Abstract

This study analyzes the influence of coordination and transformational leadership on village apparatus performance in Sipodeceng Village, Sidenreng Rappang Regency. Using a survey of 12 village officials with simple linear regression analysis, results show that coordination (p=0.424) and transformational leadership (p=0.154) have no significant effect on apparatus performance. These findings indicate that modern management concepts are not always applicable in small-scale village government organizations with simple hierarchical structures and traditional work cultures. Apparatus performance is more influenced by other factors such as individual competence, intrinsic motivation, and supporting facility availability. This study provides important empirical evidence on the need for contextualization of management theory in local organizational environments with unique characteristics, and practical implications for developing village apparatus training programs that are more contextually appropriate.

Abstract

This study aims to analyze the effectiveness of the Integrated Hajj Information and Computerization System (SISKOHAT) in the implementation of Hajj services in Sidenreng Rappang Regency. The analysis focuses on three aspects: the implementation of the system in improving service productivity and quality, the responsiveness and responsibility of officers in managing digital-based services, and the accountability and fairness of public services through SISKOHAT. This research employs a descriptive qualitative method with in-depth interviews involving 20 informants, consisting of SISKOHAT operators, prospective Hajj pilgrims, and other related stakeholders. The findings indicate that SISKOHAT makes a significant contribution to accelerating administrative processes, minimizing data input errors, and enhancing service transparency. However, the system’s effectiveness remains limited by technical constraints, such as network disruptions, inadequate facilities and infrastructure, and low technological literacy among some officers and pilgrims. The study highlights the need to strengthen human resource capacity, improve technological infrastructure, and reinforce monitoring mechanisms to ensure effectiveness, accountability, and fairness in digital-based Hajj administration at the regional level.

Abstract

This study analyzes the effectiveness of information technology in improving services at the Sidenreng Rappang Regency Public Library using a descriptive qualitative approach. Data were collected through in-depth interviews with librarians and library users, observation, and documentation, analyzed using the Miles and Huberman model. Results show that Inlislite, SIDEREAD, and OPAC systems improved service speed from 10 minutes to 1-2 minutes per transaction, enhancing operational efficiency and transparency. However, utilization remains low (25% of active members) due to low digital literacy, limited internet infrastructure in rural areas, uneven digital skills among librarians, and minimal socialization. Optimization strategies include continuous librarian training, infrastructure strengthening, community-based literacy programs, and integration with the iPusnas platform. This study contributes to understanding library digitalization implementation at the regency level by considering local socio-cultural characteristics.

Abstract

Empowerment and Child Protection (DPPPA) of Karawang Regency in handling cases of sexual violence against women. The study employs a qualitative method with a case study approach. Data were collected through interviews, observation, and documentation. Service responsiveness was analyzed using six indicators proposed by Zeithaml as cited in Hardiyansyah (2018): responsiveness capability, service speed, service accuracy, service attentiveness, timeliness of service, and responsiveness to complaints.The findings show that the indicators of responsiveness capability, service accuracy, service attentiveness, and timeliness of service have been implemented effectively through the application of standard operating procedures, empathetic attitudes of officers, and cross-sectoral coordination. However, service speed remains constrained by limited human resource capacity during periods of increased case volume. In addition, responsiveness to complaints has not been optimal due to insufficient dissemination of complaint and feedback mechanisms, resulting in victims being unaware of available channels to submit criticism and suggestions. These findings indicate the need to strengthen human resource capacity, improve workload distribution, and enhance socialization and proactive communication regarding service and complaint mechanisms to improve the responsiveness of women’s protection services.

Abstract

Good governance is a reflection of optimal public service quality. Therefore, planned and systematic service managementis an important requirement in improving service quality. With quality human resource management and the application of good governance principles, the government can formulate and implement policies that are more responsive to the needs of the community. Indicators in analyzing governance in services include accountability, transparency, democracy, and the rule of law. This study uses a qualitative design. A case study method was used to understand and explore management in the Karangbahagia subdistrict. Data collection was carried out through observation, interviews, and documentation. Based on the research results, it is known that Karangbahagia Subdistrict has implemented the principles of good governance, especially the principles of accountability, transparency, democracy, and the rule of law. However, in its implementation, it still faces challenges, such as uneven SKM, community participation that does not reach all levels of society, and access to service information that is not easy for some community groups.

Abstract

This study aims to analyze the implementation of Service Excellence principles in public services at Batu Subdistrict, Sidenreng Rappang Regency, and to identify the inhibiting factors and their impacts on community satisfaction. The research employs a qualitative descriptive approach with data collection techniques including interviews, observation, and documentation. The findings indicate that the implementation of Service Excellence remains partial; while staff friendliness has begun to improve, the principles of speed, accuracy, transparency, and the use of technology have not yet been optimized. The main constraints stem from limited human resource competencies, the absence of a digital-based service system, and inadequate supporting facilities and infrastructure. As a result, community satisfaction has increased but not to an optimal level, as reflected in prolonged service times and inconsistent information. This study recommends strengthening the capacity of public officials through continuous training, accelerating the digital transformation of subdistrict services, and improving standard operating procedures as strategic policy measures to enhance public service quality and community satisfaction.

Abstract

This study aims to analyze the role of village government officials in public services through the use of the SIBERAS application and to identify the obstacles faced by officials in its implementation in Sipodeceng Village, Baranti District, Sidenreng Rappang Regency. The research method used is descriptive qualitative with data collection techniques in the form of in-depth interviews, observation, and documentation. The data were analyzed using a thematic approach supported by NVivo coding to map the patterns of the role of officials, the use of the application, and its impact on village public services.The results showed that village officials played a fairly good role in supporting digital-based services, especially in terms of service attitude, responsibility, and initiative in helping the community. However, limitations were found in technical competence and clarity of task distribution, which caused some officials to experience difficulties in operating SIBERAS. This study also revealed a number of obstacles, such as dynamic system changes and low digital literacy among the community. Nevertheless, officials made various efforts such as socialization, assistance, and routine coordination to overcome these obstacles. Overall, the use of SIBERAS had a positive impact on improving the efficiency, transparency, and quality of village public services.

Abstract

This study analyzes the work motivation of Sipodeceng Village government apparatus and the factors affecting public service performance. Unlike previous predominantly quantitative research, this study employs a phenomenological qualitative approach to explore the subjective experiences of village apparatus in understanding their work motivation. Data were collected through in-depth interviews with 8 informants (Village Head, Village Secretary, 2 Hamlet Heads, and 4 village staff), observation, and documentation, then analyzed using NVivo 12 Plus with data validity techniques including source triangulation, method triangulation, and member checking. Results show that work motivation is formed through a combination of intrinsic motivation (responsibility, pride in serving) dominant at leadership levels, and extrinsic motivation (work facilities, allowances) that more significantly influences implementing staff. Findings confirm Self-Determination Theory and Herzberg's Two-Factor Theory, while revealing new dimensions such as local identity-based motivation and the role of paternalistic leadership. Apparatus performance improves through balanced intrinsic-extrinsic factors, supportive work environment, and responsive leadership. Practical implications include the need for performance-based recognition systems, continuous technology training, improved work facilities, and fair remuneration policies at village government level.

Abstract

This study develops the Rais-MR3 Prototype as an innovative model of village governance that integrates four core pillars: Management, Regulation, Responsibility, and Result. The model aims to enhance transparency, accountability, and community participation in implementing the 200 Ducks per Household Program in Sipodeceng Village. Using a qualitative descriptive approach with a prototype development method, the research involved village officials, BUMDes managers, and beneficiary households as key informants. The findings reveal that while the program’s governance aligns socially with good governance principles, it remains largely conventional and lacks systematic digital integration. The Rais-MR3 implementation successfully strengthens actor coordination, standardizes regulations and SOPs, and establishes real-time, data-based public accountability. The study contributes an integrative model of digital village governance replicable for other local economic empowerment initiatives. Practically, it promotes digital literacy among village officials and aligns local systems with regional e-Government policies to realize adaptive and sustainable village governance.

Abstract

This study aims to analyze village government governance in the utilization of yard land and identify the challenges faced in supporting family economic welfare in Sipodeceng Village, Baranti District, Sidenreng Rappang Regency. The utilization of yard land is one of the strategies used by rural communities to improve food security and household income, thus requiring good and participatory governance from the village government. This study uses a qualitative approach with a case study method. Data were collected through in-depth interviews, observations, and document analysis, then analyzed thematically with the help of NVivo software to map patterns of field findings. The results show that the governance of the Sipodeceng Village Government in the utilization of yard land has implemented most of the principles of Good Governance, including participation, transparency, accountability, effectiveness-efficiency, and the rule of law. The community is actively involved in the planning and implementation of programs, while the village government strives to convey information openly and be accountable for the implementation of activities. However, the implementation of this governance still faces several challenges, such as limited time and knowledge of the community, unequal distribution of information, limited technical assistance and agricultural facilities, and the absence of specific regulations related to the utilization of yard land. This study concludes that good village government governance plays an important role in encouraging the utilization of yard land as a source of income and economic security for families. Despite various obstacles, the practice of utilizing backyard land has had a positive impact on reducing expenses, increasing additional income, and strengthening family food security. This study provides theoretical implications for the development of governance and village development science, practical implications for the community in managing backyards productively, and policy implications for village and local governments in formulating more effective and sustainable empowerment programs.
