Abstract

The rise in juvenile theft cases in Cirebon, Indonesia, underscores the need for restorative justice (RJ) as an alternative to punitive measures, aligning with child protection laws (SPPA Law No. 11/2012) and Perkapolri No. 8/2021. However, RJ’s implementation faces challenges, including social stigma and inconsistent adherence to rehabilitation principles. This study analyzes RJ’s effectiveness in handling juvenile theft at the Cirebon City Police, examining its compliance with legal frameworks and on-ground practicality. A normative-empirical approach was employed, combining analysis of national laws with primary data from police interviews and case observations. RJ implementation was effective in fostering victim-perpetrator reconciliation and reducing recidivism, contingent on voluntary agreements and mediator competence. Key barriers included limited public awareness, rigid legal thresholds for diversion, and resource gaps in facilitator training. The study advocates for policy reforms to expand RJ’s applicability beyond minor offenses, enhanced training for law enforcement, and community education to mitigate stigma. It contributes to localized RJ models in Indonesia’s juvenile justice system.

Abstract

Coffee farmers in rural areas are typically smallholders who rely on traditional knowledge and demonstrate limited innovation, resulting in low productivity. Cultural and economic barriers, along with limited interest in education, further hinder farm performance. Entrepreneurial competencies such as innovation, creativity, and technical skills play a crucial role in improving this performance. This study aims to identify the dominant factors influencing the entrepreneurial competence of coffee farmers in Bandung Regency. A quantitative approach was employed using Exploratory Factor Analysis (EFA) to reduce 27 manifest variables into a set of latent factors. The instrument was developed based on three domains of entrepreneurial competence: opportunity identification, opportunity exploitation, and networking. A total of 270 coffee farmers were selected through purposive sampling. Data suitability was tested using Bartlett’s Test of Sphericity, the Kaiser-Meyer-Olkin (KMO) measure, and the Measure of Sampling Adequacy (MSA). Factor extraction was conducted using Principal Component Analysis with Varimax rotation. The analysis revealed five factors with eigenvalues greater than 1, explaining a cumulative variance of 66.637%. These factors are: (1) strategic business understanding, (2) social openness and adaptability, (3) institutional engagement and implementation, (4) planning and opportunity utilization, and (5) courage and innovation. These findings provide a foundation for developing more targeted and context-specific entrepreneurial competencies among coffee farmers

Abstract

This study aims to find out and describe the influence of HR training and development on the productivity of Fashion SME employees in Yogyakarta. This study uses a quantitative method. Data collection was conducted using a questionnaire given to 133 employees of Fashion SMEs at random in Yogyakarta. The bound variable (Y) in this study is the productivity of SME employees in the city of Yogyakarta while the independent variable 1 (X1) is training and the independent variable 2 (X2) is human resource development. The results showed that the contribution of the influence of independent variables (X1 and X2) together to the dependent variable (Y) had a significant influence of 31.9%. Partially, the training variable has a strong influence on the productivity of Fashion SME employees in Yogyakarta while the human resource development variable has a strong influence.

Abstract

This study aims to examine the communication meaning of the Andun Dance performance within the Serawai ethnic community. A qualitative method with a case study approach was employed to explore the communication aspects of the Andun Dance in this cultural context. The research is grounded in the symbolic interaction theory by Herbert Blumer. Data were collected through observation, interviews, and documentation.The findings reveal that the Andun Dance conveys a profound communication meaning and constitutes an integral part of the social and cultural life of the Serawai people. This dance is not only a form of entertainment but also serves as a representation of cultural identity, passed down from generation to generation, especially in the context of wedding ceremonies. The meaning is expressed through various nonverbal symbols, as seen in the presentation process, movement variations, and traditional costumes worn during the performance. Each element carries messages closely related to local customs, spirituality, and social relationships. The Andun Dance also symbolizes expressions of gratitude and the family's blessings to the bride and groom, as well as a symbolic farewell to their single life. According to the symbolic interaction theory, this performance reflects a cultural practice rich in symbolic meaning, shaped through consistent social interaction within the community. Therefore, the Andun Dance is not only valued for its aesthetic qualities but also holds philosophical and spiritual significance, reinforcing the cultural identity of the Serawai ethnic group.

Abstract

Vehicle sales fraud using the triangle scheme is an increasingly prevalent cybercrime, particularly on social media platforms. This scheme involves a fraudster acting as a fake intermediary who deceives both the buyer and seller simultaneously. This study aims to examine the forms of legal protection available for victims and identify the obstacles faced by the Bali Regional Police in addressing such cases. Using a normative-empirical legal research method with a legislative and sociological approach, the study found that legal protection is provided through Article 378 of the Criminal Code, Article 28(1) of the Electronic Information and Transactions Law, and the Consumer Protection Law. The results reveal a steady increase in triangle scheme fraud cases—28 in 2023, 37 in 2024, and 50 by mid-2025—primarily involving motorcycle transactions. Victims face significant obstacles, including difficulty identifying perpetrators, limitations in digital tracing infrastructure, and weak SIM card regulations. Additional challenges stem from low public legal awareness and cultural barriers. The study recommends reinforcing an adaptive and responsive legal protection system that accommodates the complexities of digital crime and improves victim support mechanisms.

Abstract

The Bantimurung River, a vital water source in the UNESCO-listed Maros Karst Area, faces increasing pollution threats from anthropogenic activities. While conventional water quality monitoring by experts is accurate, its high cost and limited scalability hinder widespread implementation, particularly in developing regions. Citizen science has emerged as a promising alternative, offering cost-effective and participatory environmental monitoring. However, questions remain about the reliability of data collected by non-experts. This study compares water quality measurements—including temperature, pH, dissolved oxygen (DO), nitrite, ammonia, and phosphate—taken by citizen scientists and professional researchers in the Bantimurung River. Data were collected at seven sampling points over four weeks, using both field test kits and laboratory analyses. Statistical methods, including Shapiro-Wilk normality tests, paired t-tests, Wilcoxon Signed-Rank tests, and linear regression, were employed to evaluate data consistency. Results revealed high accuracy for physical parameters (pH, temperature, DO), with insignificant mean differences and strong correlations (R² > 0.7). However, chemical parameters (nitrite, ammonia, phosphate) showed significant discrepancies due to limitations in portable tools and field procedures. The findings highlight the potential of citizen science for scalable monitoring of basic water quality indicators, while underscoring the need for tool calibration and laboratory validation for precise chemical analysis. This research contributes to the growing discourse on participatory environmental monitoring, offering practical insights for policymakers and conservationists. By integrating citizen science with professional methods, sustainable water quality monitoring can be achieved, balancing cost-efficiency and accuracy in ecologically sensitive areas.

Abstract

The study discusses the urgency of reconstructing the provisions on compensation in Fixed-Term Employment Agreement (PKWT) termination as regulated in Article 62 of Law Number 13 of 2003 concerning Manpower. These provisions are deemed unjust and lack legal certainty because they do not explain in detail the elements of compensation, do not determine the implementation mechanism, and have minimal sanctions for violations. In practice, PKWT workers are often the most disadvantaged parties when there is a unilateral termination of employment by employers. By using normative legal research methods and conceptual and legislative approaches, this study analyzes the weaknesses of Article 62 norms and proposes a new formulation that is fairer, more balanced, and implementable. The recommendations submitted include an explanation of compensation forms, payment procedures, administrative sanctions, and strengthening the mechanism for supervision and dispute resolution. The results of this study are expected to contribute to the renewal of labor law that supports the protection of the rights of contract workers.

Abstract

This study analyzes changes in wage arrangements for micro and small business workers/laborers in the latest regulations, including the Job Creation Law, PP No. 7 of 2021, and PP No. 51 of 2023, using a normative legal approach and John Rawls' distributive justice theory. The study results show that, although the regulation provides flexibility for employers, there are still gaps in injustice due to weak monitoring mechanisms and the low bargaining power of workers. This regulation does not completely fulfill the principle of distributive justice, so a policy reformulation is needed that better protects micro and small business workers/laborers, such as setting sector-based minimum wage standards and strengthening monitoring mechanisms and legal protection. The application of Rawls' principle of justice can be the basis for this reformulation.

Abstract

This study aims to analyze the authority of the National Police and the National Narcotics Agency (BNN) to investigate narcotics crimes, as well as the legal implications of the overlapping authority between the two institutions. Using the normative legal method and the statute approach, this study examines the provisions of Law Number 2 of 2002 concerning the Indonesian National Police and Law Number 35 of 2009 concerning Narcotics, as well as other related regulations. A conceptual approach is also applied to explore the legal theory underlying the authority of investigators and the potential for conflict of authority in investigative practices. This study found that overlapping authority can lead to legal uncertainty, human rights violations, and ineffectiveness in the investigation process. Therefore, it is necessary to harmonize regulations, establish joint operational guidelines, and strengthen coordination between the National Police and BNN to prevent conflicts of authority and increase the effectiveness of narcotics law enforcement in Indonesia.

Abstract

This study discusses the legal protection and legal certainty provided by the state to internship participants in employment relations in Indonesia. Although internships aim to improve the competence of prospective workers, their practices are misused by companies as a form of disguised employment relations without fulfilling the normative rights of participants. Through a normative legal approach and analysis of applicable laws and regulations, this study highlights the significance of strict regulations, effective supervision by the Manpower Office, and the need for policy reformulation so that the rights and positions of internship participants are truly protected by law.
