Abstract

Village tourism is currently one of the alternative destinations for nature tourism. This is also the case with the Wargasara Tunda Island tourist village in Serang Regency. Wargasara Tunda Island tourist village was established by the Decree of the Regent of Serang in 2021. However, in its implementation, there are still several problems, namely limited accessibility constraints, low public understanding of tourist villages and hygiene problems at tourist attractions. This study aims to describe and analyze how the policy implementation is using Charles O Jones' policy implementation theory, namely organizational structure, interpretation and implementation. The research method used is qualitative with a case study approach. Data analysis according to Miles and Huberman with research informants determined by purposive informants. The results showed that the implementation of the policy on the establishment of Wargasara Tourism Village on Tunda Island has run optimally with some emphasis. From the organizational, institutional and human resource dimensions of the Tourism Village, it is good with the formation of Pokdarwis Jalatunda, which consists of village youth with tourism interests. The element of interpretation is interpreted variously by the village government who realizes that there are accessibility and electricity network constraints for more advanced tourism development, while from the community side, there is an increased understanding that the potential of the Wargasara area is a tourist destination. The dimension of policy implementation has not gone well where the application of Sapta Pesona has not gone well, especially cleanliness and beauty. Therefore, it is necessary to build synergistic collaboration between parties to overcome barriers to accessibility and electricity networks and increase public understanding of sustainable tourism so that tourism runs and the environment is maintained.

Abstract

Evaluasi pembangunan merupakan hasil dari suatu penilaian sasaran serta analisis permasalahan faktor keberhasilan pada suatu proses (lesson learned) dan perbaikan kebijakan pembangunan daerah pada tahap berikutnya. Tujuan Penelitian adalah penilaian capaian pembangunan jangka panjang dengan sasaran pokok yang telah ditetapkan, mengidentifikasi faktor pendorong dan penghambat yang dapat mempengaruhi pencapaian pembangunan jangka panjang daerah, dan menyusun rekomendasi penyusunan Rancangan Program Jangka Panjang Daerah Provinsi Banten periode 2025-2045. Metode penelitian adalah studi literatur dengan data sekunder berupa hasil penelitian seperti artikel, buku, jurnal dan beberapa sumber lain yang relevan. Teknik analisis menggunakan analisis kesenjangan, content analysis dan analisis statistika. Hasil penelitian evaluasi indikator makro tahun 2005-2025 menunjukkan kinerja progresif pada indikator peningkatan Indeks Pembangunan Manusia, Tingkat Pengangguran Terbuka menurun, peningkatan Pengeluaran per Kapita, penurunan indeks gini dan peningkatan PDRB perkapita. Indikator penduduk miskin meningkat signifikan dan laju pertumbuhan ekonomi menurun periode 2020-2021 disebabkan dampak pandemi. Tahun 2022, penurunan penduduk miskin dan peningkatan laju pertumbuhan ekonomi seiring proses pemulihan ekonomi pasca pandemi. Kesimpulan adalah diperlukan keselarasan visi dan misi serta arah penyusunan kebijakan dan indikator pembangunan jangka panjang Provinsi dengan indikator kinerja pembangunan jangka panjang nasional dan indikator tujuan pembangunan yang berkelanjutan dengan perancangan program kegiatan seperti menyediakan lapangan kerja baru pada sektor ekonomi serta memberikan berbagai kemudahan untuk usaha kecil menengah dengan berkoordinasi, kolaborasi serta bersinergi antara seluruh perangkat daerah dengan berbagai pihak seperti akademisi dan praktisi sebagai upaya peningkatan capaian indikator makro ekonomi, kesejahteraan sosial dan mendapat inovasi dalam rencana pembangunan jangka panjang daerah.

Abstract

Aktivitas transportasi di Terminal Kadu Agung Mandala berpotensi menghasilkan emisi berbahaya bagi kesehatan pernapasan masyarakat pengguna terminal. Sehingga, diperlukan kebijakan dalam pengendalian kualitas udara ambien agar tidak berdampak terhadap gangguan pernapasan masyarakat pengguna terminal. Penelitian ini bertujuan menganalisis kualitas udara ambien (SO2 dan NO2), tingkat keluhan subjektif gangguan pernapasan serta pengaruh kualitas udara ambien terhadap keluhan gangguan pernapasan. Penelitian ini menggunakan metode deskriptif kuantitatif. Populasi penelitian ini yaitu masyarakat pengguna terminal dan jumlah sampel yang diambil dengan purposive sampling sebanyak 45 responden. Pengukuran kualitas udara ambien (SO2 dan NO2) dilakukan satu kali pada tiga titik lokasi terminal. Hasil penelitian yaitu kualitas udara ambien parameter SO2 yakni 23,1 µg/Nm3 dan NO2 yakni 14,17 µg/Nm3 masih berada di bawah baku mutu. Berdasarkan hasil penelitian sebanyak 77,1% atau 34 masyarakat pengguna mengalami keluhan subjektif gangguan pernapasan. Meskipun jumlah konsentrasi polutan di bawah baku mutu. Tetapi pengaruh SO2 sebesar 23,1 µg/m3 berada pada konsentrasi yang menyebabkan iritasi tenggorokan, iritasi mata, dan batuk. Pengaruh NO2 sebesar 14,17 µg/m3 berada pada konsentrasi yang menyebabkan iritasi tenggorokan dan batuk. Kebijakan pengendalian kualitas udara ambien dilakukan dengan melakukan pemantauan kualitas udara ambien dan gas emisi karbon, perluasan wilayah ruang terbuka hijau serta pengawasan terhadap uji kir dan spot check terhadap kendaraan bermotor guna memenuhi standar emisi gas buang.

Abstract

The high unemployment rate is an indicator of one of the development problems in Banten province. Different with the national condition, unemployment in rural areas in Banten province is relatively always higher than in urban areas. Therefore, this study aims to analyze the unemployment problem in the rural areas of Banten province as a measure of the effectiveness of village development that has been carried out. This research is a descriptive quantitative study based on a comparative analysis of unemployment data in rural and urban areas in Banten province before and after the enactment of Law No. 6/2014 on Villages. The results showed that the downward trend of unemployment in rural areas in Banten province in the 2010-2014 period was faster than that in the 2015-2019 period. This shows that the implementation of village development after Law 6/2014 has not been able to create an acceleration of unemployment alleviation in rural areas. The lack of optimization of village development in terms of reducing unemployment is due to the lack of alignment of budgeting in the field of community development and community empowerment. Village development budgeting that has been carried out is more concentrated in the fields of village development implementation and village government administration

Abstract

Population growth, increasing urban development and the high rate of conversion of green land into construction land pose a serious threat to the reduction of green open space (RTH) in Serang City. This research aims to determine the current condition of existing green open space, the need for green open space based on area, number population and oxygen needs, as well as strategies for optimizing green open space development in Serang City. The method used is quantitative descriptive with spatial analysis using remote sensing techniques and Geographic Information Systems (GIS). The results of the study show that Serang City's green open space in 2023 has met the city's minimum need for green open space of 30% of the total area, namely amounting to 59.64%. Serang City's need for green open space, if calculated based on its area, is 7,958.68 ha, based on its population, it is 1,440.72 ha, and based on its oxygen needs, it is 1,812.93 ha. The green open space management strategy that can be implemented in Serang City is a Growth Oriented Strategy which is oriented towards utilizing internal assets and external opportunities based on regional characteristics, active community participation, allocation of financial resources, establishing partnerships, developing infrastructure and a sustainable approach.

Abstract

Melihat permasalahan tersebut untuk itu, diperlukan suatu strategi yang dapat membantu mengatasi permasalahan dalam strategi pengelolaan ekowisata terdampak pandemi Covid-19 di Provinsi Banten tersebut. Dalam rangka pengembangan ekowisata menjadi pertumbuhan ekonomi melalui dukungan penciptaan lapangan kerja dan peningkatan perolehan pajak, dan menetapkan strategi pengembangan dimasa adaptasi baru namun dengan memikirkan kelestarian dan pelibatan masyarakat lokal, Penelitian ini dilaksanakan di Wilayah Provinsi Banten dengan mengambil lokus penelitian ekowisata di wilayah Kabupaten Pandeglang dan Kabupaten Serang, pada bulan Juli sampai dengan Agustus 2021, Metode yang digunakan dalam penelitian ini adalah Metode analisis SWOT agar dalam proses pengambilan keputusan bisa menjadi rujukan, hasil penelitian menunjukan bahwa tempat wisata yang ditutup dan pengurangan jumlah kunjungan di masa PPKM berpengaruh terhadap kunjungan wisatawan yang pada gilirannya mempengaruhi pendapatan pengelola wisata, Strategi ekowisata yang dipiih dalam menghadapi masa pandemi yang dipilih adalah strategi WT Strategi defensif (Weakness-Threath) ini merupakan taktik untuk bertahan dengan cara mengurangi kelemahan internal serta menghindari ancaman

Abstract

The Central Government's efforts to implement the Child Identity Card (KIA) program as the newest population administration program, namely to become a concrete form of protection for children as the state's obligation to protect every citizen, where recently there has been a phenomenon of deprivation of civil rights for children. This research aims to determine the implementation of the Child Identity Card (KIA) policy or program at the Lebak Regency Population and Civil Registration Service. This implementation can be known by using the concept of Policy Implementation according to George C. Edward III whose dimensions include Communication, Resources, Disposition, Bureaucratic Structure. The research was conducted using descriptive methods with a qualitative approach. The results of the research show that the implementation of the Child Identity Card (KIA) program in Lebak Regency has not been fully maximized, one of which can be seen from the socialization which has not been maximized, then the delivery of information which is not clear, the condition of the facilities is less than optimal, the attitude and commitment of the Dukcapil Office in implementing the KIA program Less than optimal and assessment of the implementation of the KIA program that is less than optimal. Recommendations for this research; (1) Socialization should go directly to the school, involving teachers and student guardians. (2) Provide clear information both offline and online. (3) The condition of the seating facilities must be improved. The recommendation for further research is to conduct a policy evaluation study to assess the output of the KIA program in Lebak Regency in particular and generally to carry out comparative studies in several regions in Indonesia.

Abstract

Global population growth and improved transportation The Jakarta metropolitan area contributes significantly to greenhouse gas emissions. The DKI Jakarta Provincial Government has implemented policies to encourage the adoption of electric vehicles, but the growth of electric vehicles in the Jakarta Metropolitan Area still faces challenges. The study aims to investigate the psychological and social factors influencing people's intention to switch to electric vehicles and their contribution to the region's Sustainable Development Goals (SDGs). The quantitative approach was taken using an online survey method on 200 Jakarta metropolitan communities with a purposive sampling withdrawal technique. This study chose the Partial Least Square-Structural Equation Modeling (PLS-SEM) analysis technique. The analysis showed that electric vehicle knowledge and environmental concern significantly positively affected subjective norms, attitudes and perceived behavioural control. These three psychological drivers found their role in the intention to switch to electric vehicles and SDGs Contribution. Recommendations focused on strengthening fiscal transportation policies, supporting infrastructure and sustainable transportation planning at metropolitan Jakarta and national scales.

Abstract

Penelitian ini dilatarbelakangi oleh kurangnya pemahaman dan kesadaran masyarakat Kota Sukabumi terhadap pentingnya menjadi pemilih rasional. Berdasarkan Pilkada 2019, masih ditemukan adanya pemilih pragmatis sebesar 9% di Kota Sukabumi. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan pendekatan deskriptif. Tujuan dari penelitian ini adalah untuk mengetahui bentuk strategi KPU Kota Sukabumi dalam meningkatkan angka pemilih rasional pada Pemilu 2024 di Kota Sukabumi. Data dan informasi yang diperlukan dalam penelitian ini diperoleh dari keterangan informan dengan menggunakan dua macam data yaitu data primer dan sekunder. Teknik pengumpulan data dalam penelitian ini menggunakan teknik snowball sampling. Penelitian ini menggunakan teori Geoff Mulgan yang terdiri dari tiga dimensi, yaitu tujuan (purpose), tindakan (action), dan lingkungan (environment). Hasil penelitian menunjukkan bahwa tujuan dari strategi sosialisasi di KPU Kota Sukabumi adalah untuk meningkatkan kesadaran masyarakat Kota Sukabumi tentang betapa pentingnya menjadi pemilih yang rasional, cerdas, dan berkualitas. Tindakan dari KPU Kota Sukabumi antara lain melakukan penyuluhan tentang pentingnya memilih, pemahaman terhadap calon dan platform mereka, serta cara-cara untuk memberikan suara dengan benar, seperti pendidikan pemilih kepada pemilih pemula ataupun membagikan flayer kepada masyarakat Kota Sukabumi dengan beberapa program kegiatan yang dilakukan seperti Sapa Warga, diskusi publik, kampanye media sosial, dan pembagian materi pendidikan pemilih. Lingkungan dari strategi sosialisasi yang dilakukan KPU Kota Sukabumi ditinjau dari beberapa aspek perilaku masyarakat berdasarkan aspek ekonomi, sosial, dan budaya. Karena pada dasarnya, lingkungan dan perilaku masyarakat akan mempengaruhi kategori pemilih itu sendiri.

Abstract

The Banten Provincial Government, through the Public Works and Spatial Planning Agency (PUPR), has provided irrigation network services for the community in Banten Province. This study evaluates and assesses community satisfaction with irrigation services in Lebak Regency, organized by the PUPR Agency. The research method used is quantitative descriptive with a saturated sampling technique, involving all Water User Farmer Associations (P3A) or farmer groups that receive irrigation services in Lebak Regency, with 83 respondents from 10 irrigation areas. The study was conducted for 45 days, from November to December 2023. Data were analyzed using Importance Performance Analysis (IPA) and Customer Satisfaction Index (CSI). The IPA results showed an overall positive gap, with four questions in quadrant I (high importance and low satisfaction), ten questions in quadrant II (high importance and high satisfaction), nine questions in quadrant III (low importance and low satisfaction), and three questions in quadrant IV (low importance and high satisfaction). The CSI results show a level of public satisfaction of 78.00%, which is included in the "Good" category, according to Permenpan RB. This study provides strategic recommendations to improve the quality of irrigation services and maximize public satisfaction.
