Abstract

The Sustainable Development Goals (SDGs) are a global agenda consisting of 17 main goals and 169 targets that cover social, economic, and environmental dimensions simultaneously. Overall, many MSMEs still implement conventional and non-environmentally friendly business practices. This study aims to identify suitable strategies for MSMEs in implementing the green economy concept and the impact on sustainable economic development in Aceh Besar Regency. This research is a field research, with a quantitative approach. The research sample amounted to 50 MSMEs consisting of 30 culinary sectors (70%) and 20 artisan sectors (30%). Data collection techniques through questionnaires, interviews and direct observation of MSMEs. Data analysis through quantitative methods with a SWOT analysis approach and Internal Factor Analysis (IFAS) and External Factor Analysis (EFAS) to formulate suitable strategies for MSMEs. The results of the study show that the IFAS analysis obtained a result of 3.8 as (X) and the EFAS analysis obtained a result of 3.4 as (Y), after obtaining these results, an alternative aggressive strategy (SO) was obtained in implementing the concept of green economy and sustainable economic development in Aceh Besar Regency. So that MSMEs currently have the potential of resources, management and products in utilizing cooperation opportunities to maximize marketing, knowledge and environmental awareness as well as regulatory support from the local government. Therefore, the results of this study can be used as a theoretical basis in the preparation of strategic policies by the government. The follow-up suggestions from the results of this study are in the form of a participatory approach as an approach that aims to be able to develop the capacity of MSMEs through training, workshops and technical guidance in the context of implementing a green economy in Aceh Besar Regency based on the phases that have been put forward in this study.

Abstract

This study aims to analyze the implementation of the Village Fund Allocation Program (ADK) policy in Muara Lawa District, West Kutai Regency, with a focus on supporting and inhibiting factors. The study used a descriptive qualitative approach with key informants consisting of village heads, village officials, community leaders, and Muara Lawa District officials. The analysis was conducted by referring to the policy implementation theory of Mazmanian and Sabatier which emphasizes three main indicators, namely the characteristics of the problem (tractability of the problem), the ability of the policy to structure the implementation process (ability of statute to structure implementation), and non-policy variables that influence the implementation process (non-statutory variables). The results show that the implementation of ADK in Muara Lawa faces problems of limited human resource capacity, geographical constraints, and weak coordination between actors, even though regulations have provided a clear legal framework. On the other hand, local government support and community participation are important factors supporting program implementation. This study concludes that the effectiveness of ADK implementation requires strengthening the capacity of apparatus, optimizing coordination mechanisms, and increasing community involvement so that the policy truly provides tangible benefits for village development.

Abstract

Children are a national asset whose existence is crucial to ensuring the survival of a nation. Therefore, to support this goal, the future of children and their livelihood security must be considered from all aspects, from economics to education to health, and most importantly, legal protection. Legal protection is paramount because today many children are involved in criminal acts, resulting in their status changing to children in conflict with the law, and many are sentenced to prison in Child Development Institutions. This has the potential to threaten the continuity of children's access to educational rights. It must be understood that fostering in a foster institution does not necessarily break the chain of recurrence of criminal acts by children, and placement of children in foster institutions also has the potential to increase the state's financial burden and may lead to overcapacity in society. Therefore, Indonesia is slowly trying to implement a double-track criminal justice system to accommodate the interests of children in conflict with the law so that their rights are still fulfilled. As an analysis of this system, the author attempted to conduct research on the Sungailiat District Court Decision Number 1/Pid.Sus-Anak/2025/PN Pgp. Using a normative legal research method, the author attempts to examine the application of two criminal justice systems in handling juvenile cases. Through a literature review of the collected legal materials, the author found that implementing two criminal justice systems in handling juvenile cases is not easy. Many factors must be ensured for the success of these two criminal justice systems.The child's age as a tool to identify children who may be subject to imprisonment or other criminal penalties, analysis of the community guidance research report, criminal threats against children, a description of the public prosecutor's demands outlining sanctions for the action, the availability of supporting facilities and the budget for implementing the action against the child. Each component supports each other, and if one component is not met, the two-track criminalization formulation cannot be implemented. And this occurs in case handling.Sungailiat District Court Decision Number 1/Pid.Sus-Anak/2025/PN Pgp which ultimately cannot apply the decision to take action against the child even though the conditions for the child to be subject to action have been fulfilled in terms of the actions and the threat of punishment imposed on the child.

Abstract

This research aims to examine further regulations regarding the provisions of Article 8 paragraph 3 of the 1945 Constitution of the Republic of Indonesia. The Republic of Indonesia declares itself to be a legal state, which means that all aspects of the state must be based on the rule of law. On the other hand, the President of the Republic of Indonesia acts as both head of state and head of government, which indicates the nature of a presidential republic. Therefore, the position of President cannot be vacant because this position is so important and central. The research method used in this research is qualitative method with normative juridical analysis, namely explaining the legal norms that should be fulfilled (das sollen ) compared to the current situation (das sein). This research is also descriptive in nature, namely by describing the existence of a legal vacuum in the field of state administration, especially filling the position of interim president in Indonesia and its relationship with the threat of emergencies. The country's constitution regulates how to fill the vacancy in the presidential position in the event that the President and Vice President are permanently absent at the same time. However, this provision must be further regulated through laws and implementing regulations based on law. Twenty-two years have passed since the last amendment to the constitution but there is no legal regulation regarding this matter even though this situation is a threat and could result in a state of emergency status in the country. To facilitate the consideration and formulation of filling the position of president, the author presents a comparison with several countries so that it can be used which one is most suitable for the conditions of the Republic of Indonesia.

Abstract

This study aims to analyze the competency development of State Civil Apparatus (ASN) in the Regional Development Planning, Research, and Development Agency (BappedaLitbang) of West Kutai Regency. The focus of the study is directed at three main indicators, namely competency development planning, implementation of competency development, and competency development evaluation . This study uses a descriptive qualitative approach with data collection techniques through in-depth interviews, observation, and documentation analysis. Research informants consist of structural officials, functional officials, and implementing staff within the BappedaLitbang environment selected by purposive sampling technique. Data analysis was conducted using the interactive model of Miles, Huberman, and Saldaña, while data validity testing used triangulation of sources, methods, and member checks. The results of the study indicate that ASN competency development planning in BappedaLitbang West Kutai is not fully based on job analysis and is still constrained by budget constraints. At the implementation stage, the implementation of the training program is not optimal, with only 27% of ASN participating in training according to job requirements, far below the target of 68%. Furthermore, the available training is more general in nature and less relevant to the demands of post-equivalency functional positions. At the evaluation stage, competency development program assessments are still administrative in nature and do not measure the training's impact on performance. This research emphasizes the need for a more contextual, systematic, and sustainable ASN competency development strategy to improve the effectiveness of regional development planning.

Abstract

Healthcare workers are the frontline of patient care, making it essential to implement work systems that support their well-being and motivation. High Performance Work System (HPWS) is considered a strategic approach to enhancing employee performance and job satisfaction. This study aims to examine the effect of HPWS on nurses’ job satisfaction, with burnout and work motivation as mediating variables. A quantitative approach was employed using the Partial Least Squares Structural Equation Modeling (PLS-SEM) method. Data were collected from 265 nurses working at private hospitals in Jakarta using purposive sampling techniques. The results revealed that HPWS has a significantly positive effect on job satisfaction and work motivation, and a significantly negative effect on burnout. Furthermore, burnout negatively affects job satisfaction, while work motivation has a positive effect. Mediation analysis showed that burnout and work motivation significantly mediate the relationship between HPWS and job satisfaction. This study contributes to the human resource management literature by emphasizing the importance of implementing HPWS practices in creating a healthy and productive work environment, which ultimately enhances employee well-being, particularly in the healthcare sector.

Abstract

This study aims to analyze the implementation of the Seven Habits of Highly Effective Children movement in strengthening elementary school students’ character through a Systematic Literature Review (SLR) supported by bibliometric analysis using the VOSviewer software. Data were obtained from national and international scholarly articles published between 2015 and 2025, sourced from databases such as Google Scholar, Scopus, DOAJ, and Sinta. Article selection was conducted using inclusion and exclusion criteria to ensure relevance to the topics of character education and habit formation in elementary schools. The findings reveal that the application of the Seven Habits of Highly Effective Children has effectively reinforced key character values, including discipline, responsibility, cooperation, and independence. The most frequently employed habituation strategies include morning routines, daily reflection activities, teacher role modeling, and collaboration with parents. Bibliometric analysis indicates a growing trend in research on character education at the elementary school level, although studies that specifically integrate the Seven Habits framework remain relatively limited. This suggests the need for further research to develop more innovative approaches aligned with 21st-century educational demands. Supporting factors for program success include school commitment, teacher consistency, and parental involvement, while inhibiting factors involve time constraints, limited resources, and insufficient continuity of habituation outside the school environment. These findings indicate that program success depends not only on schools but also on broader environmental support. Thus, the implementation of the Seven Habits of Highly Effective Children movement has the potential to serve as an effective strategy in fostering morally upright, independent, and adaptive elementary school students prepared for contemporary challenges.

Abstract

This study aims to analyze the marketing feasibility of Berkatul Bliss, a healthy snack made from rice bran designed for people with diabetes. Amid increasing demand for functional foods, it is essential to develop local products that are both nutritious and competitive in the market. This research employed a descriptive approach using qualitative and quantitative methods through consumer surveys, focus group discussions (FGDs), and analysis of marketing mix strategies (product, price, distribution, promotion). The results show that Berkatul Bliss possesses high appeal in terms of product quality, packaging, and its functional value as a low-glycemic food. Consumer acceptance was notably positive, especially regarding health benefits, informative packaging, and affordable pricing. The marketing strategy based on local ingredients proved effective in enhancing the product's competitiveness. These findings support contributions to the Sustainable Development Goals (SDGs), particularly SDG 2 (food security), SDG 3 (health and well-being), and SDG 8 (economic growth). The study recommends an integrated and educational marketing strategy as a long-term approach to developing local functional food products.

Abstract

This study examines the translation strategies of cultural terms in the subtitles of a film entitled “Kucumbu Tubuh Indahku” (Memories of My Body) by Garin Nugroho, focusing on their role as acts of cultural resistance and negotiation. The research aims to (1) identify and describe the strategies used to translate culture-specific terms, (2) analyze how these strategies reflect tendencies toward foreignization (resistance) and domestication (negotiation), and (3) interpret their contribution to the construction of character identity and the representation of Javanese culture to international audiences. This research employs a descriptive qualitative method with a comparative approach. The primary data consists of two subtitle transcripts of the same movie, analyzed using Newmark's (1988) procedures for translating cultural terms, Gottlieb's (1992) subtitle strategies, Venuti's (1995) domestication and foreignization ideology, and the framework of social actor representation. The analysis reveals 85 culture-specific items distributed across five categories: social culture, ecology, social organizations, gestures and habits, and material culture. The most frequently applied strategies are transference, functional equivalence, paraphrase, adaptation, and substitution. The findings indicate that foreignization functions as cultural resistance by preserving key terms such as warok, lengger, and gemblak, while domestication functions as negotiation through strategies such as generalization, condensation, and adaptation. Drawing on social actor representation, the study shows that cultural identity in subtitles is articulated through practices of nomination, categorization, and functionalization, which illustrates how both the characters and Javanese culture are recontextualized in a global setting. Overall, the study argues that subtitling is not merely a linguistic transfer but an ideological arena that actively shapes perceptions of identity and cultural representation in international discourse.

Abstract

The development of information technology has brought fundamental changes to hospital governance. One strategic instrument that plays a crucial role is the Hospital Management Information System, as regulated in Minister of Health Regulation Number 82 of 2013. SIMRS functions not only as an administrative system but also as a decision support system that provides real-time and integrated data to support managerial decision-making. This study uses a literature review method by analyzing various recent research results related to the implementation and optimization of SIMRS in hospitals. The results show that SIMRS can improve administrative efficiency, accelerate patient data access, strengthen inter-departmental coordination, and facilitate data-driven decision-making. However, several obstacles remain, including high implementation costs, user resistance to change, system complexity, limited cross-module integration, and data security risks. Optimizing SIMRS requires a continuous training strategy for all staff, system adjustments to hospital needs, regular software updates, and close collaboration between the information technology team and medical personnel.
