Abstract

By 2024, more than sixty percent of local governments in Indonesia were classified as high-risk for natural disasters, with none in the low-risk category. However, the level of local governments resilience to natural threats shows significant differences across regions. This study aims to examine the extent to which decentralization—as measured by indicators of local democracy and capacity—influences the resilience performance of local governments in facing natural crises. Using Ordinary Least Squares regression analysis across all Indonesian local governments, the results show that the higher the level of fraud in the election process of regional heads, the lower the level of resilience of local governments to natural crises. Regional heads serving in their second terms also tend to have lower levels of resilience than those in their first terms. Conversely, increasing fiscal capacity through larger regional budgets and improving bureaucratic reform contribute positively to increasing local government resilience. Therefore, strengthening budget governance and deepening bureaucratic reform are key strategies to mitigate the negative impact of undemocratic political behavior and second terms of regional heads on local government resilience in facing natural crises. If budget capacity is also low under the above conditions, strengthening bureaucratic reform is the key.

Abstract

This research aims to analyze the factors influencing tourists' revisit intention to nature-based tourism destinations in Labuhanbatu Regency, which has great potential for ecotourism development but faces challenges in fostering tourist loyalty. Using a quantitative approach with the Structural Equation Modeling - Partial Least Squares (SEM-PLS) method, this study examines the influence of tourist satisfaction, perceived destination sustainability, and destination image on revisit intention. The results show that all three variables have a positive and significant effect on revisit intention, with destination image as the strongest predictor, followed by tourist satisfaction, and perceived destination sustainability. The findings indicate that to increase revisit intention, destination managers need to focus on three main aspects: improving the quality of the tourism experience to create satisfaction, building and strengthening destination image through effective branding strategies and marketing communication, and implementing and communicating tangible sustainable tourism practices. This research provides theoretical contributions by integrating various theoretical perspectives (expectancy-disconfirmation theory, image formation theory, and theory of planned behavior) in the context of Indonesian ecotourism, and provides practical implications for Labuhanbatu tourism stakeholders in designing sustainable and competitive nature-based tourism.

Abstract

Community-based dance learning plays an important role in character education and the strengthening of cultural identity. This study aims to examine the pedagogical process, representations of cultural values, and the learning implications of Creative Dance in Angklung Sèrèd Balandongan within a community context. The research employed a qualitative case study approach grounded in ethnopedagogy and was conducted in Balandongan Village, Tasikmalaya, with data collected through participant observation, in-depth interviews, and documentation across different age groups. The findings indicate that the learning of Creative Dance in Angklung Sèrèd Balandongan functions as a socio-cultural learning ecosystem that integrates embodied experience, the symbolic meanings of dance properties, and local Sundanese values. Aesthetic transformation is reflected in the development of movement quality and expressive engagement among participants, while the internalization of the Gapura Pancawaluya values cageur, bageur, bener, pinter, singer, and pangger is realized through the symbolic interpretation of the umbrella, kolotok, and Hihid. These findings affirm that community-based creative dance pedagogy contributes significantly to character formation in education and to the sustainability of local culture.

Abstract

The study aims to examine issues and focus research related to post-COVID-19 pandemic social work practices using bibliometric analysis. Data was collected from the Scopus database with the keywords "social work practice" OR "Social work service" AND "Post Covid-19". Article documents were tracked through the Scopus database by year range criteria between 2022 and July 2024, subject area social sciences and psychology, document type article, and language English, and then obtained a total of 139 articles. Further analysis was carried out of 139 scientific publications using VOSviewer software to identify topic trends, collaborations, and research developments. The results showed that the study of social work practice in the post-pandemic COVID-19 era can be grouped into two major theme nodes, namely the social work theme node and the COVID-19 theme node. The social work practice theme node consists of sub-themes: social care, advocacy, disability, rights, inclusion, social care, coronavirus, anxiety, resilience, academics, child welfare, service, infection, control measures, and child protection. The research also revealed the emergence of new themes such as the use of digital technology and the development of adaptive social work intervention models in the post-pandemic era. These findings can be a benchmark for academics, practitioners, and stakeholders in developing research agendas and social work practices relevant to the needs of the post-COVID-19 pandemic community. Future recommendations are considered necessary to conduct a study of social work practice that focuses on sub-sub-themes such as anxiety, resilience, child welfare, social services, and social work practices related to child protection.

Abstract

The shift from fossil fuels to renewable energy is frequently viewed as a progression towards sustainability. However, in mining-proximate regions like Central Halmahera, this process engenders intricate socioeconomic challenges. This study examines the effects of the energy shift on local populations, emphasizing power dynamics, legislation, and the socio-ecological ramifications of nickel mining businesses. This research uses a development sociology framework to examine how the exploitation of resources for global green energy can intensify social inequities and marginalize indigenous populations and disadvantaged groups. The study utilizes a qualitative methodology involving case studies from various communities adjacent to mining activities, specifically Lelilef, Gemaf, and Sagea. Active observation, comprehensive interviews, and examination of policy papers and scholarly reports gathered data. The findings demonstrate that the mining industry has caused substantial alterations in the socioeconomic framework of local populations, encompassing changes in livelihoods, heightened labor migration, and the onset of social disputes over resource rivalry. Ecological consequences, including deforestation and water contamination, have exacerbated the living conditions of local inhabitants. This study emphasizes the disparity between the global green energy initiative and the socio-ecological conditions at the local level. The energy shift propelled by extractive industries in Central Halmahera does not help local communities; instead, it intensifies economic reliance on international businesses and amplifies social disparities. Consequently, it is imperative to implement more inclusive policies that address the requirements of local communities to guarantee a just and sustainable energy transition.

Abstract

The transfer of ownership of a property still under lease often gives rise to disputes between the tenant and the new buyer. The main issue lies in the legal status of the lease agreement after the leased object is transferred and the extent of legal protection provided to the tenant. This article aims to analyze the legal status of the lease agreement after the transfer of ownership and examine the judge's considerations in Decision Number 1127/Pdt.G/2022/PN.Dps. This research is a normative juridical study with a statutory and conceptual approach. The primary legal materials are the Civil Code and court decisions, while the secondary legal materials come from relevant journals and legal literature as stated in the research manuscript. The results of the study indicate that based on Article 1576 of the Civil Code, the sale of a leased object does not terminate a previously established lease relationship, unless otherwise agreed. The Panel of Judges declared Lease Agreement No. 01 dated January 3, 2018, valid and binding and provided legal protection in the form of fulfillment of the agreement. This decision reflects the application of the principles of pacta sunt servanda, the principle of good faith, and the theory of preventive and repressive legal protection. Normatively and theoretically, protection for tenants is a manifestation of legal certainty, justice, and benefit in the practice of property agreements in Indonesia.

Abstract

The Badung Regency has emerged as Bali's preeminent tourism hub, experiencing a substantial surge in visitorship following the pandemic. This has boosted the regional economy, but also led to overtourism, which threatens public peace and order in tourist destinations. The Badung Regency government set up a tourism police force to enforce local regulations and maintain security and order in tourist areas. The objective of this study is to analyze the effectiveness of the performance of the Tourism-Specific Municipal Police of Badung Regency in enforcing public peace and order in tourist destinations. The objective of the present study is to identify the factors that affect police performance. The study will offer solutions to existing obstacles. The present research employs a descriptive qualitative approach. The data presented herein were collected through a combination of in-depth interviews, field observations, and documentation studies. The informants were municipal police officers, relevant stakeholders, community members, and tourism business actors in tourist destinations. The analysis used an interactive model for data reduction, display, and conclusion drawing. The findings indicate that the performance of the Badung Regency's Tourism-Specific Municipal Police in maintaining public order in tourist destinations has not yet been fully effective. The condition is primarily influenced by human resource, facility, and infrastructure limitations, as well as insufficient foreign language skills. Nevertheless, a number of factors were identified that provided support for this hypothesis, including a clear regulatory framework, strong policy support from the local government, and cross-sectoral coordination. The study says that to improve security and order in tourist destinations in Badung Regency, more officers are needed.
