Abstract

This research aims to analyze the e-ticketing policy cycle implemented by the North Musi Rawas Resort Police. From planning, drafting, and approval to the implementation of electronic public services. Exploring the supporting and hindering factors in the implementation of electronic public service policies within the North Musi Rawas Police Department. Providing strategic recommendations for optimizing policies and implementation stages of electronic public services in the future. This research is motivated by various problems encountered in the implementation of e-ticketing. Using the policy cycle theory of Hupe and Hill and qualitative methods, data was collected thru interviews, observations, and documentation. The research results show that there are still people who have a poor understanding of the e-ticketing policy, namely the Suku Anak Dalam community. This presents a unique challenge for the North Musi Rawas Resort Police. The researchers also found that although e-ticketing improves traffic efficiency and compliance, there are technical constraints such as internet signal disruptions and manual administrative procedures that need to be addressed. And there are obstacles. This application makes it easier to identify violations and deters offenders, but technology and administrative integration must be improved to optimize its benefits.

Abstract

According to data from the National Waste Management Information System (SIPSN), Indonesia’s waste generation increases annually in line with population growth, with projections reaching 70.8 million tons by 2025. Waste management has therefore become a critical issue, as inadequate handling may generate significant negative impacts on both the environment and society. Previous studies indicate that the operation of Waste Banks in Sungailiat City remains suboptimal, even though these institutions play a crucial role in the success of municipal waste management. This study emphasizes the urgency of strengthening the role of Waste Banks within the formal waste management system as a strategy to optimize policy implementation. The research aims to examine how the implementation of waste management policies can be optimized through the empowerment of Waste Banks in Sungailiat City. A descriptive method with a quasi-qualitative approach was employed, using data collection techniques such as in-depth interviews, focus group discussions (FGDs), observation, documentation, and secondary data analysis of local waste management regulations. Policy implementation theory (communication, resources, bureaucracy, and disposition) was used as an analytical framework and compared against the empirical realities of Waste Bank practices in Sungailiat. The findings reveal that human resource capacity building, funding diversification, network strengthening, supportive policies with incentives, and technology utilization are key drivers for ensuring the sustainability and advancement of Waste Banks.

Abstract

The issue of used clothing, or trifling, has become a significant concern for the government and the wider public today, both in social and print media. This study analyzes the impact of the policy banning the sale of used clothing at Gedebage Market, Bandung, which was implemented to protect the local textile industry and reduce textile waste. Using a descriptive qualitative approach with data collection techniques such as interviews and documentation studies, the findings of this study found that the policy banning the trifling trade had a significant impact on various aspects of life. Economically, traders experienced a decrease in income and some were forced to close their businesses. Socially, people lost access to affordable clothing and resistance emerged. From a political perspective, there was debate about the fairness of the policy and the lack of public involvement in its formulation, which directly impacted traders. Meanwhile, from an environmental perspective, this policy is considered to have positive potential in reducing textile waste, although it still requires further policy support such as the provision of facilities. This study recommends various participatory and inclusive policy evaluations in the implementation of policies related to the ban on trifling in the Cimol Gedebage market in Bandung City, by considering several aspects of balance, including the economic interests of the community and environmental sustainability that encourage efforts not to marginalize traders who sell used clothes in the Cimol Gedebage market in Bandung City.

Abstract

This study aims to analyze strategies for strengthening public engagement in monitoring the development of integrity zones as an effort to improve local governance. A qualitative approach was employed through in-depth interviews and documentary analysis, with research conducted in Solok City and Padang Panjang City, West Sumatra Province. The findings indicate that public participation in monitoring integrity zones remains limited and largely relies on informal mechanisms. Traditional leaders play a crucial role in disseminating information and encouraging compliance with integrity policies, although their involvement is not yet fully supported by a strong legal framework. Strengthening their role through formal regulations could enhance the effectiveness of public participation. Moreover, broader community involvement has the potential to reduce corruption, promote transparency, and reinforce accountability in local governance. This study contributes by providing empirical insights into how local social structures can be leveraged to support public oversight and by offering practical recommendations for policymakers to enhance governance through the synergy between formal and informal actors.

Abstract

This study aims to analyze the quality of Customer Relationship Management (CRM) services at the Population and Civil Registration Service (Dispendukcapil) of Surabaya City based on five dimensions of service quality according to Zeithaml: Tangibles, Reliability, Responsiveness, Assurance, and Empathy. By conducting this study, it is expected to obtain a comprehensive picture of the strengths and weaknesses of the CRM services implemented, as well as provide strategic recommendations for improving public services in the future. The approach used is descriptive qualitative with data collection techniques through interviews, observations, and documentation. The results of the study indicate that the CRM services of the Surabaya City Dispendukcapil have provided good and diverse services, both online through social media, applications, email, and call centers, as well as offline at the Public Service Mall (MPP). In conclusion, the quality of CRM services at the Surabaya Dispendukcapil is classified as good with a high commitment to inclusive and technology-based public services. However, increasing technical capacity and system responsiveness is still needed to maintain the sustainability of optimal services.

Abstract

The Prosperous Justice Party (PKS) is one of the parties participating in the 2024 Legislative Election in Pontianak City. Political recruitment, particularly in the recruitment of legislative candidates, is crucial for the party's continued success in participating in the Legislative Election. In its recruitment process, the Articles of Association (AD-ART) serve as the primary foundation for the PKS Party in conducting its political recruitment. This study aims to determine the political recruitment process carried out by the PKS Party in determining its legislative candidates for the 2024 Legislative Election in Pontianak City, and whether it complies with the AD-ART. The research method used in this study is a qualitative descriptive research method. The results of this study indicate that the recruitment process uses an open and closed recruitment system. The open recruitment process carried out by the PKS Party is generally aimed at all Indonesian citizens who have the interest and potential to become legislative candidates without exception. Meanwhile, the closed recruitment process is specifically for cadres who have been fostered and the party structures who then nominate themselves for legislative candidates. In the process of determining its legislative candidates, the PKS Party considers the quality, capacity, potential, and track record of each candidate. Apart from that, in the legislative candidate recruitment process, there was 1 point that was not implemented in accordance with the PKS Party's Articles of Association/Bylaws in its recruitment process.

Abstract

Permasalahan kemiskinan telah menjadi isu sosial yang akan selalu hadir dalam setiap negara. Khususnya di Indonesia, meskipun sejumlah kebijakan telah dibuat untuk menurunkan tingkat kemiskinan, namun dalam pelaksanaannya masih terdapat kendala yang belum dapat diatasi. Pendekatan studi kasus Creswell dengan metode kualitatif dijelaskan untuk menguraikan permasalahan kolaborasi suprastruktur politik dalam mengatasi persoalan kemiskinan di Indonesia. Teori yang digunakan yaitu suprastruktur politik dari Almond and Coleman, dan Kemiskinan dari Amartya Sen. Temuan penelitian mengungkapkan bahwa permasalahan pengentasan kemiskinan muncul karena minimnya koordinasi antar lembaga yang dipicu oleh ego sektoral, sehingga pelaksanaan program-program pengentasan kemiskinan tidak mencapai hasil yang optimal. Temuan analisis mengenai hubungan kerja sama suprastruktur politik dalam penanggulangan kemiskinan di Indonesia adalah: 1) Ketidakselarasan kerja sama antar lembaga suprastruktur politik dalam mengatasi kemiskinan; dan 2) Kompleksitas birokrasi yang berlarut-larut menyebabkan kesulitan para aktor suprastruktur politik dalam mengambil keputusan yang tepat dan efisien. Sementara itu, situasi kemiskinan di Indonesia mencakup beberapa permasalahan seperti: 1) Keterbatasan sumber daya pada suprastruktur politik yang menghambat kapasitas masyarakat; dan 2) Penurunan partisipasi masyarakat akibat ketidakpuasan terhadap pelayanan yang diberikan oleh suprastruktur politik.

Abstract

Ujong Pancu is a coastal area with abundant marine resources and high fishery potential, as well as marine biodiversity that is a source of livelihood for the local community. The purpose of this study is to observe and analyze the role of local wisdom in maintaining sustainable nature conservation, which has a direct impact on the community's economic income. This study uses a qualitative research method with a descriptive analysis approach. Data sources were obtained from observations and interviews with the community in Ujong Pancu. The results of the study show that local wisdom plays an important role in the lives of the people of Ujong Pancu. They still strongly uphold local values in preserving nature. Forms of local wisdom include the khanduri laot tradition, panglima laot, and respect for Islamic sharia law. The application of local wisdom also impacts community economic growth through the utilization of marine resources, such as fish catches, shrimp farming, marine tourism, and small and medium-sized businesses based on processed marine products.
