Abstract

The main objective of human resource development is to improve employee performance. Through human resource development activities, it is hoped that there will be an increase in the knowledge, skills, and work attitude of employees towards the tasks for which they are responsible. Human resource development does not only focus on technical abilities, but also on the formation of a positive mental attitude that encourages employees to continuously improve their performance quality. Basically, performance is a perspective and mental attitude that always strives to be better over time—today must be better than yesterday, and tomorrow must be better than today. This study uses a quantitative descriptive method, which is a method that analyzes numerical data to explain the relationship between variables in a population. In this study, simple and multiple regression analysis techniques were used with a total of 38 employee respondents. The analysis results show that there is a significant influence between human resource development and employee performance at the Mesuji Regency Civil Service and Human Resource Development Agency, with a coefficient of determination (R-square) of 77.9%. In addition, organizational culture also influences employee performance with an influence level of 49.5%. Simultaneously, human resource development and organizational culture have a strong influence on employee performance, with an influence level of 88%. These results show that improving the quality of human resources and strengthening organizational culture together can contribute significantly to improving employee performance

Abstract

Competence plays an important role in determining the quality of an employee's work and their understanding of their field of work. A professional must have academic qualifications and abilities that are appropriate to their field of work in order to make an optimal contribution to the organization. Competence is also a measure of individual behavior related to excellent performance at work. In the face of increasingly fierce competition, organizations need quality human resources as a key factor for success. Human resources with high competencies will support the smooth implementation of tasks and the achievement of organizational goals. Conversely, if the quality of human resources is low, the overall performance of the organization will decline. This study aims to examine the influence of competencies and career development on employee performance in the Protocol and Communication Division of the South Lampung Regency. Involving 53 respondents and using quantitative analysis methods through the SPSS program, the results showed that competence had a positive effect on performance with a contribution of 69.3%, while career development had a positive effect of 74.9%. Simultaneously, both variables had a positive effect on employee performance of 80.7%, while the remaining 19.3% was influenced by other factors outside the scope of this study.

Abstract

Employee performance is an important element that determines the success of an organization, including in government institutions such as the Central Statistics Agency (BPS) of Pesawaran Regency. Improving employee performance is a key factor in achieving organizational goals effectively and efficiently. However, in practice, there are still challenges in the form of differences in competency levels and low work discipline among employees, which can affect the quality and productivity of work. Competence, which includes abilities, knowledge, and work skills, plays an important role in determining the extent to which an employee is able to carry out their duties professionally. On the other hand, work discipline is a form of employee responsibility and compliance with regulations, time, and organizational rules. This study aims to analyze the extent to which competence and work discipline influence employee performance at the BPS in Pesawaran Regency. The research method used was field research with a quantitative approach, in which data was collected through questionnaires and observation. The results of the analysis showed that the Competence variable (X1) had a significant effect on Employee Performance (Y) of 87.2%. Furthermore, the Work Discipline variable (X2) also affects Employee Performance (Y) by 68.6%. Simultaneously, these two variables affect employee performance by 93.3%. These findings indicate that competence and work discipline play a major role in improving employee performance, so they need to be taken into account in human resource development strategies at the Pesawaran Regency BPS.
