Abstract

Paddy Lagoon is an innovative project in Bojongsari Village, Bandung Regency, which integrates the food and sustainable tourism sectors in response to global challenges of food, water, and energy availability. Capturing the 2025 food tourism trend, this project transforms underutilized agricultural land into a unique ecology-based tourism education center. With a concept of floating stilt houses above carp breeding ponds, Paddy Lagoon highlights ecological architecture that utilizes natural materials such as affordable yet aesthetically pleasing Borneo wood and bamboo. Functionally, the area is divided into three main zones, including 20 kiosks for culinary MSMEs, a closed VIP area, and supporting facilities such as sanitation areas and a prayer room. This project is more than just a culinary center; it serves as a catalyst for socio-economic development that creates business opportunities for the local community and increases the village's original income. Ecologically, the integration of fish farming under the main building serves as a means of education about the food and water cycle without disturbing the sustainability of the surrounding rice fields and hills.

Abstract

This study aims to analyze the competency level of public servants (ASN) in the tourism sector, identify the root causes of competency gaps, and formulate an appropriate Competency-Based Training (CBT) model aligned with regional tourism development needs. The problem arises from non-competency-based job rotation, the absence of substantive tourism training, low digital literacy, and the lack of technical institutional standards within tourism offices. This research employs a qualitative method through field observation, in-depth interviews with non-managerial and non-functional tourism staff, and literature review of relevant regulations, including the Ministry of Administrative Reform (PermenPANRB) regulations from 2020–2023, the ASN Competency Dictionary (2022), and national tourism development policies. The findings reveal that ASN competencies remain weak across the five core pillars of tourism: (1) destination management, due to limited understanding of planning and standardization; (2) tourism marketing, reflected in the lack of digital promotion and branding skills; (3) institutional governance, characterized by minimal coordination and the absence of operational SOPs; (4) tourism human resource development, where ASN are not yet capable of providing substantive guidance to tourism actors; and (5) the tourism industry, marked by insufficient knowledge of industry structure and value chains. These competency gaps are primarily caused by non-merit job rotation practices, the absence of technical tourism training for implementing staff, inadequate institutional support, and the rapid evolution of the tourism sector that surpasses the rate of competency development among ASN. Based on these findings, this study recommends the adoption of a Competency-Based Training (CBT) model that includes modules on destination management, digital tourism marketing, institutional governance, tourism human resource development, tourism industry understanding, and digital literacy using data and geographic applications. The proposed CBT model is designed based on actual job requirements and competency gap analysis to ensure measurable, sustainable improvement of ASN capabilities. Implementing CBT is essential to developing professional, adaptive public servants capable of meeting the increasingly complex demands of the tourism sector.

Abstract

The growth of the café business annually ranges between 15–20%, indicating that this industry has significant potential and encourages entrepreneurs to start businesses in the food and beverage sector. From a business perspective, cafés and restaurants have become one of the most attractive industries for entrepreneurs in Indonesia due to the vast opportunities and consistent market demand. This can be observed through the increasing number of coffee shops and the rising level of domestic coffee consumption. South Sumatra is one of the provinces in Indonesia that has experienced significant growth in coffee shops, commonly known as cafés. On average, each coffee shop provides a comfortable atmosphere that encourages visitors to stay longer, supported by unique and Instagrammable designs that add value and are expected to attract customers to visit and return to the establishment. When consumers visit a restaurant or café, they expect to receive the best products and services. Davis, Lockwood, Alcott, and Pantelidis (2008) stated that when consumers dine in a restaurant or café, they undergo a dining experience that begins when they arrive at the establishment and continues until they leave the venue. This study employed a descriptive research design using a quantitative approach. Data were collected through questionnaires, observations, interviews, documentation, and literature review. The population of this study consisted of all consumers who were currently experiencing or had previously experienced a dining experience at Le Jardin Café, Lahat Regency. A total of 100 respondents were selected as the research sample. The results of this study indicate that the t-test results show a mean score greater than 3, and the calculated t-value is higher than the t-table value. These findings conclude that consumers have positive perceptions of the Dining Experience and Repurchase Intention variables at Le Jardin Café, Lahat Regency. Meanwhile, the correlation results show that all indicators of the Dining Experience and Repurchase Intention variables have positive relationships; however, the relationships are not strong.

Abstract

Tourism is one of the economic drivers that has a broad impact on people's welfare. This study examines how facilities and promotions affect tourists' interest in visiting Maribaya Natural Hot Springs. This study uses facilities and promotions as independent variables and interest in visiting as the dependent variable. The researcher used a quantitative research method with determined respondents and the use of multiple simple regression to determine how much influence each independent variable has on the dependent variable, either individually or simultaneously. The results of the study indicate a strong relationship between the variables of facilities and promotions on the variable of interest in visiting. Regarding the results of the study, the author suggests maintaining and improving facilities, reviewing the use of promotions that do not have much impact, and starting to be more active in using advertising on social media platforms.

Abstract

The purpose of this study is to evaluate the strategies used by the Association of The Indonesian Tours & Travel Agencies (ASITA) West Java DPD and Travel Agencies (BPW) to improve West Java tourism through the management of inbound tour packages. This study aims to identify the factors that influence the management of inbound tour packages in the process of developing West Java tourism in different eras. The identified problem is the ineffective management of Inbound Tours by ASITA member travel agencies during the Covid-19 pandemic. Many travel agencies are still focused on ticket sales and domestic or international tour packages. To evaluate this issue, the study uses the theory of Rejeki and Hantoro (2020:59) through three stages of tour package organization, namely: (a) preparation or creation of tour package products, (b) administration of tour package organization, and (c) tour implementation (tour operation). This research employs a descriptive qualitative method with data collection techniques through observation, interviews, and literature studies supported by Focused Group Discussion (FGD). The results of this study show that the strategies of ASITA member travel agencies are quite good; however, the variety of tour products is still limited, prices are competitive, and promotional efforts are not yet optimal. The main factors are the lack of experienced human resources and government regulations regarding foreign tourist permits after the pandemic. The researcher recommends that the development of inbound tourism should be carried out with more diverse product variations, intensive promotions, and collaboration between the government and tourism stakeholders to attract international tourists and increase foreign exchange earnings.

Abstract

Community-based tourism village development requires consistent and high-quality service standards to enhance visitor satisfaction and ensure destination sustainability. Desa Wisata Lebak Muncang is one of the tourism villages experiencing an increase in visitor numbers, thus requiring a standardized service system. This study aims to analyze the implementation of Standard Operating Procedures (SOP) in visitor services and to evaluate the gap between established standards and actual practices in the field. This research employs a descriptive qualitative approach with data collection techniques including interviews, observations, and documentation studies. Data analysis is conducted using the interactive model of Miles and Huberman, as well as the Service Quality (SERVQUAL) approach, which consists of five main dimensions: tangibles, reliability, responsiveness, assurance, and empathy. The results indicate that SOP implementation has covered aspects such as homestay services, tour guiding, security, and service coordination. However, the implementation has not been optimal due to significant gaps between standards and practice, particularly in the dimensions of reliability and responsiveness. The main challenges include low levels of SOP compliance, limited human resource competencies, and suboptimal evaluation and monitoring systems. This study contributes by proposing a Community-Based Tourism (CBT)-based SOP strengthening model that emphasizes community capacity building, strengthened monitoring systems, and the integration of local values into service standards.

On the other hand, public interest in the concept of tourism villages is also relatively significant, as reflected in Google Trends data in 2025. This study aims to analyze the effect of Iconicity and Accessibility on Tourist Visit Intention in Loha Tourism Village. The method used is a quantitative approach. The population in this study consists of all tourists visiting Loha Tourism Village, with a sample of 100 respondents. Data collection was carried out through questionnaires, and then analyzed using descriptive and verification approaches with the assistance of SPSS version 25. The independent variables in this study are Iconicity (X1) and Accessibility (X2), while the dependent variable is Tourist Visit Intention (Y). The results of the descriptive analysis show that the average value of the iconic variable is 3.90, accessibility is 3.53, and visit intention is 3.89, all of which are in the good category. Meanwhile, the verification analysis results indicate that partially, iconicity has a positive and significant effect on visit intention, while accessibility has a negative and insignificant effect. However, simultaneously, both variables have a significant effect with a contribution of 61.60% to tourists’ visit intention in Loha Tourism Village, while the remaining 38.40% is influenced by other factors beyond the scope of this study.
