Abstract

International trade is an important sector in the Indonesian economy, especially through export activities involving sea transportation services. However, in practice, the process of transporting export goods cannot be separated from various risks, one of which is the crime of theft that causes large losses for business actors. This study aims to analyze the legal responsibility of transportation service providers in the case of theft of export goods, as well as to examine the legal protection of service users, especially PT. Spice Lines International which suffered losses due to theft during sea transportation. The research method used is a normative and empirical juridical approach, with data collection techniques through interviews and documentation studies. The results of the study show that although there are legal provisions governing the responsibility of carriers, their implementation is still weak. Many cases of losses due to theft are not resolved through legal channels due to evidentiary constraints, weak contract clauses, and lack of legal understanding from service users. The legal protection provided by laws and regulations has not been fully effective in guaranteeing the rights of service users to obtain compensation. Therefore, it is necessary to strengthen legal instruments in transportation agreements, improve logistics security systems, and optimize dispute resolution through mediation or arbitration. This study recommends a reformulation of regulations and synergy between stakeholders to create a fairer and more functional legal protection system in the export transportation service sector.

Abstract

As an archipelagic state, Indonesia possesses a strategic and resource-rich Exclusive Economic Zone (EEZ), yet remains vulnerable to sovereignty violations by foreign actors. These threats, particularly in the North Natuna Sea, have prompted the Indonesian government to implement maritime diplomacy as a non-military approach to safeguard its national interests. This article analyzes Indonesia’s implementation of maritime diplomacy in addressing unilateral claims by China and other threats within its EEZ. Using a qualitative approach and literature studies, the study highlights diplomatic strategies such as official protests, multilateral cooperation, defense diplomacy, and the development of border regions. The findings suggest that maritime diplomacy has been effective in reinforcing Indonesia’s legal position and international image, despite ongoing challenges in internal coordination and regional dynamics.

Abstract

This research study aims to quantify the extent of impact of Cyber Public Relations strategies to the level of trust towards QRIS by digital consumers. QRIS (Quick Response Code Indonesian Standard) is a digital payment system whose payment technology is based on QR-code that users can scan via the mobile phone. QRIS is gaining momentum in the fast-growing digital environment since it is convenient, effective, and aligned with the cashless-society project in Indonesia. Cyber Public Relations strategies are online communication programs undertaken by an institution or company to develop an organizational image, consumer involvement, as well as create faith in their services. The current research is a quantitative study of Cyber PR strategy and the extent of confidence with QRIS that uses the survey research design and the population of 100 respondents who use digital services. The results reveal that Cyber Public Relations actions have a powerful impact on the trust of QRIS users. As a result, it can be thus concluded that successful use of digital communications through Cyber PR practices is invaluable in making good impressions and in establishing consumer beliefs in QRIS as a secure and reliable mode of digital payment.

Abstract

This study aims to analyze the term of office of village heads according to Law Number 3 of 2024 and examine the legal politics behind the extension of the term of office. The change in the term of office from six years and three periods to eight years and two periods has raised pros and cons in the community, as well as raised questions about the direction of national legal policy. This research uses a normative juridical approach with a descriptive-analytical method, through a literature study of laws and regulations, legal documents, and scientific literature. The results of the study show that the policy of extending the term of office of village heads is more political than based on objective evaluation. Pressure from the village head association became the dominant factor in the legislation process, which showed the strong influence of group interests in the formation of laws. In theory, this policy is contrary to the principles of power limitation and constitutional democracy. In addition, the extension of the term of office has the potential to weaken community supervision, hinder leadership regeneration, and increase the risk of abuse of authority at the village level. Thus, the extension of the term of office of the village head not only has legal consequences, but also has an impact on the quality of local democracy. A critical evaluation of the political direction of law formation is needed so that it remains based on the principles of the state of law, democracy, and the protection of the interests of the village community.

Abstract

The prevalence of gender-based violence against women (GBVAW), including revenge porn as a form of technology-facilitated gender-based violence (TFGBV), reflects the evolving nature of crime alongside technological advances. The media plays an important role in shaping and disseminating information about crime, given that crime events do not directly affect every individual. Moreover, the media acts as a central agent in constructing the public’s perception of crime realities. Nonetheless, crime news frequently contains distortion and bias, resulting in a disparity between the actual social reality and how it is presented. This study explores the online mass media contribution to shaping public narratives regarding revenge porn cases involving female victims, with particular attention to the phenomenon of slut-shaming resulting from unbalanced reporting. The research employs a qualitative approach with content analysis, using the framework of newsmaking criminology. Two key indicators guide the analysis: media distortion in narrative construction and the sensationalization of crime news, as observed in six online media outlets operating through TikTok platform. The findings reveal that online media content disseminated via TikTok fosters public sexist reactions towards female revenge porn victims, often through slut-shaming practices. Media distortions and sensationalism contribute to a false perception associating revenge porn with pornography. As a result, victims are frequently labeled as “actors,” “players,” or even “porn stars,” despite their victimhood and the legal violations associated with such publications under Indonesian law.

Abstract

This study examines the effectiveness of Legal Metrology policy implementation in traditional markets, using Citeko Market in Purwakarta Regency, Indonesia, as a case study. It addresses issues of inaccurate weighing practices that disadvantage consumers and erode market trust. Employing a qualitative descriptive method, data was collected through interviews, field observations, and document analysis. Analysis was conducted using Winter’s (1990) policy implementation model, covering five dimensions: policy content, organizational coordination, management mechanisms, bureaucratic behaviour, and target group responses. The findings reveal weak inter-agency collaboration, inadequate daily oversight, and technical vulnerabilities in digital weighing instruments. Despite the existence of formal regulations and routine inspections, persistent gaps hinder consistent enforcement and consumer protection. The study concludes that implementation is only partially effective and recommends strengthening institutional coordination, increasing supervisory capacity, and enhancing public awareness to ensure fair trade and rebuild consumer trust.

Abstract

The Indo-Pacific region has emerged as a focal point of geopolitical tensions, primarily driven by advancements in nuclear military capabilities. This is particularly evident in the context of the AUKUS partnership, which facilitates the transfer of nuclear-powered submarine technology to Australia. Indonesia, known for its non-nuclear stance and active participation in ASEAN, has diligently worked to promote denuclearization and strengthen regional stability through multilateral diplomatic efforts on platforms such as ASEAN, the IAEA, and the Non-Aligned Movement. This analysis explores the complexities Indonesia faces in its endeavors, emphasizing the role of multilateral diplomatic strategies in addressing the nuances of nuclear-based military modernization. Employing a qualitative methodology focused on document analysis, the study reveals that Indonesia encounters several challenges, including major power rivalries, conflicting interests within ASEAN, and limited diplomatic resources. The article argues that multilateral diplomacy serves as a strategic pathway for Indonesia to advance peace in the Indo-Pacific, although it requires careful navigation of intricate geopolitical dynamicst.

Abstract

This article analyzes the policies implemented by the Tembelang Health Center to reduce stunting cases in Tembelang District, Jombang Regency. Through the analysis, it was found that the efforts implemented were by forming a Penta Helix collaboration involving five actors including academics, business, community, government, and media which were implemented in the "Beli Emas di Tembelang" program innovation policy. The purpose of this study was to analyze and describe how the Pentahelix collaboration policy reduced stunting in Tembelang District. The research method used was a qualitative method with a descriptive research type, data collection techniques through observation, interview, and documentation techniques. Based on the results of the study, it was found that the five Pentahelix actors involved in the collaboration had carried out their roles accordingto their respective fields. The implementation of the collaboration was considered to have been carried out well as evidenced by the implementation of the "Beli Emas di Tembelang" program policy having reduced stunting to 3.82% in 2024. The success of the program policy is certainly inseparable from the role and contribution of stakeholders in the Pentahelix collaboration.

Abstract

The increasing prevalence of casual sexual behavior among Indonesian adolescents has become a pressing concern, especially as social media platforms like YouTube present open narratives about sexuality. In the context of limited sex education and persistent cultural taboos, this study analyzes how the normalization of adolescent casual sexual behavior is represented in the YouTube channel Bincang Ranjang, focusing on the episode “Yang Penting Tiap Hari.” Using a qualitative interpretive approach and Charles Sanders Peirce’s semiotic theory, this research examines eleven selected scenes to identify the sign (representamen), object, and interpretant. The study also incorporates symbolic interactionism to explore how meaning is constructed through social interaction and media engagement. The findings reveal that verbal and non-verbal signs, such as facial expressions, gestures, and casual dialogue, represent casual sex as enjoyable, ordinary, and an acceptable part of adolescents’ identity exploration. The open and permissive interaction between the guest and host reinforces these representations without critical reflection or educational framing. Audience responses further demonstrate how meaning is negotiated and contested, highlighting generational and cultural tensions as well as peer validation. Through symbolic interactionism, this study illustrates how adolescents may internalize such narratives as part of social learning and identity formation. This study concludes that the episode contributes to the normalization of adolescent casual sexual behavior by framing it as personal freedom and emotional autonomy. Therefore, the findings emphasize the urgency of strengthening media literacy and critical sex education, enabling adolescents to interpret sexual content more reflectively, ethically, and responsibly.

Abstract

This study aims to explore the challenges and solutions in strategic planning of infrastructure and natural resources in Jayawijaya Regency, especially in the context of climate change. It was found that dependence on non-renewable energy sources contributes to climate change and disrupts energy supply. Proposed solutions include the development of renewable energy infrastructure, such as hydropower and solar energy, which can be integrated with sustainable natural resource management. Utilization of natural resources, such as air and sunlight, is expected to reduce carbon emissions and increase energy security. Spatial planning that considers energy networks is crucial to ensure accessibility and equitable distribution of energy throughout the region. Through this study, Jayawijaya Regency can not only face the challenges of climate change, but also create a more efficient and sustainable energy system, support economic growth, and improve the quality of life of the community.
