Abstract

Development in the trade sector is an effort or strategic step in development in the border area, one of which is fulfilling the basic needs of the border community in Nunukan Regency, North Kalimantan Province. This study aims to analyze the effectiveness of fulfilling the basic needs of the border community in Nunukan Regency, North Kalimantan Province. This study uses a qualitative approach with data collection methods, namely observation, interviews, and documentation. Data sources consist of primary and secondary data. The data analysis technique used is an interactive analysis model. The informants in this study are parties who are authorized and directly involved in meeting the basic needs of the border area in Nunukan Regency, North Kalimantan Province. The results of the study indicate that the effectiveness in fulfilling the basic needs of border communities in Nunukan Regency, North Kalimantan Province is not yet effective enough. This is because in fulfilling basic needs in the border area, there is no set target. There are no regulations in this case, regional regulations and their derivatives that regulate the fulfillment of basic needs, especially the Transportation Cost Subsidy (SOA). The basis of the Transportation Cost Subsidy (SOA) policy has not been stated in regional regulations and has not been stated in the Governor's regulation. With the limited resources owned by the local government, it cannot accommodate all border area routes in Nunukan Regency, North Kalimantan Province, so the local government chooses and prioritizes the route or route of the Goods Subsidy Program (SOA) in sub-districts that have more demand and needs and are most in need.

Abstract

Public service issues are still often the main topic in society, starting from the lack of clear information and slow service that occurs in government in various cases, both related to information, administration and implementation of development in various fields, to the lack of resources that are able to provide the best service to the community. The current era of information technology, new media, which includes social media, is certainly one of the right solutions in overcoming communication and information problems for the government, but the problem is whether social media has been used optimally in carrying out public service duties by the government, especially the government in the village. Along with the many complaints from the public regarding government services, even though communication and information technology is already present in the midst of society and the government. This is the basis of this study, to be studied and studied in more depth, using a qualitative research approach, related to how social media becomes a communication channel for village governments in improving public services. Village governments in Minahasa Regency, North Sulawesi Province have not optimally used social media as an information channel in an effort to improve public services. This is evidenced by the lack of official social media from the village government as a media/information channel in supporting public services. Not all village governments have the human resource capabilities that can manage and operate social media well, actively and intensively in providing information to the public regarding programs, policies, and government regulations. Most village governments in Minahasa Regency do not yet have official social media as a medium/channel of information to the public. There are still many village government officials who use their personal social media for the needs of conveying information to the public, even then only when necessary. Obstacles to the Village Government in utilizing social media to improve public services include limited human resources, technological infrastructure, and cultural constraints, these factors affect the effectiveness of communication through social media.

Abstract

Maternal mortality rate and infant mortality rate are an indication of the low level of population welfare. Likewise, the high disparity in socio-economic levels - rich and poor, between regions and between urban and rural areas. Therefore, health services for mothers and children are the main priority in health development. The government at all levels of government has established and implemented health programs for mothers and children. However, it has not provided a good impact on the aspect of basic public services. Health services for mothers and children through integrated service posts are more visible at the village level and require serious attention from the government because they are very far from health service centers such as regional hospitals. Therefore, this study was conducted to describe and explain basic public health services for mothers and children in Talawaan District, North Minahasa Regency. This study is considered important from the aspect of public health and related to strengthening social capital in the superior fields of social humanities, arts and culture as well as the development and strengthening of institutional systems, health policies, and community empowerment in the superior fields of health and medicine in the Sam Ratulangi University research strategy plan. Data were collected through interviews with the Head of the Health Service and Health Center, Posyandu officers and pregnant mothers and those with toddlers. Observations were made by looking directly at basic health services in Talawaan District. Secondary data were collected during health service activities and conducting electronic searches on Google Scholar and ResearchGate. The analysis was carried out based on the stages of reduction, interpretation, drawing conclusions and verification/triangulation. The research findings that public services in the field of basic health are accessible, acceptable, fair and safe for mothers and children but are not yet fully efficient and effective in their implementation. The concept found from this study is that the community needs basic health services for mothers and children that are easy to access and accept, fair to all levels of society and medically safe. While the principles of efficiency and effectiveness are more about the interests of the organization in the use of resources and achieving goals.

Data was collected through a case study approach, interviews, observations, and analyzed qualitatively. This study concludes that in this modern era the government is required to create a service that can make things easier for society through the use of technology. One of the uses of technology made by the Supreme Court is e-court. E-Court is an electronic administration service that allows people to conduct matters online. Several service features available in e-court include online case registration (E-Filling), electronic down payment estimates (E-Payment), online summons (E-Summons) and online trials (E-Litigation).
