Abstract

Birokrasi merupakan unsur yang penting bagi sebuah negara. Esensi dari kinerja birokrasi sendiri berkaitan dengan pemenuhan kebutuhan dan keinginan dari masyarakat. Birokrasi digital membuka peluang untuk memperbaiki kinerja birokrasi serta membuka kesempatan selebar-lebarnya bagi masyarakat untuk berpartisipasi. Namun ternyata masyarakat Indonesia tidak sepenuhnya siap untuk berpartisipasi dalam birokrasi digital. Hal ini dikarenakan masih saja tampak di beberapa daerah masyarakat yang lebih memilih menggunakan cara konvensional dalam kegiatannya yang berkaitan dengan birokrasi. Padahal pemerintah sedang gencar-gencarnya menginisiasi dan meluncurkan birokrasi digital. Pembahasan dalam artikel ini mencoba melihat bagaimana kondisi kesiapan masyarakat untuk berpartisipasi dalam birokrasi digital, dengan metode deskriptif kualitatif dan menggunakan data sekunder. Dari beberapa faktor yang ada, yang cukup mempengaruhi ketidaksiapan masyarakat untuk berpartisipasi dalam birokrasi digital diantaranya yakni faktor budaya adopsi teknologi yang tidak merata, kualitas SDM yang masih rendah, dan adanya ketimpangan infrastruktur. Untuk menekan semua faktor penghambat partisipasi masyarakat dalam birokrasi digital, penting kiranya untuk memastikan kualitas pendidikan, memperkuat e-literacy, melakukan sosialisasi secara intensif, serta mengusahakan pendistribusian infrastruktur teknologi.Bureaucracy is an important element for a country. The essence of bureaucracy performance is related to fulfilling the desires of the citizen. Digital bureaucracy opens opportunities to improve bureaucratic performance and opens the widest possible opportunity for people to participate. Therefore, citizen participation is needed here. But in fact, the citizen is not truly prepared to participate in the digital bureaucracy because some citizens still use the conventional methods in their activities related to the bureaucracy. Even though the government is intensively initiating a digital bureaucracy, this article discusses how citizens' condition is to participate in the digital bureaucracy using qualitative-descriptive methods and secondary data. Of the several existing factors, the cultural factors of uneven technology adoption, low quality of human resources, and the existence of infrastructure inequality are the factors that influence citizen unpreparedness to participate in the digital bureaucracy. To suppress it all, it is important to ensure the quality of education, strengthen e-literacy, conduct intensive socialization, and seek technology infrastructure distribution.

Abstract

One of the positive impacts of the issuance of Law on the Government of Aceh Number 11 of 2006 is the formation of a strong foundation to form specific regulations under it, and one of them is in the field of education. Strong regulations make Aceh able to get a large fiscal capacity in building education in Aceh. However, at the practical level, the large budget in the field of education has not been directly proportional to the quality of existing education. This study aims to see to what extent the existing special autonomy funds have been able to improve the quality of education in Aceh. Management theory is used as a focus in analyzing this issue. Qualitative research with a strong data-based literature review approach can be accounted for as a method in this research. The result of this research is that the budget allocation management of the special autonomy fund for education in Aceh is still not effective. This is because there are still many activities carried out that have not been fully targeted, weak coordination and cross-sectoral cooperation, lack of long-term quality training. Coupled with the lack of creative programs implemented in supporting the achievement of improving the quality of education in Aceh. Therefore, it is necessary to have proper management and close cooperation between the Aceh government and all relevant stakeholders in order to jointly improve the quality of education in Aceh.

Abstract

Union Digital Centers (UDCs) have changed not just how government services are delivered, but also how entrepreneurs (UDDOKTA) live. This study appraises the demographic status of entrepreneurs of Union Digital Centers in Bangladesh. This study is based on a mixed approach to social research. Data were collected from 45 entrepreneurs of 25 UDCs in the southern part of Bangladesh. This study found most of the entrepreneurs get appointed from local inhabitants with proper training though it has a chance of political influence but regular monitoring has occurred. The entrepreneurs are under the age of 30 with a standard educational background. The reasons for joining at UDCs are to generate income and to enter an independent profession. Among male and female entrepreneurs, the dropout rate is higher regarding female than male counterparts because of their pregnancy or after marital issues. The rate of availability of male entrepreneurs in UDCs is higher than the female counterparts. Although the income of the entrepreneurs has become higher than before joining, low-income generation by male Entrepreneurs is surely a concern if it becomes lower than expectation. However, authorities must take care of the entrepreneur’s issues so that they can serve the entire community.

Abstract

Identitas masyarakat Aceh berupaya digambarkan dalam bentuk simbol tertentu, disini, elite mencoba mengidentifikasi masyarakat Aceh melalui bendera dan lambang. Langkah tersebut menimbulkan pertentangan dari kelompok masyarakat tertentu. Tulisan ini ingin mengkaji tentang fenomena sosial-politik yang ditimbulkan akibat adanya Qanun tentang bendera dan lambang Aceh. Metode penelitian yang digunakan adalah metode kualitatif-deskriptif. Alat pengumpulan data yang digunakan berupa wawancara mendalam, dimana teknik penentuan informan yang digunakan adalah teknik purposive sampling. Teknik analisis data yang digunakan adalah reduksi data, display data, dan verifikasi data. Hasil penelitian menunjukkan bahwa elite pemerintah, terutama Partai Aceh, mengidentifikasi Qanun bendera dan lambang sebagai simbol perdamaian dan sekaligus simbol pemersatu masyarakat Aceh. Namun hal tersebut ditentang oleh etnis minoritas karena tidak merepresentasikan Aceh secara menyeluruh. Walaupun begitu, respon etnik minoritas terhadap Qanun tentang bendera dan lambang Aceh terbagi menjadi dua kelompok, mendukung dan menentang. Berdasarkan penjelasan tersebut, diketahui bahwa rancangan qanun tentang bendera dan lambang Aceh sangat dipengaruhi oleh agenda politik identitas elite pemerintah. Perbedaan pemahaman antara elite pemerintah Aceh dan kelompok etnis minoritas mengakibatkan belum efektifnya penerapan Qanun tentang bendera dan lambang Aceh di Negeri Serambi Mekkah ini. The identity of the Acehnese people seeks to be depicted in the form of certain symbols, here, the elite tries to identify the people of Aceh through flags and symbols. This step led to opposition from certain groups of people. This paper wants to examine the socio-political phenomena caused by the existence of a Qanun on the flag and symbol of Aceh. The research method used is a qualitative-descriptive method. Data collection tool used in the form of in-depth interviews, where the technique of determining the informants used is purposive sampling technique. Data analysis techniques used are data reduction, data display, and data verification. The results of the study show that the government elite, especially the Aceh Party, identify the Qanun flag and symbol as a symbol of peace and at the same time a unifying symbol of the Acehnese people. However, this is opposed by ethnic minorities because they do not represent Aceh as a whole. Even so, the response of ethnic minorities to the Qanun regarding the flag and symbol of Aceh was divided into two groups, supporting and opposing. Based on this explanation, it is known that the draft qanun on the flag and symbol of Aceh is heavily influenced by the political agenda of the identity of the government elite. Differences in understanding between the Aceh government elite and ethnic minority groups have resulted in the ineffective implementation of the Qanun on the flag and symbol of Aceh in this Veranda of Mecca.

Abstract

Pengendalian penduduk merupakan urusan pemerintahan wajib yang tidak berkaitan dengan pelayanan dasar yang kewenangannya secara konkuren menjadi kewenangan pusat, provinsi dan kabupaten/kota. Kota Banda Aceh terus mengalami pertumbuhan penduduk setiap tahunnya. Pada tahun 2018 jumlah penduduk di Kota Banda Aceh mencapai 265,111 jiwa dengan laju pertumbuhan penduduk sebesar 2%. Dengan jumlah penduduk yang terus bertambah sehingga timbul beberapa masalah, yaitu tingginya tingkat produksi sampah, keterbatasan air bersih dan penurunan pertumbuhan ekonomi. Penelitian ini bertujuan untuk mengetahui pelaksanaan program Kependudukan Keluarga Berencana dan Pembangunan Keluarga (KKBPK) serta untuk mengetahui hambatan dan upaya yang dilakukan dalam mengendalikan laju pertumbuhan penduduk di Kota Banda Aceh. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Sumber data dalam penelitian ini diperoleh dari data primer yang didapat melalui proses wawancara dengan informan dan data sekunder yang didapat dari catatan, laporan, dan tulisan ilmiah yang relevan dengan topik penelitian. Hasil penelitian menunjukan bahwa program pengendaian laju pertumbuhan penduduk di Kota Banda Aceh belum berjalan dengan baik dan tidak tercapainya realisasi sasaran target. Beberapa faktor penghambatnya yaitu: rendahnya Pasangan Usia Subur (PUS) yang menggunakan alat kontrasepsi, rendahnya partisipasi pria dan keterbatasan sumber daya.

Abstract

Weak mastery of information technology for single-roof office employees in Maluku Province can hinder the service of a Driving License (SIM). There are several indications of research problems such as ineffective communication and slow service of office employees in operating technology, causing ineffective and inefficient work, especially with regard to vehicle archive management, vehicle physical checks, as well as in terms of vehicle data verification services on the results of physical checks carried out. The purpose of the study was to determine the use of technology in performing public services at the Manunggal One Roof office. The research method used is descriptive qualitative by conducting direct interviews with the main informants who have been determined. The research novelties are (1). Integrated administrative system services by using certain applications online to the public to obtain information and knowledge. (2). Utilization of information technology that is more effective and efficient still requires online-based training for employees of the one-stop office of Maluku Province. (3). It is necessary to recruit employees who have good technological mastery skills so that they can perform services effectively and efficiently.

Abstract

The position of cultural regeneration to develop social and economic growth in a post-black economy district like a former sex leisure business is becoming a thought-provoking investigation. This research focuses on a specific observation to find the relationship between regeneration and former prostitution in culture-led urban reinforcement to develop through the creative industry? What are the influences behind the rise of culture-led borough redevelopment in such a place of ex-prostitution? This research used the post-positivism paradigm with qualitative method approach. Some of the opinions behind the growth of culture-led urban regeneration have linked not only in cultural icon and urban identity but also in community consolidation to support the creative industry elaboration. Further, the products of culture-led urban renewal, we can say youth movements, has the assumption to potentially advance the local cultural policy discourses within creative industry outcome. This research presents the effect of accepted place in Dolly, the ex-biggest well-organized prostitution in southeast Asia located in Surabaya, Indonesia. It implication is to show the result of observations and experiences conducted with the local youth community, Melukis Harapan, as a cultural flagship development subject that successfully transform Dolly into an education-tourism-based creative village.

Abstract

Penerapan Trias Politika mempunyai beberapa khas tertentu di setiap negara tidak terkecuali Indonesia. Walau tidak secara resmi menyatakan menggunakan konsep-konsep Trias Politika namun apabila dilihat dalam UUD 1945 ternyata Indonesia juga mengacu pada konsep Trias Politika. Penelitian ini bertujuan untuk meninjau konsep Trias Politika menurut John Locke dan Montesquieu terhadap terbentuknya sistem politik di Indonesia. Dengan pendekatan kualitatif serta menggunakan metode Kajian Pustaka, penulis mencari berbagai referensi dari sumber-sumber utama dan menyimpulkan bahwa konsep pembagian kekuasaan yang dilakukan oleh Indonesia cenderung mendekati konsep yang dikemukakan oleh Montesquieu dengan sedikit berbeda pada pemisahan tugas Eksekutif dan Legislatif dimana di Indonesia Presiden dapat mengusulkan rancangan Undang-Undang kepada Dewan Perwakilan Rakyat serta memberlakukan kekuasaan Eksaminatif yaitu kekuasaan mandiri dalam pemeriksaan keuangan negara.The implementation of Trias Politica has certain characteristics in every country, including Indonesia. However, Indonesia does not officially declare to use Trias Politica concepts, but as seen from 1945, Indonesia's Constitution refers to a Trias Politica concept. According to John Lock and Montesquieu, this study aims to review the concept of Trias Politica for the formation of a political system in Indonesia. Using a qualitative approach and using the Literature Review method, the writer seeks various references from major sources and concludes that the concept of power distribution carried out by Indonesia tends to approach the concept put forward by Montesquieu only slightly different in the separation of executive and legislative duties in Indonesia where the president can propose a bill to the House of Representatives and in Indonesia impose an examination power, namely an independent power in the examination of state finances.

Abstract

This article intends to analyze the discourse of male sterilization (vasectomy) in Rwanda’s family planning practice. It seeks to understand the public opinion towards the vasectomy as a birth control tool in Rwanda. The Family Planning Vision 2020 (FP2020) forum started in 2012 and more than 150 political leaders met at the London Summit on Family Planning agreed to give 120 million women in the world’s poorest countries access to contraceptives by the year 2020. Rwanda has made great achievement toward these goals and the current trend in Family Planning use is encouraging. However, despite the explanations provided by the Government of Rwanda on the necessary need of family planning, many people including the religious leaders have different understanding on the family planning especially the male sterilization. By examining the discourse on family planning practices, this article demonstrates the different perception about vasectomy operation in Rwanda. The article is based on documents analysis and uses the methodology of political discourse theory.
