Abstract

Abstract  High population growth in East Java causes social and economic problems, such as poverty and unemployment. The Bangga Kencana program aims to reduce birth rates and create quality families to support sustainable development. This research analyzes program implementation using the theory put forward by Edward III using descriptive qualitative research methods. The research results show that effective communication between the government, BKKBN, and the community, as well as the use of social media, supports the success of the program. This program is supported by an organized work team, adequate budget, and highly committed implementers. A good bureaucratic structure as well as the implementation of SOPs and digital technology also facilitate program implementation. Keywords: Bangga Kencana, Family Planning, Population Control

Abstract

Abstract Information technology plays an important role in modern education by improving access and quality of learning. This study aims to examine the development of information technology application in education in Indonesia through qualitative research methods and analysis of related literature. The results of the study indicate that the development of information technology in education in Indonesia can be divided into three eras: the Pre-Digital Era with traditional learning methods and limited access to information; the Early Digital Era with the introduction of computers in schools and support from government programs for information technology integration; and the Modern Information Technology Era with increased internet access, e-learning, distance learning, and technology-based curriculum innovation. The positive impacts of information technology application include increased accessibility, quality of learning, and development of digital skills. However, this application also has negative impacts such as inequality in access to technology, dependence on technology, and challenges in management and implementation. In conclusion, the application of information technology in education in Indonesia has grown significantly and has had a major impact on the education system. However, there are still challenges that need to be overcome to ensure that the benefits of information technology can be felt by all students and educators. Abstract

The objective of the research was to examine the Effect of Village Fund Allocation on Community Welfare. This research is using primary data with method of collecting data used was distributing questionnaires directly. Population in this research is the People in lolowa’u, Alir Bawosalo’o Siwalawa. Statistical analysis used in this research is Multiple Linear Analysis using the help of SPSS (Statistical Package For The Social Science).The research method used is quantitative research. The results showed that the Allocation of Village Funds Has a Positive and Significant Effect on The Welfare of the Community.

Abstract

Limited Liability Companies (PT) are business entities that are in demand because they provide separation of wealth between share owners and legal entities. Through Law Number 6 of 2023 concerning Stipulation of Government Regulations in Replacement of Law Number 2 of 2022 concerning Job Creation (UU Job Creation), the provisions in Law Number 40 of 2007 concerning PTs have undergone changes, including allowing the establishment of PTs by one founder (single shareholder) for business Micro, Small and Medium Enterprises (MSMEs). The normative juridical approach shows that the establishment of an Individual PT is feasible if it meets the requirements: it is declared a legal entity by law, has its own assets, and has government approval in accordance with Articles 153A and 153B of the Job Creation Law and Article 7 of Government Regulation Number 8 of 2021. The establishment process is carried out by filling out the establishment statement form in Indonesian and registering it with the Minister of Law and Human Rights to obtain a registration deed. However, supervision of Individual PT is still a challenge, because it does not have any other organs apart from the founder, so the potential for irregularities is greater. Therefore, new implementing regulations are needed to ensure legal certainty, guarantee supervision, and provide a clear responsibility mechanism for the actions of the founders and activities of PT Individuals. This is important so that PT Perorangan can function optimally as a legal entity that supports the development of MSMEs in Indonesia.

Abstract

The transformation of government administration and bureaucracy is a strategic step to improve the quality of public services in the modern era. This study examines the government's efforts to create governance that is more effective, efficient, transparent, and accountable through technological innovation, regulatory simplification, and decentralization. The implementation of e-government and the enhancement of human resource capacity are critical elements in realizing public services that are responsive to societal needs. This transformation not only serves to enhance administrative efficiency but also strengthens public trust in the government.

Abstract

Changes in the delivery of government services are driven by digital transformation in public administration, which involves utilizing technologies such as data analytics, artificial intelligence, and process automation to enhance the quality of public services. This research employs a descriptive approach based on a literature review from various sources, including books, scientific articles, and relevant journals, aiming to present a holistic overview of digital transformation in public administration, its opportunities, and challenges. The opportunities include ease of communication and accessibility through the implementation of e-government, open government, and broader data utilization. On the other hand, challenges include limitations in managing digital technology and issues related to data security. The digital revolution in public administration has significantly impacted government operations and public services. Digital technology enhances accessibility in various sectors such as politics, governance, health, education, and economics. This transformation fosters transparency, effectiveness, public participation, and data-driven decision-making. Moreover, digital transformation creates opportunities to establish a more open and transparent government, while simultaneously raising challenges related to human rights, privacy, and data protection.

Abstract

This study discusses the influence of performance management on the service quality of the Department of Population and Civil Registration of Deli Serdang Regency. This study consists of two variables, namely the Independent Variable (X) Performance Management and the Bound Variable (Y) Service Quality. The purpose of this study was to determine how big the influence of performance management on the service quality of the Department of Population and Civil Registration of Deli Serdang Regency. This research was conducted at the Department of Population and Civil Registration Deli Serdang Regency. The population of this study were the employees of the Department of Population and Civil Registration of Deli Serdang Regency, amounting to 48 people. So the research sample is 48 people, if the subject is less than 100, all can be taken so that the research is a population study. Furthermore, if the subject is more than 100 it can be taken 10-15% or more. So the sample of this study amounted to 48 people (all populations were sampled). The method used in this study is a quantitative method. Data collection techniques in this study are observation, interviews (interviews), questionnaires (questionnaires), literature studies and documentation studies. The data analysis technique used product moment correlation and hypothesis significance test. To determine the significant level of the influence of performance management on the service quality of the Deli Serdang Regency Population and Civil Registration Service, a hypothesis test was carried out on r by determining the 5% significance level. Determine the test r table n=48. It is known based on data processing that the result of the r value of the product moment table with n = 48 and the 95% confidence level or 5% error is 0.284 and the r count is 0.40. Thus that r count 0.40 > r table 0.284. This means that there is a big influence between Performance Management and Service Quality. Thus the proposed hypothesis can be accepted, namely the magnitude of the influence of performance management on the service quality of the Deli Serdang Regency Population and Civil Registration Service.

Abstract

The Ngurah Rai Immigration Office on November 4, 2022 launched the policy of Integration of Supervision and Services for Foreign Citizens Based on Villages (I Wayan Wisesa). This policy is a strategic step to increase community participation in supervising the presence and activities of foreigners. This policy embraces the Head of the Environment, however, in 2 years of its implementation, this policy has not been effective as indicated by the low number of complaints. This preventive effort has not been able to stem the rampant viral news of naughty behavior by foreign tourists in Bali. Normative Juridical Research with a sociological juridical approach resulted in the following conclusions: a) The ineffectiveness of the implementation of I Wayan Wisesa is due to the very high acceptance of Balinese people towards foreign tourists; a strong stigma in society that monitoring the presence and activities of foreigners is the responsibility of Immigration officers; and Security officers in the village environment do not yet have adequate competence, sectoral egos, lack of socialization, and low legal awareness of the Community; b) Strategic steps that can be taken are as follows: improving the quality of cross-agency coordination; increasing the intensity and effectiveness of socialization and education on the importance of supervising foreigners; allocate a budget for supervision for Community and Head of Environment involvement; Wayan Wisesa's workflow needs to be arranged.

Abstract

The online hotel tax collection in Badung Regency is an implementation of an integrated, transparent, and efficient taxation system, in accordance with Government Regulation No. 82 of 2012 concerning the Implementation of Electronic Systems and Transactions. This system facilitates taxpayers in fulfilling their tax obligations by connecting various subsystems electronically and in real-time. This study aims to analyze the implications of the online hotel tax collection in Badung Regency and the challenges faced during its implementation. The research method used is normative legal research supported by empirical research, which involves direct field observation and comparison with relevant laws and regulations. The results show that online tax collection in Badung Regency has the potential to improve efficiency, transparency, and regional revenue, as well as provide convenience for taxpayers in reporting and payment. However, challenges such as digital literacy and data security remain barriers that need to be addressed. The commitment of the local government and public support are essential to overcoming these issues. With the continuous development of technological infrastructure and strict supervision, the online tax collection system can become an effective tool in driving economic growth and public welfare in Badung Regency.

Abstract

BPJS Kesehatan is a legal entity responsible for administering social security programs in accordance with Law Number 40 of 2004 on the National Social Security System. Community health centers (Puskesmas) play a strategic role in providing primary healthcare services, including in Denpasar, Bali, where numerous Puskesmas serve as primary healthcare facilities. However, the implementation of BPJS Kesehatan programs in Puskesmas faces several challenges, such as limited healthcare personnel, inadequate infrastructure, and an underdeveloped management system. Additionally, there is still a public perception that BPJS services can only be utilized when one is ill. This study employs a qualitative descriptive approach to analyze the implementation of healthcare services at UPTD Puskesmas III in North Denpasar District. The findings indicate that implementation is not yet fully optimal based on indicators of communication, resources, disposition, and bureaucratic structure. Key obstacles include insufficient BPJS outreach to the public, lack of significant improvements in service quality, as well as infrastructure limitations such as parking space, waiting areas, and noise disturbances due to the Puskesmas’ location in a densely populated area.
