Abstract

Villages face challenges in the digital age due to weak governance, poor data quality, and conventional record-keeping methods. Initiatives like digital villages, integrated criminal justice systems, and online platforms address these issues. Digital GIS mapping enhances precision agriculture, sustainable food production, and decision-making by assessing soil quality, infrastructure, and weather. It also aids in land management and remote sensing data. However, Digital villages in Indonesia face challenges due to poor data quality, lack of knowledge, and inadequate technology integration, hindering community services and maximizing potential. Buddagan Village, situated in Pademawu sub-district, East Java, faces challenges such as weak management of village archives, lack of a village potential map, and inadequate digital-based archives, which could hinder community access and decision-making. This community service activity aims to (1)build a GIS-based Digital Village Information System (SIDD) in Buddagan Village, (2)create a digital map of village potential, (3)train village officials, and (4)conduct workshops and FGDs to improve governance, public services, and community welfare. The output of this activity produces (1) a Web-based digital village information system (SIDD), (2) a Buddagan Village official website, (3) a digital map of agricultural potential, and (4) a Monograph book: GIS-based digital village information system.  The study evaluated Buddagan Village's community service activities, revealing significant improvements in officials' understanding and skills. Post-training, officials' skills increased from 20% to 80%, and community participation in managing potential increased from 40% to 70%. Transparency and accountability increased with an official website and adequate information system

Abstract

Digital village transformation in Indonesia is crucial for improving government services, regional economies, and quality of life. The Indonesian government promotes this through policies like Village Regulation No. 8 on the Village Information System (SID). Mapping salt potential is also essential for effective resource management, environmental conservation, and reducing poverty. These initiatives aim to empower communities, enhance services, and foster economic growth. However, The implementation of Village Information Systems (SID) faces challenges due to lack of ICT infrastructure, low digital literacy among village officials, limited network connectivity, absence of electricity, and heavy workloads. Addressing these issues, enhancing digital literacy, and ensuring consistent network availability are crucial for efficient rural service delivery. This community service activity aims to (1)create a web-based Smart Village information system, (2)create a digital map of salt potential, (3)improve the skills of village officials in digital-based archive management and administration, (4)improve management and development of village potential by building an intelligent village information system (SIDESA) and a salt potential map. The output of this activity produces (1) a web-based intelligent village information system (SIDESA), (2) the official Lembung Village website, (3) a digital map of salt potential, and (4) a monograph book: GIS-based intelligent village information system. The Lembung Village, digital village transformation, has been successful, with the Smart Village Information System (SIDESA) and digital maps of salt potential being developed and used by village officials and the community. The average knowledge of SIDESA increased from 30% to 85% after training, and satisfaction with the system reached 90%. The digital map had a 95% accuracy rate, and the training and mentoring increased understanding to 82%. A monograph book was published, achieving 80% reader satisfaction

Abstract

Family resilience is an important issue in dealing with the Covid-19 pandemic in Indonesia, because of the negative impact not only on health aspects, but also on economic aspects that change family behavior. The purpose of this article is to present the available literature on the situation of family resilience at the family level that is required to face the new normal or adaptive process during the coronavirus outbreak. Qualitative research methods with synthetic analysis are used in this study. The data is sourced from 11 scientific articles collected through Google Scholar from 2020 to 2022. The results of the study show that the impact of the pandemic is unpredictable, posing a threat to family welfare. This is certainly a concern for family resilience that pays attention to: needs, complaints, comfort and alternative solutions, and the management of a family's expectations.

Abstract

The vulnerability of the Governor Election originating from the political dimension had a potential impact on regional social resilience in DKI Jakarta Province because it threatened the unity and integrity of the nation in general and the social harmony of the DKI Jakarta community as happened in the 2017 DKI Jakarta elections. The effect also occurred in the 2019 presidential election because of the division of society in the implementation of the 2019 DKI Jakarta elections. This background had become the researcher's curiosity to captured the implementation of the Governor Election 2024 in DKI Jakarta Province through data collection from November to December 2023. This research used mixed methods through quantitative data collection from IKP 2024 as secondary data to be tested with alternative vulnerability measurements from qualitative data through semi-structured interview techniques from 27 informants. The vulnerability analysis method used was from the perspective of Hank Prunckun. As fact finding as the root cause of the problem and the fundamental source of the vulnerability was the existence of a black campaign using SARA issues so that some strategies needed to be formulated to mitigated the risk. The formulation of the strategies that could be delivered include: [1] Using of the Law No. 7/2017 and the authority and function of Bawaslu institutionally to optimized the existence of Gakkumdu to took firm action against black campaigns with SARA issues so that the community harmony on DKI Jakarta Province was maintained; and [2] Using of the Law No. 7/2017 and the authority and function of Bawaslu institutionally to optimized the existence and social functions of the Religious Leaders (Toga), the Traditional Leaders (Todat), the Community Leaders (Tomas), and the Community Communication Forums in DKI Jakarta Province to educated the public that the blackcampaigns with SARA issues were not in accordance with the noble values of the Indonesian Nation so that the community harmony on the DKI Jakarta Province was maintained..

Abstract

In this digital era, cyber espionage is a serious threat to countries around the world, including Indonesia. This study looks at the legal framework governing cyber espionage, and the challenges and opportunities for law enforcement it faces as well as its development. Through a qualitative methodology based on institutional theory, this study reveals that the existing legal framework, particularly The Electronic Information and Transactions Law (ITE Law) and Penal Code (KUHP), is still not sufficient. Lack of legal clarity and inconsistencies — both internationally and nationally — make things even more difficult. Other contributing factors to poor law enforcement include limited institutional capacity resulting in the lack of well-trained human resources, insufficient technological infrastructure, and inter-agency collaboration. The process of isomorphism, which is understood in institutional framework as imitation of best practices implemented by other countries to cope with cyber espionage, does not always work because each country has different contexts and needs. This study shows that most literature in cyber espionage underscores the need for comprehensive legal reform, improvement of institutional capacity, quality of cooperation, and better understanding of the role of non-state actors in building an effective cyber security system in Indonesia.

Abstract

There are now major cybersecurity concerns as a result of how fast technology has changed geopolitics. Attacks against a nation's communication, infrastructure, and economy through cyber espionage, sabotage, disinformation, and DDoS attacks undermine national stability. The high level of digital integration in industrialized nations makes them easy targets, while the lack of resources and digital knowledge makes underdeveloped nations vulnerable. There has to be international collaboration on cybersecurity rules and ethics because of this chasm. While cutting-edge innovation like AI strengthens defenses, it also introduces new dangers and raises new ethical questions. This study delves into the consequences of cyberwarfare. It highlights the importance of strong cybersecurity measures, online education, and global cooperation to safeguard nations and their inhabitants against ever-changing cyber dangers.

Abstract

Organized Narcotics Crime in Indonesia is evolving through the utilization of technologies such as the dark web, encrypted communications, and cryptocurrency transactions. The Hydra Indonesia case, uncovered in Bali in 2024, illustrates how international narcotics syndicates leverage cyber technology to evade law enforcement detection and expand their operations. This article examines the integration of strategic intelligence and cyber resilience as effective measures to address these threats. The findings of this discussion highlight that the synergy between strategic intelligence and cyber resilience plays a critical role in early detection, criminal network mapping, and enhanced coordination among law enforcement agencies. This integration optimizes technological resources for more effective prevention and enforcement efforts against organized narcotics crime. Policy recommendations include strengthening cyberinfrastructure, enhancing intelligence capacity, and fostering international collaboration to reinforce the national response to narcotics crime threats in an increasingly complex and global digital era.

Abstract

Human trafficking is a transnational crime that requires comprehensive handling by various parties, including immigration authorities. This study aims to analyze the role of immigration in addressing human trafficking crimes, focusing on cases involving Indonesia as the country of origin and Cambodia as the destination. The research employs a juridical-empirical approach with a case study method, utilizing data from official documents, interviews with immigration officers, and policy analysis. The findings indicate that the Directorate General of Immigration plays a crucial role in prevention through border surveillance, travel document inspections, and collaboration with law enforcement agencies and international organizations. The challenges in managing human trafficking cases to Cambodia include limited early detection systems, lack of inter-agency coordination, and difficulties in repatriating and rehabilitating victims. Therefore, strategies to enhance immigration capacity are necessary, including the optimization of technology, strengthening bilateral and regional cooperation, and updating regulations to adapt to the evolving modus operandi of human trafficking. This study contributes to the development of policies and immigration practices for more effective and sustainable efforts in combating human trafficking.

Abstract

The potential of marine tourism, especially mangrove ecotourism, in Lembung Village, Pamekasan, has not been optimally promoted due to the limitations of conventional methods and minimal use of digital channels. This condition hinders the visibility and attractiveness of destinations in the digital era. This community service aims to initiate a digital transformation of Lembung Village tourism promotion by developing and implementing an integrated platform (mobile application and website) e-PesesserTour. The implementation method is participatory, involving local partners (Pokdarwis, BUMDes) in needs analysis, design, development, and implementation of the platform. The primary focus of implementation is increasing partner capacity through workshops and intensive mentoring in digital marketing strategies, content creation, and management of the e-PesesserTour platform (https://e-lembung-pesessertour.com) as a promotional tool. The results show the success of launching a functional, informative digital promotion platform that displays the village's attractions, including 3 new tour packages that have been developed. There was a significant increase in the digital capacity of partners, as evidenced by 90% of participants stating an increase in understanding of digital technology and an average score of post-training knowledge/skills tests reaching 85%. During the program implementation period, positive impacts were also observed in the form of an increase in tourist visits of up to 40%, an increase in BUMDes income of up to 50%, and a level of tourist satisfaction reaching 85%, some of which can be attributed to the rise in the quality of digital promotion and services. It was concluded that implementing the e-PesesserTour platform, supported by strengthening HR capacity, played a significant role as a catalyst for the digital transformation of Lembung Village tourism promotion, increasing the visibility and competitiveness of the destination sustainably.

Abstract

Immigration intelligence plays a vital role in safeguarding Indonesia’s borders from the potential negative impacts of foreign nationals’ mobility, which can lead to violations and crimes that threaten national sovereignty. The increasing complexity of transnational crimes, such as human trafficking, terrorism, and illegal migration, highlights the need for robust intelligence measures to ensure national security. However, there is still limited research analyzing the strategic functions of immigration intelligence in addressing these evolving challenges. This study aims to examine the roles and functions of immigration intelligence in conducting investigations and securing borders through intelligence operations. The research employs a qualitative descriptive method, using a literature review and analysis of relevant reports, legal frameworks, and operational documents. The findings reveal that immigration intelligence is crucial in collecting, processing, and analyzing information across ideological, political, economic, social, cultural, defense, and security dimensions to anticipate potential threats. Its preventive role is also emphasized, particularly in early detection and risk mitigation. The implications of this study underscore the need for strengthening coordination among immigration authorities and security agencies, as well as enhancing the use of advanced technologies to improve the effectiveness of intelligence operations.
