Journal of Education on Social Science (JESS) ISSN: 2622-0741 (Print), ISSN 2550-0147 (Electronic) is a peer-reviewed journal and published biannually (twice in a year): April and October by the Faculty of Social Science, Universitas Negeri Padang, Indonesia. Abstract

This research aims to reveal and explain the pattern of relations between the state (government elite) and the community, both the interest group (association elite) or the wider community (association members) in the salt industry in NTT. As a system of government, corporatism is still practiced, although with a model that is not as idealized by its early thinkers. Corporatism in practice has the opportunity to give birth to new elites as found in the research of the salt industry in NTT. The interests of the elites do not necessarily represent the interests of association members in general. Even in the salt industry, the interests of the elites conflict with the interests of members and the community. Government elites and business associations that have large resources of power manipulate customary institutions, churches, academics and communities to achieve their interests. This system also gives the state (government elite) authority and dominance over various decisions on the utilization of public goods (location of the salt industry or customary land) and determines which entrepreneurs invest (state dominance). Finally, the state is not present as a neutral referee for the contestation of various interests of citizens or associations of interest groups.

Abstract

This article is aimed to review conflict resolution process of Armed Criminal Group in Papua (KKB). This study is a scientific-article review using comparison technique, which compares horse trading method, counter-insurgency (COIN) model, and Military Operations Other Than War (OMSP) to later review the best method in conflict resolution and renew or develop it. This study starts from revealing the background of Armed Criminal Group (KKB) happening in Papua, and then discussing conflict resolution process referring to the separatist movement development from KKB using horse trading method, which is proven effective to resolve this conflict if it is supported by the trust between two parties to have a dialogue where both parties are allowed to deliver their purposes openly. It is different from the application of McCormick’s COIN strategy model which narrowly fails in resolving Papua conflict, and even is possible to create a chance of the new dynamics’ existence in its international dimension, so it is needed to have a new interpretation towards COIN model in Papua, which is by giving solution to conflict-root elimination instead of total elimination by military. Meanwhile, applying Military Operations Other Than War approach (OMSP) is mandatory which is done by every country in order to tackle separatism movements. By those three models mentioned earlier, several strategic steps are formulated later in conflict resolution of Armed Criminal Group (KKB) in Papua.

Abstract

Daulat Ra’jat was made by Mohammad Hatta from 1931 to 1934. Daulat Ra’jat gives us a concept of governmentthat Mohammad Hatta made. He made a theory about government structure to build a nation and people’s economy. This theory becomes a gap that has not been discussed by many government scientists. So, this theory must be researched in this study. The first problem formulation is what the theory about the structure of government organization is. The second problem formulation is how the structure of government organization works. This research purpose is to state the definition and the implementation ofthe structure of government organization from Mohammad Hatta’s Theory, especially according to economy perspective. This study uses library research to explore the theory. Library research is a literature study for collecting, reading, analyzing, and synthesizing the gap of theme. Primary data is from Daulat Ra’jat. Data analysis is arranged by reading data according to the theme, breaking data into some points into clusters for fulfilling the theme, synthesizing the points in cluster of them with theory used in this study and with the understanding of this researcher about the theme. The result is known that the structure of government organization is divided into two formulations: from regionals into state institutions and from organization into institution then networking between institutions. Each structure of the government must arrange governing influenced theconstitution soul, systematic networking of divisions, inside and between institutions, to implement state authority.

Abstract

Destructive fishing has been identified as a major threat to maritime security, particularly in coastal areas and small islands. This practice, as a form of illegal fishing, results in adverse economic impacts, damage to ecosystems, threats to resource sustainability, and impacts on national security. This research aims to examine the role of maritime intelligence in overcoming destructive fishing as a maritime security threat in coastal areas and small islands in Indonesia. The method used in this research is qualitative, with a comprehensive literature review and case study approach. This research integrates national security theory, maritime security theory, intelligence role theory and literature study to analyze the data. The results show that maritime intelligence plays an important role in identifying and intervening in destructive fishing practices. This role includes early detection and response to illegal activities, as well as the generation of more effective prevention and mitigation measures. The conclusion of this study confirms that optimizing the role of maritime intelligence can improve the effectiveness of monitoring and countering destructive fishing, thereby reducing negative impacts on the economy, ecosystems and national security. Recommendations from this study include improving the implementation and coordination of maritime intelligence and involving local communities in monitoring to increase the effectiveness and efficiency of destructive fishing prevention and mitigation efforts.

Abstract

This research presents a bibliometric analysis of the term "Green Economy on Development" in journals indexed by Scopus, using the VOSviewer and Biblioshiny tools. The main objective is to map research trends, identify keywords, collaborate between researchers, and geographically distribute publications related to the green economy in the development context. The methodology includes data collection from the Scopus database, bibliometric network analysis, and visualization with VOSviewer to assess inter-keyword relationships and collaboration patterns. Additionally, Biblioshiny is used for statistical and temporal analysis of publication trends. Search results found 5282 articles related to green economics. The article "Green innovation and organizational performance: The influence of big data and the moderating roles of management commitment and HR practices " is the most cited, with 648 citations since its publication in 2019. The results show that research on the green economy has increased significantly recently, focusing on sustainability, renewable energy and environmental policy. Collaboration analysis shows a robust international network between institutions and researchers. This study provides valuable insights for researchers and policymakers regarding the Development and directions of green economy research and highlights the importance of global cooperation in achieving sustainable development goals.

Abstract

Training is one way to improve the competence of trainees. This is certainly influenced by several factors among the interests and motivations of participants so that they can improve participant performance. This research aims to evaluate the impact of the On-the-Job Training on learning motivation. Sixty participants in the waste management program at the Animal Husbandry Training Centre(AHTC) Batu became the research sample. Primary data and survey methodology were used in this research. Path analysis is the analysis method used. Research results prove that on-the-job training and learning motivation simultaneously influence each other. On-the-job training and learning interest have a limited impact on learning motivation. Path analysis proves that the On-the-Job Training variable has a strong impact of 0.484 on Learning Motivation. Job training, learning interest, and learning motivation are proven to partially impact performance by 0.016, 0.041, and 0.042, respectively. On-the-job training, learning interest, and learning motivation all have a significant partial impact on performance. When combined, training and motivation can improve performance

Abstract

In line with the growing demands for excellent public service delivery, Class IIA Correctional Institution Sidoarjo as one of the Correctional Technical Implementation Units in East Java participated in trying to improve service quality through the idea of digital bureaucracy by implementing the concept of e-government and creating an online-based public service product, namely Si Cakman or Innovation Track Delivery. However, in implementing Si Cakman, Class IIA Correctional Institution Sidoarjo still faces various challenges and obstacles. The research aims to find out, analyze and describe the successful elements of Si Cakman e-government development in realizing service certainty at Class IIA Correctional Institution Sidoarjo using the theory of successful elements of e-government development based on the results of studies and research from the Harvard JFK School of Government. This research uses descriptive qualitative research with a case study approach. Data collection techniques through interviews, observation and documentation. The results showed that the development of Si Cakman e-government at Class IIA Correctional Institution Sidoarjo can be said to be quite successful, this can be seen from the support of the vision and mission and socialization, the availability of technological infrastructure, and the benefits felt by all related parties. However, in its application there are shortcomings in terms of policy, availability of financial resources and human resources, improvements are needed so that the implementation of e-government Si Cakman can run optimally.

Abstract

The idea of smart cities has gained traction recently. It has attracted much attention from administrators, legislators, urban planners, and others in response to the complicated problems caused by unparalleled urbanization. However, public participation or citizen engagement is essential in the smart city concept to achieve the goals optimally. This research will primarily focus on several methodologically crafted problem sets to produce thorough analytical results. They ask how the notion of "smart cities" fits into the bigger picture of how citizen engagement in green cities affects Indonesia's green economy and ultimately, how well Indonesia's smart cities align with the 1945 Constitution. This study looks at smart city-based policies from the perspectives of participation, economy, and constitution, which is different from previous studies. The findings indicate that several smart city programs and regulations still rely on local government policies, which means that residents' rights are not allocated fairly. The construct is significant in developing ecologically sound entrepreneurship through initiatives to promote interest in community participation through green entrepreneurship orientation. The smart city concept is a means of achieving the success of community engagement in promoting a green economy and constitution.

Abstract

Studies regarding work discipline in police agencies or institutions are still relatively rare research in the realm of public administration research in Indonesia. This study was intended to analyze the effect of organizational commitment and organizational culture on organizational discipline among the police officers in the Kerinci Police Station. In the long term, this research aims to improve the quality of discipline of police officers in the delivery of services to the community, especially at the Kerinci Police agency, which so far seems to have not been optimal. One of the causes of the low quality of discipline is, among other things, assumed to be the impact of the low quality of commitment and organizational culture among the members of the Polres concerned. This study was conducted using a quantitative approach. The data were collected through distributing questionnaires as well as documentation data support. The data were analyzed with descriptive statistics consisted of frequencies, averages, percentages and multiple regression. The finding of this study indicated that organizational commitment and organizational culture did not significant influences on organizational discipline among the police officers in the Kerinci Police Station.

Abstract

Strategy serves as a system that can regulate the existing power and resources through public organizations (government) aimed at the public interest .The purpose of this study was to describe the strategy of the Randupitu village government of Pasuruan Regency in waste management at TPS 3R Pempes. This type of research uses a qualitative descriptive approach with data collection techniques by observation, in depth interview, and documentation. The focus of this research is based on Geoff Mulgan's (2009) government strategy theory: purposes, environment, direction, action, and learning. The results showed (1) The establishment of TPS 3R Pempes was in accordance with the needs of the community, (2 From the internal and external environmental factors, all parties have been optimally involved and play an important role in implementing the 3R principles, but there are still obstacles, (3) the direction carried out was clear and in line with the objectives, (4) waste management was optimal by producing the main product, namely Rdf. However, the application of the 3R principle in the community is still low, and (5) regular evaluations are carried out between stakeholders. Overall, this strategy shows the synergy between planning, action, evaluation, and participation that forms sustainable village environmental governance.
