Abstract

Di era globalisasi seperti sekarang ini, teknologi tidak hanya digunakan oleh individu atau kelompok untuk berinteraksi satu sama lain. Namun, telah berkembang menjadi penggunaan teknologi oleh pemerintah. Salah satu bentuk praktik good governance di bidang pelayanan publik adalah e-Government atau yang dikenal dengan sebutan "electronic government". Penelitian ini bertujuan untuk mengkaji bagaimana penerapan SITU OK (Sistem Informasi Tata Usaha dan Optimalisasi Kinerja) dapat ditingkatkan dalam mewujudkan konsep E-Government di Biro Umum dan Protokol Provinsi Bali. Penelitian ini merupakan penelitian kualitatif deskriptif. Lokasi penelitian di lakukan pada Biro Umum dan Protokol Pemerintahan Provinsi Bali dengan informan sebanyak lima orang yang merupakan staff Biro Umum dan Protokol yang diambil dengan Teknik purposive sampling. Pengambilan data dengan cara observasi, wawancara dan dokumentasi. Serta analisis data dengan triangulasi hingga penarikan kesimpulan. Hasil dalam penelitian ini ditemukan bahwa, meskipun aplikasi ini telah digunakan dengan baik, namun terdapat beberapa tantangan untuk mengoptimalkan perannya dalam konteks E-Government. Untuk meningkatkan peran aplikasi dalam mewujudkan E-Government, penelitian ini merekomendasikan langkah-langkah strategis seperti penyuluhan dan pelatihan bagi pengguna. Penelitian ini diharapkan dapat membantu Biro Umum dan Protokol Provinsi Bali menjadi pemerintahan yang lebih responsif dan efisien.

Abstract

Perumusan kebijakan desa adat merupakan suatu hal yang mulia sebagai pedoman pada tahap implementasinya. Peraturan Daerah (Perda) Provinsi Bali Nomor 4 tahun 2019 tentang desa adat di Bali. Mencermati Perda Nonor 4 tahun 2019 tersebut, semenjak kepengurusan Prajuru Adat Marga periode 2021-2026 merasa perlu merumuskan kebijakan. Penelitian dilakukan dengan cara wawancara, observasi terhadap proses perumusan kebijakan walaupun dalam waktu jangka panjang. Dalam proses perumusan kebijakan Desa Adat, keterlibatan aktor baik idividu maupun lembaga (pengurus resmi desa adat Marga_) maupun aktor lainnya seperti Kerta Desa, Sabha Desa dan Yowana dan yang berkepentingan lainnya sudah berupaya mengawal proses perumusan kebijakan desa adat. Hasil perumusan kebijakan desa adat Marga periode kepengurusan Prajuru periode tahun 2021-2026 yang diajukan pada paruman desa adat yaitu: 1) Ketentuan tentang jalan penggotongan mayat menuju kuburan , 2) Aturan tentang karang kebembengan, 3) Aturan tentang tukad pengrarungan, 4) Permasalaan tanah milik desa adat yang ditempati oleh warga masyarakat, 5) Permasalahan tentang sumber pendapatan desa adat, 6) Ketentuan tentang pengarakan ogoh-ogoh satu hari sebelum Hari Raya Nyepi, 7) Ketentun tentang krama tamiu.

Abstract

The aim of this research is to analyze the implementation of government policy in empowering the community to have their own awareness to register their halal products through halal assistance officers under the auspices of the Ministry of Religion. The research method used is a qualitative descriptive research method because researchers carry out direct observations in the field, to see directly what actually happens in the field. The analysis technique used is the interactive model Miles, Huberman and Saldana (2014:14). From the research conducted, it was found that the implementation of policies related to Halal Certification in Jayanti Village was not optimal because one aspect was the main factor why the implementation of the policy had not been fulfilled. This indicator is a lack of coordination and communication so that the implementation of this policy has not run optimally

Abstract

Goal achieved from this research is to find government handling social conflict in Kenangan Village, Percut Sei Tuan District, Deli Serdang Regency. How efforts government's handling social conflict in Kenangan Village, Percut Sei Tuan District, Deli Serdang Regency. Research method is a qualitative method descriptive approach. Results research Lurah Handling Social Conflict Kenangan Village, Percut Sei Tuan District, Deli Serdang Regency quite good, Lurah providing various education and understanding community about ethnic, cultural and religious diversity. Addition, lurah also gave information community about cultivating tolerance, cooperation, mutual cooperation, mutual respect and respect among fellow ethnicities, religions and nations. Furthermore, Lurah was cooperate with the police, TNI, and community leaders solving sara issue, especially in Kenangan Village, Percut Sei Tuan District, Deli Serdang Regency.

Abstract

In today's modern politics, the presence of women in the world of politics is urgent. Democracy also mandates equal access and participation of women and men on the basis of equality, in all areas and levels of public life, especially in decision-making positions. Currently, the issue of gender equality has become a prominent issue in development platforms, not only in Indonesia but also in the world. Looking back, in the past, women's position in politics was marginalized, women had a very small portion compared to men. This is because there is a patriarchal culture that is not friendly towards women. The constructive socio-cultural understanding that was adopted at that time placed women as if they were only allowed to take care of domestic matters. In Bungo Regency, the results of the 2019 legislative election produced 5 DPRD members who were women. It is hoped that their existence will be able to fight for women's needs. This research was conducted on the performance of Council members in accommodating and conveying to the government the needs of women. women's rights, violence against women, reproductive health, gender equality, and promoting pro-women policies in the DPRD. The informants in this research are female members of the Council, and stakeholders. The results of this research show that the female DPRD members of Bungo Regency are trying in a limited number to take various steps to convey the aspirations of Bungo women. This can be seen from Regional Regulation Number 1 of 2021 concerning Maternal and Child Health. Then in the field there are discussion forums about femininity, for example counseling, mentoring women, etc. Apart from that, in Bungo itself, in the everyday world, such as the world of work, the world of education and the world of politics, there is no discrimination.

Abstract

Regional economic growth is a support for countries in certain regions. One of the regions with a fairly high level of regional economic growth is Southeast Asia. Regional economic growth in this region cannot be separated from the existence of ASEAN (Association of Southeast Asian Nations) as a regional organization in the region. There is an area of regional economic growth in this region that is interesting to study, namely IMT-GT (Indonesia-Malaysia-Thailand Growth Triangle), a sub-regional cooperation in ASEAN with the membership of Indonesia, Malaysia, and Thailand as three countries with regional borders. The challenge of IMT-GT is economic recovery after the Covid-19 pandemic. This research method is qualitative with data collection techniques through documentation studies, archival studies, and internet search studies. This research found that the dynamics of economic conditions in the three IMT-GT member countries are one of the pillars for post-Covid-19 economic recovery in the region, and the IMT-GT has even become a support for these three countries to get through the COVID-19 pandemic. Cooperation between regions that directly border the ASEAN region is important to establish because it can increase economic growth in the three regions involved in IMT-GT

Abstract

Since 2009, creative economy has become one of the Government’s priority sectors in the national economic development effort. The creative economy sector embeds several characteristics such as intellectual creation and idea-based. Therefore, the existence of the aforementioned characteristics signifies a close relationship with the regulatory framework on intellectual property, especially in providing legal certainty towards the stakeholders, either from the perspective of the creative economy entrepreneurs as the intellectual property’s holder who may enjoy the economic benefit of their intellectual property as well as from the perspective of the investors or financial service sectors who possess the financing capability. This article specifically discusses the legal discrepancy relating to the Declarative Principle of a Creator as copyrights owner and creative economy entrepreneur in the Intellectual Property Based Financing Scheme as regulated Law No. 24 of 2019 on Creative Economy (Creative Economy Law) and Government Regulation No. 24 of 2022 on the Implementing Regulation of Law No. 24 of 2019 on Creative Economy (GR No. 24/2022) against the regulatory framework under Law No. 28 of 2014 on Copyright (Copyright Law). Abstract

This study aims to see how behavior changes of research subjects who modified behavior through modeling techniques in guiding pre-school children in using age-appropriate gadgets. The use of gadgets at preschool age has become an increasingly pressing issue in modern society, with their negative impact on mental health and social interaction. Modeling techniques are used as a foundation for designing interventions that can reshape undesirable behavior. This research method uses a qualitative research approach, where research with a qualitative approach can understand social phenomena or human behavior as a whole. This type of research uses action research. Actioan research is a way to gain knowledge and do something to change society through action research. Data analysis techniques in this study were carried out with descriptive qualitative analysis. This method involves a description of the current situation, such as the background of the case, the characteristics of the child who experienced the use of gadgets not according to his age, and how modeling techniques are applied in behavior modification. This analysis will help understand the context of the case and specific details. Furthermore, the implementation of modeling techniques will be carried out, utilizing a personal and adaptive approach. This research is expected to contribute to our understanding of how modelling techniques can be applied effectively in guiding preschoolers to use gadgets according to their age. The practical implications of this research include the development of intervention strategies that can be adopted by relevant parties, such as parents, to help individuals manage their gadget use more positively and in a balanced manner.

Abstract

This research aims to evaluate the implementation of the food security program by the PKK in Karangtengah Subdistrict, Wonosari, Gunungkidul. This research uses a qualitative research method with a case study approach. The results of the research show that the food security program planning by the PKK in Karangtengah Subdistrict has been carried out well. This planning involves various stakeholders and is adapted to the potential and problems that exist in the area. The implementation of the food security program by the PKK in Karangtengah Subdistrict has also gone well. This program has had a positive impact on food security in Karangtengah Subdistrict.

Abstract

Media plays an essential tool for every candidate to construct and promote their positive images in every election. In the vast development of the Internet and digital media, it is not enough for presidential candidates to only use mainstream media such as television, radio, and printed media. That’s why every presidential candidate must use the Internet, especially social media, to gain purposes. In the 2019 Indonesia Presidential Election, Instagram becomes popular for candidates to promote their self-image. This study will analyze Joko Widodo's personal Instagram account @jokowi three months before election. This study shows that Joko Widodo uses Instagram as his front stage to build his positive image by using several issues such as; his success in building infrastructure, maintaining commodity prices in the market, his concern towards Indonesian athlete achievements, and his fast reaction to natural disasters events. He creates positive image by showing his other side as husband and grandfather. Moreover, he uses his closeness with people to deliver that he is a caring leader. This study suggests that public be more critical in reading message of political campaigns in presidential candidates. It only provides positive issue identified as a front stage that hides the actual reality
