This study aims to evaluate the feasibility of using blended coal as fuel for steam power plants (PLTU) by examining the quality of MT-47 coal from PT Bukit Asam through proximate analysis and statistical trend analysis. High-calorie coal (A) and low-calorie coal (B) were blended at ratios of 30:70, 40:60, 50:50, and 60:40, and then tested in the laboratory to determine the intrinsic moisture (IM), ash content, volatile matter (VM), and fixed carbon (FC) content. The test results showed that the IM value ranged from 24.78–27.93%, ash from 4.52–5.79%, VM from 36.05–39.21%, and FC from 30.22–31.50% (adb). Regarding the quality of MT-47, only the ash parameters at the 30:70 and 40:60 ratios meet the standard limits, while the IM, VM, and FC at all ratios do not comply with the MT-47 specifications. Linear regression analysis and Pearson correlation coefficients show a very strong linear relationship between the blending ratio and all proximate parameters, with high correlation values (|r| > 0.95) and coefficients of determination above 95%, thus indicating a consistent trend of quality changes due to variations in the blending ratio. Overall, the 30:70 ratio is the composition closest to the quality of MT-47, although this coal mixture still requires further quality improvement processes to be suitable for direct use as PLTU fuel.

Digital transformation has significantly reshaped primary healthcare services, requiring healthcare professionals to enhance their digital competencies and adaptability. This study aims to analyze the effect of digital literacy, organizational support, and digital readiness on the performance of healthcare workers at community health centers in Batam City, Indonesia. A quantitative approach was employed using a sample of 285 respondents selected from a population of 962 healthcare workers through proportional random sampling. Data were collected through a structured questionnaire and analyzed using multiple linear regression with SPSS. The findings indicate that digital literacy, organizational support, and digital readiness each have a positive and significant effect on healthcare worker performance, both partially and simultaneously (F = 100.770; p < 0.001). Among the three variables, digital literacy demonstrates the most dominant influence (B = 0.357; p < 0.001), followed by organizational support (B = 0.355; p < 0.001) and digital readiness (B = 0.295; p < 0.001). These results confirm that performance improvement in primary healthcare settings requires not only individual digital competence but also supportive organizational systems and readiness for change. The study contributes empirically to digital-based human resource management in primary healthcare and emphasizes that digital transformation depends fundamentally on comprehensive human and organizational readiness.

Project delays remain a critical issue in construction projects, particularly in hospital developments that involve high complexity, strict functional requirements, and intensive coordination among multidisciplinary teams. Empirical evidence indicates that many delays are not solely caused by technical or material factors, but are strongly associated with deficiencies in human resource management (HRM). This study addresses the question of how human resource–related factors structurally contribute to project delays and what root causes dominate these delays in hospital construction projects. To answer this question, the research applies Fault Tree Analysis (FTA) as the primary analytical method, using a deductive and top–down approach to decompose the main delay event into intermediate and basic events related to HRM practices. A case study was conducted on a hospital construction project in Jakarta that experienced significant schedule deviation. Data were collected through questionnaires, interviews with project personnel, and project documentation, and subsequently modeled into a fault tree structure using logical AND and OR relationships. The results indicate that ineffective workforce planning and weak coordination and communication systems constitute the most critical root causes of project delays. These factors trigger cascading effects such as work interruptions, rework, low labor productivity, and delayed decision-making, which collectively lead to schedule overruns. This study contributes academically by demonstrating the applicability of FTA as a structured root-cause analysis tool for project delays from a human resource management perspective, thereby extending delay analysis literature beyond conventional technical and descriptive approaches, particularly in the context of hospital construction projects.

Waqf land registration is essential to the governance of socio-religious assets and requires effective cross-sector collaboration. In Gorontalo Regency, a significant gap between recorded and certified waqf lands indicates structural weaknesses in the governance framework. This study evaluates the design of waqf land registration governance using a collaborative governance perspective and proposes an integrative institutional reconstruction to improve certification outcomes. A qualitative policy case study approach was employed, drawing on waqf and land regulations, technical policy documents, and regional administrative data. The analysis was guided by key dimensions of collaborative governance: starting conditions, institutional design, facilitative leadership, and collaborative processes. The findings show that although formal authority is clearly defined, governance remains fragmented and largely procedural. The absence of a permanent coordination forum, uneven actor capacities, limited information integration, and weak facilitative leadership constrain the development of sustained collaboration. To address these issues, the study recommends institutionalizing deliberative coordination mechanisms, strengthening participatory capacities, integrating information systems, and embedding collective accountability. The research extends the application of collaborative governance to regionally implemented, religion-based public policies.

This study investigates the impact of public protests and demonstrations on the governance system in Indonesia within the context of post-Reformation electoral democracy. Through a Systematic Literature Review (SLR) of 25 reputable journal articles published between 2023-2025, this research identifies patterns, mechanisms, and outcomes of collective action on political stability, policy responsiveness, institutional legitimacy, and regulatory frameworks. The synthesis results reveal multidimensional and contextual impacts. Qualitative findings underscore that protest effectiveness highly depends on political opportunity structures, digital media utilization, and civil society coalition capacity. Protests function as vital extra-institutional correction mechanisms, yet they also potentially cause polarization and short-term erosion of trust when government responses are repressive. This study concludes that protests have become an inseparable governance sub-system in Indonesia, driving adaptation and accountability pressures, albeit with complex consequences for social cohesion and democratic procedural stability. The findings offer theoretical contributions to social movement literature and practical insights for policymakers in designing constructive responses to public protests.

Advances in human intelligence have shaped new patterns of behavior, one of which is the habit of making transactions. Transactions take place everywhere, including minimarkets. As a result, competition and large-scale marketing promotions have emerged as solutions to retain customers. Shopping points have become a solution that has unique economic appeal for consumers. This phenomenon has opened up new motives for criminal acts. This study examines the phenomenon of minimarket employees taking over consumer shopping points as a form of fraudulent act that can be criminalized. The focus of the study is on the position of shopping points as economic assets that have exchange value and the construction of criminal liability for the perpetrators. The results of the study show that shopping points are intangible digital assets that have economic value, so legally they are the property of consumers that must be protected. Juridically, the actions of these employees fulfill the elements of criminal fraud as regulated in Article 495 of Law Number 1 of 2023 concerning the Criminal Code. Law enforcement against this practice recommends strict measures by minimarkets as a form of consumer protection within the company, and recommends the imposition of criminal sanctions if this action occurs repeatedly under the provisions of the New Criminal Code in order to provide a deterrent effect and ensure legal certainty in the retail sector.

Salmon is a high-value food commodity that is highly susceptible to quality deterioration due to lipid oxidation and microbial growth during storage. This issue is often caused by packaging designs that do not fully accommodate product characteristics and consumer requirements. This study aims to develop a salmon packaging design capable of maintaining product quality and extending shelf life by integrating the Quality Function Deployment (QFD) method and the Morphological Chart approach. The theoretical framework and literature review cover food packaging concepts, QFD, the House of Quality, and the Morphological Chart as a tool for generating design alternatives. This research employs a descriptive method with qualitative and quantitative approaches. Data were collected through literature studies and the identification of the voice of customer, which were subsequently analyzed using QFD to determine priority technical requirements. The results indicate that packaging methods (vacuum/MAP), oxygen permeability, and storage temperature are the most critical technical priorities. Furthermore, the Morphological Chart produced an optimal design combination consisting of MAP packaging with very low oxygen control, multilayer food-grade materials, high sealing strength, and storage temperatures ranging from −1 to 0 °C. In conclusion, the integration of QFD and the Morphological Chart is effective in generating a salmon packaging design that meets consumer needs and preserves product quality.
