Abstract

This study aims to examine the financial performance of the Jawa Tengah Provincial Government during the 2020-2024 period by considering the impacts of the COVID-19 pandemic and the leadership transition that occurred in 2023. The analysis employs a quantitative descriptive approach using data from the Budget Realization Reports and evaluates performance through six financial ratios, namely independence, effectiveness, efficiency, harmony, growth, and activity ratios. The findings indicate that the independence ratio is classified as moderate with an upward trend, while the effectiveness ratio remains in the highly effective category throughout the observation period. Conversely, the efficiency ratio declined and reached an inefficient level in 2023-2024 due to increased expenditure related to economic recovery efforts. The harmony ratio reveals the continued dominance of operational expenditures within the regional budget structure, whereas fiscal growth fluctuated but showed signs of stabilization toward the end of the period. In addition, the activity ratio falls into a very high category, reflecting strong regional fiscal capacity. Overall, the financial performance of Jawa Tengah Province can be considered stable and adaptive to external challenges; however, improvements in efficiency and the allocation of more productive expenditures are still required to support long-term fiscal sustainability

Abstract

The issue of drug halal certification has become a crucial concern for Muslims, especially given the vital nature of drugs for the preservation of life (hifz an-nafs), which is one of the main objectives of Sharia law (Maqasid Syari'ah). The majority of drugs on the market still use raw materials or production processes whose halal status is questionable, such as the use of pork gelatin or alcohol. The government has responded to this challenge by issuing regulations, including Law No. 33 of 2014 on Halal Product Guarantee (JPH) and, most recently, Law No. 17 of 2023 on Health. Law No. 17 of 2023 brings significant changes, containing provisions related to the supervision of medicines and pharmaceutical preparations. However, the emergence of various problems in the implementation of halal certification for drugs—including the testing process, the availability of alternative halal raw materials, and the urgency of drug availability for emergency conditions—requires in-depth analysis. This study aims to examine how the harmonization and implementation of halal drug requirements can be effectively realized without compromising the guarantee of drug availability and accessibility for the public, as mandated by the Health Law. This study formulates two main issues: (1) How can the issue of the halal status of medicines in circulation be analyzed and resolved within the framework of the five basic objectives of Maqasid Syari'ah, particularly in terms of protecting life (hifz an-nafs); and (2) How the synchronization, implementation, and urgency of halal drug procurement are regulated and guaranteed based on the provisions of Law No. 17 of 2023 concerning Health, as well as the legal challenges that arise in its implementation. This study uses a normative legal method with a conceptual approach and a statute approach. Primary data sources include Law No. 17 of 2023 concerning Health and Law No. 33 of 2014 concerning JPH, as well as various related implementing regulations. The results of the study show that the obligation of halal certification for medicines is in line with the principle of protection of life (hifz an-nafs) in Maqasid Syari'ah, which guarantees the safety and spiritual confidence of users. The issue of halal often centers on raw materials that come from unclean or haram sources, but from the perspective of Maqasid Syari'ah, exceptions (rukhsah) can be granted for drugs sourced from non-halal ingredients if there are no halal alternatives (darurat syar'iyyah), as long as it is necessary to save lives, in line with the fiqh rule on the priority of preserving life. Law No. 17 of 2023 strengthens the role of the state in ensuring the availability of quality medicines and health services, including safety and halal aspects through an integrated monitoring mechanism, although the main focus is on safety and clinical benefits. The biggest challenge in implementation is creating an integrated and rapid halal pharmaceutical raw material supply system, as well as ensuring that the certification process does not become an obstacle to the availability of essential medicines. Therefore, regulatory harmonization and incentive policies are needed to encourage the pharmaceutical industry to switch to halal raw materials without disrupting market stability and public access to needed medicines

Abstract

The implementation of land administration reforms through electronic land certificates presents a critical challenge in bridging the gap between normative legal frameworks and factual bureaucratic practice in Indonesia. This thesis examines the strengthening of land administration governance through electronic land certification at the Medan Land Office, with particular emphasis on its implications for bureaucratic reform. Employing socio-legal research methodology through qualitative inquiry, the study identifies a significant phenomenon termed "service duality," wherein public-facing service infrastructure appears modernised whilst backend data processing remains labour-intensive and manual-dependent. The research utilises a triadic analytical framework encompassing Radbruch's legal certainty theory, Soekanto's law effectiveness theory, and modernisation theory to analyse the disjuncture between law in books and law in action. Findings reveal that the implementation of the Minister of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN) Regulation No. 3 of 2023 on Electronic Documents encounters substantial technical, organisational, and sociological impediments, including incomplete data validation, inter-agency coordination deficiencies, and persistent public skepticism regarding digital documentation. The thesis demonstrates that successful land administration digitalisation necessitates not merely technological substitution of physical certificates, but rather systemic transformation encompassing data integrity assurance, inter-sectoral institutional integration, and cultural-cognitive acceptance. The study proposes four strategic interventions: procedural digitalisation reform, establishment of a unified data reconciliation unit, cybersecurity fortification with blockchain adoption, and humanistic socialisation combined with fiscal incentives. These recommendations are calibrated to achieve substantive bureaucratic reform that delivers not only administrative efficiency but also equitable access to justice and enhanced investment certainty across Medan

Abstract

MAS Al Asy’ariyah. The research employs a quantitative approach with an emphasis on objective measurement through numerical data, statistical analysis, and hypothesis testing. The sampling technique used is saturated sampling, as the population consists of only 35 individuals, making the entire population the sample. MAS Al Asy’ariyah is a private Islamic senior high school established on October 12, 2016, in Sunggal District, Deli Serdang Regency. The results of the study indicate that Work Productivity has an influence on Kinerja Karyawan (t-count = 1.851 t-table = 1.661). Work Discipline does not influence Kinerja Karyawan (t-count = 1.581 t-table = 1.661). Job Satisfaction has a significant influence on Kinerja Karyawan (t-count = 2.285 t-table = 1.660). The R Square value of 0.607 shows that Work Productivity, Work Discipline, and Job Satisfaction simultaneously contribute 60.7% to Kinerja Karyawan, while the remaining 39.3% is influenced by other factors outside this study

Abstract

This research aims to optimize accessibility to increase tourist attractions in the Florida Baths of Namukur Village, Sei Bingai District, Langkat Regency. Using a qualitative descriptive approach, data is collected through interviews, documentation, and observations from tour guides, business actors, and local communities. The results show that inadequate road conditions, lack of direction signs, and limited transportation are the main obstacles. However, the natural beauty and the support of the local community is a significant strength. Increased accessibility is expected to increase the number of visitors and local income. SWOT analysis identifies the need for facility improvement and more aggressive promotion. In conclusion, investment in infrastructure and road facilities, along with community involvement and effective marketing strategies is very important for the sustainable development of tourism in the Florida Baths, while maintaining environmental and social sustainability)

Abstract

This study aims to analyze the effect of Non-Performing Loans (NPL) and Debt-to-Equity Ratio (DER) on bank performance, measured by Return on Assets (ROA), and to examine the moderating role of Good Corporate Governance (GCG) in these relationships. The data used in this study comes from the annual reports and sustainability reports of Indonesian state-owned banks (HIMBARA), including Bank Mandiri, BRI, BNI, and BTN, covering the period from 2022 to 2024. The methodology employed is panel data regression with Moderated Regression Analysis (MRA). The results show that NPL has a significant negative effect on ROA, confirming that an increase in non-performing loans reduces the profitability of banks. Conversely, DER does not show a significant effect on ROA, suggesting that the debt-based funding structure does not directly influence the profitability performance of HIMBARA banks. Additionally, GCG proves to have a significant moderating role in weakening the negative impact of NPL on ROA, while GCG does not moderate the relationship between DER and ROA. This study contributes practical insights for regulators and bank management to strengthen corporate governance to maintain stability and enhance profitability, especially when facing increased credit risk

Abstract

This study aims to analyze the effects of poverty, unemployment, and inflation on the Human Development Index (HDI) in North Sumatra Province during the period 2019–2024. The study employs a quantitative approach using secondary data obtained from official publications of Statistics Indonesia, which are empirically analyzed to examine the relationships among variables. The findings indicate that increases in poverty and unemployment negatively affect the quality of human development through limited access to education, healthcare, and a decent standard of living, while inflation weakens purchasing power and hampers improvements in social welfare. Simultaneously, these three variables contribute substantially to variations in the HDI in North Sumatra, highlighting the importance of social and economic stability in supporting human development. This study is limited by the use of a relatively narrow set of macroeconomic variables; therefore, future research is recommended to incorporate public policy factors and regional inequality to provide a more comprehensive understanding

Abstract

This study aims to analyze the influence of work engagement, organizational culture, and work loyalty on employee performance with sustainability strategy as an intervening variable at PT Pelindo Multi Terminal Belawan. The design of this study uses a quantitative method with a descriptive approach. The research population is all permanent employees totaling 170 people. The sample was determined using the Slovin formula with an error rate of 10%, so that a sample of 63 respondents was obtained. The sampling technique used is probability sampling with a simple random sampling approach. The data collection technique was carried out through a questionnaire based on the Likert scale. The collected data was analyzed using Structural Equation Modeling based on Partial Least Square (SEM-PLS) with SmartPLS software. The results of the study show that work loyalty, followed by organizational culture, has also been proven to have a significant effect on employee performance. Organizational culture and work engagement have proven to have a positive and significant influence on sustainability strategies, showing that strong organizational values and high employee involvement are able to encourage the implementation of green port initiatives at PT Pelindo Multi Terminal. However, research found that work engagement had no significant effect on employee performance directly, and work loyalty had no significant effect on sustainability strategy. The most important finding is that sustainability strategies do not have a significant effect on employee performance and are not able to play a role as an effective intervening variable in mediating the influence of organizational culture, work loyalty, and work engagement on employee performance

Abstract

This study aims to analyze the influence of Leadership Style and Reward on Performance Assessment with Discipline as an intervening variable in PT Pelindomulti Terminal Branch Belawan. This type of research is quantitative research with a causal associative approach. The population in this study is all organic and non-organic employees of PT Pelindomulti Terminal Branch Belawan which totals 276 employees. The determination of the number of samples refers to Arikunto's opinion by setting the sample at 25% and obtained 92 respondents who were selected using the proportionate stratified random sampling technique. The data collection technique was carried out through a questionnaire with a Likert scale of 1-5, as well as a documentation study. The data analysis technique uses Structural Equation Modeling (SEM) with a Partial Least Square (PLS) approach through SmartPLS 4.0 software. The results of the study showed that work discipline had an effect on performance assessment, leadership style had an effect on work discipline but did not have a direct effect on performance assessment, and rewards had an effect on work discipline and performance assessment. In addition, work discipline has been shown to mediate the influence of leadership style on performance assessment, but does not mediate the effect of rewards on performance assessment. This research emphasizes the importance of the role of work discipline as a connecting channel between leadership and performance, as well as the need for the management of a reward system that is in line with employee performance achievements. The results of this study also show that the research model has strong predictive ability with an R² value of 78.7% for Work Discipline and 82.3% for Performance Assessment. This study concludes that Leadership Style is the strongest predictor in shaping employee work discipline, and this high discipline then improves employee performance

Abstract

This study aims to determine and analyze the positive and significant influence of work culture, motivation, and leadership on employee performance at PT Herfinta Farm Plantation. This quantitative study used a questionnaire as a data collection instrument. The sample used in this study was saturated, consisting of all 64 employees of PT Herfinta Farm Plantation. Data analysis used multiple linear regression with the Statistical Package for the Social Sciences (SPSS) version 24.0. The results obtained indicate that testing Hypothesis 1 (one) shows a positive and partially significant influence between work culture and employee performance at PT Herfinta Farm Plantation. Testing Hypothesis 2 (two) shows a positive and partially significant influence between motivation and employee performance at PT Herfinta Farm Plantation. Testing Hypothesis 3 (three) shows a positive and partially significant influence between leadership and employee performance at PT Herfinta Farm Plantation.
