Abstract

Studies on community household livelihood have been carried out mainly to explain the level of vulnerability to community livelihoods. The livelihoods of the island community are greatly influenced by natural factors and surrounding environment. The livelihoods of the island community are mostly small scale fishermen who are culnerable to climate and non climate factors. This research study explain how island communities survive with the risk of the vulnerability of their livelihood due climate change. This case study analysis was used to find out a spesific picture of community household in Tunda Island in responding to pressure and taking various adaptation measure to survive. This study has several finding to explain how community households sruve, among others by diversifying additional source of income within the household due to the main source of income that no longer produces income due to various environmental problems, one of which is climate change. The resilience of the island community is bulit through a community system that is built base on mutual awarness by using the various resources available on Tunda Island. Community resilience does not only household adaptation pattern infacing various ecological problems but also includes community adaptation patterns in maintaining the sustainability of community food system, environmental balace and household livelihood system.

Abstract

Artikel ini bertujuan menganalisis pembangunan brand kandidat pada Pilgubri 2018 dan dampaknya terhadap hasil perolehan suara. Dengan menggunakan Model Branding Politik dari Downer dan metode interpretatif ditemukan bahwa Syamsuar sebagai pemenang membangun brand politiknya berdasar pada brand equity mayoritas pemilih rasional bahwa dia berpengalaman, dan lebih baik dalam membangun Riau yang merupakan perwujudan dari strategi berorientasi pasarnya, sementara itu Andi Rachman, calon petahana yang tingkat kepuasan publiknya di bawah batas ideal, tidak merubah brand politiknya untuk menarik pemilih, begitu juga dengan Lukman Edy dan Firdaus yang sama-sama menggunakan strategi berorientasi produk dan penjualan.

Abstract

Penelitian ini membahas tentang keterbukaan informasi publik dalam penyelenggaraan pemilu. Tujuannya untuk mengetahui Keterbukaan Informasi Publik Dalam Penyelenggaraan Pemilu di Pejabat Pengelola Informasi Dan Dokumentasi Komisi Pemilihan Umum Provinsi Riau dan kendala masyarakat dalam mengakses informasi di Pejabat Pengelola Informasi Dan Dokumentasi Komisi Pemilihan Umum Riau. Data yang digunakan data primerTeknik pengumpulan data menggunakan teknik observasi, wawancara dan dokumentasi. Metode penelitian yang digunakan adalah tipe deskriptif serta dengan dengan pendekatan teori kelola informasi dengan indikator transparasi, partisipasi, efesiensi. Hasil penelitian menunjukan bahwa Komisi Pemilihan Umum Provinsi Riau dalam penyelenggaraan pemilu membangun sistem keterbukaan informasi publik yang reliable. Namun, penggunaan teknologi informasi belum optimal serta akses pemilih yang masih terbatas oleh informasi yang memadai dikarenakan pengelola belum melakukan pembaharuan data dan personalisasi secara berkelanjutan.

Abstract

Artikel ini menjelaskan mengenai bagaimana implementasi dan pencapaian kinerja kebijakan program satu keluarga satu sarjana (Saga Saja) di kota Pariaman. Adapun yang menjadi latar belakang Penelitian adalah untuk melihat bagaimana kebijakan yang baik dan dilatarbelakangi upaya peningkatan SDM Kota Pariaman sekaligus sebagai upaya pengentasan kemiskinan ini, diimplementasikan? Ini penting dievaluasi sebagai bentuk pengawasan dari akademisi dan stakeholder, serta sebagai upaya peningkatan kebermanfaatan program bagi masyarakat kota pariaman. Penelitian ini menggunakan Metode atau pendekatan kualitatif dengan desain penelitian studi kasus, adapun yang menjadi kasus dalam penelitian ini yaitu kasus yang menjadi rumusan masalah peneliti. Teknik pengumpulan data dilakukan dengan observasi (pengamatan) langsung dilapangan, wawancara mendalam, dan dokumentasi. Penentuan informan dilakukan secara Purposive, dengan melihat kesesuaian antara calon informan dengan informasi yang dibutuhkan. Data dianalisis dengan reduksi data, penyajian data, dan menarik kesimpulan. Hasil penelitian ini menunjukan bahwa secara umum telah berjalan dengan baik dalam indikator Komunikasi, Disposisi dan Attitute, serta Struktur Birokrasi. Hanya saja masih ditemukan beberapa kelemahan pada Sumber Daya, dimana ketersediaan staf dalam implementasi dinilai kurang, serta kewenangan yang belum jelas pada setiap pos tanggung jawabnya, sehingga disarankan melakukan revisi dalam peraturan yang menjadi dasar pelaksanaan kebijakan.

Abstract

This study discusses the implementation of the 2020 PILKADA (REGIONAL HEAD ELECTION) carried out in conditions of the Covid-19 pandemic, the implementation of the Pilkada provides challenges related to democratic practices and keeping the community safe according to good health protocols. This study aims to see how big the chances of participants in the elections. The research method is qualitative, by collecting data from mass media and social media reports. This paper will also discuss the Dumai City KPU strategy in increasing voter political participation in carrying out the PILKADA, the positive and negative impacts of continuing to carry out the PILKADA and the efforts that can be taken by the government so that the simultaneous regional elections in 2020 are carried out properly.

Abstract

Election violations if they always occur have an impact on the integrity of Bawaslu as an election supervisory agency. Pekanbaru City Bawaslu must have a strategy and role to prevent, minimize and deal with election violations. The results of this research Bawaslu Pekanbaru City has carried out its role effectively through its strategies. The Pekanbaru City Bawaslu's strategy in the 2019 election is monitoring stalls, politicizing sara, monitoring posts and double data analysis. In dealing with violations in accordance with Law Number 7 of 2017 concerning Elections, Bawaslu is only authorized to make decisions on administrative violations carried out by the KPU. The obstacle for Bawaslu in carrying out its role is the inefficient budget and time in voting and collecting data on violations.

Abstract

This study discusses democracy and political education by the election smart house. The aim is to find out about Democracy and Political Education by the Election Smart House at the General Election Commission of Riau Province and the obstacles faced by the Election Smart House at the Riau Province General Election Commission in providing democratic and political education to voters. The data used are primary data with KPU officials and staff managing the Election Smart House. The secondary informants are staff of the Technical and Public Relations Sub-Division. Data collection techniques using observation techniques, interviews and documentation. The research method used is qualitative descriptive type and with a theoretical approach to the form of political education with indicators of formal political education, non-formal education and strengthened by the theory of political education dimensions with indicators of basic dimensions, objective dimensions, and institutional dimensions. The results of this study indicate that the role of the Election Smart House in the Riau Province General Election Commission in providing political education has not made a strong contribution and is even more passive, therefore the Election Smart House is still not widely known and the lack of budget so that they cannot freely in carrying out political education.

Abstract

As is well known, Cibereum Village is the largest Dairy Cattle producing village in Indonesia with a total of 103 dairy cows. Every day it will produce 500-1000 kg of pure milk. Apart from that, there is also Usaha Mikro, Kecil dan Menengah (UMKM)/ Micro, Small, and Medium Enterprises which is the mainstay for the village of Cibereum, such as the production of hotel sandals, typical village souvenirs. In realizing development goals, all regional potentials must be explored, developed, and put to good use. This is to increase Pendapatan Aasli Desa (PADes)/ Village Original Income. PADes includes the results of village businesses, the results of separated village wealth management, the results of self-help and community participation, the results of mutual cooperation, other legitimate village original income (Nurcholis, 2011: 82). In increasing Village Original Income, community participation is expected to contribute to decision making, policy implementation, monitoring, and evaluation. The development thinking framework currently being developed is an empowerment thinking framework that is centered on community participation.According to Dewi, Fandeli, and Baiquni (2013), community participation is a right owned by the community to take part in decision-making at all stages of the development process, starting from the initial planning, implementation, monitoring, and environmental preservation. Here the community is not only the recipient of facilities and benefits but as the subject of sustainable development. Community participation is one of the factors that influence the success of rural community development. In this regard, the authors are interested in conducting research on how community participation or participation in increasing PADes and what factors are obstacles in efforts to increase community participation in increasing PADes and strengthening the community's economy in Cibereum Village, Cisarua District, Bogor Regency. This study uses qualitative methods with descriptive data. Descriptive data is generated in the form of spoken or written words from people and observed behavior or descriptions of facts that are systematic, factual and accurate which explain community participation in increasing PADes. This research took place in Cibereum Village, Cisarua District, Bogor Regency. The samples in the study were local residents, business actors, UMKM, and the village government through direct interviews in the field. Data obtained from the field stated that the Cibereum village community played an active role in increasing PADesa. This is proven by the many household industries and micro-business actors in Cibereum Village such as animal husbandry and cow's milk production, production of hotel slippers and typical village souvenirs. The active role of the community and the many types of businesses in Cibereum Village have resulted in an increase in the village's original income, followed by strengthening the community's economy in Cibereum Village, Cisarua District, Bogor Regency. Some of the factors that influence community participation in increasing PADesa include (Pangestu, 1995) namely internal factors, including individual characteristics including age, level of education, total family burden, total income, and group experience. External factors include the relationship that is built between the project manager and the target which can affect participation because the target will voluntarily get involved in a project if the management response is positive and benefits them. Watson in Soetomo 2008 one of the inhibiting factors for community participation is dependency. The dependence of the community on the government in implementing development activities is an obstacle to realizing community participation or active involvement. Another obstacle faced is that the community is not familiar with the Badan Usaha Milik Desa ( BUMdes)/ village-owned enterprises system so that the management is not optimal because so far the community has used the Koperasi Unit Desa (KUD)/ Village Unit Cooperative system. the Covid 19 Pandemic which has been going on for the last three years, it has caused many business actors to close their businesses because there is no economic turnover.

Abstract

This paper aims to find the impact of outgoing president support to the winning probability of its endorsed candidate in presidential election, and predicts the winning probability of Jokowi’s endorsed candidate in Indonesia 2024 presidential election. By generalizing Obama, Vazquez, Uribe, SBY, Bachelet, Lula, and Duterte’s cases it is found that president candidates who endorsed by outgoing presidents with at least 50% public approval have 71% chance to winning the presidential election and 29% chance to lose, and with the public approval over 85% the probability is increase to 100%. The endorsed candidates who wins the election mostly were the minister of outgoing president whose contribute to the high approval ratings. Meanwhile, in the case of lost candidates the unfirm support from outgoing presiden and the candidate who already had been president with 28% approval ratings found as the causes. Through this generalization it is predicted that if Jokowi able to maintain his public approval rating at least 50%, and endorse one of his success ministers whom also come from the same party then in the 2024 Indonesia’s president election this candidate possibly will be the winner with 71% chance, also if his approval ratings reaching out over 85% the chance will be 100%.

Abstract

Penelitian ini di lakukan di Desa Kuok, Kecamatan Kuok, Kabupaten Kampar, Provinsi Riau. Penelitian ini bertujuan untuk menganalisis bagaimana evealuasi pelaksanaan musrenbangdes di Desa Kuok Kecamatan Kuok Kabupaten Kampar dan untuk menganalisis hambatan evaluasi pelaksanaan Musrenbangdes di Desa Kuok Kecamatan Kuok Kabupaten Kampar. Jenis penelitian yang digunakan adalah diskriptif kualitatif, digunakan dalam menganalisa ataupun memberikan gambaran atas hasil dari penelitian. Data yang diperoleh dari penelitian ini dengan cara wawancara, observasi dan dokumentasi.Penelitian ini menggunakan Pedoman Penilaian Dan Evaluasi Pelaksanaan Penyelenggaraan Musyawarah Rencana Pembangunan. Keputusan Mentri Dalam Negeri No. 050-187/kep/Bangda/2007. Hasil dari penelitian ini adalah Peran bupati dalam pelaksanaan Musrenbangdesa masih tekesan bersifat elitis, elitis di dalam sini maksudnya yakni dalam arti pemerintahlah yang menjadi penentu kebijakan pembagunan, sedangakan masyarakat berperan memberikan masukan kepada pemerintah tentang apa yang dibutuhkan oleh masyarkat.
