Abstract

This research is motivated by the phenomenon of low participation of new voters in the Village Head Election in Bentarsari, Salem District, Brebes Regency. Although new voters have the potential to have a significant impact on the local democratic process, in reality they are often not actively involved. This can be caused by various factors, including a lack of understanding of the election process, dissatisfaction with candidates, and minimal socialization carried out by related parties. The method used in this study is a qualitative method, which aims to dig up in-depth information about the participation of new voters. Through interviews and focus group discussions, this study seeks to understand the perspectives and experiences of new voters in the context of the village head election. The main focus of the study is to identify the factors that influence their participation, as well as how efforts can be made to increase their involvement in the election process. The results of this study are expected to provide a clearer picture of the challenges faced by new voters and possible solutions. By understanding the reasons behind the low participation, stakeholders, including village governments and community organizations, can design more effective strategies to increase awareness and involvement of new voters. Overall, this study is expected to contribute to the literature on political participation, especially among first-time voters, as well as provide practical recommendations to increase participation in future village head elections. Thus, this study is not only relevant for academics, but also for practitioners involved in the election process and community development

Abstract

Strengthening tourism governance (good tourism governance) is a strategic approach in encouraging the development of sustainable and participatory local tourism. This study aims to analyze the role of local governments and local actors in implementing the principles of good governance, participation, accountability, transparency, and effectiveness in the development of the Pasundan Mini Ranch Sapi tourist attraction in Ciamis Regency. The research method used is qualitative descriptive with data collection techniques through observation, interviews, and documentation studies. The results of the study indicate that strengthening human resources (HR) is a key aspect in the tourism management strategy, supported by collaboration between local governments, BUMDes, and local communities. Although there are limitations in digital promotion and service capacity, training initiatives and service innovations have encouraged the creation of more adaptive and inclusive governance. This study recommends the need for a local-based tourism HR strengthening policy that is integrated with the regional development planning system.

Abstract

In March 2020, Indonesia was shocked by a terrible virus, the Covid-19 pandemic. Until August, Covid-19 in Indonesia reached 165,887 including 7,169 deaths covering 34 provinces. Then the Covid-19 outbreak had an impact on the decline in economic activity of MSMEs in Indonesia, especially Banjar City. The purpose of this study was to find out about the role of the Regional Planning, Research, Development Agency (BAPPELITBANGDA) when formulating Technical Policies for Regional Development Planning Research in Banjar City and the factors that affect the Economy in Banjar City caused by Covid-19 and increasing Innovation in economic development in Banjar City. The people of Banjar City cannot carry out their usual activities due to the government's appeal to set policies for WFH (Work from Home) and Social Distancing. Therefore, BAPPELITBANGDA made an innovation design that will be developed in stages which is expected to overcome the decline in the economy in Banjar City. This study uses direct observation techniques using the interview method, researchers visit the places studied and researchers obtain other sources through the official BAPPELITBANGDA website as a source of research data that supports observations.

Abstract

This study focuses on optimizing the implementation of Management Information System (MIS) This research employs a descriptive method with a case study approach. Data were collected through observations, in-depth interviews, and document analysis. The analysis was conducted based on six key dimensions: information, system components, organization and management, decision-making, and the value of information in supporting service effectiveness. The findings indicate that the implementation of MIS has accelerated administrative services, improved data accuracy, and facilitated information-based decision-making. However, challenges remain in technological infrastructure and system stability, which require further improvement. Therefore, this study recommends the development of real-time notification features, enhanced system capacity, and technological infrastructure upgrades to ensure more optimal and responsive services that cater to public needs.

Abstract

Sustainable tourism management has become a crucial issue in Bali, one of the most popular tourist destinations in Indonesia. The rapid growth of tourism has had negative impacts on the environment and local culture. Therefore, the implementation of governance based on environmental ethics and social inclusion is an important strategy in managing sustainable tourism while preserving Balinese cultural identity. This study examines the implementation of governmentality in sustainable tourism management in Bali. Through community participation and public consultation, the Balinese government integrates input from local communities, academics, and tourism industry stakeholders in tourism decision-making. Environmental ethics is the main focus in tourism management, with strict regulations to protect natural resources and the environment. The results of the implementation of governmentality show positive impacts. Balinese tourism becomes more sustainable with strict environmental monitoring and enforcement of regulations. This increases local community involvement in the tourism industry, ensuring that tourism benefits are distributed to all levels of society. Cultural preservation is also a major concern in tourism policy through the involvement of local communities in decision-making. This study makes a significant contribution to understanding the implementation of governmentality in sustainable tourism management in Bali. It is intended for the government and tourism stakeholders to achieve the right balance between sustainable tourism growth, cultural preservation, and environmental protection in the future.

Abstract

Indonesia, the largest archipelagic country in the world, has more than 17,000 islands, including outer islands that play a strategic role in national maritime defense. However, managing these islands faces challenges such as limited infrastructure, human resources, security threats, and suboptimal coordination between institutions. This study analyzes the application of Collaborative Governance in managing strategic islands to support national maritime defense, using a qualitative descriptive approach and case study method. Data were obtained through interviews, field observations, and policy document analysis. The findings show that local governments play a role in infrastructure development, while the Marine Corps/Navy ensures security and provides education to the community. However, collaboration is still hindered by differences in priorities, ineffective communication, and limited human and financial resources. Effective implementation of Collaborative Governance requires strategic coordination through joint teams, increased coordination meetings, and community involvement in managing marine resources. Strengthening security capacity through the provision of modern equipment and harmonizing policies between central government, local governments, and the military are crucial factors. This study emphasizes that the synergy between local governments and the Marine Corps/Navy in Collaborative Governance can enhance the effectiveness of managing strategic islands, support maritime defense, and contribute to community welfare and Indonesia's world maritime axis policy.

Abstract

This study assesses the effectiveness of counterinsurgency (COIN), counterterrorism (CT), and counterinsurgency (CI) tactics in addressing asymmetric threats in Papua. Utilizing qualitative research methods, secondary data from existing literature, case studies, and expert opinions were synthesized. The research aimed to understand the challenges faced by security forces in implementing strategic responses and propose recommendations to enhance effectiveness. Findings revealed the mixed effectiveness of current tactics, hindered by terrain complexity, logistical constraints, resource limitations, and coordination issues. The study recommends a comprehensive approach, integrating community engagement, development assistance, interagency cooperation, and conflict resolution initiatives.

Abstract

This research analyzes the implementation of artificial intelligence (AI) in improving the quality of public services in Indonesia. Using a qualitative method, the study explores the potential, challenges, and optimization strategies of AI in the context of government services. The New Public Service (NPS) theory and e-government concept are used as analytical frameworks to understand how AI can support citizen-centered services. The results show that the Indonesian government has recognized the potential of AI to enhance service efficiency and quality, with implementations such as chatbots for 24-hour information services and data analysis for smart city planning. However, challenges such as the digital divide, infrastructure limitations, and data privacy issues still need to be addressed. The government has taken strategic steps through the National Artificial Intelligence Strategy 2020-2045, digital infrastructure improvement, and the enactment of the Personal Data Protection Act. Nevertheless, further efforts are needed to ensure an inclusive, ethical, and beneficial AI implementation for the entire society. This research concludes that with a comprehensive and collaborative approach, Indonesia has the potential to become a leader in AI adoption in the public sector in the Southeast Asian region.

Abstract

The implementation of Bekasi Regency Regional Regulation Number 12 of 2011 concerning the Spatial and Regional Planning for 2011–2031 faces fundamental challenges, particularly regarding the weak control over the conversion of agricultural land into industrial and residential areas. This condition reflects a gap between the spatial planning that has been formally designed and the realities of its execution in the field. In addition, cross-sectoral coordination has not been optimal, monitoring and supervision remain limited, and community participation in maintaining the sustainability of sustainable food agricultural land (LP2B) is relatively low. This study aims to analyze the implementation of Bekasi Regency Regional Regulation Number 12 of 2011 concerning the Spatial and Regional Planning for the period 2011–2031, with particular focus on the protection of Sustainable Food Agricultural Land (LP2B). Employing a qualitative approach with a case study method, this research adopts the Adaptive Implementation Theory, encompassing four key dimensions: flexibility, interaction and communication, monitoring and evaluation, and community participation. The findings reveal that policy implementation is hindered by structural and cultural barriers, including weak intersectoral coordination, limited public participation, and inadequate oversight of spatial violations. The novelty of this research lies in the application of adaptive implementation theory within the regional spatial planning context and its contribution to formulating strategies for institutional capacity-building and improved policy enforcement. This study highlights the urgency of integrating spatial planning with agricultural land protection to ensure sustainable regional development.

Abstract

The aim of this research is to explore and evaluate the function of the Indonesian Metal Workers Union Federation in advocating for political rights concerning salaries in Bekasi Regency. This investigation draws on political process theory, which identifies three critical components for the effectiveness of social movements: organizational strength, cognitive liberation, and political opportunities (McAdam in Sukmana, 2016: 197-204). A qualitative method with a descriptive framework is employed for this study. The data drawn upon comprises both primary and secondary sources. Relevant techniques are utilized for data gathering. These techniques encompass observation, interviews, surveys, documentation, and a mix of these approaches. Informants are chosen using purposive sampling to ensure the researcher acquires the necessary information. The findings reveal that, firstly, from the standpoint of organizational strength, a sense of connection and mutual support among FSPMI members has developed. This is evident in the rising number of workers enrolling as FSPMI members and in efforts to enhance membership and formulate a collective strategy through regular discussions. Secondly, concerning cognitive liberation, FSPMI educates its members politically via discussions held between the central organization and unit leaders, while also consolidating efforts to improve communication and coordination, thus strengthening the ties between members and management. Lastly, in the context of political opportunities, attempts are made to engage with the ruling party and lobby the regent regarding wage adjustments. This advocacy occurs through tripartite negotiations involving the government, employers, and workers, along with bipartite negotiations aimed at addressing company-related issues through dialogue.
