pencapaian standar pendidikan nasional di tingkat pendidikan dasar dan menengah. Pendidikan yang memenuhi standar harus dipenuhi berdasarkan berbagai kriteria yang telah ditetapkan dalam berbagai peraturan perundangundangan. Dari hasil artikel ini diketahui bahwa standar pendidikan masih menghadapi berbagai masalah, terutama pada komponen standar kompetensi lulusan, standar sarana dan prasarana yang tidak mencukupi, standar pendidik dan tenaga kependidikan, serta pengelolaan standar

Abstract

High economic growth in Batam has been marginalized local communities. They were living in coastal areal as a fishing community and live in poverty. Government of Batam has a variety of empowerment programs to improve the well-being live of them. But it still unsuccessful because the empowerment program only give them capital, lacking in securing access of community to natural resources. Coastal natural resources are assets for coastal communities. Therefore, there are two main things that must be done to empower coastal communities, which provide security of access to natural resources and provide capital for business.

Abstract

People have always produced waste and it is become a problem if not managed properly. The Act No.18 of 2008 on Waste Management has shift the paradigm of waste management to a resource that has economic value useful for human life as to improve the welfare of society. This research used a qualitative approach with descriptive method, which aims at describing waste management based on the Act No. 18 of 2008 so as to improve the welfare of society. The results showed that waste management as mandated by the Act No. 18 of 2008, has brought many benefits for the improvement of the well-being of the community in the city of Malang. With a strong commitment, local government found innovative ways in utilizing waste in the city.

Abstract

In this paper we elaborate the psychosocial factors that affecting Indonesian community in dealing with LGBT movement. There has been an increase of LGBT campaign in the beginning of 2016 where they’re demanding protection from discimination, violence, and constitutional barriers. However, LGBT is still considered deviation to local wisdom, making it abnormality according to American Psychiatry Association (APA)’s guidance. LGBT movement is in contrast with most people’s belief, healthy behavioral patterns, and positive children’s developmental phase. Parents are worry that their kids will engage in sexual disorder. Childhood is the most important phase to prepare for functional adulthood. Thus, government is clear when saying there’s no room for LGBT movement. Even so, as a citizen, LGBT people are the subject that must abide and be protected by the law. Therefore, government must implement the law precisely without exception to make sure everyone’s safe. At the same time, government need to deliver more education and socialization to increase respecting behavior among citizens. Dalam tulisan ini kami mengelaborasi faktor-faktor psikososial yang memengaruhi komunitas Indonesia ketika berhadapan dengan gerakan LGBT. Terjadi peningkatan kampanye LGBT pada awal 2016 dimana mereka menuntut perlindungan dari diskriminasi, kekerasan, dan hambatan konstitusional untuk melakukan perkawinan sesama jenis. Akan tetapi, LGBT dianggap bertentangan dengan kearifan lokal, sehingga dapat disebut abnormalitas sesuai dengan petunjuk American Psychiatry Association (APA). Gerakan LGBT bertentangan dengan keyakinan kebanyakan orang, pola-pola perilaku sehat, dan tahap perkembangan anak yang positif. Orang tua khawatir jika anaknya melakukan perilaku seksual yang menyimpang. Masa kanak-kanak merupakan fase yang paling penting untuk mempersiapkan pada masa dewasa yang fungsional. Selain itu, Pemerintah juga sudah jelas menyatakan bahwa tidak memberikan ruang bagi gerakan LGBT. Akan tetapi, sebagai warga negara pelaku LGBT harus tunduk dan dilindungi peraturan yang ada. Oleh karena itu, pemerintah perlu mengimplementasikan hukum secara tepat dan tanpa pengecualian untuk memastikan semua orang terlindungi. Bersamaan dengan itu, pemerintah juga melakukan edukasi dan sosialisasi untuk meningkatkan perilaku saling menghormati sesama warga negara.

Abstract

Boarding schools have their own peculiarities. Students in boarding schools will spend all their time in schools and dormitories, while students in day schools still have experience with their families and neighborhoods. This difference in experience will lead to differing perception, so it is assumed that there are differences in school well being in the two school models. The purpose of this study is to find out whether or not there is a difference in school well being for students in boarding public high schools (SMAN) with day public high schools (SMAN) in Malang. Using quantitative method. The research was conducted in Malang City on July 19, 2018. The total participants involved in this study were 186 people, consisting of 89 students from day high schools and 97 students from boarding high school. The results of the study using the t-test showed a significant difference in the average score in the variable school well being between boarding high school students and day high school students (t= 5.29; p <0.05). The average score of a school well being at boarding school is higher than day school. Viewed from its aspect, it was found a significant difference in scores significantly on the aspect of having, not found a difference in the average score significantly on the love aspect, found the difference in average scores was significantly on the aspect of being. Judging from the average score of each aspect, the boarding high school students have an average score of the aspect of the school well being higher than the day high school students. That is, if viewed on a per-aspect basis of school well being, boarding high school students feel better than day high school students. AbstrakSekolah asrama memiliki kekhasan tersendiri. Siswa yang berada di sekolah asrama akan menghabiskan seluruh waktunya di sekolah dan asrama, sementara siswa pada sekolah bukan asrama masih memiliki pengalaman dengan keluarga dan lingkungan tempat tinggalnya. Perbedaan pengalaman ini akan menimbulkan perbedaan penilaian sehingga diasumsikan terjadi perbedaan kesejahteraan siswa pada kedua model sekolah tersebut. Tujuan dari penelitian ini adalah untuk mengetahui ada atau tidaknya perbedaan kesejahteraan siswa yang berada di SMA Negeri (SMAN) asrama dengan SMA Negeri (SMAN) bukan asrama di Kota Malang. Penelitian ini menggunakan metode kuantitatif di Kota Malang pada tanggal 19 hingga 26 Juli 2018. Total partisipan yang digunakan dalam penelitian ini adalah 186 orang, terdiri dari 89 siswa dari SMAN bukan asrama dan 97 siswa dari SMAN asrama. Hasil penelitian dengan menggunakan t-test menunjukkan perbedaan rata-rata skor secara signifikan pada variabel kesejahteraan siswa di sekolah antara siswa SMAN asrama dengan siswa SMAN bukan asrama (t = 5,29; p < 0,05). Rata-rata skor kesejahteraan siswa di SMAN asrama lebih tinggi dibanding SMAN bukan asrama. Dilihat dari aspeknya, ditemukan perbedaan rata-rata skor secara signifikan pada aspek kondisi sekolah, tidak ditemukan perbedaan rata-rata skor secara signifikan pada aspek hubungan sosial, ditemukan perbedaan rata-rata skor secara signifikan pada aspek pemenuhan diri. Dilihat dari rata-rata skor tiap aspeknya, siswa SMAN asrama memiliki rata-rata skor aspek kesejahteraan siswa di sekolah lebih tinggi dibanding siswa SMAN bukan asrama. Artinya, jika dilihat secara per aspek kesejahteraan siswa di sekolah, siswa SMAN asrama merasa lebih baik dibanding siswa SMAN bukan asrama.

Abstract

There are only a few empirical researches which connect the individual sexual behavior with the individual’s perspective in viewing the world (worldview), although speculations related to that matter have already existed in the literature. This research carried out measurement of participant’s worldview using Worldview Analysis Scale as well as participant’s sexual behavior using Garos Sexual Behavior Inventory. The participants of this research consisted of 200 people (52% male, 48% female; age average 24.23 years; standard deviation of the age 1.92 years) who were obtained by convenience sampling techniques in Jakarta, Bogor, Depok, Tangerang, Bekasi, Bandung, and Surabaya. The results show that there are correlations between communalism worldview and sexual discordance as well as tangible realism worldview and sexual discordance.

Abstract

Educational supervisor is a professional position that is intended to provide professional development. It is supporting the principals, teachers, and school institutions. Supervisor provides the supervision of academic, administrative and managerial to the education unit. Supervisor must have the competencies of personality, managerial supervision, supervision of academic, evaluation of education, research and development and social competence. Regional autonomy provides flexibility of creation in school management. Supervisor is assisting the school principal and teachers to develop educational programs that based on their self-environment as well as potential insight of the institution into the international relations. The main model which proposed by the ministry of education in the context of regional autonomy is the School Based Management (SBM) and the implementation of the Education Unit Level Curriculum (EULC).

Abstract

The information and communication technology (ICT) industrial sector requires two preconditions for its workers: higher education and skills appropriate to the areas of expertise. The problem is, a high educational background owned does not necessarily correlate with the level of well-being, particularly for outsourcing and contract workers. Therefore, this paper examines the welfare of the workers on three aspects, (i) socio-economic conditions, (ii) the rights acquired, and (iii) social security. To get the portrait of welfare and fulfillment strategy for contract workers and outsourcing of ICT workers in Jakarta, in-depth interviews were conducted to ten workers, consisting of eight men and two women with the age range between twenty-three to forty years old. This paper describes the condition of contract and outsourcing workers in the ICT sector who held higher education degree that still have inadequate bargaining power and must work hard to sustain their livelihood. This condition causes them to devise strategies such as saving, selection of a place to stay, look for overtime, look for additional work, and try to live a healthy life. Given these findings, the government should actively collaborate with universities and industries so that workers who entered the industry have a better bargaining position.Sektor industri teknologi informasi dan komunikasi (TIK) mensyaratkan dua prasyarat bagi pekerjanya, yaitu: jenjang pendidikan tinggi dan keterampilan sesuai bidang keahlian. Permasalahannya, latar pendidikan tinggi yang dimiliki tidak selalu berkorelasi dengan tingkat kesejahteraan, utamanya bagi pekerja kontrak dan outsourcing (alih daya). Oleh karena itu, tulisan ini menelaah kesejahteraan pekerja dari tiga aspek: (i) kondisi sosial ekonomi, (ii) hak yang diperoleh, dan (iii) jaminan sosial. Untuk mendapat potret kesejahteraan dan strategi pemenuhan kebutuhan hidup pekerja kontrak dan alih daya bidang TIK di DKI Jakarta, dilakukan wawancara mendalam kepada sepuluh pekerja, terdiri dari delapan orang laki-laki dan dua orang perempuan dengan rentang usia dua puluh tiga tahun sampai empat puluh tahun. Tulisan ini menjelaskan kondisi pekerja kontrak dan alih daya di sektor TIK yang meskipun memiliki pendidikan tinggi tetapi tidak memiliki posisi tawar memadai. Seperti halnya pekerja sektor lain, mereka pun harus bekerja keras dalam memenuhi kebutuhan. Kondisi tersebut menyebabkan mereka harus berstrategi mulai dari berhemat, menabung, pemilihan tempat tinggal, mencari lemburan, mencari tambahan pekerjaan, dan berusaha hidup sehat. Merujuk pada temuan tersebut, pemerintah harus secara aktif berkolaborasi dengan perguruan tinggi dan industri agar pekerja yang masuk ke dunia industri memiliki posisi tawar yang lebih baik.
