Abstract

This research aims to evaluate the collaborative governance approach in the pre-disaster phase and the efforts made by various actors to anticipate disasters in Bima Regency. The research used a descriptive qualitative method with subjects selected through a purposive sampling technique. Data collection techniques included observation, interviews, and documentation. The research results indicate that disaster management in Bima Regency is conducted through a collaborative governance approach involving all elements of society. The Disaster Management Agency (BPBD) acts as the leading sector in implementing programs in the Regional Disaster Management Plan in collaboration with cross-sectoral partners. This collaboration process has also integrated the Disaster Management Plan into the strategic and annual work plans of all SKPDs, and the local government collaborates with universities in developing research results that can be directly applied by the government, individuals, and families. This collaboration has resulted in disaster mitigation strategies focused on strengthening the legal framework, increasing capacity, and accountability of disaster management governance.

Abstract

This study uses a quantitative approach to analyze netizen discussions on social media about political choices and 2024 Presidential Candidates. The data were collected through online participant observation using the Drone Emprit Academic program and Gephi tools as visualization from September 1, 2022, to December 15, 2022. Social Network Analysis (SNA) was employed as a data-gathering approach by Drone Emprit Academic (DEA), Universitas Islam Indonesia. The study found that degree centrality calculations can be used to identify prominent individuals. The @abu_waras node was identified as having the highest degree centrality value, indicating significant influence within the network. However, its follower rank was low, suggesting that popularity needs to be increased. The @ChsnulCh_ node had a high popularity value but a lower degree centrality value, indicating popularity but insufficient influence in the project. This study highlights the potential of quantitative approaches like SNA for analyzing social media conversations and identifying influential actors. However, it also emphasizes the importance of considering both influence and popularity values when evaluating the significance of individual actors within the network.

Abstract

The purpose of this study was to determine the socio-economic empowerment strategy of the coastal community of Bima Regency. This study used the descriptive qualitative method. The location of this research is the Department of Tourism, the Department of Marine Affairs and Fisheries, and the Department of the Environment of Bima Regency. The results of the study indicate that in the socio-economic empowerment of coastal communities, the District Government of Bima implements a community empowerment program in controlling and controlling marine fisheries resources by forming Pokmaswas. In addition, empowerment is also carried out through the coastal community economic empowerment program (PEMP) in realizing a fishing community that has the motivation, skills, and broad insight and is able to understand in a group forum through programs to improve and develop, process and quality fishery products, develop fishing and fishing business sectors. cultivation and fishery product processing business. Also assistance for the Empowerment of the People's Salt Business (PUGAR). Empowerment is also carried out from the tourism sector, especially in supporting the SAKOSA priority program through the development of the Creative Economy (Ekraf) in boosting the economy of coastal communities. In addition, there is also a Tourism Awareness Group (Pokdarwis) for coastal communities formed to create partnerships in the development, arrangement, maintenance, and promotion of tourism in Bima Regency.

Abstract

This paper explains the green open space policy that, as a regional environmental ecosystem controller, calls for a structural solution. Green open space policy number 10 for Bekasi City in 2011 with regards to order, cleanliness, and attractiveness. Only 15% of the required green open space has been achieved, even though the norm should have been 30%. Through the Bekasi city regional regulation (PERDA) number 13 of 2011, the Bekasi city government established a rule pertaining to the Bekasi city development plan to achieve 30% of green open space (RTH), with specifics of 20% for green open space and 10% for public space. In this study, a qualitative technique was employed to collect the data. Descriptive analysis was then performed to analyse the data using the N-Vivo 12 Plus program. A variety of trustworthy and pertinent sources, including websites, journals, publications, and online media news analysts, were used to gather the data. The study's findings suggest that a number of factors, including the presence of citizens, financial resources or APBD, geographical circumstances, area size, and priority programs, affect the amount of green open space in the city of Bekasi. Regulations and the expansion of the green open space area are two variables that affect the availability of green space in Bekasi. The development of must involve a number of groups, including the community, the private sector, and the local government green open spaces so that the target of green open spaces in the city of Bekasi can be achieved

Abstract

This research aims to analyze the impact of the SIMPELMI online application on improving public service quality in Sinjai Regency. The research used a qualitative method and data collection techniques such as literature study and descriptive analysis in data analysis. The findings showed that the SIMPELMI application has had a positive impact on improving public service quality in Sinjai Regency, although there are still issues such as service issues that are not based on uniform service standards, complex licensing application processes, and inadequate human resources. The study suggests that improving the service quality of the SIMPELMI application can be done by addressing these issues and providing continuous training and development for human resources. Overall, the SIMPELMI online application has great potential to improve public service quality in Sinjai Regency.

Abstract

The purpose of this study is to analyze the Work Climate, Promotion of Positions, and Organizational Culture on the Employee Performance of Batam Authority partially and simultaneously. This research is quantitative from primary sources collected through questionnaires. The data collection technique is Random Sampling. The data analysis used was instrument testing, which was carried out through validity and reliability testing, while the data analysis technique used was descriptive analysis method and quantitative analysis using multiple linear regression analysis techniques. The results showed that partially the work climate variable was significant in employee performance. The promotion variable had a significant effect on employee performance. Organizational culture variables had a significant effect on employee performance. The results of simultaneous testing of the variables of Work Climate, Promotion of Position, and Organizational Culture had a significant effect on the Employees Performance of Batam Authority.

Abstract

This study delves into the analysis of Government Regulations in Lieu of Law (PERPU) enacted by the president as a response to the urgency of the COVID-19 pandemic. It specifically focuses on PERPU No. 1 of 2020, which was issued during a state of coercive crunch without replacing or amending an existing or forthcoming law. The study employs a normative juridical or normative law research method using a statute and conceptual approach to examine the compliance of PERPU No. 1 of 2020 with the parameters outlined by the Constitutional Court. The findings reveal that the determination of the reason for the Health emergency in this PERPU seems subjective and is not in line with the parameters outlined by the Constitutional Court. The study concludes that the issuance of PERPU must be regulated more strictly and transparently to ensure that it is only utilized in exceptional situations, in accordance with the Constitution and its application is objective.

Abstract

This research aims to determine the extent of the implementation of the Sidenreng Rappang District Regulation Number 4 of 2016 concerning Amendments to the Sidenreng Rappang District Regulation Number 22 of 2010 concerning Entertainment Tax in Watang Pulu Sub-District, Sidenreng Rappang District, in terms of policy content and context, using a quantitative descriptive research method with linear regression data analysis technique using SPSS 21 as the analysis tool. Data collection methods include observation, questionnaires, interviews, and literature studies. The sample used was 55 people consisting of night entertainment venue managers and officials from Watang Pulu Sub-District, as well as officials from the village located in Watang Pulu Sub-District. Based on the data processing results, the recapitulation of policy content indicators shows a percentage of 58.42% falling into the category of less good. The recapitulation of policy environment indicators is at a percentage of 54%, which means it falls into the less good category. Meanwhile, the SPSS data processing results show that the validity test of the 10 tested indicators each has a value greater than 0.266, which means that the policy implementation is considered valid. Meanwhile, its reliability has a value of 0.56 > 0.26, which means it is reliable.

Abstract

This research focuses on optimizing public service quality provided by the Teluk Ambon Sub-District Government Office in Ambon City. A descriptive approach with qualitative and quantitative analysis techniques was utilized for the study. The study indicates that the uniform treatment of public service reporting is the most dominant factor affecting the optimization of public service quality. To achieve optimal public service quality, it is necessary to prioritize the strengthening and improvement of both qualitative and quantitative aspects of public service optimization at the Teluk Ambon Sub-District Government Office. The research findings have implications for improving public services in sub-district government offices by implementing prioritized qualitative and quantitative strategies to achieve optimal public service quality. The study proposes several strategies for improving public service quality in sub-district government offices, aiming to enhance the quality of public services provided.

Abstract

This study analyzes the local community's perception in settling the border dispute between Central Maluku Regency and West Seram Regency in Indonesia, specifically in the Elpaputih district which includes Samasuru, Sahulau, and Paulohi villages. The research focuses on two main issues: the constitutional implications and the implementation of regional autonomy in defining the administrative and governance boundaries in the Elpaputih district. The theoretical framework employed in this research includes analysis, perception, conflict, and border theory. The qualitative analysis process includes data reduction, data summary, and drawing conclusions. The study finds that both parties need to prepare themselves for reconciliation by acknowledging the conflict's reality and the interests of the other party. They also need to organize their interests clearly and agree on the rules of the game that will guide their relationship and interaction. This research provides valuable insights into the local community's perception in settling border disputes, which can be beneficial for policymakers and other stakeholders in resolving similar conflicts in other regions.
