The implementation of flights often cannot be done either from the passenger side, or from the airline side. Flight cancellations made by airlines are a form of flight delays. Departure times are delayed, even cancellations without prior notification are very detrimental to passengers because they cannot arrive at their destination according to the expected time. Force majeure is one of the reasons airlines cancel their flight schedules due to bad weather or natural disasters. In the rules, the carrier's obligation is to give full responsibility to passengers, one of which is to ensure timely transportation. all have been regulated in Law Number 1 of 2009 concerning Aviation and its implementation is regulated in the Regulation of the Minister of Transportation. In this study, the author uses empirical research that uses descriptive analysis and a qualitative approach. Sources of data were collected through observation, interviews and documentation. After the data is collected, the data is processed by editing, classifying, and grouping according to the problem formulation. Then, it is reviewed and analyzed by connecting the data and literature review. The conclusions of this study are: 1) The responsibility of the airline company in the event of a flight delay or cancellation of the party acting as the carrier has the responsibility for the loss suffered by the passenger. The form of compensation in the case of flight cancellations can be in the form of a refund or ticket refund, rescheduling, or reroute. 2) Flight cancellations by airlines can cause material and immaterial losses for passengers. Airlines have provided compensation in terms of material losses, namely in the form of ticket refunds or ticket refunds, but in practice there are still shortcomings and are not in accordance with regulations.

Indonesia is an archipelagic country that is vulnerable to natural and non-natural disasters. The trend of natural disasters that occur in Indonesia itself tends to increase from year to year as well as what happened in Karo Regency. According to BPS data from 2015-2020 there was an increase in natural disasters, especially those caused by the eruption of Mount Sinabung. The problem that occurs is that Sukatendel Village is located in Tiganderket District, Karo Regency which has an altitude of 500 meters above sea level. This certainly increases the risk of disaster. The purpose of this study was to determine the effectiveness of implementing the Sukatendel Village Regulation No. 01 of 2019 regarding the Disaster Resilient Village program. With qualitative research methods. The results showed thatImplementation of Village Regulation No. 1 of 2018 concerning the disaster-resilient village program which includes 4 (four) factors, namely: The communication factor has not been carried out properly, due to the irregularity of socialization activities and the limitations of information communication tools to the surrounding community. The human resource factor is adequate in the implementation of DESTANA with the establishment of a village management and DRR Forum, but has limited budget and facilities in disaster management. The disposition factor or commitment owned by the implementor is good in carrying out its responsibilities as the implementer of the policy. The bureaucratic structure factor in the implementation of DESTANA has been directed and clear with the creation of a disaster management mechanism, the division and role of each team, but this is of course with the approval of the Karo Regency Government.

SMEs is one of the important pillars in the national economic development who to date, are still faced with its classical issue in obtaining additional capital funding. The securities crowdfunding concept that was introduced to be the solution for SMEs is yet to reach the 64,2 million SMEs in Indonesia due to SMEs’ difficulties in complying to the regulatory requirements. Therefore, the objective of this research is to analyze the legal factors that may affect SMEs’ interests in obtaining capital funding via the securities crowdfunding concept. This research is conducted by using quantitative approach and analyzed by using the confirmatory factor analysis and descriptive analysis methods based on the primary data collected from 50 SMEs in BPC HIPMI Medan on a purposive sampling basis. Based on the research findings, the implementation of the disclosure principle in POJK 57/2020 are mainly the cause of SMEs’ inability and affecting interests in the securities crowdfunding concept. Therefore, further development of POJK 57/2020 as the regulatory basis of the securities crowdfunding concept are essential in supporting SMEs’ exponential growth in the future.
