<![CDATA[A residence permit is a permit granted to a foreigner by a service official either manually or electronically to be in the territory of Indonesia. In practice, there is often misuse of residence permits. Misuse of residence permits is a legal event that often occurs in immigration crimes. Residence permits granted to foreigners to stay in the territory of the Indonesian state are often misused by the permit holders so that there are many cases of abuse of residence permits. The purpose of this study is to find out how to implement the Stay Permit Policy for Foreign Citizens at the Pekanbaru City Immigration Office and to find out what are the inhibiting factors for implementing the Stay Permit Policy for Foreign Citizens at the Pekanbaru City Immigration Office. This study uses a qualitative method with a descriptive approach, and in data collection using the methods of observation, interviews, and documentation. The results of the research obtained are that the implementation of the residence permit policy for foreign citizens at the Pekanbaru City immigration office has not run smoothly. There is still a lack of coordination between policy makers and implementers, resulting in weak supervision of foreign nationals in Pekanbaru City. And it can be seen from the results of the study, there are still foreign nationals who violate the provisions of the immigration administration such as exceeding the limit of their residence permit in Pekanbaru City. Then the inhibiting factor in the residence permit policy of Foreign Citizens in Pekanbaru City is the lack of supervision from the Pekanbaru City immigration office against foreigners who apply for residence permits, because there are still foreigners who violate the provisions of the immigration administration such as exceeding the limit of their stay permits (overstay). Even though the relevant agencies have supervised foreigners in accordance with existing procedures, only the foreigners themselves have made negligence, sometimes these foreigners ignore existing procedures at the immigration office so that immigration violations can be detrimental to themselves.]]>

<![CDATA[Tax is a people's contribution to the state treasury which has been determined directly by law to surrender part of the wealth owned. The Regional Revenue Agency of Riau Province has goals and objectives, namely the Realization of Regional Original Revenue as the main supporter of the smooth running of the administration of the Riau Province Government, the target of which is Increasing Regional Revenue. The Raiu Provincial Bapenda issued a PAD Management Program and outreach activities on Innovations that were issued to facilitate and improve motor vehicle taxpayer compliance in the city of Pekanbaru by issuing innovations. The purpose of this study was to determine the strategy of the Regional Revenue Agency of Riau Province in Building Motor Vehicle Taxpayer Compliance in the city of Pekanbaru. The type of research used in this research is descriptive qualitative. The required data collection is both primary and secondary data from interviews, observations, documentation, and then analyzed so that conclusions can be drawn from the research problem. The programs and activities planned in accordance with the strategic plan in the process of issuing innovations have not run smoothly, while the obstacles to this issued innovation are the lack of supporting apparatus which makes this innovation not run as smoothly as it should, the Riau Provincial Revenue Agency has not increased from the supporting apparatus that supporting the smooth running of every policy that is made, as well as the lack of public trust in the government is an obstacle for the Riau Province Bapenda to gain public awareness.]]>

<![CDATA[Application Electronic Government at the Pekanbaru City Religious Court Office is implementation service public with use technology information and communication in give service to public for manifest in the Religious Courts of the Bureaucratic Region Clean and Serving (WBBM). However, on implementation application Electronic Governance this still there is the problem that becomes obstacles on implementation, such as Allocation Source power humans who haven't equally and lack of sustainable socialization. Study this aim for knowing Application Electronic Governance at the Pekanbaru City Religious Court Office as well as factor the inhibitor. Draft the researcher 's theory use is E-Government theory by Indrajit with six indicator that is E-Strategy, Architecture, Risk and Program Management, Organizational Capabilities, Value Chain Management, and Performance Management. Study use method study qualitative with technique data collection based on interviews, observations, and documentation.The results of the research found are the application of Electronic Government at the Pekanbaru City Religious Court which has been carried out optimally, that the implementation of e-government provides convenience to the community.Inhibiting factors are the unequal allocation of human resources, lack of socialization and education, and network disturbances. So that it has an influence on the implementation of Electronic Government at the Office of the Religious Courts in Pekanbaru City.]]>

<![CDATA[This study aims to determine the Implementation of the Strategy of the Food Security Service in Pekanbaru City by using the theory of the Implementation of wheelen and hunger strategies in (Setyo Ryanto, 2018), namely Programs, Budgets, and Procedures. This type of research is qualitative which is descriptive with data collection techniques are interviews, observations, and documentation. For the determination of the informant, the author used purposive sampling. Furthermore, to analyze the data obtained, the author used an interactive analysis model from Soegiyono. The results showed that the implementation of the Food Security Service Strategy in Pekanbaru City has not gone well, which can be seen from the three indicators that the authors used in this study. Factors that hinder the Implementation of the Food Security Service Strategy in Pekanbaru City are the lack of supervision carried out by the Pekanbaru City Food Security Service, the lack of evaluation carried out by the Pekanbaru City Food Security Service, and the lack of participation from the community. This has an impact on the Implementation of the Food Security Service Strategy in Pekanbaru City.]]>

<![CDATA[The Pre-Employment Card Program is a program created by the ndonesian government in the form of training fee assistance to improve the competence of the workforce which is held throughout Indonesia. The target of the pre-employment card program is for job seekers, workers affected by termination of employment, and non-wage workers who need competency improvement. However, there are obstacles in the implementation of the Pre-Employment Card program in Pekanbaru City, such as the program targets that are still not appropriate and the participants' lack of interest in participating in the training. This study aims to determine the effectiveness of the pre-employment card program in Pekanbaru City. The theory used in this study is the theory of effectiveness by Budiani with four indicators, namely the accuracy of program targets, program socialization, program objectives, and program monitoring. This research method uses qualitative methods with data collection techniques based on observations, interviews, and documentation. The results of this study indicate that the effectiveness of the pre-employment card program in Pekanbaru City has not been effective both from the indicators of the accuracy of program targets, program socialization, program objectives and program monitoring. The factors that hinder the implementation of this program are the program is a program from the central government and the lack of public awareness.]]>

<![CDATA[Before starting a business, business actors such as the Home Food Industry (HFI) must have dealt with administrative matters such as permits. The Payakumbuh City Government has also regulated this in the Payakumbuh City Regional Regulation Number 1 of 2014 concerning Healthy Food and Free of Hazardous Materials, it is stated "The Regional Government/Mayor through the Health Office issues certificates of food safety, quality and nutrition". However, the field shows that there are still many who do not have food safety, quality and nutrition certificates such as Home Industry Food Production Certificate. This study aims to analyze the Implementation of Healthy Food Policy and Free of Hazardous Materials for the Home Food Industry in Payakumbuh City, especially in obtaining food safety, quality and nutrition certificates. This study uses a descriptive qualitative method with data collection techniques in the form of interviews, observations and documentation. The results of this study are the implementation of the policy of Healthy Food and Free of Hazardous Materials, especially in the implementation of certificate management, quality safety, and nutrition such as SPPIRT in Payakumbuh city is not optimal, because there are still many Home Food Industries that do not yet have and important matters related to distribution license number for business.]]>

<![CDATA[The Desa bersih narkoba program or commonly abbreviated as the desa bersinar program is an area unit at the kelurahan or village level that has certain criteria where there are activities to prevent, eradicate, abuse and illicit drug trafficking or abbreviated as the P4GN program. The purpose of the making of this desa bersinar program is to create safe, orderly and educational conditions for rural communities against drugs so that the village environment becomes clean from drug abuse and to create villages that are independent in carrying out P4GN activities. The purpose of this study was to determine the effectiveness of the desa bersinar Program in Sangau Village, Kuantan Mudik District, Kuantan Singingi Regency. The type of research used in this research is descriptive qualitative. This research was conducted in Sangau Village and at the BNNK Kuantan Singingi Office. The required data collection is both primary and secondary data from interviews, observations, documentation, and then analyzed so that conclusions can be drawn from the research problem. The results obtained are the effectiveness of the desa bersinar program in Sangau Village, Kuantan Mudik District, Kuantan Singingi Regency has been running effectively but in the implementation of its activities it still needs to be improved. The inhibiting factor of the desa bersinar program in Sangau Village is the lack of coordination in program implementation and high community mobilization.]]>

<![CDATA[Pembatasan Sosial Berskala Besar (PSBB) are a form of policy made by the Government in the context of controlling Covid-19. The Pembatasan Sosial Berskala Besar (PSBB) to overcome Covid-19 is based on Decree No. 21 of 2020 concerning Large-Scale Social Restrictions related to the acceleration of handling Covid-19 infections, the PSBB policy is an official policy taken by the government which is implemented in Indonesia based on permits and Minister of Health in the context of dealing with Covid-19. The purpose of this study was to determine the effectiveness of implementing Pembatasan Sosial Berskala Besar (PSBB) in the context of controlling COVID-19 in Pekanbaru City and to describe the obstacles in implementing PSBB in Pekanbaru City. The research method used is descriptive qualitative research, with interview and documentation data collection techniques. The results of this study indicate that the effectiveness of the PSBB implementation in the context of controlling covid-19 in Pekanbaru City can be seen from four indicators, namely Accuracy of Targets, Program Socialization, Program Targets, Program Monitoring which has not been effective because there are still people who do not comply with regulations due to various factors.]]>

<![CDATA[Selling and buying fruit with a wholesale system is one of the buying and selling practices that has existed for a long time. As is often done by the people in Ratu Sepudak, namely buying and selling petai fruit on trees with a wholesale system. The focus of this research is to find out how the practice of buying and selling petai fruit on trees with a muamalah fiqh perspective wholesale system in Ratu Sepudak Village, Galing District, Sambas Regency. The research method used is qualitative. Sources of data in the form of primary data and secondary data. Data collection techniques are interviews, observations, as well as from books and journals about buying and selling. The data processing technique used is descriptive analysis, namely reviewing the practice of buying and selling petai fruit on trees with a wholesale system in Ratu Sepudak Village using fiqh muamalah and then drawing conclusions. The results of this study are based on the perspective of muamalah fiqh, the practice of buying and selling petai fruit with a wholesale system in Ratu Sepudak Village is not valid because the quantity and quality of petai fruit is unknown, which means that this sale and purchase contains elements of gharar and includes buying and selling muhaqolah which is prohibited in Islam.]]>
