Abstract

The quality of education in madrasah ibtidaiyah is a critical concern, as it depends heavily on teacher competence, leadership, and institutional management. This study examines the concept of educational quality, teacher development planning, leadership in quality improvement, and models of teacher quality enhancement in madrasah ibtidaiyah. Employing a qualitative approach with a multisite design, the research was conducted at MIN 9 Medan and MIN 12 Medan. Data were gathered through observation, interviews, and documentation, and analyzed both within and across sites. The findings indicate that educational quality is shaped by the synergy of effective learning, Islamic character formation, visionary leadership, participatory management, and teacher professionalism. Teacher development planning is carried out in short, medium, and long-term stages through needs assessment, competency programs, supervision, learning communities, partnerships, recognition, and continuous monitoring-evaluation. Leadership is transformational and participatory, fostering a culture of self-directed professional growth. The proposed teacher development model is systematic and sustainable, integrating training, supervision, collaboration, and character building. This study highlights the need for synergy among leadership, management, and professionalism to strengthen the quality of madrasah ibtidaiyah.

Abstract

This research departs from the problem of the less than optimal application of a comprehensive evaluation model in measuring the success of the Islamic education curriculum in Islamic universities. The existing evaluation still focuses on academic achievement, while the moral, spiritual, and character building aspects of students have not been adequately assessed. This condition causes the goal of holistic Islamic education has not been achieved as a whole. This research was conducted in three universities, namely STAI Al-Hikmah Medan, STAI Al-Hikmah Tebing Tinggi, and STIT Al-Washliyah Binjai, with the aim of analyzing the strengths and weaknesses of the implementation of the CIPP holistic evaluation model in each dimension—Context, Input, Process, and Product. The results showed that synergy between dimensions is the key to successful implementation of this model. When the context and input are strengthened and the learning process runs effectively, the educational outcomes are not only academically superior, but also shape the character and spirituality of students according to Islamic values. The implications of this research emphasize the need to develop an evaluation system that is oriented towards the balance between intellectual achievement and the formation of moral-spiritual values, so that Islamic universities are able to produce graduates with integrity, ethics, and contribute positively to society.

Interest and motivation have a great influence on the learning process. In Indonesia, interest and motivation to learn is still low, as seen from the results of research on the Program for International Student Assessment (PISA) which shows that the level of literacy in Indonesia is very low compared to countries in the world. Since the population of Indonesia is 85% Muslim, it can be said that those who have low interest and motivation to learn are the majority of Muslims. To answer this problem, in order to find out the methods of safeguarding and preventive measures regarding interest and motivation to learn that are suitable for the Islamic Ummah in Indonesia, we study a book entitled Ad-Daa 'Wa Ad-Dawaa' written by Ibnu Qoyyim. This study uses the type of library research with descriptive and analytical content analysis techniques on the book Ad-Daa 'Wa Ad-Dawaa'. This study concludes that the most important thing for a knowledge seeker is to maintain the condition of the heart that is accompanied by faith and piety. Hearts that are sick and far from faith and piety are the main causes of the lack of interest and motivation to do something good, including learning.
