Abstract

The research aims to investigate the Regent's authority to revoke Village Regulations on Village Revenue and Expenditure Budgets following Minister of Home Affairs Regulation Number 20 of 2018 on Village Financial Management. It employs normative legal research methods, utilizing statutory and conceptual approaches and analyzing primary, secondary, and tertiary legal sources qualitatively. The findings suggest that while Village Regulations lacking an evaluation mechanism, determined solely by the Village Head, contravene Article 69 paragraph (4) of Law Number 6 of 2014 on Villages, the Regent/Mayor cannot annul such regulations under Article 36 paragraph (1) of Minister of Home Affairs Regulation Number 20 of 2018 unless the Village Head disregards the Regent/Mayor's evaluation findings, maintaining the validity of the Village Regulation. The Regent's authority to annul Village Regulations ignoring Regent's evaluations, as per Minister of Home Affairs Regulation Number 20 of 2018, conflicts with Article 24A paragraph (1) of the 1945 Constitution of the Republic of Indonesia.

Abstract

Environmental justice from the perspective of public participation in the development of natural resources is a national program where the government is starting to switch from fossil energy to green energy, which means that in the future the government will no longer hope for energy such as coal, oil and gas, etc. This is a very strategic step taken by the government. Centralized policies are the antithesis of the increasing pressure to decentralize regional government, including regarding the management of natural resources (SDA) in the mining and oil and gas sectors, To ensure that this program runs well, of course the community is involved in monitoring it. Community participation in sustainable development is indeed weak, including in terms of policy making, even though the laws and regulations also stipulate that the community has rights as explained in the Aarhus Convention, where parties have an obligation to guarantee the rights of access to information, community participation in decision making, and access to justice in environmental matters in accordance with the provisions of the convention. Then in Law No. 32 of 2009 concerning Environmental Protection and Management, it is intended, among other things, 1) to provide information to the government, 2) to increase the public's willingness to accept government decisions. 3) Helps with legal protection. and 4) Democratize decision making. From the above basis, it further strengthens the community so that it can participate actively in the development of natural resources in this country.

Abstract

This study explores the effectiveness of village website management in facilitating e-government implementation within Kebarepan Village, Plumbon District, Cirebon Regency. It assesses four key indicators of program effectiveness: program success, target success, satisfaction with the program, and levels of input and output. Employing a qualitative or naturalistic approach, data were collected through literature review and field study, incorporating observations, interviews, and documentation. Analysis indicates that village website management significantly enhances e-government implementation effectiveness, encompassing program success, target success, satisfaction with the program, and levels of input and output. However, certain obstacles hinder the complete realization of effectiveness. This study enhances comprehension of e-government implementation at the village level and provides insights into addressing existing barriers. The implications of these findings can inform policymakers and practitioners in optimizing e-government effectiveness within village settings.

Abstract

The observation focused on PT Arutmin Indonesia's NPLCT RPT area of 98 hectares. These observations are viewed with the help of remote sensing technology and geographic information systems (GIS). This observation aims to analyze changes in greenness levels that occur from 2019 to 2023 using the normalized difference vegetation index (NDVI) method and the materials used sentinel-2A imagery. The goal is to evaluate changes in greenness levels and their interpolation from 2019 to 2023. An area of 98 hectares was monitored using sentinel-2A satellite imagery with a pixel sharpness of 10 meters x 10 meters. The results show sentinel imagery from 2019 to 2020, 38.41 ha experienced reforestation, 1.65 ha experienced deforestation and 58.14 ha did not change. Sentinel-2A image from 2020 to 2021, 79.09 ha experienced reforestation, 1.35 ha experienced deforestation and 17.68 ha did not change. Sentinel-2A image from 2021 to 2022, 1.08 ha experienced reforestation, 79.48 ha experienced deforestation and 17.68 ha did not change. Sentinel-2A imagery from 2022 to 2023, 0.47 ha experienced reforestation, 40.65 ha experienced deforestation and 57.17 ha did not change. The sentinel-2A image changes from 2019 to 2023, 2.27 ha reforested, 20.35 ha deforested and 75.64. These observations highlight the importance of remote sensing technology and geographic information systems (GIS) in monitoring and analyzing land cover change to support conservation, rehabilitation and natural resource management policies in Kotabaru District, South Kalimantan.

Abstract

Using biblometrics, this study investigates the relationship between geotextile reinforcement and landslide slope stability. 1000 studies with interrelated topics were created by collecting various studies from 2000 to 2023 using Crossref. Publish or Perish sources were used to run this research network, which was then processed in Vosviewer and saved in Research Information System (RIS) format. The results of the analysis show that slope angle is the most frequently used word and is associated with 63 studies. The results of research conclusion data on the topic of slope stability with geotextile reinforcement continue to increase, with the highest number in 2023 (110 studies).Keyword: Landslides, slope stability, geotextile systems, prediction of landslide management.

Abstract

The phenomenon that becomes the object of research is the implementation of the state border area development policy in Aruk, Sambas Regency, West Kalimantan Province. This research aims to analyze the implementation of the state border area development policy in Aruk, Sambas Regency, West Kalimantan Province and formulate a state border area development model in Aruk, Sambas Regency, West Kalimantan Province. The research method used a descriptive qualitative approach. The determination of research informants was carried out through the snowball technique. The results showed that the management of strategic issues in the state border area until now lacks the active role of Ministries/ Institutions and Local Governments. The implementation of development by K/L is still concerned with sectoral ego, this can be evidenced by the large disparity between the Implementation of the BWN-KP Management Master Plan 2020-2024 with programs/activities and budgets of Ministries/Institutions that have been committed to the implementation of development in state border areas in priority location sub-districts, PKSN, PLBN and PPK. Referring to the above, the activities of the Aruk PLBN Border Area Development of Sambas Regency are still categorized as not optimal. Supporting and inhibiting factors for the development of the Aruk PLBN area include the Aruk PLBN Management Resource Factor, the Human Resources Competency Factor, the Information and Technology Support Factor and the Aruk PLBN Management Positive Attitude Factor. Meanwhile, the inhibiting factors of development at PLBN Aruk Sambas Regency include Communication Factors, Infrastructure Factors and Bureaucratic Factors. The development model of border area development of PLBN Aruk Sambas Regency is the institutional development of the Border Management Agency consisting of institutional authority, institutional structure, institutional personnel, and institutional administrative resource management

Abstract

This study aims to analyze problems and formulate and strategize in the development of halal tourism destinations rooted in local wisdom in Jambi Seberang City. The research method used is a combination of qualitative and quantitative approaches. The specific methodology applied is the Analytic Network Process (ANP), which is implemented through Super Decision software. ANP was chosen for its ability to set priorities in the context of decision making. The results obtained from this study show that the main issue faced is related to government participation. The priority strategies identified include the formation of synergies between various interested parties, increasing government commitment in supporting the development of halal tourism, developing a structured halal tourism development concept, and improving the quality of human resources. Through this research, it is expected to be a source and basis for planning the development of halal tourism in Jamb, especially in Jambi Kota Seberang.

Abstract

This research report presents the results of research on the markedness of active and passive voice in Indonesian. The purpose of this study was to determine the markedness of active and passive voice in Indonesian and their implications. The theory used in this study is the concept of markedness proposed by Waugh and Lafford (1994: 2378) and Croft (1990: 64). This research was conducted qualitatively and quantitatively. The results of the study are as follows. The active voice in Indonesian is an unmarked construct, that is, a simple, productive, context-insensitive, more universal sentence, and easier to understand. The passive voice in Indonesian is a marked construct, that is, a more complex, less productive, context-sensitive, more particular sentence, and harder to stand. This markedness has implications for grammar and language learning. For grammar preparation, active voice explanations should be the basis for passive voice explanations so that the rules for forming both types of sentences are easy to understand. For language learning, active voice should be learned first and then passive voice so that both types of sentences are mastered more easily by language learners.

Abstract

In a multicultural society, the interaction between law and socio-cultural factors has a significant impact on people's daily lives. Various social and cultural norms, values and practices often collide with applicable legal principles, causing complex dynamics in law enforcement and the implementation of justice. This research aims to analyze the dynamics of interaction between law and socio-cultural factors in a multicultural society. This study used qualitative research methods. The data collection technique in this research is literature study. The data that has been collected is then analyzed in three stages, namely data reduction, data presentation and drawing conclusions. The research results show that the interaction between law and social culture is complex and dynamic. Law can influence social culture and vice versa. Law can influence social culture by encouraging social change and preserving culture. Meanwhile, social culture can influence law by forming norms and values and influencing law enforcement.

Abstract

This study presents an illustration of the Development of the Integrated Policy Network Model Harmonization of ATFM and A-CDM based on Higher Order Thinking Skills to find out how digital transformation in the innovation of ATM System implementation in Indonesia. This research is included in Soft System Methodolgy with the category of theoretical research practice or research interest. According to Checkland and Scholes (1990) and Checkland (1989) is a reflection on problem situations in the real world based on a certain methodology and intellectual framework. The results of the study are expected to show that the Development of the Integrated Policy Network Model Harmonization of ATFM and A-CDM is also determined by the HOTS (Higher Order Thinking Skills) of aviation personnel on the three main capabilities needed for the future, namely: analytical, critical, and creative. Personnel are expected to be able to recognize the complexities and possible problems that exist in the provision of aviation services to support Decision Making. And it is expected to be an input for the government and the highest leadership of an aviation industry as policy makers, in order to improve the Development of the ATFM and A-CDM-based Harmonization Network Integrated Policy Model HOTS. As a result of the HOTS study, according to Checkland & Scholes (1990), the Integrated Policy Network Model of Atfm and A-CDM Harmonization is an experience-based knowledge from HOTS based on the innovation of the application of the ATM System to influence the improvement of aviation personnel as the use of facilities and individuals in the organization through the Design Approach Soft System Methodolgy.
