Abstract

The purpose of this study is to test and explain the influence of performance-based budgeting and competency on the accountability of the West Muna Regency Government. The approach to this study is to use a quantitative approach with a postpositivist paradigm. Data collection was carried out cross-sectionally using a questionnaire. The population of this study was all SKPD employees involved in regional financial management in the West Muna Regency Government in 40 Regional Work Units (SKPD) with a total of 120 employees. The sample size of this study was determined by the census method, so the sample size was 120 people. The analysis tool used for hypothesis testing is Partial Least Squares (PLS). The results of the study indicate that performance-based budgeting has a significant positive effect on government accountability in the West Muna Regency SKPD, and competency has a significant positive effect on government accountability in the West Muna Regency SKPD.

Abstract

This study aims to determine the Innovation of Birth Certificate Administration Services (Avocado) in Palu City. This study uses a qualitative descriptive research methodology. The data for this study came from two sources: primary data collected through extensive interviews with related informants and secondary data taken from related documents. Data collection methods include observation, interviews, and documentation. The results of the study indicate that birth certificate services with the ALPUKAT program are still not optimal. Applicants from the general public or those specifically looking for birth certificates, as well as service counter officers, are all stakeholders in birth certificate service innovations that aim to expedite the application process and provide the best service to the community. There must be a solid legal basis, support from program implementers, increasing awareness of the complex demands of society, and good public perception of bureaucratic services so that innovation can develop in birth certificate services. Many things hinder innovation in birth certificate services, such as a lack of public knowledge about service needs, few birth certificate service counters, and few opportunities for employees to pursue skills and career training.

Abstract

The purpose of this study was to analyze the effect of financial ratios on stock prices with company size as a moderating variable. This study was used population includes IDX30 index companies listed on the Indonesia Stock Exchange for the 2019-2023 period. Determination of the sample using purposive sampling technique, so that 15 companies were selected with a total of 75 data during the study period. This study was used moderation regression analysis with SPSS software version 26. The research shows the results that the liquidity ratio has a positive effect on stock prices, while the profitability ratio and leverage ratio have no effect on stock prices. Company size can moderate the relationship between liquidity ratio and stock price, but company size cannot moderate the relationship between profitability ratio and leverage ratio on stock price.

Abstract

This study examines trust in service towards e-government in the Inspectorate’s oversight of village fund utilisation in Buton Tengah Regency. The implementation of e-government aims to enhance transparency and accountability in financial governance. However, its effectiveness depends on the level of public trust in the system. Using a qualitative case study approach, this research analyses community and village officials' perceptions of the Inspectorate’s supervision through the Siswaskeudes application. The findings indicate that transparency, accessibility, and responsiveness play crucial roles in building public trust. Survey results show that the majority of respondents have a high level of trust in the system, particularly in its responsiveness (49.59% very trusting, 50.41% trusting), transparency (49.59% very trusting, 49.59% trusting), efficiency (58.54% very trusting, 41.46% trusting), and simplicity (39.84% very trusting, 58.54% trusting). However, challenges remain, including limited technological infrastructure, varying levels of digital literacy, and concerns regarding the Inspectorate’s independence. The study highlights that improving e-government services, addressing technical limitations, and increasing public participation in monitoring processes are essential for strengthening public trust. These findings provide valuable insights for policymakers to enhance digital-based oversight mechanisms and ensure more transparent and accountable village fund management.

Abstract

The Integrity Zone (IZ) is a bureaucratic reform concept that aims to create clean, transparent, and corruption-free governance. This program is implemented as a strategic step to improve accountability, efficiency, and quality of public services in government institutions. The implementation of the Integrity Zone (IZ) in the East Java Provincial Government plays an important role in increasing public satisfaction with public services. The purpose of the research is to evaluate the implementation of IZ in improving public services in the work units of the East Java Provincial Government, including its impact on service efficiency, public trust, and service innovation. The type of research used is qualitative descriptive, with interview, observation, and document analysis methods. The Theory and Indicators used in this study refer to the Service Satisfaction Theory (Parasuraman, Zeithaml, and Berry) which includes the dimensions of tangibility, reliability, responsiveness, assurance, and empathy. The results of the study show that the implementation of the Integrity Zone (IZ) in the East Java Provincial Government has succeeded in improving the quality of public services through bureaucratic reform that emphasizes the principles of integrity, efficiency, and transparency. The implementation of the Integrity Zone, especially through the digitization of services such as e-Samsat and e-Government, has accelerated public access to various administrative services. Recommended solutions include improving employee competence, expanding digitalization, and strengthening community participation in service evaluation. Also, community participation in service supervision and evaluation needs to be strengthened through more accessible complaint and survey channels.

Abstract

The Jula-Juli Action Program (Ujung Melayani – Ujung Peduli) is a public service innovation applied in Ujung Village, Surabaya. The program combines administrative services with social initiatives such as assistance for vulnerable groups, skills training, and increased citizen solidarity, with a technology-based approach and community participation. This study aims to analyse the effectiveness of the Jula-Juli Action Program in improving the quality of public services and empowering the community in Ujung Village. This study uses a descriptive method with a qualitative approach through surveys, participatory observations, and document analysis. The Diffusion of Innovations Theory by Everett M. Rogers is used to analyse the level of public awareness, perception of benefits, readiness for adoption, and the influence of the social environment on the implementation of these programs. The results of the July-July Action Program in Ujung Village show significant success in improving the quality of public services and community empowerment. The increase in the efficiency of administrative services is reflected in the ease of access and better transparency, which contributes to a drastic reduction in complaints about services. In addition, this program has succeeded in strengthening social solidarity through various care-based activities, such as skills training and assisting vulnerable groups. While challenges remain, such as information access gaps and resistance to technology, participatory strategies and technology-based approaches have been able to overcome them gradually. Solutions for program sustainability require strategies to increase human resource capacity, diversify funding, and strengthen cross-sector collaboration.

Abstract

This research explores how individual entrepreneurs' personalities can be mapped through palmistry and fingerprint analysis to understand their decision-making patterns. Using an exploratory qualitative approach, this study identifies the linkages between these biometric characteristics and decision-making methods, such as effectuation and causality. The results show that certain patterns in palmistry, such as hand types (fire, earth, air, and water) and life lines, and fingerprints, such as loop, arch, and whorl patterns, provide significant insights into entrepreneurs' personalities. For example, fire hand types reflect courage and creativity, which encourage innovative decisions, while earth hand types are more conservative, favouring stability and planning. The fingerprint patterns also provide additional insights into the personality dimensions that influence how entrepreneurs deal with business challenges.

Abstract

This research explores how individual entrepreneurs' personalities can be mapped. This study focuses on the culture and political communication of the legislative and executive in realising good governance in South Konawe Regency. The purpose of this study is to describe and analyse the culture of executive and legislative communication in realising good governance in South Konawe Regency. This study uses a qualitative approach by articulating the theory and concept of political communication that is oriented towards transactional communication between the legislative and executive. So, with this perspective, it is important to see how the communication culture occurs between the two regional institutions by using the political communication theory of McNair (2018). The results of the study reveal that the communication culture that exists between the executive and legislative is political communication that upholds family values.

Abstract

This study aims to determine the problems or issues faced by the Jambi City General Election Commission (KPU) in its efforts to fulfil the political rights of homeless voters in the 2024 Election. This study uses Taupiqurrahman's inclusive political theory framework, which emphasises accessibility, representation, equality of rights and protection, participation, and political education as the basis for analysing the fulfilment of the political rights of homeless voters. This study uses a descriptive qualitative method. The results of the study indicate that the problems faced by the Jambi City KPU in fulfilling the political rights of the homeless include difficulties in data collection due to not having a permanent place of residence and minimal ownership of population documents. This has an impact on the low accessibility of homeless voters in the election process and causes them not to be registered as legitimate voters. In addition, the lack of socialisation and political education targeting homeless groups also has an impact on their low participation. Other findings also show that homeless voters still face inequality of rights compared to different voter groups. On the other hand, administrative and operational constraints also limit the KPU in its efforts to fulfill the political rights of the homeless, including the lack of special regulations, uneven socialization, and the absence of cross-sector coordination to ensure that the political rights of homeless voters can be optimally fulfilled, these problems also hinder efforts for political inclusivity have not been realized.

Abstract

This study aims to analyse and describe the implementation of the financial application integration policy in Kotawaringin Barat Regency, as well as to identify the supporting and inhibiting factors influencing its implementation. Data analysis was conducted using an interactive analysis technique, which includes data collection, data reduction, data presentation, and conclusion drawing. The findings of this study indicate that the implementation of the financial application integration policy in Kotawaringin Barat Regency is as follows: (1) The policy implementation, particularly in regional financial management, has been running optimally. (2) Several internal and external factors contribute to the effectiveness of policy implementation, including: 1) Leadership support and regulatory framework; 2) Availability of resources; 3) Infrastructure support; 4) Organisational work culture; 5) Technical assistance; and 6) Coordination and networking between institutions. (3) The identified inhibiting factors include: 1) Technical limitations of the application; 2) Lack of continuous technical support; 3) Inconsistent policy support; 4) Limited system integration; and 5) System complexity.
