Abstract

This study examines how street-level bureaucrats (SLBs) make decisions under quota constraints in implementing subsidized health insurance, particularly the Contribution Assistance Recipient (PBI) scheme under Indonesia’s national health insurance system (BPJS), at the Social Service Office of Serang City, Indonesia. It addresses the challenges of limited resources and increasing service demand that require SLBs to adapt policy practices in real-world conditions. Using a qualitative descriptive approach, data were collected through in-depth interviews, observations, and document analysis involving key implementers. The findings reveal that discretion plays a central role, operating through practices such as restricting access and demand, administrative differentiation, regulation of client interactions and work situations, and influencing client behavior. Each decision made by SLBs determines access to health services for the poor and directly affects social welfare. These practices function as coping mechanisms that enable SLBs to manage workload pressures and allocate limited quota. However, discretion also has a dual nature: while it enhances flexibility and responsiveness, particularly in prioritizing vulnerable groups, it may also introduce risks to fairness and accountability. The study concludes that discretion operates within a complex interplay of institutional constraints and socio-political pressures, highlighting the need for balanced governance to ensure both adaptability and accountability in policy implementation.

Abstract

This study aims to analyze corporate social responsibility (CSR) implementation motives and their implications for community self-reliance. The study employed a qualitative approach with a literature review method, analyzing scientific articles, sustainability reports, and CSR-related regulations. The results indicate that CSR implementation is influenced by three primary motives: regulatory compliance, corporate image building, and business interests through the creating shared value (CSV) approach. Although CSR contributes to improving community well-being, its impact on self-reliance remains limited. This is due to the dominance of aid-based approaches, low community participation, and a program orientation that emphasizes the legitimacy and strategic interests of the company over capacity building. As a result, CSR tends to produce dependency and pseudo-impact, where improvements in well-being are not accompanied by sustainable improvements in community capacity. Therefore, the effectiveness of CSR in promoting self-reliance depends heavily on participatory program design, based on local needs, and oriented toward long-term capacity building.

Abstract

Employee performance in public sector organizations is influenced by organizational factors such as workload and organizational support. This study aims to analyze the effect of both variables on the performance of employees in the General Bureau of BP Batam, both partially and simultaneously. A quantitative approach with a cross-sectional design was employed, involving 20 employees from three work units. Workload was measured using the NASA Task Load Index (NASA-TLX), organizational support was assessed using the Survey of Perceived Organizational Support (SPOS), and employee performance was evaluated based on the dimensions of task performance and contextual performance, all using a five-point Likert scale. Data were analyzed using multiple linear regression (SPSS 24.0). Results indicated that workload (p = 0.875) and organizational support (p = 0.158) did not have a significant effect on employee performance, although the directions of the relationships were consistent with theoretical predictions — negative for workload and positive for organizational support. The non-significant findings are attributed to employees' adaptive capacity, perceptual homogeneity among respondents, and limitations in sample size. This study contributes to understanding the dynamics of employee performance at BP Batam and recommends future research with larger samples and the inclusion of mediating variables.

Abstract

This study aims to analyze the effect of company growth, Environmental Social Governance (ESG), and Good Corporate Governance (GCG) on firm performance with capital structure as a moderating variable in State-Owned Enterprises (SOEs) listed on the Indonesia Stock Exchange during the 2012–2023 period. This research employs a quantitative approach using secondary data in the form of annual financial reports collected through documentation techniques. The population consists of 24 SOEs, and total sampling is applied. The analytical methods used are multiple linear regression and Moderated Regression Analysis (MRA) to examine both direct and interaction effects among variables. The variables include company growth, Environmental Social Governance (ESG), Good Corporate Governance (GCG), capital structure (Debt to Equity Ratio/DER), and firm performance measured by Return on Assets (ROA). The results indicate that company growth, ESG, and GCG have a positive and significant effect on firm performance. Capital structure strengthens the positive relationship between company growth and firm performance but does not moderate the relationship between ESG and firm performance. Furthermore, GCG also strengthens the positive relationship between company growth and firm performance.

Abstract

Yogyakarta City faces challenges from an ageing population, including high life expectancy and increased elderly morbidity. The Integrated Elderly Service Program (LLT) was created to address fragmented services and promote “ageing in place”. This study examines the roles of facilitative leadership and local actors’ social commitment in sustaining LLT. Using a descriptive qualitative approach and the collaborative governance framework, data were collected through interviews, observation, and literature review. Informants were purposively chosen from government, non-government, and community stakeholders. The findings show that the Yogyakarta City Regional Development Planning Agency (Bappeda) provides strategic coordination and facilitative leadership, overcoming sectoral boundaries and enhancing collaboration. At the community level, program sustainability is strengthened by local actors’ intrinsic motivation and social ties. LLT’s ongoing success is driven by synergy between top-down strategic facilitation and bottom-up mobilization of social capital, resulting in “small wins” such as improved elderly health and better service coordination. LLT’s collaborative approach offers a valuable reference for developing adaptive, context-specific national regulations to address the complex dynamics of an ageing population.

Abstract

Tujuan penelitian ini adalah untuk menganalisis secara komprehensif pengaruh citra merek, harga, dan kualitas produk terhadap keputusan pembelian kartu telepon seluler prabayar di kalangan siswa SMA Negeri Cilimus 1. Di tengah percepatan digitalisasi pendidikan, siswa SMA telah menjadi segmen konsumen yang penting dalam memilih layanan telekomunikasi untuk mendukung kegiatan belajar mereka. Penelitian ini menggunakan desain penjelasan kuantitatif untuk menguji hubungan sebab-akibat antar variabel. Data dikumpulkan melalui kuesioner yang dibagikan kepada 178 responden yang dipilih menggunakan pengambilan sampel acak dari total populasi 1.375 siswa. Analisis data dilakukan menggunakan regresi linier berganda dengan perangkat lunak SPSS versi 22. Hasil penelitian menunjukkan bahwa, secara individual, citra merek (sig. 0,005), harga (sig. 0,013), dan kualitas produk (sig. 0,014) memiliki pengaruh positif yang signifikan terhadap keputusan pembelian. Secara simultan, ketiga variabel independen tersebut memiliki pengaruh yang signifikan dengan tingkat signifikansi 0,000. Temuan empiris menekankan bahwa harga merupakan aspek yang sangat penting yang memengaruhi keputusan mahasiswa, diikuti oleh citra merek dan kualitas produk. Studi ini memberikan implikasi strategis bagi penyedia layanan seluler untuk mengoptimalkan kebijakan penetapan harga dan memperkuat identitas merek guna memenangkan loyalitas konsumen dari generasi digital native.

Abstract

The development of the Society 5.0 era requires State-Owned Enterprises (SOEs) to improve public service quality amid increasing technological disruption and rising public expectations. However, public service delivery in SOEs continues to face strategic challenges, such as complaints regarding delays, inefficiency, procedural uncertainty, and low responsiveness. This study aims to examine the effects of Good Corporate Governance and Information and Communication Technology on service quality through service efficiency at PT PLN (Persero) Unit Pelaksana Pelayanan Pelanggan Berau. The study population consisted of 72 employees, and 69 valid responses were obtained using a census (saturated sampling) method. Data were collected through structured five-point Likert questionnaires and organizational documents, and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS). The results indicate that GCG significantly improves both service quality and service efficiency, and indirectly enhances service quality through service efficiency. ICT significantly influences service efficiency and indirectly improves service quality, although its direct effect on service quality is not significant. Service efficiency was found to mediate the relationships between GCG and ICT with service quality. These findings highlight the importance of implementing GCG principles and integrating ICT to streamline processes, enhance efficiency, and ultimately improve the quality of public services in SOEs.

Abstract

Moral panic refers to the excessive reaction of society to certain issues, which is considered a threat to morality and public welfare triggered by virtual media that depicts an event or group in a sensational way, thereby triggering excessive fear and anxiety among the public. Bullying is a desire to hurt so that it causes a person to suffer. A bulliying perpetrator can be a person, a group of people, and he or they perceive themselves to have the power to do anything to their victims. This paper uses a qualitative method with a netnography approach. This approach is used to understand individual behavior and interactions in online contexts, such as communities, social networks, forums, or other platforms related to bullying in school children in Lombok NTB. The theory used is the social learning theory from Albert Bandura. This concept emphasizes that behavior is learned through observation, imitation, and modeling. In the context of moral panic and the management of anti-bullying education in school children in Lombok NTB, this theory suggests that children can learn bullying or anti-bullying behavior through examples they see around them, especially in virtual world life. The findings of this paper reveal that virtual media often report cases of bullying in a dramatic way, creating the perception that bullying is a major crisis that threatens the well-being of school children. Then excessive action against the bullying phenomenon leads to moral panic to immediately disseminate information. The dissemination of inaccurate information is a new sign that people in Lombok NTB suffer from moral panic syndrome.

Abstract

The expansion of digital platform ecosystems has transformed business competition by creating interconnected environments where platform leaders and complementor firms collaboratively generate value. Complementor firms play a significant role in enhancing ecosystem attractiveness through innovation, customer engagement, and service diversification. However, increasing competition and dependence on platform governance create strategic challenges for complementors in balancing innovation and marketing strategies. This study aims to examine the strategic choices of complementor firms and propose a framework explaining how marketing and innovation capabilities influence competitiveness within platform ecosystems. Using a qualitative approach, the study explores strategic patterns adopted by complementors, including innovation-oriented, marketing-oriented, and hybrid strategies. The findings indicate that marketing strategies improve customer engagement and ecosystem visibility, while innovation strategies strengthen competitive differentiation and product sustainability. The study further highlights the influence of platform governance on complementor adaptability and performance. This research contributes to platform ecosystem literature by providing a strategic framework for complementor competitiveness in dynamic digital markets.

Abstract

Green Human Resource Management (GHRM) has emerged as an important organizational strategy for integrating sustainability into human resource practices and organizational management systems. This study employs a narrative literature review approach to examine the role of GHRM in integrating sustainability into performance management and employee value propositions. The findings indicate that green HR practices such as green recruitment, environmental training, sustainable reward systems, and green performance management contribute positively to organizational sustainability, employee engagement, and operational efficiency. The study also reveals that sustainability-oriented Employee Value Proposition (EVP) enhances employee attraction, satisfaction, and organizational loyalty, particularly among employees who value environmentally responsible workplaces. Furthermore, integrating environmental objectives into performance management systems encourages accountability and environmentally responsible employee behavior. However, challenges related to organizational resistance, performance measurement, and sustainability implementation remain significant. This study contributes to the literature on sustainable HRM by providing insights into the relationship between GHRM, sustainability performance, and employee outcomes in modern organizations.
