Abstract

Legal assistance for women who are victims of cerai ghaib (unilateral, unregistered divorce) in Guyangan Village, Bangsri District, Jepara Regency constitutes a normative imperative to ensure the protection of women’s rights in divorce proceedings. This article aims to: (1) describe the forms and stages of legal assistance provided to women abandoned by their husbands without lawful divorce procedures; (2) analyse changes in the victims’ level of understanding of their legal rights; and (3) formulate prescriptive measures to strengthen legal protection for women in cerai ghaib cases at the village level. The community service activities were carried out through legal education on Islamic family law and positive law, individual legal counselling, and both litigation and non‑litigation assistance, including the drafting of divorce petitions and the preparation of supporting documents. Evaluation was conducted qualitatively through observation, interviews, and pre‑ and post‑assessments of the victims’ understanding of their legal rights. The results indicate a significant increase in women’s knowledge of lawful divorce procedures, rights to maintenance, child custody, and the mechanisms for filing divorce suits, which in turn encouraged some victims to pursue formal legal remedies. Prescriptively, the article recommends the institutionalisation of village‑based legal aid services, community paralegal training, and mandatory synergy among village government, religious institutions, and legal aid organisations to prevent the recurrence of cerai ghaib practices and to strengthen the protection of women’s rights in Guyangan Village.

Abstract

Regional Head Elections (Pilkada) are a fundamental mechanism for strengthening local democracy and citizen participation. However, public understanding of the legal framework for regional elections often experiences gaps, resulting in uneven participation and a lack of public legal awareness. This study aims to: (1) analyze the level of public understanding of Law No. 10 of 2016 on Pilkada, (2) identify the effectiveness of legal socialization programs in increasing democratic awareness, and (3) formulate policy recommendations for strengthening legal education on Pilkada at the local level. The research method used a qualitative approach through focus group discussions (FGD) and in-depth interviews with the community of Pekon Tegalsari as the main participants, as well as analysis of related policy documents. The data were analyzed using thematic analysis to identify patterns of gaps in understanding and obstacles to socialization. The results of the study show that there is a significant gap between the design of election policies and public understanding, especially in terms of the rights and obligations of voters. Existing socialization programs have not been optimal in reaching all segments of society, especially marginalized groups. These findings emphasize the importance of an inclusive approach to legal socialization, involving synergy between local governments, educational institutions, local media, and civil society organizations to strengthen democratic legal awareness and active participation in elections.

Abstract

The establishment of the National Food Agency through Presidential Regulation Number 66 of 2021 reflects a trend toward centralization of food authority that contradicts the decentralization principle enshrined in Law Number 23 of 2014 concerning Regional Governance. This centralization creates excessive authority concentration at the national government level and threatens the capacity of regional governments to manage local food security autonomously. This research aims to: (1) analyze the constitutional implications of food authority centralization on regional autonomy; (2) evaluate the capacity of regional governments in implementing local food policies; and (3) formulate recommendations for regulatory and policy harmonization between national and regional governments. The research employs legal document analysis (regulations and food policies), a case study of West Java Province as a best practice in food decentralization, and comparative analysis of regional autonomy implementation in the food sector. The findings demonstrate that the West Java Regional Government has exhibited significant capacity through initiatives including mainstreaming of local food, urban farming implementation, hydroponics technology deployment, and empowerment of local farmers—thereby proving that food authority decentralization is not merely feasible but essential for sustainable food security. The research recommends: (1) harmonization and synchronization of national-regional food regulations to prevent jurisdictional conflicts; (2) strengthening of coordination mechanisms and continuous evaluation systems; and (3) redistribution of food authority according to the subsidiarity principle and capacity-based allocation to prevent constitutional regression and strengthen local food sovereignty.

Abstract

Penguatan demokrasi lokal berbasis kearifan lokal dan perlindungan inklusif terhadap hak-hak kelompok rentan merupakan fondasi penting untuk mewujudkan tata kelola pemerintahan desa yang partisipatif, responsif, dan berkeadilan. Kegiatan pengabdian kepada masyarakat di Desa Talulobutu dilaksanakan untuk menjawab tantangan dan hambatan rendahnya partisipasi kelompok rentan dalam musyawarah desa serta belum adanya instrumen hukum yang menjamin keterlibatan mereka. Metode yang digunakan dalam pengabdian kepada masyarakat ini meliputi observasi lapangan, pelaksanaan pendidikan hukum dan hak asasi manusia, pendampingan advokasi hukum dalam penyusunan dan perancangan peraturan desa berbasis konsep Desa Inklusif, serta pelaksanaan monitoring dan evaluasi. Hasil pengabdian kepada masyarakat ini berhasil memberikan pemahaman baru dan peningkatan kesadaran akan demokrasi lokal. Selain itu, hasil lainnya adalah integrasi nilai-nilai kearifan lokal Huyula (gotong royong) dan Dulohupa (musyawarah mufakat) telah memperkuat legitimasi sosial dalam pembentukan kebijakan desa yang inklusif. Dengan demikian, pengabdian kepada masyarakat ini telah memberikan kontribusi nyata bagi pengembangan hukum daerah yang demokratis dan inklusif, serta menjadi model pemberdayaan desa yang menekankan kesetaraan, partisipasi, dan penghormatan terhadap hak asasi manusia.

Abstract

Kuliah Kerja Nyata (KKN) thematic at Gorontalo State University in Tupa Village, North Bulango District, Bone Bolango Regency, was held to address fundamental land issues that still often cause disputes due to weak administration, unclear ownership, and a lack of public understanding of land law. Through legal counseling focused on implementing the complete systematic land registration (PTSL) Program in accordance with ATR/BPN Regulation Number 6 of 2018, this activity aims to increase community legal awareness, strengthen village government capacity, and foster synergies among the community, government, and related institutions. The implementation method is carried out in a participatory manner through material exposure, interactive discussions, and direct clarification of field problems, such as delays in issuing certificates, differences in understanding of wills and grants, obstacles to land measurement in hilly areas, and abrasion issues on river banks. The results of the activity showed increased public understanding of the importance of land certificates as an instrument of legal protection and economic access, increased public confidence in government institutions, and a shift in legal culture towards administrative order. This activity also affects students who gain empirical experience in understanding law as a social reality. Thus, this legal counseling not only increases public awareness but also strengthens sustainable development at the village level.
