Journal of Education on Social Science (JESS) ISSN: 2622-0741 (Print), ISSN 2550-0147 (Electronic) is a peer-reviewed journal and published biannually (twice in a year): April and October by the Faculty of Social Science, Universitas Negeri Padang, Indonesia. The journal aims to publish research and theoretical articles within the field of social science education, and to analyze a range of contemporary educational issues on social science. The content of this international journal offers a genuinely valuable source for educationist and educational scientists in all areas looking for fresh ways of dealing with familiar problems. Employee performance is a key factor in organisations and is still a serious concern today, as it is directly related to the success of the organisation. Employee performance must be responsible and professional, which is achieved by carrying out tasks seriously, providing services quickly, easily and cost-effectively and treating every customer fairly. One factor that is still little known but has a very strong influence on performance is Public Service Management (PSM). PSM is assumed to be a factor influencing performance because this theory states that employee behaviour is influenced by the socio-historical context, motivation and characteristics of the employees themselves and is not solely the result of job requirements. The behavioural factor of job satisfaction is assumed to be the bridge between PSM and employee performance. In general, this study aims to prove the existence of linkages between the dimensions described above. Specifically, this study determines the direct effect of PSM on employee performance and the indirect effect of the two dimensions through the behavioural dimensions of innovation and job satisfaction. This research was conducted using a quantitative approach for one year. The research data were collected through a questionnaire that had been validated and reliable beforehand. Data collection was carried out on research samples drawn by total sampling technique. The collected data will be analysed using SEM. The results of the study state that there is an indirect and indirect effect of PSM variables on performance

The tourism industry in Indonesia was the second-largest contributor to foreign exchange earnings, which absorbed approximately 10% (13 million workers) of the total national workforce in 2019. However, COVID-19 led to a drastic decline in tourists visiting Indonesia. The number of tourists in West Sumatra Province decreased by more than 50%, while the city of Padang experienced a decrease of more than 75% for foreign and 50% for domestic tourists. To solve this problem, the Padang City Tourism Office devised an alternative solution using digital platforms. The Padang City Tourism Office launched an application called SIDETA (Tourist Destination Information System), which contains information about tourism in Padang. This research aims to investigate how the collaboration between the Padang City Tourism Office and other helix elements contributes to the realization of digital tourism in Padang City and analyze the obstacles and challenges faced by the Padang City Tourism Office in building synergy with other helix elements. This research uses a qualitative and quantitative research approach. Informants and respondents were selected using purposive sampling. Furthermore, three data collection techniques were used: surveys, rapid appraisal, and participatory methods. The results show that 75% of the helix elements in Padang's tourism sector are unaware of the existence of the SIDETA, and 94.2% admit to not being involved in the creation and development of the application.

The growth of Islamic banking is influenced by various factor, including the performance of sales personnel in offering products. Selling skills should also be supported by a deep product knowledge product sharia. In addition, work motivation is an integral part of performance enhancement. The use of Key Performance Indicator (KPIs), Products Knowledge, and work motivation and their relationship with performance need to be measured to what extent these variables are interconnected. This research aims to analyze Key Performance Indicators and Sharia Product Knowledge on the performance sales personnel, with work motivation as an intervening at Bank Muamalat Indonesia. The background of the study is based on understanding how Key Performance Indicators and Knowledge Product Sharia owned by sales personnel can explain the relationship with performance, with work as mediation. This research is a quantitative study and utilizes a questionnaire distributed to sales force or marketing employees. Data collection was done by distributing the questionnaire through online media to the sales force. The data processing and analysis software used is SMARTPLS 3.0. The results of the direct effect variable test show that the Key Performance Indicator (X1) has a significant effect on Sales Force Performance (Z) at 0.192 with a t-statistic (2.444>1.96) or p-value (0.015<0.05). The effect of Key Performance Indicator (X1) on Work Motivation (Y) is a significant at 0.291 with a t-statistic (3.525>1.96) or p-value (0.000<0.05). The effect of Work Motivation (Y) on Sales Force Performance (Z) is significant at 0.366 with t-statistic (4.581>1.96) or p-value (0.000<0.05). The effect Knowledge Product sharia (X2) on Sales Force Performance (Z) is significant at 0.241 with a t-statistic (2.652>1.96) or p-value (0.008<0.05). The Effect of Knowledge Products Sharia (X2) on Work Motivation (Y) is significant at 0,453 with a t-statistic (5.542>1.96) or p-value (0.000<0.050). Meanwhile, for the indirect effect analysis, the indirect effect of Key Performance Indicator (X1) on Sales Force Performance (Z) through Work Motivation (Y) is 0.106 with p-value of 0.012 <0.05, which means that Work Motivation (Y) mediates the effect of Key Performance Indicator (X1) on Sales Force Performance (Z). The indirect effect of Knowledge Product Sharia (X2) on Sales Force Performance (Z) through Work Motivation (Y) is 0.166 with p-value of 0.001 <0.05, which means that Work Motivation (Y) mediates the effect Knowledge Product Sharia (X2) on Sales Force Performance (Z).

Ibnu Sina Islamic Hospital Simpang Empat West Pasaman is a type C private hospital that continues to progress, marked by an increase in the number of patient visits each year. The services at RSI Ibnu Sina Simpang Empat are known for the friendliness of the services provided. However, it is not uncommon for patients to complain about the lack of maximum service, one of which is in the Pharmacy Installation. This can be seen from the number of patients queuing in the Pharmacy Installation waiting room. This method uses quantitative research methods with the type of explanatory research that analyzes the relationships between a variable and other variables and tests the hypotheses that have been formulated. The population in this study were outpatients with an average monthly number of 4,886 patients obtained from the prescription record book at the Pharmacy Installation. The sample used in this study was 370 based on the Slovin Formula with a tolerance level of 5%. Sampling using simple random sampling technique.The results showed that there was a partial significant effect between tangible and patient satisfaction by 22.9%; reliability to patient satisfaction by 30.2%; empathy for patient satisfaction by 42.9%; responsiveness to patient satisfaction by 48.5%; assurance of patient satisfaction of 56.7%. And there is a stimulating influence of the five independent variables on patient satisfaction by 62.6%.

Digitalization is an innovation based on technological advances that can make governance more effective and efficient. This makes human activities carry out digital transformation in both the public and private sectors. One of the implementations of digital transformation in the public sector is the implementation of Digital ID cards. Digital transformation in the context of digital ID cards must be balanced with the readiness of both implementers and the community as policy actors. This research identifies digital transformation in the context of Digital KTP in Surabaya City using the imperative strategy theory of digital transformation model Verhoef which has 4 indicators, namely: Digital Resources, Organizational Structure, Improvement Strategy, and Measures and Goals. Data is obtained through analysis of observation results, documentation, and interviews with implementing agencies and the community. The results of the study found that there was a 25% target non-achievement from the Ministry of Home Affairs of the Republic of Indonesia for the activation of Digital KTP in Surabaya, this was due to a less massive improvement strategy and a lack of public awareness regarding this innovation. This study concludes that there are still indicators that have obstacles such as digital resources, which in its implementation there are still obstacles in the IKD application and growth strategies that still need strategies to reach the elderly and add features to increase the value of innovation to increase public awareness of digital transformation.

The purpose of this study was to explain the level of representation of women in bureaucratic, structural positions and the inhibiting factors they face in occupying bureaucratic, structural positions in East Flores Regency. The research method used is qualitative descriptive with interviews of 13 informants determined through purposive. The results of this study explain that in the last three years, the number of female civil servants in echelons II and III is less than that of men. In 2021, there were three female civil servants left because, in 2020, one of the female civil servants died. Furthermore, in 2022, one of the female civil servants finished her term. The inhibiting factors faced by women in bureaucratic, structural positions are viewed in two forms: 1) internal constraints such as lack of self-confidence and the multiple roles played by women, 2) external constraints related to a) constraints from the family, and b) constraints from society related to the value system and norms. The research is expected as input for East Flores Regency

Public service is very important in Indonesia. The hospital is one of the public services engaged in the health sector. In providing health services to the community, the Ibnu Sina Payakumbuh Islamic Hospital requires good performance. Good performance in an organization will be obtained if it is supported by professionalism and high work motivation from its employees. The purpose of this study was to determine the effect of professionalism on employee performance, the effect of work motivation on employee performance, and the effect of professionalism & work motivation on employee performance at Ibnu Sina Payakumbuh Islamic Hospital. In this study using quantitative methods. The population in this study were all employees of RSI Ibnu Sina Payakumbuh, totaling 213 people. The sample in this study was taken using a total sampling technique, namely the entire population. The data collection technique uses a questionnaire that has been tested for validity and reliability. The data analysis technique uses multiple linear regression tests through the t test and f test. The results of the study show that there is a direct and significant influence between the variables of professionalism and work motivation on performance either partially or simultaneously.

Institutional or governmental innovation is a benchmark in carrying out a dynamic governance perspective. It is intended that the government is able to implement these policies with dynamic changing conditions. This research intends to add an explanation of how the concept of dynamic governance is applied in public service innovation in local government organizations. One interesting case to be elaborated in this research is public service innovation in one of the Pekanbaru City regional apparatus organizations, namely the Population and Civil Registration Office, which applies many dynamic governance principles. The purpose of this study is to determine the success and failure of the application of public service innovation in the perspective of dynamic governance in Pekanbaru City, which conducts a study at the Population and Civil Registration Office. This research uses the theory of Service Innovation according to Rogers and the theory of dynamic governance according to Boon and Geraldine This research uses qualitative research methods with case study methods. Researchers use case studies with intrinsic types. This type is research conducted on the basis of interest in a particular case. In this case, researchers see how the form of application of public service innovation in the perspective of dynamic governance in Pekanbaru City. The results obtained from this study are the successes and failures found in each instrument of service innovation in the perspective of dynamic governance.

Analyzing how the government's authority is in the power of administrative discretion is the background for the author to discuss the study of administrative discretion, to determine the authority of an administrative agency or official to make decisions and take actions that are not prescribed by law or regulation, but are consistent with the goals and objectives of the agency or official. Because in essence, this discretion becomes an authority of government officials in issuing decisions or taking actions on their initiative. This study uses a method of data collection based on a literature review study. In using this method, researchers collect data by reading and processing several sources of books, articles, online media, and others as supporting material for their research. Planning carried out by the government and its authority is in line with discretion which is a form of action that has been planned by the authorized government to find a solution to problems that occur within the scope of its government based on statutory rules. Discretion needs to pay attention to procedures for use that can be accounted for morally and legally as regulated in the Act. There is a need for clearer and more effective rules to explain the abuse of authority in the anti-corruption law. Government policies will be categorized as deviant policies if they contain arbitrary elements. In addition, policies are considered deviant if they conflict with the public interest. Furthermore, the Government Administration Law states that the exercise of discretion must be exercised by senior government officials and citizens who have suffered losses due to the use of discretion, and this can be verified through law enforcement efforts or prosecution in the state administrative court

The General Election Commission is a national, permanent and independent election management institution tasked with carrying out elections. Law Number 14 of 2008 concerning Openness of Public Information (KIP) is a path towards an era of open information and transparent and responsible state administration which is formally guaranteed in national law. Openness of public information is important in elections in order to build a government system in the future. The aim of this research is to determine the role and efforts made by the KPU in providing information to the public in order to realize openness of public information in the implementation of elections. This research uses a qualitative method where the results obtained are in the form of descriptive data written based on sources obtained from books, theses, journals and articles. From the research conducted, it was found that the KPU is a non-partisan government institution tasked with election activities and has been mandated in Law no. 15 of 2011 concerning holding national and local general elections. Efforts that the KPU can make include creating a website to provide information to the public periodically and at any time.
