Abstract

GIG Economyhave new flexible job opportunities especially for women who have dual responsibilities in society.This study aims to examine the influence of the GIG Economy, Human Resource Development, and Digital Communication Strategy on Decent Work in Supporting Sustainable Development (SDGs 8) in Mataram City. Using a sample of 100 female workers respondents who work in the digitalization sector (remote working). The independent variables are the GIG Economy, Human Resource Development, and Digital Communication Strategy with the dependent variable being Decent Work. This type of causal quantitative research uses multiple linear regression analysis as the data processing method. The sampling method is purposive sampling with accidental sampling as the sampling technique. The data collection method uses a questionnaire. The research instrument is tested with validity and reliability tests. Before analyzing the research data, a classical assumption test is first carried out, followed by a t-test and an F-test for drawing conclusions. The results of the study state that the GIG Economy, Human Resource Development, and Digital Communication Strategy have a positive and significant effect, both partially and simultaneously, on Decent Work. This means that job opportunities through the GIG Economy, improving the quality of skills and abilities in utilizing digital platforms collectively become an effective strategy in encouraging the realization of decent work for female workers and directly supporting the successful achievement of SDGs 8 in Mataram City.

Abstract

This study aims to analyze the implementation of East OKU Regent Regulation Number 20 of 2021 concerning grief social assistance in East OKU Regency by assessing the effectiveness of policy implementation at the local government level. The study used a descriptive qualitative method through in-depth interviews, field observations, and documentation studies of policy implementers and beneficiaries. The analytical framework refers to George C. Edward III's policy implementation theory, which emphasizes four main variables: communication, resources, disposition, and bureaucratic structure. The results indicate that policy implementation has not been optimal due to obstacles in each implementation variable. The communication aspect still faces obstacles such as a lack of policy socialization, uneven information distribution, and ineffective inter-agency coordination. In terms of resources, limited budget, staff numbers, and technical competencies affect the speed of service. The disposition variable shows differences in commitment, understanding, and attitudes of implementers towards program objectives. Meanwhile, a rigid, procedural, and centralized bureaucratic structure causes slow administrative processes and is less responsive to community needs. Overall, these factors contribute to delays in the distribution of grief social assistance and reduce beneficiary satisfaction levels. This study recommends improving coordination, strengthening human resource capacity, simplifying bureaucratic procedures, and optimizing service information systems to ensure more effective, transparent, and accountable policy implementation. Furthermore, regular data-driven evaluations, consistent internal oversight, and the involvement of communities and local stakeholders in program planning and monitoring processes are needed to ensure policy sustainability, increase public trust, and strengthen the accountability and quality of local government social services. Cross-sectoral collaborative efforts also need to be continuously enhanced.

Abstract

This study aims to analyze the optimization of the oversight function of the Musi Banyuasin Regency Regional People's Representative Council (DPRD), which in practice still tends to be ceremonial and has not yet addressed the substantive aspects of regional government administration. Effective oversight is a key pillar in realizing good governance, particularly in ensuring executive accountability, transparency, and responsiveness to the public interest. This study uses a qualitative approach with a case study method, allowing researchers to delve deeply into the dynamics of the DPRD's oversight function. Data were collected through in-depth interviews, observations, and a review of relevant official documents, then analyzed using the Good Governance theoretical framework. The results indicate that the effectiveness of the Musi Banyuasin Regency DPRD's oversight function still faces various structural and political obstacles. The main obstacles include low levels of transparency and information disclosure from the executive branch, limited human and institutional capacity within the DPRD, and strong political pragmatism that impacts oversight of independence. Furthermore, this study also identified supporting factors, particularly increasing public pressure and control through the media and civil society, that have encouraged the DPRD to carry out its oversight function more actively. Based on these findings, this study formulates several strategic recommendations focused on strengthening the institutional capacity of the Regional People's Representative Council (DPRD), increasing the use of information technology in the oversight process, and institutionalizing public participation as a partner in oversight. This strategy is expected to encourage a more effective, substantive, and good governance-oriented DPRD oversight function, supporting accountable regional governance by 2025.

Abstract

Unexpected Expenditure ( BTT) is instrument fiscal in Budget Regional Income and Expenditure (APBD) which is designed For respond condition emergency and uncertainty that is not can predicted . Although own role strategic as buffer fiscal area , various study show findings that are still fragmented related effectiveness and implementation of BTT. Research This aim For synthesize existing literature to understand​ dynamics regulation , transformation role , capacity fiscal , as well as governance challenges​ in implementation of BTT in government area . The method used is a Systematic Literature Review (SLR) by following PRISMA protocol . Search process literature done through the Google Scholar and Scopus databases using Publish or Perish instrument with range publication 2020–2025 . Of the 635 identified documents , the selection process produced 25 articles that meet the requirements criteria inclusion For analyzed . The data was analyzed use approach synthesis thematic that produces four theme main , namely : dynamics regulation and compliance administrative , transformation BTT's role in multi- disaster response , capacity fiscal and performance budget , as well as governance challenges​ operational . Research results show that BTT has experience transformation from the budget post passive become instrument more fiscal​ adaptive in respond various crisis , including disaster natural and non- natural . However , the effectiveness its implementation Still face various obstacle structural like volatility regulations , limitations capacity execution bureaucracy , validity of recipient data benefits , as well as limitations competence source Power humans . In addition , the non-cumulative design of the BTT causes remainder budget No can accumulated as a reserve fund term long . Therefore that , is necessary reorientation policies and strengthening governance capacity so that BTT can functioning optimally as​ instrument resilience fiscal area .

Abstract

This study examines the effectiveness of Sustainable Development Events (SDEs) in promoting Pro-Environmental Behavior Change (PEBC) through a quantitative descriptive synthesis of several international case studies, including the Toronto International Film Festival (TIFF), Munich Streetlife Festival (SLF), Helsinki World Design Capital (WDC), and the Salt Lake Olympics. Using the Triple Bottom Line (TBL) framework combined with behavioral theories such as the Theory of Planned Behavior (TPB) and the Transtheoretical Model (TTM), the analysis explores how socio-cultural, environmental, and governance dimensions influence behavioral outcomes. The findings reveal that SDEs are particularly effective in reinforcing existing pro-environmental behaviors among motivated individuals, especially those in the Action Stage of behavioral change. Events also contribute to long-term sustainability through soft legacy development, such as institutional policy integration and governance transformation, as demonstrated in the Helsinki WDC case. Moreover, strong socio-cultural capital generated through community pride and social engagement creates a supportive normative environment that facilitates sustainable behavior adoption. However, the study identifies an “efficacy gap,” indicating that while SDEs successfully reinforce behavior among committed participants, they are less effective at initiating behavioral change among less motivated audiences. Overall, SDE effectiveness depends on the integration of socio-cultural engagement, strategic governance legacy, and targeted communication strategies to support long-term behavioral transformation.

Abstract

This study aims to analyze the intensity of rhinoceros beetle (Oryctes rhinoceros) attacks on oil palm leaf sheaths during the Mature Plant (TM) phase at PT. Binanga Karya. The rhinoceros beetle is a major pest of oil palm plants, reducing vegetative growth and potentially impacting crop productivity if not properly controlled. This study was conducted through a field survey using purposive sampling in mature plant blocks. Observed parameters included the number of infested plants, the number of leaf sheath holes, and the level of leaf sheath damage as an indicator of pest attack intensity. The data obtained were analyzed descriptively and quantitatively by calculating the percentage of attack intensity based on the ratio between the number of infested plants and the total sampled plant population. The results showed that rhinoceros beetle attack intensity was mild to moderate, with variations in the level of damage between plant blocks. The leaf sheath damage found generally consisted of bore holes and bite marks at the base of the sheath. Although the attack has not yet caused a significant decrease in production, the presence of this pest still requires vigilance because it has the potential to increase the level of damage if the population is not controlled. Therefore, appropriate and sustainable pest control efforts are needed to maintain plant health and the stability of palm oil production.

Abstract

This research was carried out to find out the effect of the Think-Talk-Write Strategy on students' ability in writing generetic structure recount text at eleventh grade of SMK 2 Taman Siswa Pematangsiantar. The research methodology used in this research was a quantitative method. The population of this research was eleventh grade at SMKS 2 Taman Siswa Pematangsiantar in the academic year 2025/2026. The researcher took two classes as the sample. The samples were XI TKR-1 as an experimental group consisting of 30 students and XI TKR -2 as a control group consisting of 30 students. The data were obtained by using the pre-test and post-test given to both groups. The experimental class mean score on the pre-test was 62, and the mean score of the control class was 68,2. On the other hand, the mean score of the experimental class on the post-test was 84,5, while the mean score of the control class on the post-test was 79,4. To acquire data, the researcher used a test as an instrument. The result of the t-test was 3,501, which was higher than the t-table at 5% level of significance (1,672). The result of significance value indicates that alternative hypothesis (Ha) was accepted, while the null hypothesis (Ho) was rejected. It meant that there was a significant effect by using the Think-Talk-Write Strategy at eleventh grade of SMKS Taman Siswa Pematangsiantar in writing recount text.

Abstract

This study discusses the use of politeness strategies in the movie “A Brilliant Young Mind.” To conduct the study, the researcher formulated the following questions: What types of politeness strategies are used in the movie, and which politeness strategies are most dominant in the movie “A Brilliant Young Mind”?. The researcher used the theory proposed by Brown and Levinson (1987). Data was collected through descriptive qualitative research and document analysis, using YouTube. The subject of this research was the movie “A Brilliant Young Mind,” while the object was the four types of politeness strategies. The data collection technique was carried out by first searching for the movie title on YouTube, watching the movie, identifying and transcribing the dialogue, then analyzing it into the four types of politeness strategies. The data analysis technique used the theory proposed by Miles & Huberman (1994). The results of the data analysis show that bald on-record appeared 15 times with a percentage of 24.19%, positive politeness appeared 28 times with a percentage of 45.16%, negative politeness appeared 12 times with a percentage of 19.35%, and off-record appeared 7 times with a percentage of 11.29%. The positive politeness strategy was the most dominant type used by the characters, with the highest frequency and percentage compared to other strategies. This shows that the characters in the movie mostly used strategies that emphasized closeness, attention, and empathy to build harmonious social relationships

Abstract

This study aims to determine the effect of electronic money use and lifestyle on the consumptive behavior of Economics Education Students, Intake 2022-2024, HKBP Nommensen University, Pematangsiantar. This study used a descriptive quantitative research method. Based on partial hypothesis testing, the results showed that electronic money had a positive and significant effect on consumptive behavior, as indicated by the calculated Tvalue (2.622) > Ttable (1.671), and lifestyle had no positive and significant effect on consumptive behavior, as indicated by the calculated Tvalue (1.265) < Ttable (1.671). Meanwhile, simultaneous hypothesis testing revealed that electronic money and lifestyle have a positive and significant effect on consumer behavior, as indicated by the calculated Fvalue (4.154) > Ftable (3.145). The coefficient of determination test yielded an R-square value of 0.120, indicating that 12% of the variables in electronic money and lifestyle influence the consumer behavior of Economics Education students in the 2022-2024 intake of HKBP Nommensen University, Pematangsiantar. The remaining 80% is attributed to other variables not examined in this study.

Abstract

This research aims to analyze students’ reading comprehension ability and the difficulties they encounter in learning English. According to Sugiyono (2011: 55), a qualitative research method is a research method based on the philosophy of post-positivism, used to research natural object conditions (as opposed to experiments) where the researcher is the key instrument, data source sampling is carried out purposively and snowball, data collection techniques with triangulation (combination), data analysis is inductive or qualitative, and qualitative research results emphasize meaning more than generalization. The study employed a qualitative descriptive method involving 30 eighth-grade students as respondents. Data were collected through observation and interviews to obtain a detailed understanding of students’ reading performance. The results indicate that students’ reading comprehension ability is divided into three levels: low, middle, and high. Among the participants, 15 students (50%) are categorized as low, 8 students (26.7%) as middle, and 7 students (23.3%) as high. These findings suggest that the majority of students still face difficulties in understanding the content and meaning of English narrative texts. The study highlights the importance of using effective learning media and teaching strategies to enhance students’ English reading comprehension.
