Abstract

Bali, as a premier tourist destination, has led to a high population density in Denpasar, increasing the risk of criminal activities, particularly motor vehicle theft (curanmor) in the West Denpasar jurisdiction. Effective policing efforts, including the implementation of the Integrated Security System Based on Traditional Villages (Sipandu Beradat), are needed to address this issue. However, due to the persistently high number of curanmor cases in the past three years, it is necessary to study the implementation and factors influencing the optimization of Sipandu Beradat. This study employs theories of cooperation, the Sipandu Beradat concept, policing science, management theory, crime prevention theory, and optimization concepts. The research is conducted using a qualitative method with a descriptive-analytical approach, involving interviews, observations, and document studies. Data analysis techniques include data reduction and data triangulation. The findings indicate that the Sipandu Beradat Forum has undertaken several efforts to prevent motor vehicle theft, such as joint patrols, socialization, inter-element communication, and regulation of incoming residents. However, these efforts have not been maximized due to several internal factors, including the lack of government-allocated funding and human resource constraints, as well as external factors such as environmental conditions and public vigilance. To optimize these efforts, it is necessary to secure funding, enhance personnel quality, and organize tasks and responsibilities more effectively. The conclusion of this study.

Abstract

The economic crisis, the increasing needs of society, and the development of the internet and digital world are seen as a golden opportunity for official banks and large financiers to gain greater profits. Banks that have existed so far provide loan facilities through applications and internet networks without collateral or guarantees and without complicated conditions. The interest is still affordable, the conditions are also in accordance with Bank Indonesia (BI) regulations and are under the supervision or supervision of the Financial Services Authority (OJK). In addition, there are also large investors, both individually and syndicated and in collaboration with banks that have made a financial technology (fintech) breakthrough in the form of providing online loan facilities or known to the public as "pinjol". This online loan is favored and utilized by people who need money quickly because the conditions are very easy, without collateral or collateral, and directly disbursed to the customer's bank account (borrower). Along with the development of online loans, there are also online loans that are not licensed and operate outside the stipulated provisions or often called illegal online loans. Based on the results of the research, these illegal online loans have mushroomed and operate in violation of criminal provisions and other applicable provisions such as the application of high interest rates, fraud, intimidating collection methods, and dissemination of personal data. If examined closely, the practice of illegal online lending is full of legal violations, especially criminal law, which makes its customers victims. Intimidation and the dissemination of personal data have caused suffering for customers caught up in illegal online loans, even causing someone in Jambi to commit suicide some time ago. This journal will discuss the various criminal offenses that occur in illegal online lending practices and the efforts that can be made to eradicate illegal online lending practices. The author hopes that this Journal can contribute ideas for lawmakers so that in the end a law regulating online loans can be created that provides justice, benefits, and legal certainty for the community, especially users of online loan services.

Abstract

This study aims to determine and analyze the motivation of Islamic Religious Education (PAI) teachers in writing scientific articles at MTsN 10 Pesisir Selatan. This study uses a qualitative approach with a case study method. Data were collected through in-depth interviews, observations, and documentation. The results of the study indicate that the motivation of PAI teachers in writing articles is influenced by intrinsic factors, such as encouragement of professional development, the desire to share knowledge, and self-actualization; as well as extrinsic factors, such as demands for career development, awards from institutions, and encouragement from colleagues. However, challenges such as time constraints, lack of writing training, and lack of access to scientific journals are still obstacles. This study recommends the need for ongoing scientific writing training, stronger institutional support, and strengthening of academic culture in the madrasah environment.

Abstract

This study aims to analyze the influence of emotional value, social value, and price value on the decision to use NICE Bus transportation on the Kualanamu Airport – Millenium Plaza (Helvetia) route. Safe, comfortable, and affordable public transportation is an essential need for the community to support daily activities. However, the utilization of the NICE Bus is still not optimal due to varying perceptions regarding the emotional, social, and price aspects offered. This study uses a quantitative approach with a survey method by distributing questionnaires to 90 respondents who are NICE Bus users. The independent variables in this study are emotional value, social value, and price value, while the dependent variable is the usage decision. The data analysis technique uses multiple linear regression to test the simultaneous and partial influence of the three independent variables on the usage decision. The results of the study show that emotional value has a significant influence on the usage decision, particularly in terms of comfort and emotional satisfaction when using the NICE Bus. Social value also has a significant influence, especially regarding ease of access and travel efficiency perceived by passengers. Price value is proven to have a significant influence, indicating that affordable ticket prices that match the provided facilities are an important consideration in the usage decision. This study provides practical contributions for NICE Bus management in developing customer satisfaction-oriented marketing strategies to increase passenger volume and ensure the sustainability of transportation services.

Abstract

Patient safety is one of the indicators of the quality of health services. Patient safety is an important part of improving the quality of services. Bantaeng City Health Center in Bantaeng Regency is one of the health service facilities that implements patient safety efforts as one form of effort to improve the quality of health services as referred to in Law of the Republic of Indonesia Number 36 of 2009. The purpose of this study was to identify the implementation of patient safety efforts at the Bantaeng City Health Center to improve the quality of services. Data collection techniques used were observation, interviews, and literature studies. Data collection was carried out at the Bantaeng City Health Center. The results of data analysis showed that the implementation of patient safety efforts at the Bantaeng City Health Center was adjusted to the Puskesmas accreditation assessment standards. However, in its realization there are still obstacles and shortcomings in meeting the standards for patient safety efforts at the Bantaeng City Health Center, so it is necessary to optimize patient safety efforts from all parties involved. It can be concluded that health centers must provide safe and quality services to create a healthy sub-district.

Abstract

Sanitarians are health workers with the largest presentation and play an important role in providing health services, especially in controlling medical waste. In carrying out their duties Sanitarians are at risk of experiencing occupational health and safety (K3) disorders. This study aims to analyze the K3 risks of Sanitarian personnel in the sanitation room of Padjonga Dg.Ngalle Regional General Hospital, Takalar Regency in order to find appropriate risk control efforts so that Sanitarians avoid work accidents and occupational diseases. This descriptive qualitative research has been conducted on all Sanitarians in the sanitation room totaling 10 people (total sampling), risk assessment refers to the AS / NZS standard on Risk Management. To assess likelihood, exposure, and consequence, interview guidelines and job hazard analysis forms were used. It was concluded that the greatest level of danger was obtained in the act of separating medical and non-medical waste in the form of radiation risks of hazardous pipe materials, anesthetic gases, incorrect body position or ergonomic disorders, The hospital is advised to make further control efforts in accordance with the K3 control hierarchy.

Abstract

This study provides a normative legal analysis of the role and challenges of the Certificate of Registration (Surat Keterangan Terdaftar or SKT) as a fundamental legal instrument in Indonesia’s tax administration system. The SKT serves not only as proof of legal authority but also marks the commencement of a taxpayer’s formal tax obligations, whether for individuals or legal entities. Employing a regulatory review approach combined with scholarly literature and relevant legal doctrines, the study reveals that although the SKT is designed to uphold the principle of legality and strengthen the administrative validity of taxation, several practical issues persist. These include inconsistent interpretations, inefficient bureaucratic procedures, and the need for adaptation to digital systems and inter-agency data integration. Such challenges can lead to miscommunication, administrative oversight, and legal vulnerabilities for both taxpayers and tax authorities. To address these concerns, the study recommends regulatory harmonization, enhanced taxpayer education, stronger oversight mechanisms, and improved data verification and security systems. Streamlining administrative procedures and conducting periodic evaluations are essential to reinforce the SKT as a tool for legal protection and certainty within the national tax framework. These findings aim to offer both theoretical insight and practical recommendations for advancing tax law and improving fiscal administrative governance in Indonesia towards a more accountable and equitable system.

Abstract

Arbitration has increasingly become the preferred method for resolving business disputes, offering an alternative to the often lengthy and complex litigation process. It presents several advantages, such as expedited proceedings, confidentiality, and final, binding decisions. This article explores how legal certainty is upheld within the arbitration process and evaluates its effectiveness in resolving commercial disputes in Indonesia. The research adopts a normative juridical method, utilizing qualitative analysis of legislation, legal doctrines, and case studies of arbitration awards. The findings indicate that Indonesia’s arbitration framework, governed by Law No. 30 of 1999 concerning Arbitration and Alternative Dispute Resolution, provides a solid legal foundation for arbitration proceedings. The final and non-appealable nature of arbitration decisions enhances legal certainty for the disputing parties. Nevertheless, challenges remain in the enforcement phase, particularly in the execution of arbitral awards through the district courts. These issues highlight the need for better coordination between arbitration institutions and the judiciary, along with improved legal awareness among law enforcement officials regarding the role of arbitration. In conclusion, arbitration continues to play a vital role in ensuring legal certainty and promoting the efficient resolution of business disputes in today’s legal landscape.

Abstract

This study aims to analyze the effect of system security and sharia compliance on user loyalty of sharia-based fintech applications in Indonesia. A quantitative approach is used with a survey method of 130 respondents who are active users of sharia fintech applications. The instrument in the form of a Likert-scale questionnaire was analyzed using the SEM-PLS technique. The results showed that system security and sharia compliance had a positive and significant effect, both partially and simultaneously, on user loyalty. High system security, such as data protection and authentication, as well as compliance with sharia principles such as contract transparency and Sharia Supervisory Board supervision, are proven to build trust and increase user attachment to the application. These findings contribute to the development of strategies to increase customer loyalty in Islamic fintech in Indonesia.

Abstract

The shift towards digital governance has triggered major transformations in public administration, particularly in how oversight is conducted by the Indonesian House of Representatives (DPR). The era of digital government is characterized by the adoption of the Electronic-Based Government System (SPBE), which enables electronic data storage, processing, and dissemination. This digital infrastructure offers a significant opportunity for the DPR to enhance its supervisory role through faster, more transparent, and traceable access to government data. However, several challenges persist, including limited access to internal government data, risks of digital information manipulation, and the relatively low level of digital literacy among some legislative members. This study employs a qualitative-descriptive approach to explore these dynamics, with a focus on the DPR’s oversight of digital education funding during the Covid-19 pandemic. The findings reveal that effective parliamentary oversight requires not only open data systems and improved digital competencies among legislators but also active collaboration with civil society. The case of monitoring internet quota assistance and digital infrastructure in underdeveloped, frontier, and outermost (3T) regions illustrates the importance of data-driven and adaptive oversight in formulating responsive public policies. In conclusion, as bureaucracy undergoes digital transformation, strengthening the DPR’s oversight capacity is essential to uphold government transparency and accountability.
