Abstract

This research aims to analyse the relationship between socio-economic inequality, measured by the Gini Ratio, and national security, as well as develop a defence economic strategy to overcome socio-economic challenges and increase national resilience in order to realise the vision of a golden Indonesia in 2045. The method used is qualitative with review techniques from literature, which involves in-depth analysis of various relevant sources of information such as scientific journals, books, government reports, and other official documents. The research results show that increasing socio-economic inequality, reflected in the increase in the Gini Ratio in urban areas since 2019, has the potential to threaten national stability. This inequality can trigger social discontent and violence, which ultimately impacts national security. Therefore, effective economic policies are needed to reduce income inequality, improve economic opportunities, and ensure a fair distribution of resources. These policies include implementing progressive taxes and social welfare programmes, increasing access to education and health services, and encouraging inclusive economic growth that benefits all levels of society. By addressing socio-economic inequality and strengthening national security, Indonesia can achieve its vision of a Golden Indonesia 2045 and ensure sustainable development for future generations.

Abstract

This research aims to analyze legal protection arrangements and legal accountability on online-based health care applications in the perspective of legal certainty. The research approach used is a normative legal research approach with primary, secondary and tertiary sources of data or legal materials. In this research, the analysis carried out used qualitative research methods and generates data that was descriptive or not quantitatively measurable. The results of the research show that legal protection arrangements are subject to and must comply with UU No. 17 of 2023 concerning Health, UU No. 19 of 2016 concerning Amendments to UU No. 11 of 2008 concerning Electronic Information and Transactions, and related laws and regulations. Patients have the right to obtain legal protection when obtaining health services using an online-based health care application. Legal liability for online-based health service applications does not yet have regulations that specifically regulate legal certainty regarding the resolution of problems when the application experiences errors or system failures that result in losses for users, for both doctors and patients.

Abstract

The digital era has transformed the maritime sector, integrating the oceans into the global internet network and creating new opportunities in trade and communications. However, this connectivity has also created significant cyber threats, leading to the emergence of cyber maritime geopolitics—the struggle for power at sea through information and communications technology (ICT). These threats include cyberattacks on maritime navigation systems, critical infrastructure, and data theft, all of which can disrupt global trade and trigger conflict. As maritime security becomes increasingly important, countries need to increase international cooperation, strengthen cyber defenses, and develop effective strategies to combat these threats. This paper aims to understand the challenges of cyber maritime geopolitics and proposes a multisectoral approach involving various stakeholders. Through comprehensive qualitative research, including a literature review and document analysis, this research identifies patterns and offers insights into strengthening maritime security policies. This research underscores the need for international collaboration, technological advances and investment in cybersecurity to ensure sustainable maritime security in the digital era. For Indonesia, a country with extensive maritime interests, implementing this strategy is very important to protect maritime infrastructure and maintain regional stability.

Abstract

In Cirebon, there are a lot of Small and Medium Enterprises (SMEs) in the creative sector, however there is still generally not much management of intellectual property rights. The first issue raised by this study is the significance of intellectual property rights protection for small and medium-sized businesses in Cirebon's creative sector. Second, what part does the local government of Cirebon play in offering small and medium-sized businesses in the city the legal protection of their intellectual property rights? Using primary data, this study employs a juridical-empirical methodology. The study's findings indicate that, first, there is a tendency for the market for works produced in the creative industry to expand. This is because, in Cirebon, small and medium-sized enterprises (SMEs) account for 59% of GDP, and protecting intellectual property rights (IPR) for creative economy products is crucial to preserving the economic rights of original creators. Second, creating a website that offers IPR services is currently the role that local governments play in protecting SMEs' intellectual property rights.

Abstract

In efforts to assert maritime sovereignty and security, the strategy of managing maritime resources, particularly mangrove ecosystems, plays a crucial role. This research aims to examine the impact of national mangrove belt thickening on the expansion of a country's sovereign territory, linking maritime security aspects with sustainable maritime resource management. Through a literature study methodology, this research collects and analyzes secondary data from various scientific publications, government reports, and other relevant documents to understand the relationship between mangrove rehabilitation and territorial expansion. The findings of this analysis indicate that mangrove belt thickening has significant potential in expanding the land area of an island through natural accretion mechanisms. Consequently, this process not only strengthens the country's position in claiming maritime sovereignty but also contributes to efforts to adapt to climate change and mitigate the risk of rising sea levels. Furthermore, mangrove rehabilitation is recognized as a strategic step that supports the sustainability of fisheries resources and preserves stable coastal ecosystems. The results of this research provide important insights for policymakers, coastal area managers, and research communities in the field of maritime security. The policy recommendations generated offer guidelines for planning and executing mangrove rehabilitation programs on a national scale. This emphasizes the need for an integrated approach between maritime resource management and maritime security policies, suggesting the application of ecosystem concepts in policy development. Thus, this research not only enriches the literature in the field of maritime security with empirical evidence regarding the benefits of mangrove belt thickening but also underscores its strategic contribution to expanding a country's territorial jurisdiction.

Abstract

The conflict in Papua is a complex issue rooted in historical, political, social, and cultural factors. Papua has been Indonesia since 1969, but tensions persist due to separatist movements, the Free Papua Movement (OPM), and dissatisfaction with the region’s development and resource management. This research aims to analyze strategic planning in conflict resolution, focusing on governmental policies and their implementation. The study adopts a qualitative approach, using in-depth interviews, observation, and a literature review. In-depth interviews were conducted with informants from local communities, experts, and academics to gain comprehensive insights into the conflict’s dynamics. Observations were made to better understand social interactions and conflict resolution mechanisms, while the literature review helped frame theoretical perspectives on conflict resolution. The research finds that despite the implementation of the Special Autonomy Law (Otsus) in 2001, challenges such as lack of transparency in fund allocation and weak institutional roles, like the Papuan People's Assembly (MRP), persist. As a solution, the study suggests strengthening Special Autonomy by facilitating dialogue among all stakeholders, including neutral international mediators. It also recommends improved strategic planning in policy development, emphasizing the principles of equality, honesty, openness, and sincerity in the dialogue process to achieve effective and sustainable conflict resolution.
