Abstract

The governmental system directly influences the implementation of state administration, especially when analyzing two countries with different political, social, and historical backgrounds, namely Indonesia and Nepal. The purpose of this study is to examine the differences in the structure, mechanisms, and impact of the two countries' governmental systems on political stability and public administration efficiency. The method used in this study is qualitative with a descriptive-comparative approach, where a literature review was conducted on various academic sources, constitutions, and official reports. The analysis stages include reduction, presentation, and drawing conclusions following the Miles, Huberman, and Saldana model, and validation was carried out through source triangulation. The findings of the study indicate that Indonesia, with its presidential system, can maintain political stability through direct legitimacy from the people towards the president, although it still faces internal problems such as corruption in the bureaucracy, politicization of positions, and differences in regional capabilities. On the other hand, Nepal, which uses a federal parliamentary system, experiences government instability due to weak coalitions, low bureaucratic capacity, and recurring political conflicts, despite showing progress in terms of transparency and public participation. The fundamental differences between presidential and federal parliamentary systems affect the effectiveness of public policy, the level of accountability, and the professionalism of the bureaucracy in both countries. The uniqueness of this research lies in the application of empirical analysis to the phenomenon of large demonstrations that occurred in 2025 in both countries, which clearly reflect the differences in systems in handling political crises. This study emphasizes that political stability is not always directly related to the effectiveness of public administration, and that each system of government needs to strengthen its bureaucracy, transparency, and public involvement to achieve accountable and sustainable management.

Abstract

The digital transformation of healthcare services in Indonesia faces fundamental challenges related to human resource (HR) readiness, particularly in vertical hospitals under non-health ministries, which operate with distinct bureaucratic complexities and budgetary constraints compared to hospital under the Ministry of Health. This study aims to formulate human resource management strategies to support the digital transformation of healthcare services at RSU Pengayoman  Cipinang, with a focus on optimizing the role of healthcare workers as primary users of digital systems. A descriptive qualitative method with a case study was employed over three-month period from August to October 2025, involving 14 informants selected through purposive sampling.These  informants included hospital leadership, IT coordinators, medical records  coordinators, nursing coordinators and healthcare personnel across various service units.  Data collection was conducted through in-dept interviews, participatory observation of the use of SIMRS, Electronic Medical Records (EMR), and Telemedicine across units, as well as document analysis of monthly reports and internal policies. Data were analyzed using thematic analysis and triangulation techniques to ensure the validity of finding. The study revealed a paradoxical phenomenon : although SIMRS utilization reached 90,10%, compliance in EMR data entry, specifically SOAP notes rose from 49% to 98%, and ICD-10 coding from 40% to 84% between March and August 2025 following intensive mentoring. However, complex categories at 22%. The findings indentified four significant Hr related factors: (1) uneven digital competence (80-85%) of staff capable of basic operations but lacking proficiency in complex documentation.,(2) healthcare worker performance hindered by limited computer to staff ratios,(3) insufficient IT team capacity, and (4) a transformation leadership style not yet supported by an adequate evaluation system. The novelty of this research lies in its integrative approach, combining Strategic Human Resources Management (SHRM) theory with the POAC management functions, adapted to the unique context of correctional hospitals. This approach produced a comprehensive strategic model encompassing tired and structured digital training, development of systems and performance -based monitoring mechanisms relevant to vertical hospitals under no_health ministries.

Abstract

Bagus Agro Pelaga is a tourism destination located in Badung Regency, particularly in the North Badung area. This destination utilizes the agricultural environment as a tourism attraction. In examining efforts to realize agro-tourism development, this study discusses the implementation of collaborative governance in the development of Bagus Agro Pelaga tourism destination in Pelaga Village, Petang District, Badung Regency. Collaborative governance is considered a new paradigm for addressing diverse issues in complex societies, with a fundamental principle emphasizing equality of relationships among stakeholders from the government, private sector, and community. This study aims to analyze the development of the Bagus Agro Pelaga tourism destination. The research employs a qualitative approach, with data collected through direct observation, interviews with relevant stakeholders including the Badung Regency Tourism Office, the management of  Bagus Agro Pelaga, and local communities and documentation studies related to the development of Bagus Agro Pelaga. The findings indicate that collaborative governance in the development of  Bagus Agro Pelaga has been implemented, but has not yet been fully optimized in all aspects. Initially originating from the agricultural sector, the area was later developed into an agro-tourism destination in response to the limited economic returns from agriculture, with the early roles of the government and local community remaining relatively limited. From an institutional perspective, there is no specific institution that functions as a mediator for collaboration among stakeholders, resulting in management that remains predominantly independent and led by the private sector. Leadership relations between the government and the management are relatively well established, as reflected in the active role of the government in regulation and training, as well as the management’s commitment to empowering the local community. The collaborative process demonstrates progress through dialogue and the creation of mutual benefits; however, it continues to face challenges related to stakeholder commitment and shared understanding. Overall, the development of  Bagus Agro Pelaga has had a positive impact on the local economy and community welfare, although stronger, more systematic, and sustainable collaborative mechanisms are still required.

Abstract

This study examines the dynamics of the education system in Indonesia after the COVID-19 pandemic as reflected in the education curriculum. In response to these changes, the government, introduced the Merdeka Curriculum as an effort to structurally reform the 2013 curriculum. This effort has caused major changes in the world of education, especially the adaptation to new learning methods that can reduce student performance. This also has a direct impact on the preparation for the New Student Admission election for high school students. Therefore, this study aims to evaluate the implementation of the Merdeka Curriculum on the opportunities for the National Selection for New Student Admission with a focus on the National Selection Based on Achievement (SNBP) and National Selection Based on Tests (SNBT) pathways. The research method used is a qualitative approach with a case study strategy, which allows for in-depth exploration. Data was collected through in-depth interviews with teachers and students as well as SNBP and SNBT graduation data for 2023–2025. Data analysis was conducted thematically by grouping findings based on main themes. The results showed that the Merdeka Curriculum provides flexibility in learning through a differentiated approach and the Pancasila Student Profile (P5) project. However, its impact on SNPMB opportunities has not been optimal. This is due to teachers' lack of understanding of the essence of P5, the implementation of projects that tend to be administrative in nature, and the freedom to choose subjects that are not yet aligned with SNBP eligibility requirements. On the other hand, the Merdeka Curriculum learning approach has proven to be more supportive of students' readiness for the SNBT pathway, which emphasizes reasoning, literacy, and numeracy skills. Therefore, continuous evaluation and harmonization between curriculum policies and higher education selection systems are needed so that the goals of improving quality and equalizing access to education can be achieved in a balanced manner.

Abstract

This study analyzes freight forwarding activities at PT Terminal Peti Kemas Surabaya in response to the increasing international and domestic container throughput in 2025. The background of this research is based on the consistent growth of container flows exceeding one million TEUs annually, along with month-on-month and year-on-year fluctuations that require an adaptive and integrated logistics work system. The study aims to comprehensively examine freight forwarding activities using the Activity System Theory developed by Yrjö Engeström by mapping six core components: subject, object, mediating artifacts (tools), rules, community, and division of labor. This research employs a descriptive qualitative approach with a case study strategy. Data were collected through documentation of operational performance reports, port regulations, and terminal throughput statistics, and analyzed using an interactive analysis model consisting of data reduction, data display, and conclusion drawing. The findings indicate that the increase in throughput—approximately 3% in the first semester of 2025 and up to 13% during peak periods—was supported by competent operational actors, optimized container transformation processes, the implementation of the Terminal Operating System (TOS), and strong coordination among port stakeholders. However, systemic contradictions were identified, including yard capacity pressure, potential yard congestion, and procedural misalignment during peak volume periods. The novelty of this research lies in integrating quantitative throughput trend analysis with the Activity System framework to holistically reveal the internal dynamics of freight forwarding operations, thereby contributing theoretically to port logistics studies and practically to improving terminal performance and competitiveness.

Abstract

Smart City implementation in Indonesia serves as a strategic response to complex urban challenges, yet current execution remains fragmented, sectoral, and hindered by a significant digital divide. This study aims to conduct a comprehensive mapping of Smart City policy dynamics and their contribution to regional public service quality by identifying core research themes, evaluating impacts on efficiency, and uncovering neglected research gaps. The methodology follows a Systematic Literature Review (SLR) approach guided strictly by the PRISMA 2020 protocol, analyzing academic literature published between 2019 and 2025 across international and national databases, including Scopus, ScienceDirect, and Google Scholar. The selection process utilized rigorous inclusion and exclusion criteria, integrating bibliometric analysis via VOSviewer with qualitative thematic synthesis to ensure transparency and reproducibility. Findings reveal a fundamental paradigm shift from technocentric, infrastructure-heavy models to humanistic agile governance frameworks that prioritize public value and ecological sustainability through Green Smart City concepts. However, the study highlights critical structural constraints, including a persistent Java-centric geographical imbalance, internal bureaucratic silos, and a lack of system interoperability, which have led to a proliferation of redundant digital applications. Results indicate that while 70% of reviewed articles report improved service transparency, the long-term sustainability of these initiatives depends heavily on institutional capacity and digital leadership. This research concludes that synchronizing regional strategies with the National SPBE Architecture, as mandated by Presidential Regulation No. 132 of 2022, and adopting inclusive models such as Smart Villages and citizen-centric Co-creation are essential to mitigate regional service disparities and ensure digital transformation creates genuine public value for all citizens.

Abstract

The paradigm shift in public administration from government to governance has encouraged local governments to move beyond merely administrative management toward development that is collaborative , adaptive, and oriented toward public value. In this context, the Regional Medium-Term Development Plan (RPJMD) is understood not merely as a technocratic document, but as a political and governance construction reflecting how local governments frame development issues, determine policy priorities, and build public legitimacy. This study aims to analyze the construction of development priorities in the RPJMDs of South Sulawesi Province and Southeast Sulawesi Province for the 2025–2029 period from a governance perspective. The research employs a qualitative approach with a comparative document study design. The primary data consist of RPJMD and RPJPD documents from both provinces, which were analyzed using interpretive policy analysis to identify the framing of development issues, policy orientations, actor representations, and public values embedded in regional development narratives. The findings reveal that South Sulawesi constructs development within a structural transformation framework emphasizing regional competitiveness, territorial connectivity, investment, industrial downstreaming, and development innovation. The emerging governance model tends toward strategic–collaborative  governance, characterized by expanding collaboration between government and non-state actors. In contrast, Southeast Sulawesi constructs development priorities based on its archipelagic characteristics, focusing on equitable development, inter-island connectivity, reduction of spatial disparities, and natural resource management aimed at community welfare. The governance model reflected is more territorial–distributive governance, marked by the dominant role of the state in regional development. The novelty of this study lies in positioning the RPJMD as a subnational governance construction, demonstrating that decentralization produces contextual and varied regional governance typologies shaped by each region’s characteristics. These findings highlight the importance of participatory, inclusive, and sustainability-oriented RPJMD formulation.

Abstract

Socio-economic inequality across regions remains a structural challenge in Indonesia’s national development, particularly in the distribution of social assistance programs, which often generates perceptions of fiscal unfairness among provinces. Differences in the number of beneficiaries are frequently interpreted as unequal budget allocation, although such variation does not necessarily reflect bias in policy design based on fixed formulas. This study aims to analyze spatial inequality in the distribution of the 2024 Food Social Assistance Program and to examine fiscal neutrality in budget allocation across provinces in Indonesia. The research employs a quantitative explanatory approach with a cross-sectional design using provincial-level secondary data derived from official government reports. Data analysis is conducted through simple linear regression to examine the relationship between the number of Beneficiary Families and allocated budgets, inequality measurement using the Coefficient of Variation and the Gini Index, and spatial autocorrelation analysis using Moran’s I and the Local Indicator of Spatial Association to identify geographic clustering patterns. The results reveal a deterministic linear relationship between the number of beneficiaries and budget allocation, indicating that the distribution folLows a fixed formula-based mechanism and is fiscally neutral without discretionary intervention across regions. The distribution of beneficiaries exhibits a high level of inequality and forms significant spatial clusters, particularly in regions characterized by higher socio-economic vulnerability and geographic proximity. The novelty of this study lies in integrating fiscal neutrality testing with inequality measurement and spatial statistical analysis within a single comprehensive analytical framework that remains rarely applied in social assistance studies in Indonesia. These findings provide empirical contributions to data-driven public administration research and offer policy implications for designing more spatially responsive social interventions to improve targeting accuracy, distribution effectiveness, and the overall quality of redistributive policies at the national level.

Abstract

Women’s leadership in public organizations has gained increasing attention in public administration studies, particularly within bureaucratic contexts that remain dominated by hierarchical authority structures. Although the representation of women in structural positions has increased, changes in organizational decision-making practices have not always occurred significantly. Most previous studies have focused on the characteristics of women’s leadership styles or comparisons with male leadership, leaving limited attention to how women’s leadership is enacted and negotiated within hierarchical bureaucratic structures. This study aims to analyze how women’s leadership is implemented in decision-making processes and how such practices interact with and are negotiated within the bureaucratic power structure at the Department of Social Affairs, Women’s Empowerment, and Child Protection (Dinsos P3A) of Bali Province. This research employs a descriptive qualitative approach, with data collected through in-depth interviews, observations, and document analysis involving leaders and staff. Data were analyzed thematically by drawing on the perspectives of collaborative leadership, relational leadership, and postcolonial feminism. The findings indicate that women’s leadership in Dinsos P3A Bali consistently emphasizes collaborative and relational approaches through open communication, participatory discussion forums, and cross-sectoral coordination involving staff in decision-making processes. However, such involvement tends to be consultative in nature, as strategic decisions remain concentrated within the formal authority of top leadership in a hierarchical bureaucratic structure. This condition suggests that women’s leadership does not fundamentally transform bureaucratic power structures but operates adaptively through collaborative strategies within existing institutional constraints. The novelty of this study lies in its analysis of how women’s leadership is negotiated within hierarchical bureaucratic structures, thereby contributing to public administration scholarship, particularly in understanding the dynamics of power relations and the practices of women’s leadership in bureaucratic organizations.
