Abstract

Simpang Kanan District is an area located in Rokan Hilir Regency. Since 2018 Simpang Kanan District has experienced an increase in drug circulation and abuse. So it requires the role of the police in tackling the distribution and abuse of narcotics. The purpose of this study was to determine the role of the police in tackling the distribution and abuse of narcotics in Simpang Kanan District. This study uses a qualitative descriptive research method. With data collection techniques used are primary data and secondary data obtained from observation, interviews, documentation. The results of this study indicate that the role played by the Simpang Kanan Police is inregulatory role Simpang Kanan Police carry out activities based on RI Law Number 8 of 1981 concerning the Criminal Procedure Code, then in enabling role In accordance with the regulations, the Simpang Kanan Police has two programs, namely preventive (prevention) the activities carried out are investigations to investigations and arrests and repression (law enforcement) activities carried out are filing, hereinafter in direct provision of goods and service Supervision activities carried out by the Simpang Kanan Police are checking urine, carrying out Friday vents, conducting socialization or counseling and conducting patrols. In carrying out its role the Simpang Kanan Police have several obstacles, namely from the police themselves who do not understand SOP investigations and from people who do not understand the impact of drugs themselves.

Abstract

Indonesian elections are a real expression of democracy and a vehicle for the people to declare their sovereignty over the state and government. Elections are based on Pancasila and the 1945 Constitution of the Republic of Indonesia. Elections are held in the Unitary State of the Republic of Indonesia (NKRI) based on the principles of direct, universal, free, confidential, honest and fair elections. Political participation in a democratic country is an indicator of the implementation of the highest legitimacy of state power by the people (people's sovereignty), which is manifested in participation in democratic parties (elections). It can be said that general elections are one of the means of democracy and a manifestation of people's sovereignty, to produce representatives and leaders who are ambitious, competent and responsible for the welfare of the people. A very interesting group of voters to follow and learn more about is first-time voters. New voters are voters who are voting for the first time in an election. The purpose of this research is to find out the forms of political participation of new voters in elections, the factors that support the political participation of new voters in elections, and the factors that hinder the political participation of new voters in elections. The writing method used in this journal article is a literature review supported by relevant research. New voters are expected to be more actively involved in political activities, dividing their time between studying.

Abstract

The background of this research is the decreasing attention to justice, especially justice to obtain the rights of persons with disabilities who are often considered as a group of people who have deficiencies both physically, sensory, and mentally. This treatment causes persons with disabilities to receive discriminatory treatment by society and the government. The government as one of the policy-making and policy-implementing units is expected to provide protection from the fulfillment of rights to its people. On that basis, the Provincial Government of Riau issued an Instruction to the Governor of Riau Regulation Number: 106 of 2015 concerning Instructions for Implementation of Regional Regulations of Riau Province Number. 18 of 2013 concerning the protection and empowerment of Persons with Disabilities regarding Persons with Disabilities as Other Service Providers. The purpose of this study is to examine how the employment equalization policy for persons with disabilities is implemented in Pekanbaru City and to identify aspects that impede the fulfillment of employment rights in Pekanbaru City. This study uses the theory of policy implementation by Van Meter and Van Horn along with the influencing factors. The method used in this research is a descriptive qualitative research method. With data collection techniques namely interviews observation and documentation. The results of this study indicate that the implementation of the policy of fulfilling labor rights for persons with disabilities is supported by the dimensions and objectives, resources, characteristics of implementing agencies, Communication, Disposition, Economic, social and political environment. Overall, the policies implemented by the agency have not run optimally, this can be seen from the lack of a disabled workforce working in companies. While the internal inhibiting factors are insufficient and there are not enough employees owned by the agency in carrying out the law, there is no clear punishment. Allocated for companies that violate the law and there is no clear communication between actors

Abstract

Service is an effort to help prepare, or take care of the needs of others. the performance of Ranah Baru village government employees in providing good public services to the community and can be seen from the Performance Indicators, whether the service has reached these indicators by village office employees in providing public services to the community. This study aims to determine the Performance of Employees in Improving Public Services in Ranah Baru Village office, Kampar District, Kampar Regency and to find out the inhibiting factors. This study uses the theory of Levine et al which consists of 3 indicators namely, Responsiveness, Responsibility, Accountability. The method used in this research is a descriptive qualitative research method. With data collection techniques, namely interviews, observation, and documentation. The result of this study is that the performance of employees in improving public services can be said to be not optimal. It is also known that the discipline of the Ranah Baru village office staff cannot be said well, the limited human resources in terms of quality and the lack of electronic media in the form of computers so that the performance of employees in providing services is experiencing delays. In connection with this, it is recommended that the government of the Ranah Baru village office, Kampar District, implement the SOP (Standard Operational Procedure) system, improve discipline and infrastructure, so that in the future the services provided to the community will get better.

Abstract

It is known that there are still some deficiencies, namely the limited ability or understanding of users in operating electronic service systems, which in this case the OSS-RBA program is known as the digital divide. Some of these deficiencies in the DPMPTSPTK of Kuantan Singingi Regency were the presence of complaints from the public about the difficulty in understanding licensing processing with changes to the permit application process using the system. The licensing process takes quite a long time because it depends on the network of officers working. The limited ability of these business actors makes them continue to visit the Office of Investment and One-Stop Integrated Services (DPMPTSP) of Kuantan Singingi Regency to process account registration and issue business licenses. The large number of business actors who come to the DPMPTSPTK results in the service process taking quite a long time, this is because the internet network at the DPMPTSPTK agency is still joined to the Regent's Office and the IT is always problematic so the internet connection is sometimes slow and the internet connection is lost. This is an obstacle in the data entry process for business actors, which hinders and slows down the assistance services for OSS-RBA operators at the DPMPTSPTK of Kuantan Singingi Regency for business actors. With the need for commitment and willingness from the service provider to be able to help and be open to input given by service recipients in obtaining business licensing. Several licensing service agencies in Indonesia have started to create a joint consensus in the licensing service process which is managed by the public (Adianto et al., 2017). Besides that, there is a lack of training from the DPMPTSPTK service for human resources in implementing the OSS-RBA system. In addition, it is recognized that currently the electronic licensing that has been implemented by the DPMPTSPTK of Kuantan Singingi Regency is not well known or understood by business actors due to the uneven distribution of direct socialization regarding how to use OSS-RBA services online to every region in the Regency. Abstract

The government as a public service provider is needed by the community, which must be responsible and continue to strive to provide the best service in order to improve public services. Law Number 25 of 2009 concerning Public Services is a reference for all public service agencies in providing quality services. Quality public services provided by the government to the community have a very important role in determining the success and sustainable satisfaction of the community. Community satisfaction is a measure of the success of public services provided by public service providers. The purpose of this study is to describe the implementation of the Electronic Identity Card (e-KTP) service by the Department of Population and Civil Registration of Indragiri Hulu Regency and to analyze or identify the inhibiting factors in the implementation of the Electronic Identity Card (e-KTP) service by the Department of Population and Civil Registration Indragiri Hulu Regency. This study uses the Pasuraman theory (Makmur & Thoha, 2017) which consists of: Tangible (direct evidence), Reliability (reliability), Responsiveness (responsiveness), Assurance (guarantee), and Empathy (attention). The research method used is qualitative with a phenomenological approach, and the data sources used are primary data and secondary data, with data collection techniques namely observation, interviews, literature review, and documentation. The results of this study indicate that the service of Electronic Identity Cards (e-KTP) by the Department of Population and Civil Registration of Indragiri Hulu Regency from the aspects of tangible, reliability, responsiveness, assurance, and empathy has not been implemented properly. In addition, employees who work at the Department of Population and Civil Registration of Indragiri Hulu Regency have not been able to provide services in accordance with the expectations and desires of the community.

Abstract

Digitization is the process of converting information or data from a physical form into a digital format that can be processed using information technology. In an effort to improve the quality of public services, the government needs to utilize various online platforms such as websites, mobile applications and social media. This step aims to strengthen the E-Government system and facilitate public access to information and services provided by the government. Thus, digitization plays an important role in advancing public services and increasing interaction between government and society. The purpose of this study was to find out how the application of the concept of digitization in public services at the Manunggal Jaya Village Office. This study uses qualitative research methods aimed at describing, summarizing the various conditions, situations or variables studied. Data collection was carried out through interviews, observation, and literature studies. The data collection techniques are purposive sampling and accidental sampling. The research focus includes elements of support, capacity, benefits, as well as supporting and inhibiting factors in implementing the concept of digitalization. The results of the study show that as a form of implementing the digitalization concept, Manunggal Jaya Village has developed and activated an official website as an effort to improve the quality of public services. However, the obstacles found were the lack of public knowledge about the Village website and low participation in accessing it. For this reason, wider socialization and education that is directed to the community is needed regarding the use of the Village website.

Abstract

The Paser Belengkong Animal Health Center Technical Implementation Unit (Puskeswan) was established in the context of developing animal health services and to support the prevention and control of strategic and contagious animal disease (zoonosis) programs. The concept of UPT Puskeswan Paser Belengkong is to be the spearhead of animal health services in its working area which is modern, advanced, effective, efficient, safe, comfortable. Therefore, to support the implementation of achieving these goals, it is necessary to know the extent of performance conditions and determine strategies for improving the performance of human resources for animal health services at UPT Puskeswan in Paser Belengkong District. Data analysis in this study uses SWOT analysis. SWOT stands for S: Strength, W: Weakness, O: Opportunity, T: Threts (threat). This SWOT analysis is basically a strategy by taking into account the organization's internal consisting of strengths and weaknesses and external conditions consisting of opportunities and threats. Internal conditions are conditions that are controllable (can be influenced/controlled), while external conditions are more uncontrollable (cannot be influenced/controlled). Based on the results of the SWOT research, it was concluded that the strategy for improving HR performance at UPT Puskeswan Paser Belengkong is a strategy: (1) HR arrangement according to work capacity; (2) Continue education (CE) or continuing education; (3) Increase promotion to the public.

Abstract

The goal of health development applies to all hospitals in Indonesia, one of whichis the Regional General Hospital. Regional General Hospital is a hospital established and managed by the Regional Government in Law no. 44 of 2009 article 7. At Teluk Kuantan Hospital for emergency services there are still public complaints regarding employee performance that is not in accordance with the Minimum Service Standards, so the hospital received a warning from the local government. So, researchers want to know how the performance of the Employees of the Teluk Kuantan Regional General Hospital for Emergency Services is. The theoretical concept used in this study is an employee performance indicator by Riduwan (2008). The research method used is a qualitative research method with a descriptive approach through interviews and documentation. The results of this study are that the performance of employees at the Emergency Service Regional General Hospital is still not optimal and not in accordance with the Duties and Functions that have been made. The inhibiting factors for performance are the lack of infrastructure, lack of employee skills and lack of human resources.

Abstract

A person with Social Welfare Problems (PMKS) is a family or community group who due to an obstacle, difficulty or disorder, is unable to carry out their social functions, so that they cannot meet their life needs (physical, spiritual, and social) adequately and reasonably, these obstacles, difficulties and disorders can be in the form of poverty, displacedness, disability, social decency, backwardness, alienation and environmental changes (suddenly) that are lacking supportive, such as the occurrence of disasters. Therefore, the Social Service as an element that organizes local government affairs with the authority of decentralization and deconcentration in the fields of protection, social security, services, social rehabilitation, social empowerment of the poor provides direct services to protect, redability and empower as well as meet the basic needs of PMKS. The purpose of this study is to find out how the strategy of handling people with mental disorders in Rokan Hilir and to find out the inhibiting factors in handling people with mental disorders in Rokan Hilir Regency. This research uses descriptive qualitative methods, and data collection techniques, namely interviews and documentation. The Strategy for Caring for Persons with Social Welfare Problems (PMKS) case study of People with Mental Disorders (ODGJ) in Rokan Hilir Regency, it can be concluded that the Stretegi currently carried out by the Social Service Office is already running, the focus of the strategy carried out is still on mental rehabilitation and although the program is running well, there are obstacles faced, namely the lack of funds and lack of community participation. This is explained in the indicators of the Mintzberg, Lampel, Quinn, Ghospal theory indicators, namely Objectives, Policies, Programs. But there are still inhibiting factors, namely the lack of budget for handling people with mental disorders (ODGJ) in Rokan Hilir Regency, lack of public understanding of the ODGJ Treatment Program. It is hoped that in the future the need to increase welfare and support for ODGJ aims to provide a focus in preventive efforts to prevent mental health problems, the allocation of funds from the Regional Government of Rokan Hilir Regency, especially for handling ODGJ, is expected to be more optimal and the Social Service is expected to be able to carry out outreach programs for ODGJ more evenly.
