Abstract

The transition of Vocational High School (SMK) graduates into the labor market constitutes a strategic challenge within Indonesia’s workforce development policy, particularly at the regional level. This study analyzes the dynamics of job placement matching among SMK students in Kabupaten Bogor during the 2023–2025 period using secondary data derived from the Job Placement Assessment implemented under national labor policy. The assessment measures psychological readiness across seven dimensions and generates recommendations for domestic employment, overseas employment, and entrepreneurship. Using a quantitative descriptive design with a limited longitudinal perspective, this study examines year-to-year changes in the distribution of job placement recommendations. The results show that while the psychological readiness profiles of SMK students remain relatively stable over the observed period, job placement outcomes experience significant shifts. Recommendations for domestic employment decline, whereas recommendations for overseas employment and entrepreneurship increase. These findings indicate that changes in job placement outcomes are primarily driven by structural and contextual labor market dynamics rather than by changes in individual readiness. The study underscores the importance of integrating psychological assessment data with regional labor market analysis to support adaptive career counseling, targeted workforce planning, and region-specific employment policies. By emphasizing the need for longitudinal and territorial interpretation of assessment outcomes, this research contributes to evidence-based policymaking in vocational education and labor market governance.

Abstract

The rapid development of financial technology accompanied by consumer behavior has increased the financial literacy gap despite the high level of inclusion in Indonesia, triggering an analysis of cognitive and behavioral factors that influence financial satisfaction. This study aims to examine the influence of Mental Accounting and Financial Behavior on Financial Satisfaction among lecturers on Bengkalis Island. Using a quantitative explanatory approach with Partial Least Squares Structural Equation Modeling (PLS-SEM), the population included all active lecturers with a sample of 207 respondents through convenience sampling. Data were collected via an online Likert-scale questionnaire (26 indicators) and analyzed using SmartPLS 4 through outer-inner model evaluation and bootstrapping. The results showed that Mental Accounting (β=0.137, t=2.001, p=0.045) and Financial Behavior (β=0.182, t=2.824, p=0.005) significantly influenced Financial Satisfaction (R²=0.054). The conclusion states that structured financial grouping and disciplined spending habits improve lecturers' financial well-being, suggesting the integration of financial literacy training into professional development programs.

Abstract

The increase in pollution load from domestic activities demands the existence of an effective wastewater treatment system to protect environmental quality and public health. Therefore, this study was conducted to evaluate the effectiveness of the Semanggi Wastewater Treatment Plant (WWTP), Surakarta City, in improving the quality of domestic wastewater. Wastewater samples were taken at the influent and effluent points, then analyzed based on physicochemical and biological parameters, including pH, BOD, COD, TSS, ammonia, total detergent, oil and fat, residual chlorine, and fecal coliform. The results showed that the influent wastewater exceeded quality standards in several parameters, indicating a high load of organic and biological pollutants. After the treatment process, all parameters met the quality standards for domestic wastewater according to Regulation No. 11/2025. The efficiency of BOD, COD, TSS, and fecal coliform removal reached over 80%, categorizing it as very effective, while ammonia and residual chlorine were also effectively reduced. Oil and fat experienced moderate reduction, and total detergent showed low removal efficiency, but the effluent concentration remained within safe limits. Overall, the results confirm that the Semanggi Wastewater Treatment Plant operates well in reducing domestic wastewater pollutants and plays an important role in environmental protection efforts and improving public health.

Abstract

The exploitation and human trafficking practices against Indonesian migrant workers employed on foreign-flagged fishing vessels demonstrate the weakness of cross-jurisdictional legal protection. This study aims to analyze the regulatory framework governing legal protection for migrant workers in the fisheries sector; to examine the legal strategies and policies that may be developed to strengthen such protection. The research employs a normative juridical method, incorporating statutory, conceptual, and case approaches, and uses qualitative descriptive analysis of primary, secondary, and tertiary legal materials. The findings indicate that Law No. 18 of 2017 and Government Regulation No. 22 of 2022 provide a strong legal basis in Indonesia; however, inter-agency coordination gaps and limited cross-border supervision hinder their effective implementation. To reinforce both legal and economic protection, institutional synergy, consistent supervision, and the ratification of the ILO Convention No. 188 of 2007 and the Cape Town Agreement of 2012 as supporting international legal instruments are required. This study contributes to the strengthening of institutional and cross-jurisdictional policy synergy to ensure the protection of Indonesian migrant workers in the fisheries sector through an integrated legal and economic approach.

Abstract

This study evaluates the effectiveness of six bias correction methods, namely Linear Scaling, Delta, second- and third-order Polynomial, Quantile Mapping, and Hybrid Polynomial–Quantile Mapping, in improving satellite-based precipitation estimates and assessing the performance of three satellite rainfall products through validation and verification processes. In addition, the influence of rainfall classification on validation results is examined. Model performance is evaluated using the correlation coefficient, percent bias (PBIAS), Nash–Sutcliffe efficiency (NSE), and the ratio of RMSE to standard deviation (RSR). The results indicate that PERSIANN-CCS, despite having the smallest grid size and the highest spatial resolution, exhibits greater rainfall variability and lower agreement with rain gauge observations, particularly during extreme and minimum rainfall events. In contrast, GSMaP and Power MERRA-2 demonstrate rainfall patterns that are more consistent with observed data. Rainfall classification shows that the calibration dataset consists of 60% normal years and 40% wet years, with no dry years, while the verification dataset does not include wet-year conditions. Based on the calibration and validation results, Power MERRA-2 corrected using the third-order polynomial method provides the best performance at daily, monthly, and annual timescales. Verification results indicate satisfactory performance at monthly and annual scales, as well as improved daily-scale performance under normal-year verification scenarios, supported by cumulative distribution function (CDF) analysis

Abstract

This study aims to analyze students’ conceptual difficulties in learning Linear Algebra at STAI Al Hikmah Tebing Tinggi. The research employed a descriptive qualitative approach, with data collected through diagnostic tests, in-depth interviews, and documentation. The results indicate that students experience significant conceptual difficulties in four main aspects: systems of linear equations, matrix operations and their properties, elementary row operations, and abstract concepts such as vector spaces and linear transformations. The factors contributing to these difficulties include weak prerequisite knowledge, ineffective teaching methods, a lack of meaningful practice problems, limited learning resources and instructional media, and low learning motivation. These conceptual difficulties hinder students’ understanding of subsequent courses that require Linear Algebra as a prerequisite. Therefore, improvements in instructional strategies oriented toward conceptual understanding, the use of visualization technologies, the development of contextual learning materials, and the implementation of active and collaborative learning approaches are necessary to enhance the quality of Linear Algebra instruction.

Abstract

The exercise of extraterritorial jurisdiction against a foreign head of state raises fundamental problems in international law because it directly implicates the principles of state sovereignty, head-of-state immunity, and the prohibition of the use of force. Normatively, international law recognizes that an incumbent head of state enjoys personal immunity (immunity ratione personae) from the criminal jurisdiction of other states, grounded in customary international law and international jurisprudence. This principle is reinforced by the Charter of the United Nations, particularly Article 2(4) on the prohibition of the threat or use of force and Article 2(7) on the principle of non-intervention (UN Charter, 1945). However, the practice of some states applies extraterritorial jurisdiction unilaterally under the rationale of global law enforcement or national security, while in practice disregarding head-of-state immunity and the limits of territorial sovereignty. This condition reflects normative fragmentation and the politicization of the application of international law. Regulatory weaknesses are evident in the absence of a comprehensive international instrument governing the limits of extraterritorial jurisdiction over senior state officials, weak enforcement mechanisms for violations of the non-intervention principle, and the lack of effective sanctions outside international judicial fora. This research employs a normative legal method, using approaches grounded in international legal instruments, conceptual analysis, and jurisprudential review, including the Arrest Warrant decision (Democratic Republic of the Congo v. Belgium, 2002). The findings confirm that cross-border law enforcement through coercive measures without the consent of the territorial state or a mandate from the UN Security Council is inconsistent with state sovereignty and the prohibition of the use of force. Therefore, international legal norms should be strengthened through multilateral instruments and lawful accountability mechanisms to safeguard the supremacy of international law.

Abstract

The rapid development of digital technology has increased the need for personal data protection in Indonesia, but has not been matched by the presence of an effective supervisory agency as mandated by Law Number 27 of 2022 concerning Personal Data Protection (PDP Law). The problem formulation in this study is to analyze the ideal form of the position and independence of the PDP supervisory agency within the concept of an independent state institution and analyze the urgency of establishing a personal data protection supervisory agency in the context of implementing the PDP Law. This study uses a normative juridical method with a legislative approach to Articles 58–61 of the PDP Law, reinforced by scientific literature related to the design of independent state institutions. The results of the study indicate that the authority of the supervisory agency as stipulated in the PDP Law is regulatory, supervisory, investigative, and administrative sanction enforcement, thus requiring the existence of an agency that is institutionally, functionally, and organizationally independent. The increasing number of personal data leaks and the potential for conflicts of interest if the supervisory function is placed under a ministry emphasizes the urgency of establishing an independent supervisory agency. In conclusion, the PDP supervisory agency should ideally be designed as an independent state agency with full authority, and the establishment of a supervisory agency is urgent to ensure the effectiveness of the implementation of the PDP Law.
