Abstract

This study analyzes the impact of traffic growth on the pavement design life of KH. Ahmad Dahlan Pohjentrek Road in Pasuruan City using the Manual for Pavement Design (MDP) by Bina Marga 2024. The increasing volume of traffic, especially from heavy vehicles, has led to accelerated road deterioration and a significant reduction in the pavement's planned design life. The CESAL (Cumulative Equivalent Standard Axle Load) values exceeded the initial projections, reducing the planned lifespan from 10 years to 8 years. This finding highlights the critical need for regular evaluations of pavement thickness and the implementation of stricter monitoring systems for heavy vehicle loads. Advanced technologies, such as Weight-in-Motion (WIM) systems, can be instrumental in real-time vehicle load monitoring, thereby preventing further deterioration. Additionally, revising pavement designs to incorporate more robust materials and increasing layer thickness can enhance road durability. This study emphasizes the importance of adaptive and proactive road management strategies, including policy adjustments and routine maintenance programs, to ensure the longevity and functionality of critical infrastructure, particularly in regions experiencing rapid traffic growth. The findings serve as a reference for local governments and stakeholders in developing sustainable road management practices

Abstract

The Sampang-Ketapang road segment (Link 113) plays a pivotal role in regional connectivity, supporting economic and social activities in Sampang Regency, a hub for salt and tobacco production. This study compares two pavement design alternatives: flexible pavement using Class A aggregate with a thickness of 200 mm and rigid pavement with a flexural strength of 4.5 MPa and a thickness of 300 mm. The analysis evaluates cost efficiency, implementation time, and suitability for the increasing traffic demands of the region. The results show that flexible pavement requires an investment of IDR 12.8 billion and a 7-month construction duration, while rigid pavement demands IDR 19.5 billion and a 9-month duration. Flexible pavement offers lower initial costs and shorter implementation time, making it a more feasible option for segments with moderate traffic. However, it requires more frequent maintenance, increasing long-term expenses. Conversely, rigid pavement is more durable, with minimal maintenance costs, but has higher initial costs and a longer construction timeline. Considering the economic and technical aspects, flexible pavement is recommended as the optimal solution for this project due to its cost-effectiveness and shorter timeline, ensuring efficient resource utilization. Strategic implementation combining both pavement types is also proposed, with flexible pavement for moderate traffic areas and rigid pavement for segments with heavy traffic. This approach balances cost efficiency, implementation time, and long-term durability, supporting the sustainable development of road infrastructure in Sampang Regency

Abstract

This study aims to analyze the influence of Business Level Strategy Differentiation, Integrated Level Strategy, and Corporate Level Strategy on Competitive Advantage in military hospitals. In addition, this study also explores the role of internal innovation as a mediating variable in the relationship between business strategy and competitive advantage. Taking into account the unique challenges faced by TNI AD hospitals, this research contributes to understanding how business strategies can improve competitiveness through internal innovation. This study was carried out quantitatively with a sampling method using the total sampling technique, where the number of samples used was 162 leaders of TNI AD class C hospitals. Data processing was carried out using the Structural Equation Modeling (SEM) method with SmartPLS Ver 4 software to analyze the relationship between exogenous and endogenous variables and test the role of internal innovation mediation in the model. The results of the study show that from several hypotheses tested, the business level strategy (Business Level Differentiation) has no direct influence on competitive advantage or internal innovation. However, the Integrated Level Strategy and Corporate Level Strategy have a positive effect on competitive advantage and internal innovation. In addition, internal innovation has been shown to mediate the influence of integration-level strategies on competitive advantage, but not the relationship between business-level strategies and corporate-level strategies on competitive advantage. The theoretical implications of this study confirm that an integrated organization-level strategy can improve competitiveness through operational efficiency and innovation. Managerially, these findings indicate that military hospitals need to strengthen their culture of innovation and optimize integration strategies so that internal innovation can contribute more significantly to competitive advantage. The limitation of this study lies in the scope of the sample that only involves class C TNI AD hospitals, so the results cannot necessarily be generalized to hospitals with different levels or ownership. This research has a novelty in applying the concept of corporate strategy in the context of non-profit public service organizations, especially military hospitals. The study also combines three types of business strategies in one integrative model, providing a holistic perspective on how different strategies can complement each other in improving hospital competitiveness.

Abstract

This study aims to analyze the influence of transformational leadership, organizational culture, and job satisfaction on Organizational Citizenship Behavior (OCB) among employees of PERUMDA PDAM Tirta Giri Nata, Cirebon City. Using a quantitative research design, data were collected through questionnaires from a sample of 115 respondents selected via the Slovin formula from a population of 160 employees. The study employed SPSS version 25 for data analysis, including validity and reliability testing, classical assumption tests, multiple regression analysis, and hypothesis testing. The findings revealed that transformational leadership, organizational culture, and job satisfaction each have a significant and positive effect on OCB. Simultaneously, these three variables together explained 70.9% of the variance in OCB. The implications suggest that strong transformational leadership, a supportive organizational culture, and high levels of job satisfaction significantly enhance employees’ voluntary and constructive behaviors that go beyond formal job requirements. The novelty of this research lies in its integrated model that simultaneously assesses the effects of these three antecedents, expanding on prior studies which often examined these variables in isolation or through mediators. The study contributes practical insights for human resource management in government-owned utility companies by identifying key psychological and organizational levers for improving citizenship behaviors. Future research should explore mediating factors such as psychological empowerment or organizational commitment and apply this model in different organizational and cultural settings to enhance generalizability.

Abstract

The low absorption of Vocational High School (SMK) graduates in the world of work is a challenge for all parties in making vocational education policies. The same condition is also experienced in Papua Province, especially with the policy of regional expansion. Research on education policies in the competency standards of vocational school graduates needs special attention, so that vocational school graduates in Papua, especially in Jayapura Regency, have competence, in accordance with the needs of the world of work, which can improve the welfare of the Papuan people and regional development. In this study, a quantitative approach with descriptive and inferential statistical analysis was used to reveal the influence of the implementation of education policies based on the attitudes of policy makers on the competence of vocational school graduates in Jayapura Regency, Papua Province. The survey respondents totaled 252 people, consisting of the Government, private sector, and civil society. The results of the study show that the implementation of the policy has gone well, as evidenced by high categorization, which means that the implementation of the competency policy for vocational school graduates has gone well in Jayapura Regency.  The implementation of policies through the MSN approach shows the greatest influence on competency 4, namely responsible behavior in reflecting, taking initiative and designing strategies for learning and self-development, as well as being used to adapting and maintaining commitment to achieve goals with a contribution of 48.4%.  The factors that hinder implementation occur because the affective and conative aspects of attitudes are still in the average category even though there is a contribution of policy makers' attitudes to the implementation of the approach of 51.7% and there is a very significant influence of attitudes towards policy implementation through the MSN approach (F=267,776; p=0.00). This shows that policy implementation can be carried out more optimally if there is a more positive attitude from policy makers towards the competence of vocational school graduates, especially improvements in affective and contive aspects.

Abstract

This study examines the impact and risk management strategies in the construction of East Surabaya Hospital, focusing on technical, time, cost, and environmental aspects. Using a comprehensive mixed-method approach, the research integrates SWOT analysis and Failure Mode and Effects Analysis (FMEA) with Environmental Impact Assessment (AMDAL) documentation to ensure a thorough evaluation of risks. Extensive data collection was conducted through stakeholder interviews, structured questionnaires, and field observations to identify significant risks across multiple dimensions. The findings reveal that environmental risks constitute 45% of total project risks, stemming from air and noise pollution and community disruptions, while technical risks, including equipment failures and material delays, contribute 35%. Temporal and financial risks, though less dominant, showed a cascading effect on overall project efficiency. Implemented risk mitigation strategies, such as preventive equipment maintenance, trusted supplier contracts, dust control measures, and transparent community engagement, successfully reduced technical risks by 25% and environmental impacts by 30%. Statistical analysis demonstrated a strong positive correlation between risk mitigation efforts and project success, with a p-value of 0.02, highlighting the effectiveness of these measures. The study underscores the importance of integrating environmental considerations with technical, temporal, and financial risk management strategies. It provides valuable insights for developing adaptive and sustainable risk management frameworks for urban hospital construction projects, ensuring project success while fostering environmental sustainability and community acceptance.

Abstract

Efficient construction project management is crucial to ensure quality and timely completion within budget constraints, especially for large-scale infrastructure projects. This study examines the application of the Critical Path Method (CPM) in accelerating the construction schedule of the Malaka Regency Regent's Office. The project faced various challenges, including frequent delays caused by design changes, unpredictable weather conditions, labor shortages, and inadequate material or equipment supply. These challenges often disrupted the progress and efficiency of the project, necessitating an effective solution to mitigate potential time and cost overruns. To address these issues and align project progress with the original plan, CPM was utilized to identify critical paths, eliminate lag times, and optimize the overall project schedule. Using CPM analysis and Microsoft Project 2019 software, the project's original duration of 180 calendar days was successfully reduced to 100 calendar days. This acceleration was achieved by streamlining interdependencies between critical activities and optimizing work schedules without increasing project costs. The findings highlight the significant role of CPM in achieving time savings while maintaining the planned budget of IDR 94.59 billion. Moreover, this study demonstrates that proper scheduling, coupled with optimization techniques, can significantly enhance the efficiency and effectiveness of construction projects. These results underscore CPM's potential as a valuable tool for project managers to ensure timely completion without compromising quality or incurring additional costs. This research contributes to the growing body of knowledge in construction project management and offers practical insights for managing similar projects in the future

Abstract

The performance of passenger terminal services at Banyuwangi Airport is a critical determinant of the user experience in air transportation services, directly impacting passenger satisfaction and the airport's reputation. This research aims to evaluate the quality of services provided, identify key factors influencing service performance, and propose actionable recommendations for improvement. Using the Analytical Hierarchy Process (AHP) method, the study reveals that waiting room facilities, information services, and check-in process efficiency are the most significant elements requiring attention. Additionally, while passengers express high satisfaction with basic facilities such as hygiene and toilets, areas such as the circulation space and baggage services exhibit shortcomings that hinder operational efficiency and user comfort. To address these issues, several recommendations are proposed, including redesigning the circulation area to enhance passenger flow, optimizing baggage handling processes to improve speed and reliability, and introducing additional amenities such as more seating areas, improved signage, and dedicated zones for special needs passengers. These findings offer a strategic framework for Banyuwangi Airport managers to prioritize and implement targeted improvements, ultimately enhancing the overall passenger experience and supporting the airport's role as a gateway to East Java's tourist destinations.

Abstract

The construction industry plays a crucial role in developing infrastructure, including essential facilities like hospitals. In recent years, the design and build method has gained popularity due to its ability to integrate design and construction phases under a single contract, offering efficiency in both time and cost. However, alongside its advantages, this method brings numerous risks that can significantly affect project outcomes, especially in terms of completion delays. This research aims to analyze the influence of risk factors in design and build on the time performance of hospital construction projects. The design and build model is one of the most commonly used contract methods in construction projects due to its effectiveness in simplifying the implementation stages. However, the application of this method is often faced with risks that can affect project completion, particularly in time management. This study employed data collection techniques using questionnaires on planning and construction factors. The collected data were analyzed using Pearson correlation to determine the relationships between variables and multiple linear regression to measure the impact of risk factors on the project's time performance. The results show that construction factors have variables with significant and strong relationships to project success, while planning factors have some variables with weak and insignificant relationships. Therefore, risk management efforts should focus on variables with strong and significant correlations to ensure the project's optimal success.

Abstract

The airspace over the Riau and Natuna islands is still controlled by the Singapore Flight Information Region (FIR), this has an impact on the Indonesian state. The takeover of Singapore's FIR by Indonesia was finally carried out through an agreement between the Government of Indonesia and Singapore signed on January 25, 2022. In order for this takeover to be implemented properly and smoothly and provide benefits for Indonesia both in terms of sovereignty, safety and economy, concrete steps are needed. This research aims to analyze how the implementation of the Singapore FIR takeover policy policy is implemented from a public policy perspective. This research uses a qualitative method with data collection techniques through in-depth interviews with each stakeholder directly involved. The data validation used used a triangulation technique, where the research location was carried out at the Ministry of Transportation, the Indonesian Air Force, and AirNav Indonesia. In this study, it was found that the implementation of the Singapore FIR takeover policy after the signing of the agreement experienced quite complex dynamics. Initially, the policy of taking over the FIR had not been conveyed holistically and clearly to all personnel involved in it, including procedures, technical instructions, and work plans were still not available, so this became an inhibiting factor in its implementation. In terms of resources, budgets, and equipment, these three stakeholders are still relying on their respective institutions. Bureaucratic inefficiencies that include aspects of organizational structure, division of authority, relationships between organizational units and so on make this implementation less effective in achieving the policy objectives that have been set. This research is the first research conducted on government science, especially in the field of Public Policy, so this research is a novelty. Some of the things that need to be suggested are the need to form an adhock organization equipped with a legal umbrella, as well as the existence of a budget allocation to support all activities that will be carried out, so that the implementation is carried out properly in accordance with its objectives.
