Abstract

The community aspiration and complaint service application (SIDUMAS) was developed by the Office of Communication and Information, which is used to accommodate community complaints and aspirations in a transparent manner. The SIDUMAS application is integrated with related agencies, one of which is the Public Works and Spatial Planning Office in responding to complaints in the infrastructure sector. This SIDUMAS application is already running to accommodate community complaints and aspirations. However, there are obstacles in the application, namely the performance of the admin in verifying accounts tends to be slow. This study aims to determine the effectiveness of using the SIDUMAS application in responding to public complaints at the Badung Regency Public Works and Spatial Planning Office. The research approach used descriptive qualitative. Data collection techniques used through observation, interviews and documentation. The data sources of this research are primary data and secondary data. The study units and informants of this research amounted to 5 informants consisting of government and society. The technique of determining informants in this study using purposive sampling technique. Data analysis techniques used through data condensation, data presentation, conclusion drawing and verification. Based on the results of the study, it shows that the community and the PUPR Office can understand the use of the SIDUMAS application. In responding to public complaints related to the agency's infrastructure, it can be said that it is on target, on time and achieves its goals. There are real changes from the PUPR Office and the community while using the SIDUMAS application. However, there are some people who do not know the SIDUMAS application, account verification which tends to take a long time and there is a poor screening of complaints. So it is necessary to socialize thoroughly to the community and update the application. It is necessary to check the infrastructure with a certain period of time as a form of infrastructure maintenance and consistency in responding to public complaints at the PUPR Office of Badung Regency.

Abstract

The term tourist village is closely related to Pandean. The reason is, this area is quite an attraction for local tourists. This research aims to identify strategies for utilizing local wisdom in developing the Pandean Tourism Village, Trenggalek Regency. The urgency of this research is to increase tourism potential, what needs to be done is to plan tourism development using the 3A concept (attractions, facilities and accessibility) which is a requirement in developing a tourist destination, because these three elements have an important role. In building a comfortable travel experience and meeting tourist needs. This research uses a descriptive qualitative approach, namely providing a systematic, factual and accurate description of the facts and potential of tourism in the Pandean Tourism Village. The location of this research is in Dongko District, Trenggalek Regency, East Java Province, while the location in this research is Pandean Tourism Village. Data collection techniques use observation, documentation and interviews. The informants in this research were: 1) Dewi Arum Pulosari Tourism Awareness Group; 2) Head of Pandean Village; and 3) business actors in the Pandean Tourism Village. The results of this research indicate that the Pandean Tourism Village is not yet optimal in implementing the 3A tourism concept. Various interesting tourist attractions are presented at Pandean Tourism Village to make an impression on visitors. The accessibility of the Pandean Tourism Village does not provide comfort for tourists, the road conditions are not good, large buses cannot enter the Pandean Tourism Village location because the road conditions are narrow. Existing facilities in the Pandean Tourism Village need to be developed, so that they can meet the needs of visiting tourists.

Abstract

The defense sector, vital for national security, often faces inefficiencies due to outdated processes and limited transparency. This research investigates how E-Government, leveraging digital technologies, can enhance operational efficiency in defense operations. The aim is to develop a strategic framework for E-Government adoption in the defense sector. Employing qualitative research methods using secondary data, the study analyzes existing literature, policy documents, and case studies to evaluate the current state of E-Government implementation. Findings reveal that while some defense organizations have successfully integrated E-Government solutions, challenges persist, including cybersecurity issues and resistance to change. Key factors influencing successful adoption include technological readiness, organizational culture, and policy support. The research identifies that developing a strategic framework involves formulating best practices, guidelines, and actionable recommendations to address these challenges. The proposed framework aims to enhance efficiency by incorporating insights from successful implementations and overcoming identified obstacles. The study concludes that a well-structured strategic framework is essential for effective E-Government adoption, offering a comprehensive approach to improving defense sector operations.

Abstract

This research is a study on the influence of career development and work motivation on employee performance at the North Kuta Subdistrict Office, Badung Regency. This research aims to examine the extent of the influence of career development and work motivation on employee performance at the North Kuta Subdistrict Office, Badung Regency. This research is a causal associative study with a quantitative approach. The data collection techniques in this study include observation, questionnaires, and documentation methods. The respondents in this study consisted of 44 employees from the sub-district office using the saturated sampling method. The research results show that the influence of career development on employee performance has a regression coefficient value of 0.368, a t-value of 3.653, while the t-table value is 2.019 and the t-test significance value is 0.001 < 0.05. The influence of work motivation on employee performance has a regression coefficient value of 0.356, a t-value of 3.575, while the t-table value is 2.019 and the t-test significance value is 0.001 < 0.05. The influence of career development and work motivation on employee performance has an F-value of 38.225 with a significance of 0.000 < 0.05. The coefficient of determination value indicates that the influence of career development and work motivation on employee performance at the North Kuta District Office is 65.1%, while the remaining 34.9% is influenced by other factors not examined in this study.

Abstract

The Village-Owned Enterprise (BUMDes) is a business entity aimed at managing economic ventures and public services to increase village income and empower the community. Based on Law Number 6 of 2014 and Government Regulation Number 11 of 2021, BUMDes is a legal entity established to manage the potential of the village, increase village original income, and develop village resources. The Amerta Jyoti Village-Owned Enterprise is a legal entity established by Beraban Village to manage businesses, utilize village assets, develop investments and productivity, and provide public services supported by work programs and the implementation of strategies owned by BUMDes. However, in relation to the implementation of the BUMDes strategy, it has not been carried out optimally. This can be seen from the unstable income of BUMDes each year, which means that its contribution to the original income of Beraban Village is still not optimal. Therefore, this research aims to determine the implementation of the strategy of managing BUMDes Amerta Jyoti in Beraban Village in efforts to increase village original income. The method used in this research is descriptive qualitative. The data collection techniques used include observation, interviews, and documentation. The data sources of this research come from primary and secondary data. The technique for determining informants in this research is purposive sampling, where selection is made based on certain considerations. The informants in this research consisted of 6 people based on their roles, fields, and understanding. The data analysis technique used includes data collection, data presentation, conclusion drawing, and data reduction. The analysis used is one of the strategic management approaches according to Wheelen and Hunger, which is strategy implementation with indicators used to analyze in this study, such as programs, budgets, and procedures. The results of this study show that the implementation of the strategy of BUMDes Amerta Jyoti in Beraban Village to increase village original income has not been maximized. This can be seen from the programs that have not been optimally implemented due to the need for more effective strategy application, the budget that requires strengthening of capital, both from the village government or from BUMDes income, and the procedures that have been carried out according to applicable policies.

Abstract

This research was conducted at the Nusasari Village Office, Melaya District, Jembrana Regency. The purpose of this study was to analyze the performance of village officials in public services at the Nusasari Village Office, Melaya District, Jembrana Regency and to determine the performance constraints faced by village officials in public services at the Nusasari Village Office, Melaya District, Jembrana Regency. The research method used in this study is a qualitative descriptive method and data collection techniques through observation and interviews. The informants in this study numbered 8 people. The informants include 1 Village Head, 1 Village Secretary, 1 Head of Government Section, 1 Head of Service Section, 1 Head of Finance Section, 1 Head of Nusasari Hamlet and 2 community members. Based on the research analysis, the results of the village government in providing public services in Nusasari Village, Melaya District, Jembrana Regency as a whole can be said to be good, but in several indicators it is still not entirely in accordance with the implementation of village government performance to carry out services for the public, such as the lack of innovation in services, there are still community needs that are difficult for the village government to understand, the absence of facilities and infrastructure that are in accordance with public service indicators, such as the absence of a box for submitting suggestions, and the delivery of information related to administrative requirements is still not optimal. There are three obstacles in the implementation of village government in Nusasari Village, Melaya District, Jembrana Regency, namely the low understanding of the community regarding administrative service requirements, late disbursement of incentives and lack of discipline among the apparatus.

Abstract

The purpose of this study was to analyze and describe the strategy of BUMDES Mutiara Welirang in developing tourism in Sawah Sumber Gempong Tourism, Ketapanrame Village, Mojokerto Regency, in order to find out the problems that exist in tourism development through the role of the government and management. The approach taken in this study is a qualitative descriptive approach by conducting observations, interviews, and documentation. The data analysis model according to (Geoff Mulgan 2010)with data collection techniques, data reduction, data presentation, and drawing conclusions. The results of the study showed that first, the objectives implemented by BUMDES Mutiara Welirang in developing tourism in Sawah Sumber Gempong Tourism have been fulfilled and are running well because they have a significant impact on the economy of the community, especially the people of Ketapanrame village. Second, the community environment around Ketapanrame village also supports and plays an active role in the development of tourism in Sawah Sumber Gempong tourism, as evidenced by the community fully participating in the development of facilities and infrastructure in the Sawah Sumber Gempong tourism area and actively participating in maintaining the surrounding environment so that it is more beautiful and well maintained. Third, the intervention carried out by BUMDES Mutiara Welirang has been running efficiently. This can be seen from a number of strategic efforts that continue to be carried out by BUMDES Mutiara Welirang and the community groups that support development, such as by collaborating with stakeholders and banking companies. In addition, facilities and infrastructure continue to be developed to attract tourists and as a means of advancing tourism.

Abstract

Quality and sustainable infrastructure development is a major challenge for developing countries like Indonesia, especially in the face of budget constraints and administrative capabilities. The Public-Private Partnership (PPP) approach has emerged as a strategic solution to overcome these obstacles by involving the private sector in providing resources, technical expertise, and operational efficiency. This study aims to apply the PPP model in infrastructure development in Indonesia with a focus on the Kediri Airport project as a case study. The methodology used is an in-depth literature study of secondary data related to this project, including government policies, financing schemes, and technical implementation. The Kediri Airport project is an example of the first PPP (Government and Business Entity Cooperation) initiated by a business entity (unsolicited), with a Design-Build-Finance-Operate-Maintain-Transfer (DBFOMT) scheme. This project is fully funded by PT Gudang Garam Tbk through its subsidiary without using the APBN, with a total investment reaching IDR 10.8 trillion. The results of the study show that the PPP approach allows for accelerated infrastructure development while reducing the government's financial burden. Kediri Airport successfully operated in April 2024 with an initial capacity of 1.5 million passengers per year and is designed to support wide-body aircraft such as the Boeing 777-300ER. The novelty of this research lies in the analysis of the unsolicited PPP model that has not been widely implemented in Indonesia and the potential of this project as a catalyst for regional economic development. These findings provide strategic insights for the development of PPP models in the future, especially in large-scale projects that focus on curiosity.

Abstract

Indonesia has a large population with diverse geographical conditions, which poses challenges in providing equitable and affordable health services for the entire community. Although the BPJS Kesehatan program has been running for several years, the implementation of this program still faces various obstacles at the primary health service level such as Puskesmas. The importance of this study lies in efforts to improve the quality of health services provided by Puskesmas as first-level health facilities (FKTP). With the evaluation of the implementation of BPJS Kesehatan, it is hoped that this study can provide constructive recommendations for BPJS Kesehatan, the Health Office, and medical personnel in improving the quality of services. If the existing problems are not immediately resolved, then the main objective of BPJS Kesehatan in providing fair and equitable health services for all Indonesian people will not be achieved optimally. This study uses a qualitative research method with a descriptive approach that aims to understand social phenomena that occur in the natural environment in more depth, so that this study can produce something new where the results of this study found several important aspects related to the implementation of the BPJS Kesehatan program at Puskesmas III North Denpasar: (1) Ineffective Communication Between BPJS and Puskesmas, (2) Quality of Health Services, (3) Administrative Constraints. This study discusses the implementation of the BPJS Health Program in health services at the UPTD Puskesmas III, North Denpasar District Health Office. Based on the results of interviews, documentation, and observations that have been carried out, several main findings were obtained: (1) Communication Aspects in the Implementation of the BPJS Health Program, (2) Availability of Resources in BPJS Health Services, (3) Attitudes and Performance of BPJS Program Implementers, (4) Bureaucratic Structure and BPJS Regulations at the Puskesmas. The factors that are obstacles in the implementation of the Social Security Administering Body (BPJS) Health program in Health Services at the UPTD Puskesmas III, North Denpasar District Health Office are the still uneven socialization by BPJS Health to the general public, improvements in service quality that have not been significant, limited parking spaces and noise caused by the location of the UPTD Puskesmas which is right in a dense environment, and the lack of visitor queues when on certain days there are crowds of visits by the community to the UPTD Puskesmas III, North Denpasar.

Abstract

The Bali Provincial Election Supervisory Body has started implementing an integrated dynamic archiving information system application since October 2023. Based on direct observation at the Bali Provincial Election Supervisory Body (BAWASLU) on December 16-19, 2024, there was a problem of employee accountability in using the SRIKANDI Application. There are three main problems: First, the lack of accountability related to understanding the use of the application, as seen from the lack of employee knowledge. Second, there is no direct accountability from Bali Provincial BAWASLU employees in dealing with hacker attacks that cause the SRIKANDI Application to be inaccessible. Third, there is no accountability related to the limitations of the application features, especially the absence of a notification feature for incoming mail. These problems underlie the importance of conducting research to determine employee accountability in using the SRIKANDI Application at the Bali Provincial Election Supervisory Body. The study uses the Accountability theory according to Sheila Elwood, namely, Legal and Honesty Accountability, Process Accountability, Program Accountability, and Policy Accountability. The research method uses qualitative descriptive. Data collection techniques through observation, interviews and documentation. The data sources for this study are primary data and secondary data. The study unit and informants of this research consisted of 4 informants consisting of 2 employees, the head of the section, and the head of the secretariat of the Bali Province Bawaslu. The data analysis technique used was through data condensation, data presentation, drawing and verifying conclusions. The results of the research on the accountability of Bali Province BAWASLU employees in using the SRIKANDI Application showed varying results in five aspects. Legal accountability is good with a strong regulatory basis. Honesty accountability is seen through monitoring that identifies deficiencies in user features. In process accountability, although the application increases efficiency, there are still security constraints due to hacker attacks. Program accountability is implemented in stages with tiered reports and is measured through the success of letter verification and TTE implementation. Policy accountability is characterized by a structured accountability system from the provincial to central levels that shows a commitment to smooth operations.
