Abstract

The policy performance of implementing Risk-Based Business Licensing through the Online Single Submission-Risk Based Approach (OSS-RBA) system in Kuningan Regency is still experiencing obstacles because Kuningan Regency does not yet have a Detailed Spatial Plan (RDTR) which has an impact on hampering the process of basic requirements in the form of Conformity of Space Utilization Activities (KKPR), Environmental Approval and Building Construction Approval (PBG). Therefore, it is necessary to evaluate the business licensing policy so that the aim of the policy, namely improving the investment ecosystem through issuing business permits more effectively and simply, can be achieved. This research uses qualitative methods with data collection and analysis techniques through observation, interviews with service officers and the community as well as documentation studies. Based on the results of research using William N Dunn's evaluation theory with 6 main criteria, it was concluded that the implementation of risk-based business licensing policies in Kuningan Regency has not met effectiveness, efficiency, adequacy, alignment and accuracy in encouraging ease of business licensing even though the responsiveness is quite good with the increasing number of permits. Micro and Small Enterprises (IUMK) in Kuningan Regency. To increase the effectiveness of implementing this policy, the Kuningan Regency government issued a regional policy so that the business licensing public service process in Kuningan Regency continues to run well.

Abstract

Disputes over the transfer of land ownership rights through sales often arise in the community due to Indonesia's land registration system, which follows a negative system. This system allows for multiple legal defects in registered land rights certificates, potentially leading to cancellation requests. This research addresses two main issues: the authority of the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) in handling land cases and the form of legal protection for land rights holders whose transfers are cancelled. This normative legal research employs a statutory and case approach, using document studies for data collection and analyzing the data through descriptive methods and legal analogies (argumentum per analogy). The study concludes that the ATR/BPN's authority in handling land cases is outlined in Permen ATR/BPN No. 21 of 2020. The agency offers two alternatives for resolving disputes: judicial settlement for court decisions and mediation for a win-win solution and peace agreement. Additionally, legal protection for land rights holders, particularly third parties with certificates cancelled due to administrative defects, can be provided both preventively and repressively to ensure legal certainty and protection for all parties involved.

Abstract

The role of women in education is increasingly important, especially in the context of career development and leadership. This study aims to look at the dynamics of women in the Teacher Mover program in learning communities, including the challenges faced, the seniority dilemma, and their role in curriculum implementation. The research approach used is qualitative with a phenomenological design. The research subjects consisted of female teachers who have graduated and have a Teacher Mover certificate. Data collection techniques were conducted through interviews and documentation, followed by data analysis through data reduction, presentation, and verification. The results show that (1) women's struggles in the Teacher Mover program include a rigorous selection process and six months of training; (2) the dilemma faced relates to the perception of seniority in the school that often doubts their abilities; and (3) the presence of women as Teacher Mover proves significant in leading learning and contributing to seminars related to the independent curriculum. This research highlights the importance of environmental support for women's career development in education, as well as the need for policies that strengthen women's position in learning communities. The findings are expected to provide insights for the development of more inclusive education policies.

Abstract

Road infrastructure is very important for the development of the economy and human mobility throughout the world. However, behind the importance of this extensive road network, a primary challenge continues to grow, namely the construction of safe and efficient road geometry. Due to the high population density in Indonesia, traffic jams and accident rates have increased. Serious accidents can occur if the road geometry is not suitable. This research has the main objective of carrying out planning regarding visibility distances and the condition of road facilities, such as existing lighting and traffic signs, to develop practical recommendations that can be implemented to increase traffic efficiency and safety at the Babakan Anyar - Kadipaten Highway location. The primary data collection method involves using official documents and reports following the guidelines in the Procedure for Geometric Planning of Inter-City Roads through the Director General of Highways in 1997. On the Babakan Anyar - Kadipaten Highway, which is included in the provincial road category and is a type of road arterie with flat terrain conditions, it has been decided to set a design speed of 100 km/hour for this research. Based on the 100 km/h design speed used in this research, the minimum stopping visibility required is 175 meters. However, because the planned value measured is 181.92 meters, the stopping visibility distance (Jh) is 181.92. Likewise, the minimum required visibility distance is 670 meters, but the value obtained is 751.89 meters, so a visibility distance (Jd) of 751.89 meters is used. In addition, lighting facilities are needed to increase visibility and reduce the risk of accidents by ensuring drivers can see the road, traffic signs, and obstacles.

Abstract

Bridges are more than just physical structures; they connect people and places, facilitating commerce, transportation, cultural exchange, and shaping landscapes. Bridges are complex structures composed of various essential components, including the auxiliary building, substructure, and superstructure, each crucial for the overall stability and functionality. Engineers face challenges in bridge construction, including environmental conditions, traffic volumes, and geological threats. Additionally, aging infrastructure and financial constraints make bridge rehabilitation and maintenance increasingly difficult. This research will focus on the analysis and design of suspension cable bridges, a unique type of bridge that leverages tension and compression for structural effectiveness. This research will utilize the SAP2000 software, a sophisticated application for structural analysis and design used by civil engineers, architects, and construction experts to model, evaluate, and design various structures, including buildings, bridges, dams, and towers. The methodology employed in this study is consistent with qualitative research approaches that aim to understand better social phenomena, cultural contexts, and human behavior. The analysis and design of the suspension cable bridge using SAP2000 will be the primary focus of this study. This will involve a detailed examination of the necessary components and construction techniques for suspension bridges. The various loads a bridge may encounter over its lifetime will be carefully considered during the structural design process, as these loads significantly impact the bridge's longevity, stability, and safety. The findings of this research are expected to provide a comprehensive understanding of the analysis and design of suspension cable bridges using the SAP2000 software. The insights gained from this study will contribute to developing more effective and efficient bridge construction technologies, addressing the ongoing challenges engineers face in the field.

Abstract

The construction industry is a dynamic field with potential hazards that can affect project quality and performance. Proper implementation of Occupational Safety and Health (OHS) management is essential in construction projects. The use of personal protective equipment (PPE) is an important aspect of OHS, but compliance among construction workers is still lacking. This study aims to determine the relationship between attitude and compliance with the use of PPE on the Hermina Hospital construction project in Madiun City. This study was a cross-sectional study, and data were collected using a questionnaire. This study involved 93 construction workers. The results showed that 62% of construction workers in Ethiopia did not use PPE while working, mainly due to lack of availability (41.1%), lack of orientation on the use of PPE (21.3%), discomfort (16.3%), and lack of perceived importance (1.3%). In Indonesia, approximately 60% of workers have experienced head injuries due to not wearing a safety helmet, 90% have experienced facial injuries due to not wearing a face shield, 77% have experienced foot injuries due to not wearing safety shoes, and 66% have experienced eye injuries due to not using eye protection. The low compliance with PPE use among construction workers is a significant concern, as this increases the risk of occupational injuries and accidents. Factors such as availability, training, comfort, and perceived importance of PPE should be addressed to improve compliance. Employers and policy makers need to prioritize the implementation of effective OHS management in construction projects to protect workers' health and safety.
