Abstract

Tujuan penelitian ini adalah untuk mengetahui dan menganalisis Manajemen Tambahan Penghasilan Pegawai Negeri Sipil pada Biro Umum Sekretariat Daerah Provinsi Sulawesi Tengah. Jenis penelitian ini adalah penelitian kualitatif. dengan informan terpilih sebanyak empat orang. Pengumpulan data menggunakan teknik observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan yaitu (1) Pengumpulan data (2) Reduksi data (3) Penyajian data (4) Verifikasi (5) Kesimpulan. Hasil penelitian ini menyimpulkan; (1) Manajemen Tambahan Penghasilan Pegawai Negeri Sipil pada Biro Umum Sekretariat Daerah Provinsi Sulawesi Tengah dapat dikatakan telah terlaksana dengan baik. (2) Faktor pendukung yang dapat mewujudkan terlaksananya Manajemen Penghasilan Tambahan Pegawai Negeri Sipil di Lingkungan Biro Umum Sekretariat Daerah Provinsi Sulawesi Tengah yaitu: (a) Adanya landasan hukum yang jelas seperti Undang-Undang Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara (b) Alur pendanaan yang baik (c) Loyalitas pegawai terhadap penghasilan tambahan pegawai di Lingkungan Biro Umum Sekretariat Daerah Provinsi Sulawesi Tengah dan (d) Alur data dan informasi yang baik. (3) Faktor penghambat yaitu: dalam Manajemen Penghasilan Tambahan Pegawai Negeri Sipil di Lingkungan Biro Umum Sekretariat Daerah Provinsi Sulawesi Tengah yaitu: (a) Kurangnya rasa percaya diri (b) Perilaku tidak disiplin (c) Kurangnya informasi tambahan penghasilan pegawai

Abstract

Penelitian ini bertujuan untuk mengetahui kinerja pegawai inspektorat Kabupaten Pulau Taliabu dalam pembinaan administrasi pelaporan keuangan desa di Desa Todoli Kecamatan Lede, serta peran sekretaris desa dalam pelaksanaan administrasi pemerintahan. Penelitian ini menggunakan metode kuantitatif dengan sampel sebanyak 45 kepala keluarga dari populasi 1500 kepala keluarga. Teknik pengumpulan data menggunakan kuesioner yang disusun berdasarkan indikator-indikator administrasi pemerintahan desa. Data dianalisa menggunakan teknik persentase dan skala likert untuk mengukur setiap indikatornya. Hasil penelitian menunjukkan bahwa pembinaan yang dilakukan pegawai inspektorat berjalan dengan baik, terlihat dari perencanaan, pengarahan, pengawasan, hingga evaluasi yang dilakukan dalam pelaporan keuangan desa. Sekretaris desa juga memiliki peran strategis dalam menjaga tertib administrasi. Diharapkan melalui peningkatan pembinaan dan kompetensi aparatur desa dapat terwujud tata kelola pemerintahan desa yang transparan dan akuntabel

Abstract

Stunting merupakan salah satu permasalahan besar yang dihadapi Indonesia dan mendapat perhatian khusus di Kabupaten Donggala, Sulawesi Tengah. Artikel ini mengulas kebijakan penanggulangan stunting di Kabupaten Donggala menggunakan metode deskriptif kualitatif dengan mengacu pada regulasi dan sumber ilmiah yang relevan. Hasil analisis menunjukkan bahwa intervensi yang terintegrasi lintas sektor, implementasi regulasi nasional dan daerah, serta peran aktif masyarakat menjadi kunci dalam percepatan penurunan stunting. Artikel ini diharapkan dapat memberikan gambaran kebijakan serta tantangan yang dihadapi dalam penanggulangan stunting di Kabupaten Donggala

Abstract

This study aims to analyze the quality of complaint services for child abuse cases at the Office of Women’s Empowerment and Child Protection (DP3A) of Palu City in supporting child protection efforts. The study focuses on five dimensions of service quality: responsiveness, assurance, tangibles, empathy, and reliability. This research employs a descriptive qualitative approach. Data collection techniques include in-depth interviews, observations, and documentation. The informants in this study consisted of the Head of the Child Abuse Division, service staff, and data operators, who are directly involved in the process of receiving and handling complaints. Data analysis was conducted through data condensation, data display, and conclusion drawing. The findings reveal that the dimensions of responsiveness, assurance, tangibles, and empathy have been implemented quite effectively. Officers are able to provide initial responses, explain service procedures, and demonstrate concern for complainants and victims. Facilities such as service rooms and counseling rooms are available, although improvements in comfort are still needed. However, reliability has not been optimal due to delays in case follow-up, inconsistent progress information, and cross-sector coordination barriers, which reduce public trust. The study concludes that the quality of complaint services for child abuse cases at DP3A Palu City is not yet optimal.

Abstract

This study examines the professionalism of disaster management personnel and the quality of public disaster services provided by the Regional Disaster Management Agency (BPBD) of Palu City by applying the SERVQUAL model developed by Parasuraman, Zeithaml, and Berry. As a disaster-prone region affected by earthquakes, tsunamis, flash floods, and extreme weather, Palu requires a highly responsive, reliable, and competent disaster response system. This research uses a qualitative descriptive approach to understand how BPBD personnel implement disaster management services through the five SERVQUAL dimensions: tangibles, reliability, responsiveness, assurance, and empathy. Data were collected through in-depth interviews, observations, and documentation studies.The findings reveal that BPBD Palu has demonstrated strong tangible aspects, reflected in the availability of disaster response equipment such as flood pumps, high-capacity lighting machines, and emergency operational tools that support effective fieldwork. Reliability is evident in their consistent disaster response procedures and the use of community satisfaction indices to evaluate service outcomes. Responsiveness is strengthened by multilayered communication systems, including Starlink satellite technology, GSM-based radio communication, and point-to-point networks, ensuring uninterrupted coordination during emergencies.In terms of assurance, BPBD personnel show competence and professionalism through the mastery of technical skills, disaster protocols, and the ability to coordinate with various stakeholders such as OPD, police, military, and humanitarian agencies. Empathy is reflected in their humanistic communication approach, emotional support, and psychological assistance for vulnerable groups such as children and women experiencing trauma after a disaster.This study concludes that BPBD Palu has effectively implemented the SERVQUAL dimensions, indicating a high level of professionalism in delivering disaster services. However, continuous capacity building, improved information distribution, and stronger community engagement remain essential to enhance future disaster management performance. The results of this study contribute to strengthening the theoretical and practical understanding of public service quality in the disaster management sector, especially within local governments in high-risk regions like Palu

Abstract

The implementation of the smart city concept in Indonesia is one strategy for sustainable development and optimal public services. Palu City, as a developing city in Central Sulawesi, has begun adopting smart city policies to improve the quality of life of its citizens. This article discusses the background, research methods, implementation, challenges, and recommendations related to development policies in Palu City: smart city implementation using a descriptive qualitative approach and interactive model analysis. This research is based on national literature and policy sources, as well as the results of studies related to smart city implementation in various cities in Indonesia
