Abstract

One of the rights fulfilled for breastfeeding female inmates is that inmates with children can care for them in prison until the child is 3 years old, in accordance with the Bangkok Rules, Law Number 22 of 2022, and related government regulations. Currently, the Palu Women's Prison is housing four infants of female inmates who are breastfeeding. Although the prison environment is less than ideal for a child's growth and development, this effort is important to maintain the bond between mother and child. This research aims to analyze the attachment patterns and the fulfillment of rights for breastfeeding female prisoners, as well as the obstacles they face at the Class III Women's Prison in Palu. This research uses a qualitative method where data collection is conducted through interviews and observations. Qualitative data analysis consists of data reduction, data presentation, and conclusion drawing. The results of this study show that there is no special treatment for nursing prisoners and their accompanying children. Nevertheless, a secure attachment between the mother and child remains formed. These inmate mothers continue to strive to meet their children's needs with the support of facilities provided by the prison authorities, although these facilities are also limited, such as the absence of healthcare personnel, lack of play areas, minimal breastfeeding facilities, low education levels among inmates, no special budget, and lack of knowledge about mother-child bonding. Abstract

This research aims to analyze the role of community counselor as case manager in empowering correctional clients at the Surakarta Class I Correctional Center. The background of this research focuses on the importance of social reintegration for post-conviction clients to restore their social identity and prevent repeat offenses. This research uses qualitative methods with data collection techniques through observation, in-depth interviews, FGDs, and literature studies and is based on Bronfenbrenner's Ecological Theory. The results showed that community counselors play an important role as mediators, facilitators, and advocates in the client reintegration process. Community support and appropriate government policies also play a crucial role in reducing social stigma and accelerating the reintegration process. However, limited resources and community stigma are the main obstacles that hinder client empowerment. A comprehensive coaching program is considered essential to increase clients' independence and reintegrate them into the community. Keywords: Empowerment ;Social Reintegration; Community Counselor

Abstract

This study aims to explore the role of correctional guardians in supporting social reintegration through prisoner empowerment at Banjarmasin Class IIA Correctional Facility. The method used is a case study with a qualitative approach, involving interviews, observation, and documentation. The main informants include the head of the prison, the head of the work section, and correctional guardians. The results show that correctional guardians have an important role in guiding and motivating prisoners to participate in empowerment programs, such as skills training and personality development. However, the implementation of this program still faces various obstacles, including a lack of human resources, limited facilities, and problems with inmate motivation. Specialized training for correctional guardians and increased collaboration with external parties are recommended to strengthen the effectiveness of empowerment programs and support the social reintegration of prisoners. Abstract

The phenomenon addressed in this study is the suboptimal outcomes of the self-sufficiency development program in the correctional institution, despite the existence of well-designed programs. This research employs a qualitative method with a descriptive approach. Primary data was collected through interviews and direct observations of relevant parties, including inmates, correctional staff, and the head of the work activity division. Data collection techniques included structured interviews and participatory observation. The data analysis used the CIPP (Context, Input, Process, Product) evaluation model, focusing on various aspects such as policy context, resource inputs, implementation processes, and developmental outcomes. The respondents included three inmates involved in the program, correctional staff, and the work activity leader at the Karawang Class IIA Correctional Institution. The results indicate that the agricultural pilot project has been implemented but faces several challenges, such as limited resources, inadequate facilities, and a lack of motivation among the inmates. Abstract

This study seeks to identify factors leading prisoners to commit child protection crimes and evaluate the effectiveness of the inmate development program at the detention center. Utilizing a qualitative approach, data were collected through interviews, observation, and documentation. It identifies three factors influencing behavioral changes: predisposing, enabling, and reinforcing factors. The findings indicate that insufficient knowledge of consequences, a negative social environment, and inadequate family support significantly contribute to these crimes. To address these issues, the study recommends the “Inmate Rehabilitation and Counseling” program, aimed at enhancing legal awareness among inmates, their families, and society while creating a supportive environment. The program includes individual and group guidance along with social skills training to improve the overall quality of life for inmates. Abstract

This research explores the effectiveness of early detection of security disturbances through the Salam Pemasyarakatan program at Rutan IIB Menggala. The study aims to evaluate how this humanistic approach contributes to enhancing communication between staff and inmates, facilitating early intervention to maintain order within the correctional facility. Employing a qualitative research methodology, data was collected through observations and interactions during the implementation of the program. The findings reveal that the program significantly improves staff-inmate relationships, leading to more effective communication and timely identification of potential disturbances, particularly regarding drug circulation and conflicts among inmates. Despite facing challenges such as inconsistent implementation and limited personnel, the Salam Pemasyarakatan program proves essential in fostering a secure environment. This research underscores the importance of integrating humanistic practices in correctional management to enhance security and rehabilitation efforts. Abstract

The purpose of this study was to describe how the implementation of the social rehabilitation program at the Class IIA Narcotics Correctional Institution Bandar Lampung. This research uses descriptive qualitative research methods with data collection techniques in the form of observation, interviews, and documentation studies. The results of this study are that the social rehabilitation program at the Class IIA Bandar Lampung Narcotics Penitentiary is running well, but there are still shortcomings in resource factors such as incomplete facilities and infrastructure and inappropriate officer competence. The limitation of this research is the lack of research time to fully examine social rehabilitation activities. Researchers suggest coordinating with the prison before conducting research so that the research subject is confirmed for further research. Abstract

Drug abuse is a phenomenon that often occurs in Indonesia, one of which is the case of drug abuse crimes which makes many people have to deal with the laws in Indonesia. In this research, the research design used is a case study. The results of the study are Empowerment for prisoners, especially addict prisoners, which is carried out at the Gunung Sindur class IIA Narcotics Prison in addition to improving the skills of prisoners can also provide a form of productive activity for addict prisoners so that they can slowly escape drug dependence with obstacles in its implementation, such as the condition of the production room, the ability of prisoners to participate in empowerment, technology that is still manual and there is still a sense of addiction to prisoners. The proposed coaching program is based on the obstacles of the previous program, so the researchers propose a program called the Community-Based Drug Rehabilitation Program through collaboration with the Bogor Regency Social Service at the Gunung Sindur Class IIA Narcotics Prison. Abstract

This study examines the implementation of healthcare services for elderly inmates at the Kuningan Class IIA Correctional Facility, highlighting both the achievements and challenges encountered in providing adequate care. Despite the positive and transparent relationship between prison staff and elderly inmates, the quality of healthcare has not reached an optimal level due to limited human resources and inadequate medical facilities. The research employs a qualitative methodology, utilizing interviews and observations to gather insights from healthcare staff and elderly inmates about their experiences and perceptions of the healthcare services offered. The findings reveal that while the staff shows dedication and empathy towards the inmates, significant improvements are necessary to enhance the quality of healthcare service. This study aims to provide a comprehensive understanding of the current state of healthcare for elderly inmates and suggest actionable strategies for enhancing service delivery in correctional settings. Abstract

This study examines the implementation of visitation services for high-risk inmates at Gunung Sindur Class IIA Narcotics Prison. The research focuses on the importance of balancing the fulfillment of inmates' rights with the need for prison security. The research problem lies in how visitation services are applied and the challenges that arise in their implementation. The objective of the study is to gain a deeper understanding of the visitation process and to identify the obstacles encountered during its execution. A descriptive qualitative approach was employed, with data collected through interviews, observations, and documentation. The analysis reveals that, although the visitation services have been implemented according to regulations, there are several challenges hindering their effectiveness, including limited facilities, staff shortages, and technical and administrative issues. The study concludes that improvements in human resource management and administrative efficiency are necessary to enhance the quality of visitation services for high-risk inmates.
