Abstract

This study is to determine the performance of the State Civil Apparatus in managing the Registration Certificate of the Social Welfare Institution in the Social Empowerment Division of the Palu City Social Service. The basis of research used is qualitative and descriptive research type. The type of data uses primary data and secondary data. Data collection techniques, conducted through observation, interviews, and documentation. Informant withdrawal technique using purposive. The theory used is Robbins' theory which consists of 3 (three) aspects, namely motivation, ability and opportunity. From the results of the research conducted, it is known that the Performance of the State Civil Apparatus in the Management of Registration Signs of Social Welfare Institutions in the Social Empowerment Division of the Social Service of Palu City is relatively ineffective and maximum. from the aspect of motivation, it is found that employee motivation formed or driven from within themselves tends to be very low. In the aspect of the ability of Mastery of work by employees in the Social Empowerment Sector is quite good, it can be seen from the job responsibilities given to each employee, carried out well. Meanwhile, the knowledge possessed can be said to be very good because it is placed according to their abilities and educational background of employees. Furthermore, in the aspect of opportunity, it is concluded that from the past until now all employees in the Social Empowerment Sector have been given the same opportunity in carrying out their duties

Abstract

This research aims to determine the leadership style of the Principal of the Kawatuna State Elementary School, Mantikulore District, Palu City. The research basis used in this research is qualitative with a descriptive approach. Data collection techniques in this research are observation, interviews and documentation. The informants in this research were class teachers and BP (Guidance Counseling) teachers. Meanwhile, the data analysis used in this research is data collection, data reduction, data presentation and drawing conclusions. The theory used in this research is the theory put forward by Hersey and Blanchard, which classifies situational leadership style into four indicators, namely: instruction, consultation, participation and delegation. The research results show that the four indicators of situational leadership can be seen from the leadership style displayed by the principal of the Kawauna state elementary school. In the instruction indicator, the principal can direct all teachers working in the school, this proves that the principal has carried out his function as a leader. In the consultation section, it was seen that the principal carried out two-way interactions, there was a process of providing ideas and suggestions and it was also seen that the principal accepted the ideas, suggestions and input given by the teachers. Meanwhile, in the participation section, it can be seen that there was involvement of all parties, including deputy principals and teachers at the Kawauna State Elementary School. However, in the delegation section, it can be seen that the delegation process given by the principal is limited and only occurs under certain conditions. The limitations on granting delegation are based on the main tasks and functions of each party

Abstract

This research aims to determine the performance of the state civil apparatus in Matikulore sub-district, Palu city. This research uses qualitative methods with a case study approach.Meanwhile, the data analysis used in this research is data collection, data reduction, data presentation and drawing conclusions. Based on the results of research conducted regarding the performance of apparatus at the Mantikulore District Office, Palu City, Central Sulawesi Province, it can be concluded that the quality of apparatus performance at the Mantikulore District Office, Palu City, Central Sulawesi Province, can be seen from several indicators, namely: productivity, service quality, responsiveness, responsiveness, and accountability. This can be seen from the informant's answers and the researcher's observations that the aspects of service quality, responsiveness and responsiveness are still not implemented optimally in Mantikulore sub-district and in service and work time discipline must be improved further, also in administrative programs are not yet fully appropriate and performance the apparatus has not achieved maximum results. And for productivity and responsibility, it can be considered to be going quite well. The factors that influence the performance of Village Apparatus in the Mantikulore District Office, Palu City, Central Sulawesi Province that the author observed during conducting research are Human Resources and infrastructure in the office.

Abstract

Banggai Islands Regency is one of the districts in Central Sulawesi which has very beautiful natural tourist destinations. Based on data from 2020-2023, the Banggai Islands Tourism Office has a total of 82 natural tourist destinations, and 12 artificial tourist destinations. One of the natural tourist destinations that is currently viral among the people of Banggai Islands Regency is the Bone Pololoba beach tourist attraction located in Lopito Village. Currently, Bone Pololoba beach tourism is one of the leading tourist destinations in Banggai Islands Regency, especially among instagramable people. Bone Pololoba beach tourism is geographically located in Lopito Village, Totikum District. The panorama and beauty of Bone Pololoba beach which is still very natural attracts the attention of both local and foreign tourists to come to visit the Bone Pololoba panatai tourism site. Based on the results of the research, the implementation of the development of Bone Pololoba beach tourism objects carried out by the Tourism Office has not been carried out effectively. To find out why the implementation of the Bone Pololoba Beach tourism development policy at the Banggai Islands Tourism Office has not been effective, the author uses the Donald Van Metter and Carl Van Horn theoretical approach, to look at aspects (standards, measures of goals and policies, resources, characteristics of implementing agents, attitudes / tendencies, communication between implementing organizations and implementing activities, and the economic, social and political environment). Data collection methods were conducted through observation, direct interviews and documentation. Informant selection technique using purposive technique. From the results of the implementation of the Bone Pololoba Beach tourism object policy, it has not been effective. This is because there are still shortcomings in several aspects. Among them are the resources referred to in this case are limited human resources, and both financial and other supporting infrastructure

Abstract

The purpose of this reseaerch is to find out how Aeccountaebility for maenaeging villaege funds in Maergae Kencaenae villaege. This reseaerch uses the theory put forwaerd by Aemir Imbaerudin (2019) which divides aeccountaebility into 3 paerts, naemely: Efficient, Effective aend Productive. This reseaerch uses ae quaelitaetive aepproaech with descriptive reseaerch type. Daetae collection techniques use field studies with observaetion, interview aend documentaetion techniques. The results of this reseaerch show thaet aeccountaebility for maenaeging villaege funds in Maergae Kencaenae villaege is not yet fully efficient, effective maenaegement of villaege funds is not yet on taerget aeccording to whaet is staeted in the Reaelized Budget (RAeB), there is still ae laeck of openness in maenaeging villaege funds aend there is ae laeck of community involvement in maeking decisions. decision becaeuse the villaege government haes not caerried out enough consultaetions with the community aend there is still ae laeck of effectiveness in maenaeging villaege funds which haes not gone well, becaeuse there is still development thaet haes not been caerried out to the end aend the quaelity of development is not in aeccordaence with the plaenned time, aend the villaege government is productive in terms of maenaegement From ae reporting perspective, villaege funds aere quite good, but they aere not evenly distributed in the distribution of aeid in the community aend aere not well taergeted in line with community expectaetions

Abstract

Based on the observations of researchers at the Faculty of Social and Political Sciences, Tadulako University, it was found that students encounter problems accessing the Academic Information System (SIAKAD). Students often face difficulties in managing their study plan cards and scheduling courses. The aim of this study is to determine the effectiveness of the Academic Information System (SIAKAD) in supporting student services at the Faculty of Social and Political Sciences, Tadulako University. This research employs a descriptive qualitative method. The data collection techniques used are literature review, observation, and interviews. The data analysis techniques utilized in this study are data condensation, data display, and conclusion drawing/verification. Based on the research findings, it was discovered that in the process of student services at the Faculty of Social and Political Sciences, Tadulako University, out of the five effectiveness indicators, three have been met: program understanding, timeliness, and tangible changes. However, the indicators of timeliness and goal achievement have not been fulfilled. In conclusion, the effectiveness of the Academic Information System (SIAKAD) in the student service process at the Faculty of Social and Political Sciences, Tadulako University, is not effective because the indicators of timeliness and goal achievement have not been met.

Abstract

Penelitian ini bertujuan untuk mengetahui pemetaan aktor dan dinamika konflik kebijakan kenaikan iuran BPJS Kesehatan, serta untuk mengetahui resolusi konflik dalam kebijakan kenaikan iuran BPJS Kesehatan. Metode yang digunakan dalam penelitian ini yaitu studi pustaka atau studi literatur, dengan menggunakan rujukan utama yang berasal dari penelitian-penelitian terdahulu terkait konflik kebijakan yang dielaborasikan dengan permasalahan kenaikan BPJS Kesehatan yang terjadi pada tahun 2019. Dinamika konflik dilihat dengan menggunakan sekam solomon trap yang bertujuan untuk memberikan solusi terkait konflik kebijakan tersebut. Adapun hasil penelitian ini menunjukan bahwa konflik kebijakan seringkali terjadi disebabkan oleh pemerintah yang selalu terjebak dalam Solomon trap. Pada kasus BPJS Kesehatan ini, Solusi yang dapat diberikan oleh peneliti yaitu dengan menerapkan Perpres Nomor 75 Tahun 2019 namun dengan skema kenaikan iuran secara berjenjang. Selain itu adanya skema kenaikan BPJS yang disesuaikan dengan golongan kelas sehingga memudahkan masyarakat kurang mampu yang memilih kelas 3

Abstract

This study evaluates the governance practices of Village-Owned Enterprises (BUMDes) in Riit Village, Sikka Regency, focusing on their impact on agricultural productivity and rural development. Adopting a qualitative case study approach, the research highlights how participatory and cooperative governance principles foster community engagement and improve access to agricultural inputs, training, and markets. The findings reveal significant improvements in crop yields and community welfare, especially for cacao and kemiri. However, challenges such as transportation barriers, crop diseases, and limited technological integration hinder the full realization of governance benefits. Bridging these gaps requires capacity-building, infrastructure improvements, and partnerships with external organizations. Drawing from global governance models, this study provides actionable recommendations for enhancing the sustainability and impact of BUMDes operations. These findings contribute to the discourse on rural governance and its role in achieving the Sustainable Development Goals.

Abstract

The purpose of this research is to determine the work discipline of officials in the Palu City Regional People's Representative Council Office. The informants in this research were officials from the Palu City Regional People's Representative Council. Apart from that, to find out the Work Discipline of State Civil Apparatus, other informants, namely Staff. This research data consists of primary data and secondary data obtained directly through field research (interviews). Data was analyzed using the results of interviews with the City Regional People's Representative Council office. Palu, namely Secretary, Head of General Affairs, Head of Civil Service and Administration Sub-Division, Staff. The results of the research show that to find out the work discipline of the apparatus in the Palu City Regional People's Representative Council office, in carrying out their duties and functions in government administration at the Palu City Regional People's Representative Council office, the author chose a theory that is considered more suitable to be applied to government organizations, in this case the Council Office Palu City Regional People's Representatives, if carried out simultaneously will create State Civil Apparatus Work Discipline, which is Alfred R. Lateiner's theory (In Soejono 1983: 72) namely Time Discipline, Discipline Regulations and Dress, Discipline, Work Responsibilities. The author concludes that the disciplinary policy of state civil servants in the Palu City Regional People's Representative Council Office.  assessed from the three indicators/dimensions, which are considered to be well implemented Time Discipline and Dress Code Discipline while the indicators/dimensions of Responsibility Discipline whose results are still not implemented well

Abstract

Penelitian ini bertujuan untuk mengetahui tentang Pengaruh Rehabilitasi dan Rekonstruksi Bandara Mutiara Sis Al Jufri Terhadap Kualitas Pelayanan Penumpang di Ruang Tunggu Keberangkatan. Metode penelitian yang dilakukan oleh peneliti adalah dengan menggunakan metode kuantitatif asosiatif, yaitu penelitian untuk mengetahui hubungan antara dua variabel atau lebih. Hasil penelitian menunjukan bahwa adanya pengaruh yang signifikan antara rehabilitasi dan rekonstruksi Bandara Mutiara Sis Al Jufri terhadap kualitas pelayanan penumpang di ruang tunggu keberangkatan. Koefisien regresi rehabilitasi dan rekonstruksi Bandara Mutiara Sis Al Jufri terhadap kualitas pelayanan penumpang di ruang tunggu keberangkatan sebesar 68,1 % sedangkan besarnya pengaruh adalah 45,7 % dan sisanya 54,3 % dipengaruhi oleh faktor lainnya. Pengaruh keduanya dikatakan berbanding lurus dan memiliki hubungan positif, dimana jika nilai rehabilitasi dan rekonstruksi tinggi maka nilai kualitas pelayanan akan tinggi, begitupun juga sebaliknya
