Abstract

Village food security is one of the national development priorities implemented through the Village Fund policy to enhance food availability, accessibility, and utilization at the community level. This study aims to analyze the implementation of village food security policy in Wiwitan Timur Village and to identify factors influencing the effectiveness of its implementation. The research employs a descriptive qualitative approach, with data collected through in-depth interviews, observation, and documentation. Research informants consist of village government officials, BUMDes managers, farmer groups, and beneficiary communities, selected using purposive sampling. Data analysis was conducted through data reduction, data display, and conclusion drawing. The findings indicate that the village food security policy has been implemented through village planning and budgeting mechanisms and realized in various program activities. However, the implementation has not yet been fully optimal. Major constraints include limited policy communication, low human resource capacity, weak coordination among stakeholders, and an implementation orientation that remains largely administrative. These conditions have resulted in the suboptimal contribution of food security programs to enhancing community self-reliance and welfare. This study recommends strengthening the capacity of implementers, increasing community participation, and integrating cross-sectoral programs to achieve sustainable village food security.

Abstract

This study aims to critically examine the dominance of the executive in the budget political process in Indonesia through a normative-doctrinal approach. The main focus lies in the analysis of the conformity of state budgeting practices with the principle of separation of powers and the checks and balances mechanism in the presidential system. Budget politics should ideally be a space for a fair distribution of power between the executive and the legislature. However, the reality on the ground shows that there is a tendency to centralize power in the hands of the executive, from the planning stage, discussion, to budget implementation. Through an examination of the 1945 Constitution and related laws and regulations, such as Law No. 17 of 2003, Law No. 23 of 2014, and Law No. 25 of 2004, this study finds that normatively the Indonesian legal system has provided a mechanism for legislative supervision and involvement. However, weak institutional capacity, lack of public participation, and pragmatic political relations make the role of the legislature symbolic. Executive dominance in the budget not only weakens the principles of fiscal democracy, but also has the potential to reduce public accountability to the management of state finances. Therefore, budget political reform needs to be directed at strengthening the legislative oversight function and increasing transparency, so that the budget truly reflects the aspirations of the people, not just the government's agenda.

Abstract

Penelitian ini bertujuan untuk mengkaji kecenderungan pelaporan SPT Tahunan Wajib Pajak Badan di KPP Pratama Bandung Cicadas sebagai indikator penerapan kebijakan perpajakan pada level lokal. Metode yang digunakan adalah deskriptif kuantitatif dengan data sekunder periode 2019 hingga 2024. Penelitian ini menelusuri perubahan jumlah WP Badan yang terdaftar, wajib lapor, dan yang betul-betul menyampaikan laporan. Hasil menunjukkan adanya pertambahan jumlah WP yang wajib lapor setiap tahunnya, tetapi tidak diiringi oleh peningkatan signifikan dalam pelaporan, yang berdampak pada penurunan tingkat kepatuhan formal dari 64,50% pada 2019 menjadi 44,68% di 2023. Pelaporan didominasi oleh sektor perdagangan dan jasa profesional. Teori implementasi kebijakan Charles O. Jones digunakan untuk menganalisis temuan ini, yang menekankan bahwa efektivitas kebijakan sangat tergantung pada kinerja pelayanan publik, komunikasi, dan literasi perpajakan WP.

Abstract

In 2023, waste production in Kabupaten Aceh Tengah reached approximately ±40 tonnes per day. The existing final disposal sites (TPA) are currently overloaded and can no longer optimally accommodate the volume of waste. Waste production has increased significantly from year to year. In 2025, the daily volume of waste is projected to reach 70.5 tonnes, originating from urban activities, particularly in the sub-districts of Bebesen, Lut Tawar, Kebayakan, and Pegasing, with a total population of 103,742. This situation indicates serious pressure on the regional waste management system. In response to this problem, the Central Aceh Regency Government enacted Central Aceh Regency Qanun No. 1 No 2018 concerning Waste Management as the legal basis for systematic and sustainable waste management. This study aims to examine the implementation of the Qanun, focusing on the role of the Environment Agency (DLH) as the policy implementer, the obstacles encountered in its implementation, and the factors that support the success of the implementation. The problem of waste management in Aceh Tengah Regency is still quite complex. This is characterised by limited facilities and infrastructure, particularly landfill capacity that has exceeded its capacity, a limited fleet of waste transport vehicles, and low levels of public awareness and participation in sorting and disposing of waste in accordance with regulations. This study uses a descriptive qualitative approach with data collection techniques through observation, interviews, and documentation. The results of the study show that the implementation of Qanun No. 1 of 2018 still faces various significant obstacles, especially in terms of limited facilities and low community participation. However, there are supporting factors that strengthen the implementation of the policy, namely the existence of clear regulations, the commitment of the DLH as the implementing agency, the beginning of community participation, and the support of regional political legitimacy. Overall, the implementation of waste management policies in Central Aceh Regency is still in the development stage. In the future, it will be necessary to strengthen waste infrastructure, increase budget allocations, provide continuous education to the community, and develop circular economy-based strategies so that waste can be managed as a resource with economic value.
