Abstract

Regulation of the Governor of Central Java Province Number 53 of 2019 is one of the prerequisites in developing tourism villages in regencies/cities in the Central Java region. Implementation of these regulations is carried out by creating a classification of Tourism Villages periodically every 4 years to determine the range of values used as a reference, including determination, management, development, guidance, and supervision of the tourism village; provide guarantees of legal certainty in the management of tourism villages; and basic determination of government financial assistance for the management and development of tourism villages. This paper analyzes the implementation of regulation and its challenges by focusing on Tuksongo village.  This research uses a descriptive-qualitative research methodology. Findings show that based on the self-assessment on tourism village development, Tuksongo Village belongs to second category (developing) on the classification, which can be developed further to third category (developed) through improving several indicators: tourist attraction, accessibility, preservation and conservation of the environment, urban space planning, and village networking. Abstract

Tourism development can bring many benefits and benefits to both a village and its community.  It is hoped that this construction and development will be able to increase tourism, so that it can become a main sector in the development of community-managed businesses.  Tourism development efforts can create jobs for people who have potential in micro, small and medium enterprises or other businesses. The method used is a qualitative approach by collecting interview data, observation and documentation. Interviews were conducted with several informants, including tourism village managers, tourism village actors, community service providers and visitors.  In data analysis, researchers followed the flow of activities suggested by Miles and Huberman.  The flow of activities consists of data reduction, data presentation, and drawing conclusions which are carried out simultaneously.  The aim is to examine the potential of Kampoeng Tourism Village as an attractive tourism destination.  And the role of the community and village institutions can contribute to the development and preservation of MSMEs and create structures that can increase village tourism potential. Abstract

Flood management in Dumai City is still not optimal so the intensity of the flooding that occurs is still quite high. On the other hand, flooding is a quite serious phenomenon and can cause impacts such as hampering community activities, causing economic losses both individually and generally, health problems and sometimes loss of life, and can damage the environment. The aim of this research is to determine government collaboration in dealing with floods that occurred in Dumai City. This research uses a literature review method. The informants in this research were the Dumai City Public Works and Spatial Planning Service, the Dumai City Regional Disaster Management Agency, the Dumai City Environmental Service, and the Riau Natural Resources Conservation Center. The results of this research show that through face-to-face dialogue with several meetings and long discussions, stakeholders are aware of the limitations of their authority, resulting in a division of tasks that can be carried out by each stakeholder. These main tasks and functions are stated in the signing of the cooperation agreement so that stakeholders focus on carrying out their own obligations to achieve effectiveness in flood management in Dumai City. On the other hand, there are still stakeholders who are incompetent in the collaboration process due to changes in positions so that the human resources owned by the agency do not know exactly what tasks they have to carry out. This causes delays in information being received by stakeholders, thereby hampering the coordination process in collaborating on flood management in Dumai City. Abstract

This research aims to determine the role of scavengers in Kiringan Village, Magelang City, within the framework of civil society concerning their livelihoods, namely managing and recycling waste, which contributes to Sustainable Development Goals (SDGs) 15. Waste itself has become a national problem, with the volume of garbage reaching 35,000. Ninety-three million tons in 2022 can be broken down further, with Central Java Province coming at 5.76 million tons and Magelang City at 80.51 tons per day. This condition becomes problematic amidst demands regarding the universal norm SDG 15, namely "Protecting terrestrial ecosystems". The role of scavengers is a concrete alternative solution in solving this problem. The role of scavengers will be reviewed using Tocqueville's conception of civil society, namely an organized area of ​​social life characterized by voluntary, self-generating, and self-supporting, which is synthesized with SDGs 15, namely waste management and recycling through 3R (reuse, reduce, recycle). Interpretive analysis of field and literature studies examines and draws conclusions from research findings. The 3R activities of scavengers make waste manageable and can mitigate the waste volume. With volunteerism, self-sufficiency, and self-sufficiency, reuse activities are carried out by reusing used plastic bottles, reducing by collecting plastic waste in village areas, and recycling through the implementation of training from the Sandal Flip-flops Community so that the scavenger community can produce handicrafts from recycled waste—plastic bottles. Waste management by the scavengers of Kiringan Village has an essential role in protecting the land ecosystem from garbage. Abstract

The number of Civil Servants in Magelang Regency as of 2020 is 6,932 people. Apart from that, the influx of additional personnel is 2,213 Government Employees with Work Agreements (PPPK). Based on this data, it creates an opportunity for BKPPD Magelang Regency to hold a Career Development program for State Civil Apparatus to be able to improve employee performance by filling strategic positions in the government such as functional positions and other positions and ranks. This research aims to explain and analyze the role of the Personnel, Education and Training Agency (BKPPD) in the career development of civil servants in the Magelang Regency environment. The research was carried out using qualitative research methods and was based on Jim Ife's role theory, namely the facilitative role and technical role and used purposive sampling and simple random sampling informant selection techniques. The research results show that the steps taken by the BKPPD of Magelang Regency, namely as a facilitator, include a functional position development program and structuring of ASN starting from increasing capabilities through education and training to improving services through service innovation such as providing administrative services which are not only implemented on the table but are already implemented. innovate with technological developments and are supported by technical activities through self-development activities such as through education and training activities which aim to shape the character of ASN so that they have the spirit of being a public servant while at the same time enhancing the integrity and professionalism of ASN's performance. Abstract

Technological advances have brought the relationship between producers and consumers closer, so that consumers can directly choose the goods needed through an e-commerce system complete with a marketplace that offers various types and models that are continuously innovated and promotions are offered continuously. These offers make consumers tempted to continue shopping for these goods. This behavior, in turn, has an impact on increasing the volume of waste due to the delivery of goods in packing cardboard, plastic and so on, besides that the goods purchased are not utilized so that they end up in the trash. This research was conducted using a qualitative research method with a retrospective case study approach. Data collection was carried out with open, in-depth interviews and triangulation, to strengthen the analysis, this research also used secondary data obtained from various sources. In addition, this research was also carried out by direct observation at several research locations and comparative studies to other regions to get recommendations for waste management techniques that can be used as a suitable model to reduce waste volume. The research shows that the occurrence of acceleration and speed (dromology) has led humans to live in a culture of consumerism. People will become "crazy" shoppers, even though the consumer goods they buy are not the goods they need but the goods are bought because they only want them. Including food consumption goods, which often end up in the trash, an increase in the volume of food consumption waste can also occur at the distributor level in the process of shipping from primary producers to secondary producers. To overcome the increasing volume of waste in urban areas, proper management and processing is needed by involving all actors. Abstract

Strengthening and developing MSMEs is a priority for the Surakarta City Industrial SME Cooperative Service. The growth of MSMEs in the City of Surakarta has been positive in the last three years. In 2022, there will be 11,157 micro, small and medium enterprises (MSMEs) in the area. Data from the previous year, 2021, only saw 3,635 MSMEs. Collaboration is essential to create competitive MSMEs. This research aims to explain the strategy of the Industrial SME Cooperative Service in collaborating to advance MSMEs. Collaborative Governance Research Results, De Seve (2007:50) are as follows: Network Structure, the type of collaboration structure applied is Self Governance. Commitment to a common purpose has a different goal than in theory. Trust among the participants, that is, there is trust between stakeholders seen from the running of the collaborative program. Governance, Boundaries, and exclusivity have been fulfilled. Rules have yet to be fulfilled, while self-determination and network management have yet to be implemented firmly. Access to authority, there is a legal basis for implementing the MSME Strengthening and Development program. Distributive Accountability, there are procedures for implementing activities in the form of SOPs made by the Industrial SME Cooperative Service. Information Sharing is shared on MSME activities through the MSME Association WA Group, the Department's Instagram account, and the Industrial SME Cooperative Service website so that MSMEs can easily access it. Abstract

Early marriage, a phenomenon of marriage that occurs before the age of majority or before free and legal consent, is a social problem that has a wide impact in many countries, including Indonesia. This reality is further exacerbated by data obtained from UNICEF that as of the end of 2022, Indonesia is currently ranked 8th in the world and 2nd in ASEAN as a country with the number of early marriages or marriages of underage children, with a total of nearly 1.5 million cases. In an effort to overcome early marriage, persuasive communication through various media and platforms has been considered an effective tool for increasing awareness and changing people's attitudes and behavior. The PIK-R (Youth Information and Counseling Center) program has become a significant initiative in providing information and support to teenagers in facing social issues, including early marriage. This research will examine and analyze the persuasive communication carried out by PIK-R in preventing early marriage in Sikunang Village, Wonosobo, Central Java. The aim of this research is to understand and analyze the persuasive communication strategies carried out by PIK-R. Data was taken from observation transcripts as well as conducting direct interviews with members and people in charge of PIK-R Sikunang Village. The research approach used by researchers is a descriptive qualitative approach which aims to analyze how persuasive communication is carried out by PIK-R in preventing early marriage in Sikunang Village, Wonosobo, Central Java. The results of this research found that the persuasive communication carried out by PIK-R Sikunang Village in prevention was considered not yet optimal and needed to be improved further in its implementation Central Java. Abstract

In the third year of Jokowi's government, the focus remains on the continued economic transformation and the Indonesia-centric paradigm initially set in the first year. This study analyzes the three-year performance report of the Jokowi-JK government using the human security approach. The methodology involves a thorough review of reports and news on implementing equitable development. The study findings indicate that the Jokowi government has significantly prioritized development with a human security approach. Abstract

This article discusses the background and conditions of Libya before and during the reign of Muammar al-Gaddafi, which ended with the fall of his regime in 2011. Libya has a strong economy thanks to its oil resources, but Gaddafi's rule was characterized by strict control and strong policies of Arab nationalism. This research uses a descriptive qualitative method to explain a particular event experienced by an individual or group. The conflict in Libya was triggered by a separatist movement in Benghazi and widespread protests influenced by the Arab Spring. This conflict is closely related to Gaddafi's authoritarian rule that lasted more than 50 years. After Gaddafi's fall in 2011, Libya entered a period of collapse, instability, and prolonged conflict. Libya's post-Gaddafi instability, political turmoil, and economic hardship require holistic solutions such as improved governance, a cohesive national army, financial opportunities, and living standards to reduce migrant safety risks. This article delves into the history of Libya's conflict, its collapse, government transition, restoration efforts, and potential new issues, aiming to provide a comprehensive analysis.
