Abstract

The case of buying and selling positions involving the former Regent of Probolinggo is one of the real portraits of abuse of power in local governance in Indonesia. This research aims to analyze the form of abuse of power committed by the former Regent of Probolinggo in the practice of buying and selling positions and its impact on local governance. This research uses a descriptive qualitative method with a literature study approach, using secondary data from previous research, media reports, news, academic literature related to corruption cases in the local government environment. The results show that the practice of buying and selling positions by public officials reflects a complex form of abuse of power, including abuse for personal gain, deviation from the purpose of the position, and violation of administrative procedures. These actions have a negative impact on the quality of the bureaucracy, reduce the efficiency of public services, and undermine public trust in government institutions. This case also shows the weakness of internal and external supervision, as well as the strong influence of transactional politics in appointments. This research recommends the importance of consistent law enforcement and strengthening the meritocracy based selection system to prevent future abuses of power. The limitation of this study is the use of secondary data, so further studies are recommended to use primary data to obtain a more in depth picture.

Abstract

Credit utilization to meet needs and support lifestyles carries potential negative consequences if individuals disregard the established terms and conditions. Often overlooked amidst increasing demand for credit are the associated costs, benefits, and risks of the credit product. Consequently, customers or consumers lacking adequate repayment capacity who allocate credit towards consumption exacerbate the issue of non-performing credit. Credit restructuring serves as a mechanism to alleviate borrowers' obligations to the Bank. However, the restructuring process is not invariably successful. Failure in restructuring efforts can contribute to a rise in Non-Performing Loans (NPL), thereby diminishing the quality of the Bank's assets.To mitigate NPL levels, a common strategy involves the transfer of bad debts through a cessie mechanism or the assignment of collection rights (receivables) from creditors to third parties. Cessie, however, can introduce challenges concerning the collection methods employed by these third-party assignees. Frequently encountered problems include the protection of consumers from unethical collection practices, the valuation of transferred receivables, and the potential for conflicts of interest between Financial Service Providers (PUJK) and third parties. The regulation of receivables transfer or collection rights within the financial services sector is addressed in the Financial Services Authority Regulation (POJK) Number 22 of 2023 concerning Consumer and Community Protection in the Financial Services Sector. Nevertheless, consumers frequently lodge complaints with the OJK regarding the absence of notification when PUJK transfers receivables to a third party. This lack of notification presents PUJK with a future reputational risk. Addressing this issue, this paper will examine the impact of a cessie conducted without a notification letter and propose a mechanism for submitting such notification, recommending its inclusion within the provisions of POJK Number 22 of 2023.

Abstract

As TikTok’s popularity increases, so do content creators who have a big influence on the platform. One of them is Willie Salim, a content creator known for his social content such as giving away money, positive pranks, and surprise actions. This kind of content gets wide attention from the public because it is considered to touch the emotional side of the audience and provide a narrative of goodness wrapped in entertainment. This study aims to understand how TikTok users interpret content produced by Willie Salim, a content creator known for his social actions on social media. Using a qualitative approach with a phenomenological method, this study collected data through in-depth interviews and content observations to explore the subjective experiences of the audience in interpreting the meaning of the videos displayed. The results of the study show that interpretations of Willie Salim’s content vary widely. Some users interpret it as inspiration and a form of social concern, while others assess it critically, seeing elements of image building or exploitation for the sake of popularity. These findings confirm that the audience has an active role in interpreting media messages based on their respective backgrounds and experiences. This research contributes to the study of digital mass communication, especially in understanding how public perception is formed in the era of social media, and becomes a reference for content creators in understanding audience responses to their work.

Abstract

Studio Ghibli is widely known for its distinctive visual style and aesthetic value, making it a source of inspiration for many digital artists. In the era of technological advancement, a new phenomenon has emerged in the form of Ghibli-style artworks produced by artificial intelligence (AI). Without manual drawing skills, anyone can now create Ghibli-style illustrations simply by inputting text or reference images. In Indonesia, this trend is growing rapidly and is even used as a livelihood by some students. However, the commercial use of Ghibli's visual style without permission raises ethical and legal issues, considering that Studio Ghibli has never approved the practice. This study aims to analyze how mass media influences students' perceptions of the use of Ghibli-style AI art as a means of earning income. The main focus lies on how the media frames the issue, as well as how students understand the legitimacy, ethics, and economic value of the AI works. The approach used is descriptive qualitative with data collection techniques in the form of in-depth interviews, digital observation, and literature study. The results show that mass media plays an important role in shaping students' opinions, especially in legitimizing or creating doubts about this practice. Exposure to media that support technological advancement tends to make students more accepting of the use of AI art as an economic opportunity. Conversely, media that highlight ethical and copyright issues tend to trigger critical attitudes towards the practice. This research emphasizes the importance of media literacy and digital ethics in dealing with the dynamics of today's art technology. This finding confirms that students are not passive in receiving information from mass media; they sort and judge based on personal values, social context, and economic needs. Thus, mass media not only functions as a source of information, but also as an agent of shaping perceptions and ethical considerations in the era of creative technology.

Abstract

The development of social media has provided a new space for social interaction, but also brings challenges in the form of online gender-based violence. One form is sexual harassment in the form of negative comments on social media. This study aims to determine public perceptions of sexual harassment on social media through a case study of negative comments on the account of Azizah Shalsa, a young influencer in Indonesia. The research method used is a descriptive qualitative approach with observation techniques, in-depth interviews, and documentation studies. The results of the study show that sexual harassment is still not considered a serious issue by some people, especially due to gender bias, low digital literacy, and lack of legal awareness. Therefore, this study emphasizes the importance of public education and law enforcement to create a safe and fair digital space.

Abstract

The escalation of the conflict between Israel and Palestine can be called Hamas from day to day. The escalation turned out to involve another country, namely Iran as one of the countries in the Middle East that has strong military defense resources. As a Muslim and threatened by Israeli actions in Palestine, there were also several defiant statements issued by the Israeli authorities that eventually made Iran directly involved in the war that occurred between Palestine and Israel. This is not only the issue of Islam as a causal factor, but Israel tends and often conducts political confrontations with Iran, so that the country is directly involved. Israel's military's notoriously strong defenses were finally rendered powerless by hundreds of rockets launched from Tehran. Tel Aviv was finally devastated by the attack. This proves that Iran's national interests are being directly disturbed by Israel, so the action of Iran is an active reaction to the problem. The national interest is one of the important elements in the approach and theory of classical realism in politics and international relations. Thus, it can be an analytical knife if the theory is used. The research method used in this article is a qualitative research method using literature studies as a way to obtain and analyze the data needed. The primary data and secondary data are prepared by the author to support the data collection in this article. The confrontation between Iran and Israel over the past year, namely in 2025, has increased, they launched rockets and missiles at each other to attack their respective capitals, namely Tehran (Iran) and Tel Aviv (Israel). So the occurrence of the confrontation has indeed become a natural thing. When Iran as an independent country was disturbed by Israel, which has often waged wars against Palestine. Iran also wants to prove to the world that the country has a strong military defense system.

Abstract

It is important to develop programs that focus not only on technical skills, but also on the formation of critical and ethical attitudes in the use of social media to achieve more substantial justice. An effective digital literacy program should include training for people to understand their legal rights, as well as encouraging active participation in more equitable law enforcement. A comprehensive digital literacy program will help people understand their legal rights and how to actively participate in more effective and equitable law enforcement. The method used in this study is a qualitative research method of description using phenomena as the main case material. Literature studies are also used to dissect social phenomena that are occurring. Our primary and secondary data are obtained from materials in the form of books, journals, magazines and other sources in the form of data from the internet. The program must also involve various elements, including academics and law enforcement officials, to ensure sustainability and effectiveness in improving people's digital literacy, especially in the face of legal challenges in the digital era. A comprehensive digital literacy program must also pay attention to the specific needs of the community in order to provide maximum benefits in the law enforcement process. Thus, this research has the potential to make a significant contribution to understanding the dynamics between social media and law enforcement, as well as driving the improvements needed to achieve more substantial justice. Effective digital literacy programs will encourage people to better understand their legal rights and actively participate in more equitable and responsive law enforcement in the digital age. It is important to continue to develop adaptive digital literacy programs, so that people can better respond to legal challenges in the digital era and contribute to substantial justice. It is important to create better legal awareness in the community so that they can actively participate in more effective and fair law enforcement.

Abstract

This study aims to examine Roccipi's analysis of the implementation of professional zakat policy for civil servants in Sinjai Regency. This is a qualitative study. The research design is field research. The results of this study indicate that based on the analysis using the Roccipi method, there is an opportunity to accelerate the implementation of professional zakat for civil servants in Sinjai Regency in the form of the large potential for professional zakat in Sinjai Regency. Additionally, challenges were identified that hinder the implementation of professional zakat for civil servants in Sinjai Regency, including the absence of local regulations specifically governing the implementation of professional zakat for civil servants in Sinjai Regency, an incomplete integration of the muzakki database, low transparency and digitalisation, insufficient socialisation, the absence of performance evaluations for UPZ in relevant agencies, limited understanding among muzakki, differences in perspectives regarding the obligation of professional zakat, insufficient competence of zakat collectors, limited support from the local government and the Ministry of Religion, poor communication among zakat collectors, the insignificant contribution of professional zakat to the local budget, and some civil servants believe that zakat is merely an individual responsibility.

Abstract

Land ownership rights are the strongest, fullest, and hereditary form of land rights in the Indonesian agrarian law system as regulated in the Basic Agrarian Law (UUPA) Number 5 of 1960. In its development, land ownership rights have experienced various dynamics influenced by legal, social, and economic factors. Changes in land-related regulations, such as the influence of the Job Creation Law and agrarian reform policies, have greatly affected land ownership and use in Indonesia. In addition, various problems such as legal uncertainty, agrarian conflicts, overlapping ownership, and land mafia practices have further complicated land ownership rights. Therefore, this study aims to analyze land ownership rights from the perspective of Indonesian agrarian law, examine the development of regulations related to land ownership, and identify challenges in the protection and implementation of land ownership rights. The analysis uses a normative juridical method with a statute approach and a conceptual approach. The legislative approach examines various regulations governing land ownership rights, including UUPA, Government Regulation Number 24 of 1997 concerning Land Registration, and other land policies. Meanwhile, the conceptual approach is used to understand the basic principles of agrarian law and its relevance in protecting land ownership rights. The research is supported by a literature study of various legal sources, such as academic journals and books related to land law. With this approach, this research is expected to provide a more comprehensive understanding of the dynamics of land ownership rights in the Indonesian agrarian legal system, as well as contribute to more equitable and sustainable land policy development.

Abstract

It is important to develop a clear framework in political education so that people in Lamongan Regency can understand the dynamics of populism and actively participate in the 2024 elections. Thus, this research is expected to make a significant contribution to the understanding of populism and its impact in Lamongan Regency, as well as create a more effective strategy ahead of the 2024 elections. It is important to ensure that all stakeholders are committed to creating an environment that supports constructive dialogue, so that the 2024 elections can run more fairly and inclusively. In the face of the 2024 election, it is important for the public to understand the role of populism in the local political context and its impact on social stability in Lamongan Regency. Inclusive and collaborative political education will help the public understand the issues of populism, so that the 2024 elections in Lamongan Regency can take place more peacefully and constructively. It is important to emphasize that effective political education will empower the community, so that they can contribute positively to facing the challenges of populism and strengthening democracy in Lamongan Regency. Therefore, strong collaboration between all elements of society, including religious organizations and educational institutions, is essential to create collective awareness of populism and its impact in Lamongan Regency.It is important to prioritize further research on the specific impact of populism on voter behavior in Lamongan Regency, in order to formulate a more effective strategy in the upcoming elections.
