Abstract

This study aims to explore the implementation of collaborative governance in efforts to regulate early marriage in Rambah Hilir District, Rokan Hulu Regency. The ongoing occurrence of early marriage has prompted the need for joint action among various stakeholders, particularly the government, to address this issue. A qualitative method with a descriptive approach was employed in this study, using interviews, observations, and documentation as data collection techniques. The research is based on the collaborative governance theory proposed by (Ansell & Gash, 2008), which includes four key variables: starting conditions, facilitative leadership, institutional design, and the collaboration process. The findings reveal that the collaboration carried out by the Office of Religious Affairs (KUA) of Rambah Hilir District together with related stakeholders has not yet been fully effective. This is mainly due to the weak leadership role and suboptimal implementation in the field. However, the collaboration has contributed to reducing the rate of early marriage in the region. It is recommended that socialization and educational programs especially regarding the impacts of early marriage and sex education be intensified through the use of social media and that regular meeting agendas be established to enhance collaboration among stakeholders.

Abstract

Transgender sex workers often experience discrimination, social stigma, psychological pressure, and limited access to employment, education, and legal protection. Therefore, this study aims to reveal the psychological impacts on transgender sex workers, based on interviews with four informants in the Sawerigading area of Makassar City, selected through purposive sampling. This research employs a qualitative case study approach using interviews and observations to understand the psychological impacts in a deep and contextual manner. Data were analyzed thematically through data reduction, data display, and conclusion drawing. The findings show that transgender sex workers in Sawerigading experience psychological pressure due to stigma, discrimination, and economic demands. The conflict between self-acceptance and social rejection generates stress, anxiety, and the use of defense mechanisms. The lack of social support worsens their mental condition, indicating the need for serious attention to create a fair, inclusive, and humane environment. Therefore, it is crucial to improve access to mental health services, public education to reduce stigma, strengthen social support, and develop inclusive policies that protect the rights and dignity of transgender individuals.

Abstract

This article examines the role of gadgets as new agents of socialization in postmodern families, with a particular focus on toddlers in the digital era. Using a literature study approach, the research systematically reviews findings from academic articles, research reports, and relevant studies published within the last five years. The unit of analysis is toddlers’ interaction with gadgets in the context of postmodern families, which are viewed as new social spaces where values, norms, and behaviors are formed. The research population consists of scholarly literature on gadget use in early childhood during the digital era, while the sample was selected based on inclusion criteria, namely relevance to family socialization, the role of technology in parenting, and its impact on toddlers’ development. The findings indicate that gadgets function not only as entertainment devices but also as agents of socialization that shape communication patterns, interaction, as well as cognitive and social development. However, gadgets bring dual implications: they provide opportunities for developmental stimulation yet also pose risks of reduced face-to-face interactions with parents. Therefore, postmodern families must adopt adaptive parenting strategies that balance gadget use with conventional social interactions.

Abstract

The eucalyptus oil industry is one of the agroindustrial sectors that has strategic potential in Indonesia. However, the industry faces challenges in managing internal factors and human resource management (HRD) planning, especially related to production efficiency, limited skilled labor, and the need for consistent quality control. This study aims to analyze the internal factors that affect the performance of the eucalyptus oil industry and formulate MSDM planning by utilizing Internet of Things (IoT) technology. The research method used is a descriptive qualitative approach supported by quantitative data, through interviews, field observations, and literature studies related to the implementation of IoT in the agro-industrial sector. The results of the analysis show that the use of IoT can increase the effectiveness of monitoring production processes, quality control, and transparency of operational data. In addition, IoT integration requires adaptive HR planning, including improving the digital competence of the workforce, developing technology-based training systems, and restructuring the division of tasks to be more efficient. Thus, the combination of internal factor optimization and IoT-based MSDM planning is able to strengthen the competitiveness of the eucalyptus oil industry in a sustainable manner. The recommendations in this study are that the IoT dashboard will integrate production, inventory, and distribution data to support data-driven strategic decision-making. Using IoT data as an objective indicator in assessing employee performance.

Abstract

Women’s political participation plays a crucial role in more accommodating and substantive decision making, specifically addressing women’s needs and promoting equality in general. Village head elections as an instrument of local democracy should provide an opportunity for women to compete for village leadership. However, in the 2021 village head election in Golowoi village, there where no female village head candidates. Women only served as voters, reflecting the low level of women’s political participation in leadership positions. This study aims to determine the factors that contribute to the lack of women running for office. This study used a qualitative descriptive approach, with data collection techniques including interviews, observation, and documentation. The result indicate that the main challenges to women’s political participation include a lack of political awareness, a patrilinear culture, a lack active support from family and community, domestic burdens, women’s lack of confidence and courage in running foe office, and the historical absence of female figures in Golowoi village. This study recommends the importance of collaboration between the village government, community leaders, an families encourage women to take on strategic roles, including running for village Head.

Abstract

Changes in the potential and resources of the internal and external environment are situations that require the cultural response of the Taboso people to adapt in various ways. The study, entitled, “Sociocultural adaptation in the adoption of paddy farming and its consequences for sago palm food (metroxylon sagu), in the case of the Taboso people, West Halmahera, aims to explain: first, the factors underlying the adoption of paddy farming; second, sociocultural adaptation; and, third, its cosequences for sago palm as a food source. The research, cunducted from January 2022 to December 2024, used in-depth interviews, observations, group interviews, households cencus, rice food availability survey, and utilized written historical sources regarding Taboso people’s agriculture. The results show that cultural interest shaped by economic conditions, uncertainty, and the associative meaning of rice food underlie their adoption of paddy farming, even before the introduction of the national paddy field printing program in 2016. Consequently, there was a conversion of land and sago palm into paddi fields covering an area of 363 hectares. Family konship institutions and communal land ownership functionally play a role in adaptation by accomodating the paddy farming system to meet cultural needs for food.

Abstract

Land plays a strategic role in people's lives because it forms the basis of social, economic, and legal activities. Legal certainty regarding land ownership is realized through the issuance of certificates, including through the mechanism of land certificate separation. This study aims to determine how the Head of the Land Agency implements policies in the process of land certificate separation and to identify the factors that influence it. The research was conducted at the Sidenreng Rappang District Land Office using a descriptive qualitative method. Data were obtained through interviews, observations, and documentation, then analyzed using NVivo 12 software to map themes, patterns, and relationships between data. The results of the study show that the land certificate separation policy provides tangible benefits to the community, particularly in terms of legal certainty, ease of economic transactions, and family asset management. However, the implementation of the policy still faces obstacles in the form of limited human resources, technical barriers in the use of applications, and a lack of public understanding of procedures and land boundaries. Institutional factors, compliance of implementers, and responsiveness to community needs also greatly influence the success of the policy. This study emphasizes the importance of increasing the capacity of the apparatus, optimizing information technology, and increasing socialization to the community in order to realize transparent, efficient, and accountable land certificate separation services.

Abstract

This study examines the phenomenon of labeling the Indonesian Ahmadiyya Community (JAI) as ‘infidel’ (kafir) and ‘heretical’ (sesat) and its profound influence on the social lives of its members. Using a qualitative approach that combines observation, in-depth interviews, and a literature review, analyzed through the framework of Labeling Theory, this research reveals how the stigma is not just a product of theological differences but is socially constructed and institutionalized through religious fatwas and state policies like the Joint Ministerial Decree (SKB 3 Menteri). This process effectively transforms differences in belief into a justification for systemic and widespread persecution. The findings indicate that the impacts of this labeling are multidimensional, ranging from brutal physical violence, such as in the Cikeusik tragedy and the destruction of mosques, to systemic discrimination that hinders access to public services and civil rights. Furthermore, the psychosocial consequences are significant, creating collective trauma, fear, and deep social isolation, with children being the most vulnerable victims. Amidst this wave of rejection, the Ahmadiyya community demonstrates resilience by developing a dual adaptation strategy: strengthening internal solidarity while adopting an accommodative external approach through positive social participation and a firm commitment to the principle of non-violence. This research concludes that the ‘heretical’ label has functioned as a master status that fundamentally shapes, limits, and defines the social reality of the Ahmadiyya community in Indonesia.

Abstract

This article explores the dynamics of prostitution in post-independence Makassar (1945–1980) within the context of urban spatial formation, public morality, and state control over sexuality. The research aims to understand how the relocation of prostitution from the Jembatan Besi area to Jalan Nusantara, as well as the emergence of massage parlors as new forms of commercial sex, became part of a broader spatial and social governance strategy by the postcolonial state. Using a social history approach, the study combines archival research, analysis of local media, and oral history interviews. Field data reveals that government policies toward prostitution were ambivalent, formally regulated yet informally tolerated, as long as they did not disrupt public order. Moreover, prostitution functioned as an economic survival strategy for lower-class women, driven by structural inequality and limited access to formal employment. The study finds that female sexuality was symbolically and morally regulated to serve the narrative of urban development. In conclusion, prostitution in post-independence Makassar was not merely a deviant social practice but a reflection of power relations between the state, society, and women’s bodies within the urbanization process.

Abstract

Film festivals are not merely screening spaces but cultural arenas that enable young audiences to create meaning through collective experiences. This study aims to examine the experiences of young audiences at the 19th Jogja-NETPAC Asian Film Festival (JAFF) as a cultural practice, using a cultural studies approach and Michel de Certeau’s theory of everyday tactics. A qualitative descriptive method was employed through in-depth interviews with three informants, all film and television students, who participated as both audiences and volunteers. The findings indicate that JAFF is perceived as a space for learning, self-expression, and building social networks. Young audiences employ various tactics, such as joining as volunteers, engaging in film communities, and utilizing social media as an extension of the festival experience. Q&A and discussion sessions emerge as vital cultural participation spaces, fostering critical engagement and collaborative initiatives beyond the festival. The study concludes that JAFF functions as a cultural laboratory where young audiences negotiate their identities and construct meaning through active participation.
