Abstract

Criminal law is often used to solve social problems, especially in crime prevention. In particular, the problem of gambling as a form of social disease, a form of social pathology. Enforcement of criminal law to tackle gambling as deviant behavior must continue to be carried out. This is very reasonable because gambling is a threat a real threat to social norms that can lead to individual tensions as well as social tensions. Gambling is a real or potential threat to the nation. Thus gambling can become an obstacle to national development with material-spiritual aspects. Because gambling educates people to make a living in an unreasonable manner and forming a "lazy" character. While development requires individuals who are active, hard working and mentally strong. It is very reasonable then gambling must immediately find ways and rational solutions for a solution. Because it is clear that gambling is a social problem that can interfere with the social functions of society. One of the rational efforts used to tackle gambling is the criminal law policy approach.The use of legal remedies, including criminal law, as an effort to overcome social problems, including in the field of law enforcement policies. Besides that, because the goal is to achieve public welfare in general, law enforcement policies are also included in the field of social policy, namely all rational efforts to achieve public welfare.

Abstract

Etymologically, the terms emigration, immigration and transmigration all come from the Latin discussion of migration, which means population movement. The movement of people from one place to another, near or far. So, the definition of migrant is the large-scale movement of people from one place to another. Rohingya is a Muslim ethnic group that has lived in Myanmar for centuries. They are a minority, because the majority of Myanmar's population adheres to Buddhism. The government's policy is already underway by providing food and clothing assistance and refugee camps for the Rohingya ethnic group, but many rejections of Rohingya refugees are due to a lack of appreciation for what has been given to them. It would be better for these Rohingya refugees to be returned to Bangladesh on an island specifically for their people where British organizations have raised funds for them.

Abstract

This article discusses the process of examining marriage dispensation cases prior to and following the enactment of Supreme Court Regulation Number 5 of 2019 concerning Guidelines for Adjudicating Marriage Dispensation Cases. This paper was written using a qualitative research method, specifically normative and empirical juridical approaches. According to the findings of this study, the provisions of Supreme Court Regulation Number 5 of 2019 have explicitly regulated several things that are not specifically regulated in the formal and material rules governing marriage dispensation. The adoption of this regulation is anticipation and standardization for judges in making legal decisions so that court decisions pay more attention to the best interests of children when granting a marriage dispensation application.

Abstract

Political parties are an important measure and condition for whether a country can be called a democracy or not. In other words, political parties in modern political life have become a very clear measure to see the level of democracy in a country. Political parties have become the most important representation of society's political power (political infrastructure) in modern political life for all countries that call themselves democracy country. The data collected from research sources is used as analytical data and to analyze the issues discussed, namely about the pioneering and succeeding generations which are based on a party theory. The development of the study of party theory has been tried to be traced from the pioneering generation that emerged at the beginning of the 20th century to its development until the 1990s. The explanation that the author has put forward in the discussion of this article is realized to be more focused on the development of the study of political parties that occurred in the Western world. The theories developed to date regarding political parties are still dominated by theories originating from the United States and parts of Europe. This condition raises concerns because theories originating from the west are not fully appropriate to the conditions of countries outside the United States and Europe.

Abstract

Kinerja LLDIKTI Wilayah VII sesuai dengan Peremndikbudristek No 55 Tahun 2024 yang termasuk ke dalam urusan pembentukan satgas Pencegahan dan Penanganan Kekerasan di Perguruan Tinggi di Jawa timur. Penelitian ini merupakan penelitian yang menggunakan metode kualitatif dengan menggunakan teknik pengumpulan data beruapa observasi, wawancara, dan dokumentasi. Penelitian ini menggunakan teori dari Joseph Wholey (1979) dengan menggunakan lima indikator yaitu Efektifitas, Efisiensi, Kualitas, Kepuasan, dan Dampak yang masuk ke dalam teori evaluasi kinerja, Sehingga menghasilkan suatu gambaran secara ilmiah tentang evaluasi kinerja dari LLDIKTI Wilayah VII dalam pembentukan satgas PPKPT, penelitian ini bertujuan untuk mengevaluasi kinerja LLDIKTI dalam pembentukan satgas PPKPT. Maka diperoleh hasil penelitian bahwa LLDIKTI Wilayah VII telah melakukan kinerja yang baik dalam pembentukan satgas PPKPT yang sesuai dengan indikator evaluasi kinerja. Dapat diambil kesimpulan bahwa LLDIKTI Wilayah VII memiliki kinerja yang baik dalam membentuk satgas PPKPT dengan berbagai strategi yang telah dilakukan sebagai bentuk percepatan pembentukan satgas PPKPT.

Abstract

This research aims to analyze the fraud that occurs in the high school PPDB system in Depok City in 2024 towards the implementation of e-government. This research also analyzes more deeply the factors and impacts that occur due to fraud in the high school PPDB in Depok City. The research method used is a qualitative approach with a descriptive research type. Sources of data obtained through primary data, which comes from direct interviews with one of the high schools in Depok City, and secondary data derived from various literature on high school PPDB. The result of this research is that there are still irresponsible people behind the PPDB Online system in Depok City. The data obtained from the field also states that the irresponsible person comes from someone who has a strong relationship. Strong bureaucratic reforms are needed from both the government and the community to be able to minimize and prevent the occurrence of high school PPDB fraud in Depok City from happening again. The contribution of this research to the development of political science is to broaden the understanding of the implementation of e-government in the education aspect, namely how the dynamics between government-owned technology and the implementation of local bureaucratic practices. In this case, online PPDB is designed to increase transparency and accountability, but instead opens new loopholes for various indications of fraud that have the potential to weaken the effectiveness of the system. This research shows that digital innovation in public policy must be accompanied by structural reform in order to democratize public services effectively.

Abstract

This research discusses the evaluation of the Suroboyo Innovation Program (Inovboyo) organized by the Surabaya City Government to encourage community participation in creating regional innovations. The introduction highlights the importance of regional innovation as an effort to improve competitiveness and community welfare, as well as the challenges of participation that had declined in 2023. The research uses a descriptive qualitative method with data collection through interviews, observation, and document analysis, as well as Miles and Huberman's interactive analysis technique to gain an in-depth understanding of the inhibiting and supporting factors of community participation. Theories of community participation and public policy served as the basis for the analysis, with a CIPP (Context, Input, Process, Product) evaluation approach to assess program implementation and impact. The results showed that the main obstacles were limited understanding of the benefits of the program and the affordability of information, especially for people who were not familiar with digital technology. After improving the promotion and education strategy, participation increased significantly in 2024. The research conclusion confirms that the success of regional innovation programs is strongly influenced by adaptive communication strategies, massive socialization, and adequate digital infrastructure support. Recommendations are given that local governments continue to develop technology-based promotion strategies and strengthen collaboration with the local government.

Abstract

This study looks at how Surabaya’s new policy limiting one house to a maximum of three family cards (Kartu Keluarga or KK) is being carried out in Kecamatan Semampir. The policy was introduced to fix inconsistencies in the population database, where many people were registered at addresses they no longer lived at—or never lived at to begin with. Some houses were found to have dozens of family cards linked to them, which created problems for service delivery and planning. Using a qualitative approach, this research draws on interviews, field observations, and official documents to understand how the policy is being implemented on the ground. While the city has started enforcing limits through a web-based system, the process hasn’t been smooth. In Semampir, the number of family cards flagged for removal is the highest in the city. Challenges include limited outreach, resistance from residents, and gaps in coordination across local government offices. The findings suggest that implementation depends not just on rules, but on how well they’re explained, how much support is available, and whether staff are equipped to follow through. This paper recommends improving communication with residents, strengthening interagency cooperation, and making sure local officials have the tools and training to manage changes in population data.

Abstract

Penelitian ini mengkaji peran strategis perempuan adat Papua dalam upaya iklim berkelanjutan, dengan fokus pada kontribusi mereka dalam pelestarian lingkungan, pengelolaan sumber daya alam berbasis kearifan lokal, serta adaptasi terhadap dampak perubahan iklim. Perempuan adat Papua memiliki relasi yang kuat dan spiritual dengan alam, yang tercermin dalam praktik sehari-hari mereka seperti pertanian tradisional, perlindungan hutan, dan konservasi air. Meskipun demikian, kontribusi ini sering terabaikan dalam kebijakan iklim dan pembangunan formal. Penelitian ini menggunakan pendekatan kualitatif deskriptif dan analisis data sekunder. Hasil penelitian menunjukkan bahwa perempuan adat bukan hanya penjaga ekosistem, tetapi juga agen penting dalam menjaga keseimbangan ekologis dan ketahanan komunitas terhadap krisis iklim. Namun, mereka menghadapi tantangan struktural seperti diskriminasi gender, minimnya akses terhadap informasi iklim, dan ketidakhadiran dalam ruang pengambilan keputusan. Penelitian ini menegaskan bahwa pengakuan, perlindungan, dan pelibatan perempuan adat dalam kebijakan iklim adalah kunci dalam mewujudkan pembangunan iklim yang adil, inklusif, dan berkelanjutan.

Abstract

The expansion of provincial boundaries in 2022 gave rise to a new and youngest province, namely West Papua, with its capital in Sorong. Law No. 20 of 2001 granted Papua broader authority in the implementation of Special Autonomy. It explicitly states that the people of Papua and West Papua are entitled to equitable development. However, alongside the development of globalization, widespread economic development aimed at improving welfare does not necessarily align with policies that should enhance the standard of living for the people of Papua. Instead, it has led to the exploitation of natural resources and failed to improve the quality of life for the Indigenous Papuan People (OAP) because industrial development is driven by large corporations. This paper aims to analyze the interconnection between globalization and decentralization in line with the implementation of Special Autonomy in West Papua. The perspective of globalization refers to economic liberalization in decentralization to analyze development issues in West Papua by examining foreign and domestic investment as threats to the welfare of the indigenous Papuan community. The implementation of decentralization through Special Autonomy over the past twenty-three years, particularly for the Indigenous Papuan people, has not had a significant impact on sustainable development, especially regarding natural resources. The central government's policy through the Job Creation Law aims to expand foreign investment without considering the land rights and customary rights of the Indigenous Papuan people in West Papua.
