Abstract

This study investigates the determinants of profitability in Indonesia’s Regional Development Banks (BPD) by examining the roles of credit distribution, credit risk, operational efficiency, and the proportion of independent commissioners as a moderating variable. Using panel data from 23 BPDs over the 2013–2023 period and employing a quantitative approach with fixed effect panel regression, the analysis finds that the average ROA of BPDs is 1.84% and ROE is 16.64%, both lower than those of non-BPD banks. Results show that Loan to Deposit Ratio (LDR) has a significant positive effect on ROA (coefficient 0.005557; t-value 2.54), with every 1% increase in LDR raising ROA by 0.0056%. Operational efficiency, as measured by POBO, also positively impacts profitability (coefficient 0.053626; t-value 23.17), while a 1% increase in POBO boosts ROA by 0.054%. Non-Performing Loans (NPL) do not significantly affect ROA, but negatively affect ROE. The proportion of independent commissioners (mean 66.32%) has a significant negative effect on ROA (coefficient –0.003460; t-value –2.68), and does not significantly moderate the LDR-ROA relationship. The models have high explanatory power (R² = 0.9136 for ROA; R² = 0.7767 for ROE). The study concludes that credit distribution and operational efficiency are primary drivers of BPD profitability, but increasing independent commissioners may reduce ROA. It is recommended that BPDs optimize lending, improve efficiency, and refine governance for sustainable performance.

Abstract

AJB is an authentic document whose validity is highly dependent on the manufacturing process that must meet legal provisions, one of which is the presence of the parties and PPAT when making and signing the Acte. The presence of PPAT is absolute because it acts as a state official who guarantees the formal and material truth of the contents of the Acte and explains the legal consequences of the transaction to the parties. This type of research is normative law research, with a study of legal materials containing normative legal rules. This research relates to legal norms that exist in society and in legislation and court decisions. In Indonesia Civil Code Clause 1338 Verse 3, good faith is only mentioned in relation to the making of treatys, but is not regulated further. Therefore, in SEMA Number 4 of 2016, buyers who have good faith are given a guarantee in the form of legal protection. Good faith itself consists of two types, namely subjective, which is interpreted as honesty, and objective, which is interpreted as a form of politeness and manners, whereby a person must also comply with social norms. A buyer acting in good faith is a buyer who carefully examines the physical condition and legal data of a transfer of land rights being purchased, both before and at the time of transfer. However, if the buyer is aware of a defect in the transfer of rights process, the buyer's good faith is considered lost. Legal protection for buyers is only for buyers acting in good faith. In the cancellation of an AJB, protection for buyers is in the form of a civil lawsuit against the deed and compensation. Under certain conditions, an agreement may be cancelled, either by the parties or by court order. As a form of binding agreement, a land sale and purchase agreement contains the rights and obligations of the parties who made it, so that if the terms agreed upon in the sale and purchase agreement are violated or not fulfilled by the parties who made it, then it can be said that there has been a breach of contract. Before a sale and purchase can be carried out before an authorised official, namely the Land Deed Official (PPAT), the parties who will sell and purchase land rights must meet all the requirements stipulated for the sale and purchase of land. Requirements regarding the object of sale and purchase, for example, the land rights to be sold and purchased are legally owned by the seller, as evidenced by a land certificate or other valid proof of such rights, and the land being sold and purchased is not in dispute with other parties, and so on

Abstract

This study examined the effect of market access services on women entrepreneurial capabilities in Mbeere South Sub County of Embu County, Kenya. It addressed three key determinants: the development of market infrastructure, enterprise linkages, and digital inclusion. It adopted a mixed method approach utilizing convergent parallel design. Quantitative and qualitative data were gathered from the 244 women micro-entrepreneurs through semi-structured questionnaires, key informant interviews, and focus group discussions (FGDs). The study applied multiple regression to determine the effect of market access services on entrepreneurial capacity. The findings showed a strong positive relationship where market access services impact entrepreneurial capacity to a very large degree, with an R-square value of 0.876, indicating that the three predictors explained 87.6% of the variation in entrepreneurial capacity. Also, reinforcing the positive effect was the impact of each individual predictor with their coefficients being 0.335, 0.320 and, 0.291, respectively. The findings highlight the importance of initiatives that target the development of market infrastructure, the strengthening of enterprise linkages, and the promotion of digital inclusion. These measures enhance the competitiveness, productivity, and sustainability of women-owned businesses and, consequently, poverty reduction and socio-economic development improvements in rural areas. This study serves as a reference point for policymakers and a foundation for future investigations concerning women entrepreneurship in rural Kenya.

Abstract

Indonesian manufacturing organizations operate in increasingly complex socio-technical environments shaped by structural interdependence, leadership dynamics, cultural norms, and accelerating Industry 4.0 transformation pressures, making organizational diagnosis (OD) essential for identifying systemic misalignment prior to intervention. This study conducts a Systematic Literature Review (SLR) guided by PRISMA 2020 to synthesize peer-reviewed research published between 2012 and 2024 on organizational diagnosis in manufacturing, with particular emphasis on Indonesian contexts. The findings indicate that effective diagnostic practices consistently revolve around four interrelated dimensions: structural alignment, leadership capability, cultural openness, and socio-technical integration. Dominant frameworks include the McKinsey 7S model, the Weisbord Six-Box model, the Burke–Litwin transformational model, Lean-based diagnostics, and socio-technical approaches. The review concludes that integrated and context-sensitive diagnostic strategies, rather than isolated model application, are necessary to enhance transformation readiness, digital adaptation, and long-term organizational resilience in Indonesian manufacturing.

Abstract

Food security is a vital component of national stability, particularly amid multidimensional threats such as climate change, land-use conversion, and illegal food distribution. Riau Province faces serious food security vulnerabilities due to environmental degradation, frequent forest and land fires, and a strong dependence on external food supplies. These conditions highlight the urgent need for an integrated food security strategy supported by synergy among defense and security institutions. This study analyzes the interoperability strategy between the Indonesian National Armed Forces (TNI) and the Indonesian National Police (Polri) in securing national food resources through a holistic security approach, with a specific focus on Riau Province and Pekanbaru City. Using a qualitative descriptive method and a case study approach, the research incorporates policy analysis, literature review, and secondary data from government agencies. The findings indicate that TNI–Polri coordination remains fragmented and lacks a structured interoperability mechanism. Key challenges include weak policy alignment, limited data sharing, and insufficient technological support for monitoring. Nevertheless, synergy opportunities exist through establishing a joint command center, developing technology-based food intelligence systems, and strengthening cross-sectoral regulatory frameworks. Overall, a holistic TNI–Polri interoperability strategy offers a strategic pathway to reinforce food security and enhance national resilience against non-traditional threats

Abstract

Asta Cita 2, as articulated in Presidential Regulation No. 12 of 2025 on the National Medium-Term Development Plan (RPJMN) 2025–2029, emphasizes the strengthening of defense resilience and the achievement of resource sovereignty in the food–water–energy sectors as core pillars of Indonesia’s national security agenda. Within this policy framework, this study examines the future prospects of Indonesia’s Social Forestry program as a strategic instrument to support these objectives. Using a systematic literature review (PRISMA) combined with policy analysis, the paper explores how community-based forest management contributes to ecological stability, economic diversification, and local empowerment. The findings indicate that Social Forestry enhances socio-economic resilience through livelihood expansion, strengthens landscape security by reducing land degradation, and supports non-military defense strategies through increased community capacities. These contributions are further reinforced by the alignment of Social Forestry with national development priorities under the RPJMN 2025–2029, particularly in promoting village-based economic transformation, green economy pathways, and non-military defense resilience. Despite this enabling regulatory environment, governance challenges persist, including limited institutional support, uneven market access, and regulatory inconsistencies. Nevertheless, Social Forestry holds substantial potential as a national strategic instrument for realizing Asta Cita 2 through the integration of forest-based enterprises, sustainable economic models, and village-level resilience initiatives. The paper concludes by proposing policy innovations to strengthen regulatory coherence and maximize the contribution of Social Forestry to Indonesia’s national security and resource sovereignty objectives.

Abstract

The increasing reliance of air traffic control systems on digital technology poses cyber threats that have the potential to disrupt national aviation safety. The integration of cyber security policies and risk management has become an urgent need to maintain the reliability of the Air Traffic Control (ATC) system in the Indonesian Flight Information Region (FIR). This study aims to examine the synergy between national cyber security policies as regulated in Presidential Regulation Number 47 of 2023 on the National Cyber Security Strategy and the implementation of the Safety Management System (SMS) in accordance with ICAO standards. The method used is a qualitative-descriptive approach through a literature study of regulations, policy documents, and related research findings. The study results indicate that the cybersecurity policy framework has not yet been fully integrated into the aviation safety management system. Inter-agency coordination, human resource readiness, and digital infrastructure modernization are key factors in strengthening cyber resilience. This research recommends the establishment of a dedicated aviation cybersecurity oversight unit, integration of cyber threat databases across agencies, and enhanced training for ATC personnel. Policy integration and risk management not only strengthen digital resilience but also protect passenger lives and the stability of national airspace

Abstract

The transformation of the communication landscape in the digital era has compelled conventional mass media to adapt and evolve in order to remain relevant amid the shifting patterns of public information consumption. This study aims to analyze the information dissemination strategies employed by tvOne through its Instagram account @tvOneNews as a manifestation of media convergence. The study adopts a qualitative descriptive approach, utilizing content analysis and digital observation methods, focusing on the forms of content, patterns of news presentation, and the interactions between the media and its audiences on the Instagram platform. The theoretical foundation of this research is based on Henry Jenkins’ (2006) Media Convergence Theory, which explains the process through which various media platforms merge and interact, blurring the boundaries between traditional media (television) and new media (social media). Convergence is understood not merely as a technological integration but also as a cultural transformation and a shift in user participation patterns in producing and consuming information. The findings reveal that @tvOneNews has repositioned itself from a one-way broadcasting medium to a participatory media platform, emphasizing speed, visual storytelling, and interactivity. This convergence strategy enables tvOne to expand audience reach, enhance engagement, and strengthen its institutional image within the digital sphere. Thus, the practice of media convergence in @tvOneNews represents a concrete example of the transformation of television journalism toward a more collaborative and adaptive communication ecosystem.
