Abstract

The productivity of Civil Servants is a crucial factor in supporting the effectiveness of government administration. However, the productivity of ASN at the Regional Secretariat of West Pasaman Regency has not been considered optimal, possibly due to work motivation, work commitment, and Organizational Citizenship Behavior. This study aims to examine the influence of work motivation and work commitment on ASN productivity, with OCB serving as an intervening variable. The research employs an associative quantitative approach to analyze the relationships among these variables. The population includes all 181 ASN at the Regional Secretariat, with a sample of 125 respondents selected using the Slovin formula and proportional random sampling. Data were collected through a Likert-scale questionnaire and analyzed using descriptive statistics and path analysis via SPSS, after performing validity and reliability tests as well as classical assumption tests such as normality, heteroscedasticity, multicollinearity, and linearity. The findings indicate that work motivation and work commitment positively and significantly affect ASN productivity, both directly and indirectly through OCB. Moreover, OCB strengthens the impact of work motivation and commitment on ASN productivity, confirming its role as an effective intervening variable.

Abstract

To improve the quality of family data services, BKKBN has carried out service system reform through the use of information technology. This reform is implemented by developing and applying SIGA as an integrated information system. SIGA serves as a tool for data collection, work mapping, program intervention, and performance measurement across all administrative levels. This study aimed to investigate the implementation of the SIGA website program in an effort to improve the quality of family data collection services at the National Population and Family Planning Board (BKKBN) office, in line with service system reform through the use of information technology. This study reflected fieldwork experiences using a qualitative descriptive approach. Data were obtained through several competent informants at the Ministry of Population and Family Development/BKKBN. Data were analyzed using interactive modeling. The results indicated that through data digitalization, SIGA enables services to become more accurate, efficient, and accessible. However, its implementation still faces technical and human resource readiness challenges. Overall, SIGA is a key element in BKKBN’s service reform efforts, supporting a modern, responsive, and sustainable family data governance system.

Abstract

The performance of Civil Servants (Aparatur Sipil Negara/ASN) is a crucial determinant of effective public administration, particularly in regional institutions that function as policy coordination centers. However, fluctuations in organizational performance indicated that formal performance management systems alone were insufficient to ensure consistent outcomes. This study aimed to analyze the effects of transformational leadership and organizational culture on ASN performance, with Organizational Citizenship Behavior (OCB) as a mediating variable. The research employed a quantitative explanatory approach involving 103 civil servants at the Regional Secretariat of Padang Pariaman Regency, selected through proportional stratified random sampling. Data were collected using a structured questionnaire measured on a Likert scale and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with SmartPLS 4.0. The results showed that transformational leadership and organizational culture had positive and significant effects on OCB and ASN performance. Furthermore, OCB had the strongest and most significant influence on ASN performance and effectively mediates the relationship between transformational leadership, organizational culture, and performance. These findings indicated that improving ASN performance required not only structural and formal mechanisms, but also the strengthening of voluntary work behavior fostered by effective leadership and a supportive organizational culture.

Abstract

Hospital pharmacy services are an integral part of the healthcare system, playing a crucial role in ensuring the availability of appropriate, safe, and timely medications for patients. One indicator of pharmaceutical service quality is the waiting time for medication services, which directly impacts patient satisfaction and the hospital's image. The Mesra Hospital Pharmacy Unit continues to face issues with waiting times for medication services that do not fully meet standards, particularly during peak service hours. This study aims to analyze waiting times for medication services, identify contributing factors, and formulate recommendations for improvement based on field conditions. The study used a qualitative approach with a case study design. Data were collected through in-depth interviews with pharmacy staff and management, observations of service flows, and a review of secondary data from wait time quality reports for the July–September 2025 period. Root cause analysis was conducted using Fishbone Analysisto identify human factors, work methods, infrastructure, and service management. The results showed that long waiting times were influenced by an imbalance in staff workload, delays in prescription input, limited space and compounding equipment, inconsistent implementation of standard operating procedures (SOP), and patient congestion at certain times. In conclusion, improvements to the workflow and management of pharmaceutical services are needed to reduce waiting times and improve service quality at Mesra Hospital.

Abstract

This study aims to analyze the dynamics of government decentralization in Indonesia before and during the New Order era, as well as its impact on local government. The method used is a literature review, examining various legal sources, policy documents, and relevant academic studies. The data used in this research is entirely derived from secondary data, which is obtained through the examination of existing literature and scientific documents. These data sources include official government documents such as Law No. 5 of 1974 on the Basic Principles of Regional Government, the Outline of State Policy (GBHN), and the Five-Year Development Plan (Repelita) that formed the basis of national policies during the New Order era. In addition, the study also uses academic books discussing decentralization theory, regional government systems, and development policies in Indonesia. Additional data sources are obtained from journal articles, research reports published between 1990 and 2020, focusing on decentralization and centralization in the Indonesian government. The search tools used to find academic literature include Google Scholar, JSTOR, and ScienceDirect. The findings of the study reveal that before the New Order, decentralization was limited due to political instability and weak regional bureaucratic capacity. During the New Order, although legally reinforced through Law No. 5 of 1974 on the Basic Principles of Regional Government, the practice of decentralization was, in fact, illusory, as the central government maintained primary control over policies, budgets, and the appointment of local leaders. Strong centralization did indeed create stability and uniform development, but it also led to disparities between regions, low public participation, and limited local innovation. Therefore, decentralization during the New Order was more administrative than substantive and serves as an important lesson for strengthening regional autonomy in the reform era.

Abstract

The completeness of medical record documents is a critical factor in the internal verification of BPJS Kesehatan claims and the determination of INA-CBGs coding. Incomplete documentation may hinder the coding process, increase the number of pending claims, and delay claim submission, ultimately affecting hospital cash flow. This study aimed to analyze the level of completeness of medical record documents in the BPJS claim verification process at RS Mesra, identify key problems and contributing factors, and formulate solutions along with an improvement intervention plan. This study employed a qualitative approach with a case study design, using direct observation and document review of BPJS claims in the Casemix Unit and Medical Records Unit of RS Mesra. Problem identification was conducted using the Urgency, Seriousness, and Growth (USG) method, while root cause analysis was performed using Fishbone Analysis. A Plan of Action (PoA) was subsequently developed as a system improvement intervention. The findings revealed that the completeness of medical record documents at the internal verification stage remained low. Essential documents, including medical resumes, supporting examination results, treatment summaries, and medication usage logs, were frequently incomplete. The main issues identified included inaccurate ICD-10 diagnosis documentation, the absence of Service Level Agreements (SLA) and Standard Operating Procedures (SOP) for document screening, ineffective inter-unit coordination, and limited functionality of the Hospital Information System (SIMRS) in automatically verifying document completeness. These systemic problems directly contributed to the increasing number of pending BPJS claims. In conclusion, improving medical record completeness requires an integrated approach involving enhancement of human resource competencies, strengthening internal regulations, optimization of SIMRS, and improved inter-unit coordination to support effective BPJS claim management at RS Mesra.

Abstract

Occupational Safety and Health (OSH) is an important component that cannot be separated from human activities, both in industrial and educational environments. There are still students who do not pay attention to occupational safety aspects in workshops, such as not wearing complete personal protective equipment (PPE) and not understanding safe work procedures. This condition shows that the level of OSH awareness among students is still low. This study aims to determine the effectiveness of video media in increasing student awareness of OSH. This study used a quantitative quasi-experimental design, with the research sample consisting of students majoring in light vehicle engineering and motorcycle engineering at SMK NU Muara Padang. The instruments used included an OSH awareness questionnaire, observation sheets, and educational videos. Data analysis was performed using univariate and bivariate analysis with a paired t-test. The results showed that the average knowledge score before the OSH promotion using videos was 38.69, and after the promotion, it was 44.69 (delta mean knowledge score of 6). The average attitude score before the K3 promotion using videos was 63.52 and after was 75.29 (delta mean attitude score of 1.77). The average K3 awareness score before the K3 promotion using videos was 52.60 and after was 60.94 (delta mean awareness score of 8.34). The results of the paired t-test show that there is a significant difference between K3 promotion using video media and the increase in knowledge (p=0.000) and attitude (p=0.000). Video media has been proven to be effective in increasing students' knowledge and attitudes about OSH. There is a need to develop other similar educational video media in the form of demonstration videos, especially regarding ergonomic work positions and prevention efforts, as well as improving occupational health and safety.
