Abstract

Purpose: This article examines the contribution of cooperatives and micro, small, and medium enterprises (MSMEs) to Indonesia’s economic resilience and sovereignty amid rising geopolitical competition in the Indo-Pacific region. Study Design/Methodology/Approach: The study applies a descriptive qualitative method grounded in Systems Theory and the Resource-Based View. It analyses secondary data drawn from government records, academic sources, and institutional publications using content and thematic analysis. Findings: Cooperatives and MSMEs significantly support national output and community-level economic engagement. However, their role remains peripheral in Indonesia’s geoeconomic orientation. Strengthening their institutional capacity through policy realignment, digital advancement, and deeper integration into regional supply chains is essential to reinforce their resilience and economic sovereignty. Originality/Value: By framing cooperatives and MSMEs within the Astagatra framework, the article highlights their relevance to both social and natural resilience pillars of national strength. Their embeddedness within grassroots economic structures and their adaptive capacity provide a foundation for decentralised economic defence. The article offers a novel perspective by linking community-based economic actors to Indonesia’s long-term national resilience agenda, advancing geostrategic discourse beyond state-centric paradigms.

Abstract

Purpose: This study aims to analyse the implications of Law No. 18 of 2019 concerning Pesantren (Islamic boarding schools) for Indonesia’s national resilience framework. The analysis focuses on how this legislation integrates pesantren within broader national development and resilience strategies. Study Design/Methodology/Approach: A descriptive-qualitative approach is adopted, involving document analysis of the Pesantren Law, its legislative background, and related regulatory instruments. The study is further supported by a review of relevant literature on public policy and national resilience to inform and contextualise the analysis. Findings: The findings demonstrate that pesantren have historically contributed to Indonesia’s socio-political development, particularly across the ideological, economic, educational, and socio-cultural dimensions of national resilience. The enactment of the Pesantren Law provides a formal legal foundation that strengthens the role of pesantren in promoting national unity, fostering economic empowerment, advancing educational quality, and preserving cultural heritage. Originality/Value: This study offers a distinctive perspective by linking religious education institutions with national resilience strategies through public policy analysis. Emphasising the relevance of integrating pesantren within national policy frameworks, the analysis demonstrates how such integration contributes to responding to evolving societal challenges and to reinforcing resilience across multiple dimensions.

Abstract

Purpose: This research is about how the development of local wisdom (especially Keujruen Blang) has been articulated into ACEH rice farmers’ socio-economic policy to build sustainable food security. The novelty of this study is that it relates the governance function of Keujruen Blang to Astagatra, endowed as national resilience, as a framing approach, which seems neglected in contemporary rural development literature. Study Design/Methodology/Approach: The study adopted a qualitative research design, utilising in-depth interviews, participatory observation, and document analysis to gather data from key stakeholders involved in rice farming and traditional governance. Findings: The results show that Keujruen Blang is not only a customary tool of conflict resolution and agricultural administration but also an important basis for social-cultural capital. The organisation maintains social order, controls group resources, and shows promise as an indigenous institution for locally sustainable policy development. By institutionalising its role within the policy of formal agriculture, the Astagatra in three dimensions (Trigatra) as well as another four pillars (Pancagatra), namely natural resources for Trigatra and law, social culture, economy, and political defence for Pancagatra. Originality/Value: The study confirms practical examples of the way in which local government can mainstream customary institutions into formal policy processes. It presents a participative, situationally sensitive, adaptive mode of governance that is applicable in other jurisdictions that strive for sustainable food security. In this respect, the research in this paper contributed to both academic discourses and policy interventions: it reveals how local cultural-based institutions can be effectively used to strengthen national resilience by integrating Astagatra.
