Tuturlogi is a bilingual (English and Bahasa), peer-reviewed journal, and specializes in Indonesian communication studies in particular and Southeast Asian communication studies in general. Our main goal is to disseminate current and original articles from researchers and practitioners on various contemporary communication issues through the publication of articles, research reports, community service project and any comments from contemporary communication issues. This journal warmly welcomes contributions from scholars of related disciplines.

Abstract

Diversity or plurality such as ethnicity, race, culture, and religion become a natural thing in the community, in particular, the diversity of religions must be accepted by society. The existence of religious group differences is a very natural thing, where the group is under their own theological and legal systems. The Peekay film is one of the films that represent the diversity of religions in India, by showing how every religion worships God, and also displays the identities of each religion, such as Hinduism, Islam, Catholic Christianity, Sikhism, and Jainism. Purpose of this research is to know and understand the menaing of plurality in Peekay movie. This study uses qualitative methods, and semiotics studies by using the semiotic theory of the two orders of signification model from Roland Barthes which interpret the signs through the stages of denotation, connotation, and myth, the paradigm used in conducting this research uses the constructivist paradigm. Data collection techniques in research carried out with documents, where researchers look for written sources, both from books, journals, research-relevant research, and the internet media. The results obtained by researchers are displaying several scenes that represent religious plurality, both with visuals and also dialogue and Voice Over contained in the PK film. Such as the scene depicting the buildings of places of worship of each religion, and the way each religion performs worship and Peekay who says that in this world there are many religions and each religion has its own Belief or God, where each of these religions has a way in doing God's commands. The diferents in Hinduism, Islam, Catholic Christianity, Sikhism, and Jainism symbol are the main core in this research.

Abstract

This study tries to explain and the reception of millenial generation in Universitas Padjadjaran towards the representation of leaders in the nonverbal message and the substance of the message of Indonesian Presidential candidates in 2019 presidential debate. Data was collected by in-depth interviews and FGDs of eight informants. The results of this study indicate that the reading of informants on the representation of the leaders of the candidates for the substance and nonverbal candidates in the 2019 Indonesian Presidential Debate shows candidate 01 superior to candidate 02. Candidate 01 excels in five variables: nonverbal kinesik, nonverbal artifactual, substance alignment topics, substance selection and alternative solution arguments, and the substance of the stimulation of alternative solutions. Whereas candidate 02 is only one variable superior namely nonverbal paralinguistic.

Abstract

 Layanan Aspirasi dan Pengaduan Online Rakyat (LAPOR) merupakan layanan pengaduan berbasis teknologi informasi dan komunikasi yang diberikan pemerintah. Penelitian ini bertujuan untuk mengetahui implementasi komunikasi pelayanan publik Pemerintah Kota Mataram melalui penggunaan aplikasi LAPOR!. Metode penelitian yang digunakan adalah metode kualitatif dengan teknik analisis data deskriptif. Data diperoleh dari hasil studi dokumentasi dan wawancara mendalam pada pejabat pemerintah kota Mataram yang berwenang. Hasil penelitian menunjukkan bahwa implementasi aplikasi LAPOR! di Kota Mataram telah sejalan dengan prinsip E-Government, yakni meningkatkan kualitas pelayanan publik dalam hal kinerja efektivitas dan efisiensi yang diberikan oleh pemerintah kepada masyarakat. Pelayanan publik Pemerintah Kota Mataram melalui penggunaan aplikasi LAPOR! dapat mempermudah masyarakat dalam memberikan aspirasi dan pengaduan kepada pemerintah. Pemerintah dan masyarakat dapat bertukar posisi menjadi komunikator dan komunikan selama masih ada feedback dan dapat mencapai kesepakatan bersama seperti kepuasan masyarakat terhadap tindaklanjut dari pemerintah.   Kata Kunci : Aplikasi LAPOR!, E-Governmen, komunikasi pelayanan publik.

Abstract

Research on the use of ICTs for international development, or information and communication technology for development (ICT4D) research, has a history going back some 30 years. The purpose of this paper is to take stock of the ICT4D research field at this important juncture in time, when ICTs are increasingly pervasive and many different disciplines are involved in researching the area. The paper first provides some reflections on the history of the field broken down into three phases from the mid-1980s to the present day. This is followed by a detailed discussion of future research agenda, including topic selection,  and the role of theory.  ICT4D research started largely in the academic field of information systems but it is concluded that the future lies in a multidisciplinary interaction between researchers, practitioners, and policy-makers.

Abstract

The use of religious terms such as 'kafir' is seen as a form of radicalism because it discriminates against other groups; both Muslim and non-Muslim groups. Radicalism can encourage intolerant behavior and violence. In political contexts such as elections, mass groups often use these calls to discriminate against other groups that are considered to have different views. This study was conducted to find out how "kafir" are used and how participatory communication as a means of resistance. This study was conducted using a survey method for Muslim and non-Muslim students in Malang City. This study states, the context of "kafir" occurs in different ways. In social relations, kafir is used in a joke. But t is also considered tend to discrimination, especially when associated with conservative organizations and fundamentalist movements. When "kafir" are used discriminatively, respondents have the awareness to reject using the term. Forms of participatory communication are done through informal discussion forums rather than formal spaces.

Abstract

This article aimed to describe how CSR funds play in the funding of NGOs in Indonesia. The flow of CSR funds from foreign companies to NGO engaged in the community is certainly raised the questions, seeing the very different spirit between corporate NGO. The corporation whose orientation is on financial gain, while the orientation of NGO is community empowerment and it is a non-profit institution. Therefore, we need to pay attention to the power-corporate relations in the NGO through the funding network. This research uses qualitative methods based on a critical paradigm. It was found that the Corporate Social Responsibility (CSR) is no longer merely an act of charity and the social kindnes of the company to its community, furthermore, it is already a business strategy. The knowledge and power of funds agencies has been "driving" the NGO in Indonesia through the limitation of issues which are in the forum of donors. In the end, the NGOs in Indonesia have only become a capitalist tribes agency.

Abstract

The communication strategy of the Baubau City Government in socializing the PO-5 program is a major problem in this study. The objective of this research is the concrete contribution of initial indicators to see the ability of the Baubau City government officials in the planning of the Communication Strategy and the selection of forms of communication media in the socialization process, as well as efforts to preserve the values of local wisdom in the lives of citizens and as a reference in an effort to preserve the values of local wisdom in the midst of society. The approach in this study uses the type of qualitative research with the following stages: the preparatory stage, the stage of composing the subject criteria, the Test and Revision Guidelines stage of the interview, the Data Collection stage, the data analysis stage, and the conclusion stage. The Baubau City Communication and Information Office is the agency that is responsible for developing strategies to socialize the PO-5 program to the Baubau community. The media used to socialize the program are stickers, billboards, banners, clothes, and advertisements in local newspapers. The findings in this study are the use of promotional media such as stickers, billboards, clothing, and advertisements in local newspapers are still the main choice in socializing the PO-5 program. Another finding was that socialization staffs were very minimal in terms of both quantity and quality in socialization activities so that the essence of the program was not yet understood by the majority of the community.

Abstract

The 2019 election contest was over. The winner is known. An incumbent, Joko Widodo, who was paired with Ma'ruf Amin, was able to outperform his competitors Prabowo Subianto and Sandiaga Uno. Beside Jokowi-Ma'ruf Amin's victory, there is something interesting to look at. Namely, the decreasing number of celebrity electability in parliament. Does this further confirm that celebrities are not eligible? Does the level of celebrity popularity affect the level of electability in the 2019 elections? Does celebrity function more as celebrity endorsers? What is clear, celebrities to enter the political sphere need to be listened to and reconsidered. This research uses a qualitative research approach and is carried out with a period of April-May 2019. Data collection techniques using the study of literature that is looking for and sorting out references and secondary data. While the data analysis uses data presentation analysis. This research shows: 1) Celebrities are no longer the primary consideration of voters in elections, 2) Celebrity popularity is not directly proportional with celebrity electability, 3) Political parties have failed to implement the function of political recruitment.
